Accreditation Programme for Reference Material Producers

HKAShas extended its accreditation service to Reference Material Producers (RMPs). Initially, the accreditation programme covers chemical reference

materials, both certified and non-certified. It may be extended to cover other types of reference materials when needs arised.

The accreditation criteria are given in HOKLAS 022 Technical Criteria for the Accreditation of Reference Material Producers. This document includes the requirements in ISO Guide 34: 2009 and relevant HOKLAS policies. RMPs interested in seeking our accreditation may contact HKAS Secretariat to obtain a copy of this document. An abridged version is available at the HKAS website.

Besides, RMP applicants for accreditation should also comply with the requirements set out in HOKLAS Supplementary Criteria No. 39 Accreditation Regulations Specific to HOKLAS – Reference Material Producers. Interested RMPs should submit their application by completing the form (HOKLAS 005), together with assessment/reassessment questionnaire (HOKLAS 023). These documents are available from the HKAS website at www.hkas.gov.hk

The role of Certified Reference Materials (CRMs) in chemical analysis is to provide a “measurement benchmark”, or a common reference, that chemists can use to calibrate their analyses. Analytical results need to be traceable to a common reference before they can be compared. Without a common reference, comparisons of analytical results between laboratories become meaningless. The property of an analytical result traceable to a reference is called metrological traceability. Metrological traceability is a requirement of ISO/IEC 17025. All accredited laboratories are required to meet this requirement.

Given their importance, CRMs should be produced by competent suppliers. The principal aim of the accreditation programme for reference material producers is to provide a framework to formally recognize those competent producers of reference material. Accredited RMPs have been assessed and found to meet the internationally accepted competence criteria. Hence, CRMs produced by accredited RMPs can be used without further verifications. This eliminates the work needed to verify CRMs purchased from other sources.

HOKLAS Supplementary Criteria No. 1 Acceptability of Chemical Reference Materials and Commercial Standard Solutions Used for the Calibration of Equipment has been amended accordingly. Starting from 1 February 2010, CRMs produced by accredited RMPs can be used without further verification.

The achievement of HOKLAS accreditation demonstrated that R3L has implemented the quality system according to ISO/IEC 17025 and has demonstrated the technical competence for consistently delivering technically valid test results. R3L provides testing service for mobile terminals for various technologies including WCDMA, HSDPA, CDMA 2000, 1xEV-DO, IS-95, GSM, GPRS, EGPRS, TIA/EIA-136, AMPS, and base station antennas (CDMA, UMTS, WiFi, WiMAX, RFID).

R3L was established under CUHK in 2007. It is equipped with a world class 128-multiple probe spherical near field scanner in a microwave anechoic chamber. The OTA test facility supports all existing wireless communication protocols. Over the past years the laboratory has played irreplaceable role in supporting local wireless communications industry.

Accreditation of the First Laboratory for Testing of Mobile Phones and Passive Antennas in Hong Kong

The Radiofrequency Radiation Research Laboratory (R3L,HOKLAS registration number 197), in the Chinese University of Hong Kong (CUHK) was granted accreditation to ISO/IEC 17025 by HKAS under the Hong Kong Laboratory Accreditation Scheme (HOKLAS) in June 2010. R3L is the first local laboratory accredited for testing of mobile phones and passive antennas. It is also one of the few laboratories accredited to ISO/IEC 17025 for measurements of the Over The Air (OTA) performance of mobile terminals as well as passive antennas. The OTA performance of a mobile terminal is determined through measurements of its Total Radiated Power (TRP) and Total Isotropic Sensitivity (TIS) in accordance with the test methods specified in International Association for the Wireless Telecommunications Industry (CTIA) Test Plan. TRP measures the spatial coverage of a mobile phone antenna and its effective radiated power while TIS describes the antenna quality when the mobile phone is in receiving mode and signals come from all possible directions.

