This programme is implemented in a number of ways. Permanent monitoring of emergencies, prompt notification of the international community, brokerage of bilateral assistance, swift mobilization of multilateral assistance and the deployment of experts for emergency assessments are all activities undertaken by the Unit to assist countries impacted by environmental emergency events. The major beneficiaries of this project are Governments of developing countries and countries with economies in transition, particularly those undergoing rapid industrial development with correspondingly limited capacity to respond to environmental incidents. The focus of the Joint Unit's activities is in the mobilization of international environmental assistance and the provision of initial assessment and post- emergency analysis. As a specific tool, the Joint Environment Unit has developed a global network of officially designated National Focal Points (NFPs) that serve as the conduit for accessing information and accessing assistance (PDF). The Emergency Management Agency (EMA) is a governmental agency under the Ministry of the Defence. By the Preparedness Act, which came into force on 1st January 1993, the former fire service and civil defence were integrated into one single-strand rescue preparedness service to be used in peacetime as well as during a crisis and in war. REMPEC assists and provides information and advisory services to, and facilitates co-operation in cases of emergency among the competent national authorities of the Mediterranean coastal States, Contracting Parties to the Barcelona Convention and its Prevention and Emergency Protocol (Albania, Algeria, Bosnia and Herzegovina, Croatia, Cyprus, the European Community, Egypt, France, Greece, Israel, Italy, Lebanon, GSP Libyan Arab Jamahiriya, Malta, Monaco, Morocco, Serbia-Montenegro, Slovenia, Spain, Syria, Tunisia, Turkey). In case of a HNS spill or release REMPEC can provide the Contracting Parties, upon request, with expert advice at the site of accident, utilizing the services of experts of the Mediterranean Assistance Unit (MAU). At present the Centre has Memoranda of Understanding with CEDRE, ICRAM and FEDERCHIMICA (Association of the Italian Chemical Industry), for participation in MAU. TROCS database, containing information on some 700 chemical substances and 230 crude oils and refined petroleum products, and on dealing with these in case of spill or releases, can be downloaded free of charge from the Centre's website. Between 2001 and 2005 REMPEC also developed a comprehensive Mediterranean Integrated Decision Support Information System (MIDSIS-TROCS), which is based on TROCS database, and comprises inter alia a series of decision trees, guidance on response to

chemical and oil spills, links to the relevant pages of HELCOM Manual on Chemical Pollution, and summary descriptions of past incidents. MIDSIS-TROCS is at present available only as a CD and is distributed to the national authorities of the Contracting Parties and to the relevant international organizations.

The Finnish Environment Institute (also known as SYKE, after the Institute's Finnish acronym) is both a research institute, and a centre for environmental expertise. SYKE is the competent government pollution response authority in Finland. It is in charge of measures against pollution incidents at open sea and whenever severity of an incident so necessitates. CANUTEC is the Canadian Transport Emergency Centre operated by the Transport Dangerous Goods Directorate of Transport Canada. CANUTEC provides a national bilingual (French and English) advisory service and is staffed by professional chemists experienced and trained in interpreting technical information and providing emergency response advice. CANUTEC staff provide advice and information by telephone. In some instances, standard information and data can also be transmitted in printed copy to the site. This complements the verbal advice and recommendations given by CANUTEC staff members. CANUTEC can also provide communication links with the appropriate industry, government or medical specialists. Description:

The primary function of the National Response Center is to serve as the sole national point of contact for reporting all oil, chemical, radiological, biological, and etiological discharges into the environment anywhere in the United States and its territories. In addition to gathering and distributing spill data for Federal On-Scene Coordinators and serving as the communications and operations center for the National Response Team, the NRC maintains agreements with a variety of federal entities to make additional notifications regarding incidents meeting established trigger criteria. The NRC is staffed by Coast Guard personnel who maintain a 24 hour per day, 365 day per year telephone watch. NRC Watch Standers enter telephonic reports of pollution incidents into the Incident Reporting Information System (IRIS) and immediately relay each report to the pre-designated Federal On-Scene Coordinator (FOSC). The NRC also provides emergency response support to the FOSCs and has the ability to quickly place them in direct contact with expert technical support centers (ATSDR, CDC, CHEMTREC) if needed.

Established on 4th August 1982 at Manama, Bahrain, within the framework of Kuwait Regional Convention for Co-operation on the Protection of the Marine Environment from Pollution together with the Protocol concerning Co-operation in Combating Pollution by Oil & other Harmful Substances in Cases of Emergency which were signed on 24th April 1978 at Kuwait. Member States: Kingdom of Bahrain, Islamic Republic of Iran, Republic of Iraq, State of Kuwait, Sultanate of Oman, State of Qatar, Kingdom of Saudi Arabia, United Arab Emirates. Objectives (Article III): a) to strengthen the capacities of the Contracting States and to facilitate co-operation among them in order to combat pollution by oil and other harmful substances in cases of marine emergencies; b) to assist Contracting States, which so request in the development of their own national capabilities to combat pollution by oil and other harmful substances and co-ordinate and facilitate information exchange, technological co-operation and training; c) a later objective, namely the possibility of initiating operations to combat pollution by oil and other harmful substances at the regional level, may be considered. This possibility should be submitted for approval by the Council after evaluating the results achieved in the fulfillment of the previous objectives and in the light of financial resources which could be made available for this purpose. Functions (Article III): a) To collect and disseminate to the Contracting States information concerning matters covered by this Protocol, including: ( i) laws, regulations and information concerning appropriate authorities of the Contracting States and marine emergency contingency plans referred to in Article V of this Protocol ; (ii) information concerning methods, techniques and research relating to marine emergency response referred to in Article VI of this Protocol; and (iii) list of experts, equipment and materials available for marine emergency responses by the Contracting States ; b) to assist the Contracting States, as requested : (i) in the preparation of laws and regulations concerning matters covered by the Protocol and in the establishment of appropriate authorities ; (ii) in the preparation of marine emergency contingency plans ; (iii) in the establishment of procedures under which personnel, equipment and materials involved in marine emergency responses may be expeditiously transported into, out of and through their respective countries; (iv) in the transmission of reports concerning marine emergencies; and (v) in promoting and developing training programs for combating pollution . c) to co-ordinate training programs for combating pollution and prepare comprehensive anti - pollution manuals; d) to develop and maintain a communication/information

The Centre has developed a rich database of regional and international experts and oil pollution combating facilities. It maintains and masters the use of a predictive oil trajectory model. It has recently significantly contributed in collaboration with PERSGA Headquarters in Jeddah, Kingdom of Saudi Arabia in the preparation of the Regional Protocol on Personnel, Material and Equipment Across-boarders Mobilization During Emergency. Work is underway at PERSGA Headquarters for the establishment of a unit for dealing with noxious and Hazardous substances.