R3L is located in G01 Ho Sin Hang Engineering Building. In addition to supporting research and teaching activities in CUHK, the laboratory also offers a full scope of testing services to telecommunications equipment certification bodies, wireless communications service providers, and suppliers/manufacturers of wireless communications products all over the world. The Hong Kong Council for Testing and Certification (HKCTC) was established in September 2009. One of its major tasks was to formulate a three-year market-oriented development plan for the testing and certification industry. On 31 March 2010, HKCTC presented the report to The Chief Executive of the Hong Kong Special Administrative Region. Subsequently, the Government accepted all recommendations of the report.

One of the recommendations of the report is to encourage the industry to make wider use of Innovation and Technology Fund (ITF) to enhance technical capability by promoting ITF. The following article provides general information on ITF. Further information is obtainable from the ITF website at http://www.itf.gov.hk. The ITF was set up in 1999 with an allocation of $5 billion to finance projects that contribute to innovation or technology upgrading in industry, both traditional and services industries.There are four programmes under the ITF namely:

(a) Innovation and Technology Support Programme (ITSP)

(b) University-Industry Collaboration Programme (UICP)

(c) General Support Programme (GSP)

(d) Small Entrepreneur Research Assistance Programme (SERAP)

As at end-April 2010, the ITF had approved a total of 1,975 projects involving a total funding of $5,080 million. Taking into account accumulated income over the years (mainly investment income as part of Government reserves under the Exchange Fund), the uncommitted ITF balance (i.e. funding available for new projects) as at end-April 2010 is $2,759 million.

Of the R&D projects under ITF, 53 projects are related to environmental technology.

R&D Centres under ITF

In 2005, the Government decided to adopt a new strategy of innovation and technology development which emphasises five key elements, namely, focus, market relevance, industry participation, leverage on the Mainland, and better coordination among different elements of the innovation and technology programme.

Under this strategic framework, the Government has identified five major technology focus areas for priority development and set up the following R&D Centres under the ITF in April 2006:

(a) Automotive Parts and Accessory Systems R&D Centre (APAS) – hosted by the Hong Kong Productivity Council;

(b) Hong Kong R&D Centre for Logistics and Supply Chain Management Enabling Technologies (LSCM) – hosted by the University of Hong Kong, the Chinese University of Hong Kong and the Hong Kong University of Science and Technology;

(c) Nano and Advanced Materials Institute (NAMI) – hosted by the Hong Kong University of Science and Technology;

(d) The Hong Kong Research Institute of Textiles and Apparel (HKRITA) – hosted by the Hong Kong Polytechnic University; and

(e) R&D Centre for Information and Communications Technologies (ICT) – which forms part of the Hong Kong Applied Science and Technology Research Institute (ASTRI).

Up to end-April 2010, the R&D Centres have undertaken 294 R&D projects involving total ITF funding of $1,457 million.

The SCL – The Metrological Institute of Hong Kong

The Standards and Calibration Laboratory (SCL), established by the Government in 1984, is the de facto “national” metrology institute (NMI) for Hong Kong. The SCL is charged with the responsibilities of maintaining the physical measurement standards for Hong Kong and disseminating these measurement standards to users through traceable calibration services. The calibration services offered by the SCL cover various fields of measurements, which include not only mass and dimensions, the basic parameters in weights and measures, but also electricity, time, frequency, temperature, humidity and acoustics. Besides providing the calibration services, the SCL also conducts training courses and technical talks from time to time, such as The Basic Metrology Training Course jointly organized with HKAS, which is one of the most popular that have been offered, to disseminate the metrological knowledge to the local testing industry.

Fulfilling its role as the NMI, the SCL represents Hong Kong, China, as an associate of the General Conference of Weights and Measures (CGPM) of the Metre Convention, which is a diplomatic treaty

between 51 nations to promote and ensure worldwide uniformity of measurements. The SCL is also a signatory of Mutual Recognition Arrangement of the Conference for Weights and Measures (CIPM), an organization underpinning CGPM. Its test certificates so issued bearing the CIPM logo are recognised internationally. The SCL has enlisted its CMCs (Calibration and Measurement Capabilities) in the BIPM website for about 1,200 items.

As the NMI for Hong Kong, the measurement standards maintained by the SCL are of the highest accuracy. For example, the Caesium atomic clock primary frequency standard has an accuracy of 8 parts in 1014 (less than one second error in 10 million years). The SCL upholds the traceability to the International Systems of Units (SI) by means of an unbroken chain of calibration or comparisons linking them to the international metrology system. This is done through participation in inter-laboratory comparisons of standards internationally, in which it would ensure that the measurement standards maintained by the SCL are in agreement with those maintained by other NMIs of the world. The harmonisation of measurement standards is important as it would help to maintain confidence in our system, thus removing technical barriers in the international trade of Hong Kong.

The SCL will continue to uphold its standard as the de facto NMI of Hong Kong. It will play its role as a reliable and internationally recognised source of measurement traceability to instrument users and will offer other new services to meet the future developments of Hong Kong.

Shared Facilities inHong Kong Productivity Council (HKPC)

The Hong Kong Productivity Council (HKPC) endeavours to provide a diverse range of technical support to the industry in product development and to promote various parties’ competitive advantages in both Hong Kong and overseas markets. In order to assist in stepping up the role and efficiency of the testing and certification industry of electronics , HKPC is exploring further collaboration opportunity with the Hong Kong’s testing laboratories and certification bodies. The upcoming expansion of the testing facilities in HKPC’s Electromagnetic Compatibility Centre (EMC Centre) is an essential step towards the building of a shared platform to facilitate partnership and technology transfers in the testing and certification industry.

As there is growing public awareness and concern over the safety of food, there is great potential demand for more food testing and certification services in Hong Kong. The

concern drives local organizations within food chain, such as food factories, hotels, restaurants, etc., to implement food safety management systems (FSMS) in compliance with ISO 22000. ISO 22000:2005, Food safety management systems – Requirements for any organisation in the food chain, is an international standard specifying requirements for a food safety management system (FSMS). The Standard requires an organisation in the food supply chain to demonstrate its ability to control food safety hazards in order to ensure that food is safe at the time of consumption. ISO 22000:2005 integrates the principles of the Hazard Analysis and Critical Control Point (HACCP) system and application steps developed by the Codex Alimentarius Commission. The Commission was established by the United Nations’ Food and Agriculture Organisation and World Health Organisation for food standards development. ISO 22000 is also aligned with ISO 9001 to enhance compatibility between both standards.

Hong Kong Council for Testing and Certification (HKCTC) submitted its report to the Chief Executive in late March 2010 and food is one of selected trades the Council will focus on. HKCTC has also recommended HKAS to explore the introduction of accreditation service for more internationally recognised food-related certification schemes, such as ISO 22000. By obtaining certification to FSMS, organizations within food chain can demonstrate their ability in managing food safety and providing safe food to their customers. In addition, licensed food premises that have fully implemented a FSMS certified to ISO 22000 can apply to join

the Revised Inspection Regime for Licensed Food Premises that have fully implemented the Food Safety System under ISO 22000 and obtained the ISO 22000 Certification (the Scheme) of the Environment and Food Hygiene Department (FEHD). Food premises recognised under the Scheme will be subject to a revised inspection regime and excluded from the Demerit Points System.

Hong Kong Accreditation Service (HKAS) is preparing to provide a new accreditation programme of FSMS certification to ISO 22000. The objective of this new accreditation programme is to offer official recognition to competent FSMS certification bodies. The scope of this new accreditation programme will cover all food chain categories as stated in Annex A of ISO/TS 22003:2007 including farming, processing, feed production, catering, distribution, services, transport and storage, equipment manufacturing, (bio)chemical manufacturing and packaging material manufacturing. A Task force on FSMS is being established under the Accreditation Advisory Board Working Party on Accreditation of Certification Bodies to determine how the FSMS accreditation programme should be operated. The accreditation criteria, the specific assessment procedures, obligations of accredited organisations, qualifications of personnel, other technical and administrative requirements will also be determined. Measures to ensure the conformity with applicable requirements and credibility of the FSMS accreditation programme will also be determined by taking into consideration local conditions. The output will be in the form of a supplementary accreditation criteria document with which all accredited certification bodies must comply. Representatives from relevant stakeholder groups have been invited to join the Task Force, including professionals, relevant government departments, certification bodies, trade associations, users of accredited service and other interested parties. Experts in FSMS will also be identified for appointment as technical assessors or technical experts. A training course will be arranged for technical assessors to equip them with assessment technique, knowledge of FSMS standards and the accreditation criteria. In addition, another training course will be organised for local certification bodies focusing on accreditation criteria for FSMS certification. It is expected that this new accreditation programme will be launched in the first quarter of 2011.

Reminder for Withdrawal of Accredited Certifications to ISO 9001:2000According to the “Joint IAF-ISO communiqué - Implementation of accredited certification to ISO 9001:2008”, twenty four months after publication of ISO 9001:2008, any existing certification issued to ISO 9001:2000 shall not be valid.

ISO 9001:2008 was published by ISO on 15 November 2008. Accredited certification bodies are recommended to withdraw/terminate all certifications issued to ISO 9001:2000 on or before 15 November 2010. ISO Committee on Reference Materials (REMCO), established in 1975, held the International Symposium on Reference Materials in May 2010 at Hangzhou, China.

The aim of the committee is to carry out and encourage a broad international effort for the harmonization and promotion of certified reference materials, their production and application. It has also drafted various ISO Guides relating to reference materials, including ISO Guides 34 – General requirements for the competence of reference material producers (RMPs). The International Laboratory Accreditation Cooperation (ILAC) has adopted this ISO Guide as the technical criteria for accreditation of RMPs. It is also used by HKAS for the accreditation programme of RMPs, which was launched in September 2010. More details about this programme are given on page 01.

The Symposium was jointly organized by National Technical Committee on Reference Materials, China Association for Standardization (CAS) and China National Accreditation for Conformity Assessment (CNAS). Committee members of REMCO, including Dr Ales Fajgeli of IAEA, Dr Wolfram Bremser from BAM, Germany, Dr Robert Watters from NIST, USA, Dr Steve Wood from LGC, UK, Dr Adriaan van der Veen from NMI, Netherlands, etc. were invited to give presentations at the Symposium. Mr W. W. Wong, Senior Accreditation Officer, HKAS, was also invited to give a presentation on Asia Pacific Laboratory Accreditation Cooperation (APLAC) Mutual Recognition Arrangement (MRA) for RMPs. Mr. Wong was the convener of the APLAC Working Group which was responsible for establishing the MRA. He is currently the Chair of the APLAC Technical Subcommittee on Reference Materials. This Symposium was very well attended by an audience of more than 150. More than 45 presentations were given at the Symposium. ■

Forum for Implementation of HOKLAS Supplementary Criteria No. 36 for Construction Laboratories

About 90 participants from accredited laboratories attended a half-day discussion forum on construction materials testing held on 23 July 2010 at the Lecture Theater of Hong Kong Central Library. The purpose of the forum was to discuss the effectiveness of the implementation of HOKLAS Supplementary Criteria No. 36 (SC 36) and to obtain feedback for further enhancement of laboratory operations.

The SC 36 was implemented in December 2009 to amplify the existing HKAS requirements for the accreditation of some test areas under the construction materials test category, including concrete cube tests, steel reinforcement bar tests, nondestructive tests on welds and site tests such as sand replacement tests and anchor bolt proof load tests. The additional requirements introduced in SC36 would strengthen supervision and tighten control in construction materials testing. They would also help laboratories to gather information for capacity planning and review.

Mr. C.K. Cheung, HKAS Senior Accreditation Officer, presented the current status of implementation of SC 36, the feedbacks obtained from accredited laboratories (via a survey conducted prior to the forum) and the HKAS observations during recent assessments. The presentation covered the following key requirements introduced in SC36:

Monitoring of work in-take against laboratory’s testing capacityHKAS observed large variations in the basis used by different laboratories to estimate their capacities. It was appreciated that the capacities of individual laboratory depend very much on factors such as the skill and experience of operators, the efficiency of machines or equipment used, the complexity of testing methods, the conditions and environment of laboratories or sites. Therefore, HKAS requested all laboratories to provide information to substantiate the claimed capacities and would assess their estimations individually. Difficulties encountered in fulfilling the requirements for monitoring work in-take were also discussed in the forum and some solutions were suggested. Most laboratories confirmed that the capacity audit requirements could effectively monitor the workload against capacity.

Strengthening of supervisionHKAS reiterated the importance of laboratory management and supervisors in supervising activities especially those performed on site. Participants generally agreed that unannounced on-site visits were effective in improving the quality of work carried out on sites but pointed out the difficulties they encountered in arranging unannounced visits outside Hong Kong.

Secure means of recording test results to prevent falsificationKeeping sufficient records facilitates the checking of test results and prevents falsification. Whenever possible, automatic records provided by testing equipment should be kept. Most laboratories did not encounter difficulties in implementing a robust result recording system. Participants generally agreed that the requirements to provide secure means and keeping additional records improved the credibility of test results.

Freedom from undue pressureHKAS noted that the laboratories had implemented most of the measures suggested in SC 36 to protect on-site testing personnel from undue pressure intending to affect test results.

Feedbacks from the floor generally agreed that SC 36 had achieved its intended purpose of providing the laboratory with effective means to strengthen supervision and tighten control on construction materials testing. Some participants also suggested further enhancement to laboratory operation.

The forum ended in an experience sharing session in which HKAS presented four recent malpractices cases discovered and highlighted the lessons learnt.

HKAS will continue to monitor the effectiveness of SC 36. Based on the feedback received, HKAS will also review the existing accreditation criteria and explore the need for further improvement. On 18 May 2010, two workshops on common nonconformities encountered in assessments using ISO 15189 were held at the Queen Elizabeth Stadium. The one in the morning was for accredited medical laboratories and the afternoon one was for non-accredited medical laboratories. The two workshops attracted a total audience of 156 people. HKAS accreditation officers, Ms. Bella Ho and Dr. Eric Ho, responsible for the medical programme presented the common nonconformities.

The workshop began with a description of the brief history and progress of the medical programme. Since its launching in 2004, a total of 26 accreditations had been given and they covered 73 laboratories. The number and grading of nonconformities raised by HKAS in 2009 were analysed and compared with figures in the previous years. Among the management requirements, nonconformities were most often encountered in clause 4.2 on Quality Management System, clause 4.3 on Document Control, clause 4.6 on External Services and Supplies and clause 4.13 on Technical and Quality Records. For technical requirements, nonconformities were commonly raised against clause 5.3 Laboratory Equipment, clause 5.5 Examination Procedures and clause 5.6 Assuring Quality of Examination Procedures. Further analysis indicated that the number of nonconformities per laboratory in reassessments and surveillance visits dropped by half for both significant and minor nonconformities when compared with the number in initial assessments (Table 1). These figures are objective evidence that accredited laboratories had significantly improved their performance after obtaining accreditation.

During the workshops, there were interactive case studies where the participants were invited to discuss and comment on whether the situation was a nonconformity and what grading should be given. This part of the workshop was much enjoyed and welcomed by the participants. Many commented that they benefited most from such case studies as can obtain better understanding on the interpretation of the accreditation requirements; and many requested similar workshops be held more often. In response to this request, a third half day workshop on the same topic was held on 27 July 2010 at the HKAS office. These three workshops attracted participants from 15 accredited and 15 non-accredited hospital and private medical laboratories. The high turnout rate from non-accredited medical laboratories showed that interest in getting accreditation keeps on rising and many medical laboratories are preparing themselves towards this goal. ■

A seminar on legislative requirements for food imported to European Union and Australia and Food Testing was held on 4 and 5 February 2010. This seminar is organized by Hong Kong Accreditation Service to provide technical personnel of laboratories with up-to-date information on the legislative requirements for food to be imported to European Union and Australia as well as the latest international development in analytical methodologies in food testing.

We are most delighted to have three overseas experts to share their experience, expertise and insight with us. They were Dr Norli Hilde Skaar, Secretary General of Nordic Committee on Food Analysis, Dr Roger Wood from Food Standards Agency, UK, and Mr. Shyam Kumaran from National Measurement Institute, Australia. The seminar covered a range of topics including “Imported Food Control Action of Australia”, “Australian Quarantine Inspection Service (AQIS)”, “Food Standards Australia New Zealand”, “the EC legislation - New Approach”, “framework Directives”, “food Control Directives”, “Codex Alimentarius and its function and role in food safety” as well as specific technical issues such as method validation and verification, laboratory quality control protocol for food testing laboratories, metrology in food testing, etc.

This seminar was very well attended by over 70 people from the food trade and testing industry. Most attendees considered that the seminar was beneficial to them and their organizations and indeed 90% of them rated the seminar as excellent or good. Many suggested that similar, but more in-depth, seminar should be organized again.

Supporting the Development of Hong Kong’s Testing and Certification Industry Testing and Inspection Services Policy (TISP)Following is an article contributed by Hong Kong Export Credit Insurance Corporation

Being one of the six priority industries where Hong Kong enjoys clear advantages and has good potential for further development as promoted by the Government, testing and certification industry has been attached with increasing emphasis since 2009. According to the first report of the Hong Kong Council for Testing and Certification released in March 2010, the industry has been providing high volume of testing and inspection services to clients in Hong Kong and the Pearl River Delta (PRD) Region. Besides the enhancement of accreditation service and factors of production which form the industry’s fundamental framework, promotion of the industry to the Mainland and overseas markets also constitutes an indispensible part of the development strategy. In the provision of the services on credit terms to clients, the industry will inevitably face credit risk, particularly in the aftermath of the financial crisis.

To encourage and support the export of Hong Kong services, Hong Kong Export Credit Insurance Corporation (ECIC) has been providing a wide range of insurance facilities for Hong Kong exporters of services to protect them against non-payment risks. For the unique requirement of the testing and inspection industry, the Corporation has the tailor-made Testing and Inspection Services Policy (TISP) to cover the credit risks for the industry when rendering services to overseas clients for credit periods of up to 180 days after the completion of services. The events of loss covered include commercial risks (i.e. insolvency and payment default) and country risks (i.e. blockage or delay in foreign exchange remittance, payment moratorium and war, revolution, riot or natural disaster). Indemnity ratio is up to 90% of the loss. Other benefits of the Policy include credit management, receivable management and facilitating trade finance. The Corporation’s insurance cover can thus enhance the credit management practice and competitiveness of the sector for developing new markets and clients and is vital for the promotion of Hong Kong’s testing and certification industry overseas. Expansion in HKAS ExecutiveThe establishment of the Hong Kong Council for Testing and Certification (HKCTC) is a milestone for the development of the local testing and certification industry. In addition to confirming the high potential of the industry, it also demonstrates the staunch support from the Government for its continued growth. HKCTC has worked with the industry to formulate a three-year market-oriented industry development plan and submitted a report to the Chief Executive in late March 2010. The Government has accepted all the recommendations made in the report. HKAS will provide necessary support to HKCTC in implementing the recommendations.

The Government has also provided additional resource for HKAS to strengthen the manpower of the HKAS Executive for it to meet the increasing demand by the industry for supporting accreditation service. It is our pleasure to report that 11 additional staff, including 3 Senior Accreditation Officers, 6 Accreditation Officers and 2 supporting staff, have been appointed. The additional resource will be used to develop new services and improve the quality of existing services. HKAS holds liaison meetings separately with accredited organisations and users of accredited services every 6 months. The latest liaison meetings with users of accredited service and with accredited organisations were held on 26 May 2010 and 22 July 2010 respectively. The following issues were discussed:

•The Hong Kong Council for Testing and Certification (HKCTC) submitted the development report to the Chief Executive on 31 March 2010. Government had accepted all the recommendations. Members discussed the opportunities in the industry, particularly the four trades identified to have substantial synergy with the testing and certification, namely Chinese medicine, construction materials, food and jewellery.

•HKAS would provide necessary support to HKCTC in implementing the recommendations and continue to expand its services to satisfy the need of society.

•Members generally found that HKAS accreditation was widely accepted internationally.

•There were demand for HKAS accreditation in new fields, such as energy saving products, and HKAS is ready in providing service in these new areas.

•Performance indicators of accredited organizations revealed that their performance were satisfactory as the number of significant non-conformities found in assessments was low.

•HKAS would continue organizing training courses demanded by the testing and certification industry.

•There were market demands for certification on food safety and environmental testing. HKAS had already strengthened its accreditation service in these areas.

•Members were informed that the re-evaluation of HKAS by Pacific Accreditation Cooperation for Quality Management System certification accreditation would be due in November 2010 and HKAS had applied to extend its scope of mutual recognition to Environmental Management System (EMS) Certification and Product Certification. ■

HKAS Liaison Meetings with Accredited Organisations and Users of Accredited Services

The new ISO/IEC standard for accreditation of proficiency testing providers (ISO/IEC 17043) was published in February 2010. In response to this, HKAS revised the accreditation criteria HOKLAS 017 and HOKLAS 018, HOKLAS Supplementary Criteria No. 34 for proficiency testing providers (PTPs). The body text of HOKLAS 017 (2nd edition) is now a verbatim reproduction of ISO/IEC 17043:2010 and the HOKLAS policies are put in grey-shaded boxes. Starting from 1 June 2010, this second edition of HOKLAS 017 has been used as the accreditation criteria to assess new PTPs.

PTPs accredited to HOKLAS 017 (First Edition) which was based on ISO/IEC Guide 43-1:1997 and ILAC G13, shall gradually change over to using HOKLAS 017 (Second Edition) as the accreditation criteria. All PTPs shall comply with the requirements of HOKLAS 017 (Second Edition) before 31 Dec 2011.

Apart from adopting the new ISO/IEC 17043, the coverage of the accreditation service has been substantially extended. Proficiency testing schemes designed for any purpose can now be accredited. They no longer need to be related to HOKLAS test categories and test areas. This allows the accreditation of schemes designed for overseas markets.

In our original accreditation programme, a “coordinator” took the overall responsibility of a proficiency testing (PT) scheme and different “programme leaders” were responsible for programmes under the scheme. Since the new ISO/IEC 17043 now refers only to “PT schemes” and abolishes the concept of programmes under a scheme, only the term “coordinators” is retained in the second edition of HOKLAS 017. All previous programme leaders will also be referred to as coordinators.

The new standard requires authorisation of PT reports to be carried out by the PT provider itself and not to be subcontracted, hence a PTP has to nominate a person to authorize PT reports. This person may or may not be the coordinator, but he must work for the PTP and not for a subcontractor.

In essence, the management and technical requirements of the second edition of HOKLAS 017 are similar to the first edition. Apart from the above mentioned changes, HOKLAS policies on interpreting the criteria have been expanded to align with those stated in the latest editions of HOKLAS 003 for testing laboratories and HOKLAS 015 for medical laboratories. Accredited PTP and those preparing for accreditation based on the first edition of HOKLAS 017 should find no difficulty in meeting the requirements in the second edition.
