NATIONAL INFORMATICS CENTRE

E-Governance has been in existence in the country in different forms for a long time. However in the initial years, emphasisof e-governance initiatives have been towards G2G Services relating to automation and computerization of internalfunctioning of the government. Over the last few years, focus (of e-governance) has shifted to electronic delivery of

services to the Citizens. E-Governance initiatives are now focusing towards delivery of government services in personalizedmanner at the doorstep of citizens.

In India, over the last two decades, Information and Communication Technology (ICT), has emerged as an effective tool todeliver services to the people. Expansion of Telecommunications Infrastructure & Penetration of Internet in large parts of thecountry, has enabled the government to provide effective, efficient and multichannel delivery of government services to thecitizens at large.

National Informatics Centre, NIC has played an important role in the induction of ICT in government for last three decades.NIC has been associated with most of the e-governance applications in the country in one way or other. ICT infrastructure setup by NIC across the nation, such as NICNET, National Knowledge Network(NKN), LANs in Ministries and State Governmentssecretariats, Data Centres and Video Conferencing etc are being extensively used by various e-governance applications fordelivery of Citizen Services.

Emerging advanced technologies & multiple delivery channel options have helped NIC and Government institutions to thinkinnovatively in delivering public services; enhancing transparency and accountability; fostering citizen’s access to information;enabling citizens’ participation in the public policy process; and improving participation of all stakeholders in governance.Technologies such as World Wide Web, Mobile/Smart phones, SMS, IVRS, Text-to-Speech, Speech-to-Text etc are beingdeployed in variety of combinations by various e-governance applications today to offer innovative e-governance solutions.

I'm sure that as always, NIC shall continue to strive together to introduce best of technology and a lot of innovative solutionsin application of ICT in different domains of governance.

INTRODUCTION Good governance is one of the key

requirements of development. InIndia, Information andCommunication Technology (ICT) isthe catalyzer to deliver goodgovernance by improving theeffectiveness and efficiency ofgovernment stake holders. In therecent years, the emergingtechnologies have helped theGovernment institutions to think out ofthe box in delivering the critical publicservices; improving transparency andaccountability; fostering citizen'saccess to public and officialinformation; enhancing citizens'participation in the public policyprocess; and improving inclusion andparticipation of all stakeholders ingovernance.

The Web Ratna Awards, constitutedby the Ministry of Communicationsand Information Technology, underthe ambit of the National Portal ofIndia, acknowledges exemplaryinitiatives/practices of variousstates/UTs in the realm of e-governance. Today, citizens canexplore diverse services with a few

clicks of mouse. A number of e-Governance initiatives have beenundertaken by the State Governmentsand Central Ministries on a continuousbasis to improve the delivery andaccessibility of public services.

THE EVENT AT A GLANCEEnthusiasm marked the second

season of the Web Ratna Awards. Itwas held on 10th December, 2012 atDr. D.S Kothari Auditorium, DRDOBhawan, Dalhousie Road, New Delhi.

Hon'ble Minister ofCommunications and InformationTechnology, Shri Kapil Sibal felicitatedthe winners. Hon’ble Ministers of Statefor Communications and InformationTechnology Shri Milind Deora and Dr.(Smt) Kruparani Killi were the guestsof honour in the event.

Shri J. Satyanarayana, Secretary,Department of Electronics &Information Technology (DeitY) andDr. Y. K. Sharma, Director General,NIC also graced the event.

With the penetration of Internet &availability of affordable means toaccess the World Wide Web, thegovernment web space can now be

accessed by citizens of India across thenation, be it Rural and Urban. Thisraises the expectation fromGovernment websites and portals forhigher accessibility and citizencentricity to facilitate INCLUSIVEACCESS to government information& services.

THE PROCESSThe Web Ratna Secretariat got an

excellent response to the call fornominations for six categories ofAwards. All the nominations wereevaluated based on scientificallyformulated criterion. Specificevaluation criterions were devised forspecific category by the IndianInstitute of Technology (IIT), Delhi.Outcome of evaluation was thensubmitted to the ScreeningCommittee.

Nominations, shortlisted byscreening committee were finallypresented to the esteemed Jurycomprising of senior members fromthe Government, Academia, Institutesand Organizations. The Jury finallyselected the Platinum, Gold and Silvericons for each category.

ocal Fund Audit (LFA) is theInternal Audit Organisationof Government of Odishafunctioning under theadministrative control of

Finance Department since 1948 as per theOLFA Act passed by the State Legislature.The Organization undertakes audit ofGovernment / Grant-in-Aid institutions,Panchayat Samities, Urban Local Bodies,Aided Colleges, High Schools, ZillaParishadas, Gram Panchayatas, MESchools, Endowment, Universities andDevelopment Authorities etc. At present16,316 numbers of Auditee institutions arebeing audited by this organization.

Since the transactions at Auditeeinstitutions are increasing day by day, it isnot possible to make proper check andbalance of accounts. ALFA, the web basedsolution, is a successful initiative toautomate major activities of theorganisation for easy monitoring by thehigher authorities and achieve requiredtarget in time.

l The current Audit Progress is not readilyavailable as there is lot of delay in receiptof Daily Diary from Audit Parties.

INTRODUCTIONThe Directorate of Accounts acts as

Pay and Accounts Office of theGovernment of Goa. Its main functionsamong others are Budget Control, pre-auditing of bills and passing andobjecting them as per rules.

As part of the ‘Green Initiative’, theGovernment of India has suggested thatsteps be taken by entities in financialsector by increasing the use of ElectronicPayment Systems and gradual phase-outof cheques in their day to day businesstransactions. As per the directions fromGovernment of India, it has beendecided to make all governmentpayments electronically.

NIC, Goa has already developed andimplemented a comprehensive systemfor end-to-end G2G and G2E servicedelivery at the Directorate of Accounts.In view of the decision taken on ‘GreenInitiative’ NIC has incorporated e-

Payment services in the existing systemby developing a web based interface tobe used by all the DDOs/Departments.

This system allows the DDO to:

l Enter mandates

l Submit e-payment data electronically

l Check the status of e-payment

This system was operational initially todisburse salary to all the GazettedOfficers and later extended to all theother employees of variousdepartments/third parties/ contractors/beneficiaries of Government Schemesetc.

e-PAYMENT MODES e-Payment Services are executed with

the help of State Bank of India (SBI,Treasury Branch) Panjim branch. Inconsultation with the officials of SBI, thefollowing modes of e-Payments are beingused to disburse the paymentselectronically.

1. ECS (Electronic Clearing Scheme) This mode is used to credit the

payable amount to the beneficiaries,

NIC, Goa hasincorporated e-Paymentservices by developing aweb based interface tobe used by all theDDOs/Departments inthe existing system atthe Directorate ofAccounts. e-PaymentServices are executedwith the help of StateBank of India (SBI,Treasury Branch) Panjimbranch.

whose account is in the banks located inGoa including Co-Operative banks,which have a valid MICR Code.

2. NEFT (National Electronic FundsTransfer)This mode is used to credit the

payable amount to the beneficiaries,whose account is in the banks which arelocated anywhere in India and have avalid IFSC code.

3. Trickle-FeedThis mode is used to disburse the

payments to the beneficiaries whoseaccount is in the branches of SBI.

PROCESS FLOW:l Drawing and Disbursing Officer(DDO) of various departments collectthe ECS mandate details likeIFSC/MICR code, account number etc.from the employees/thirdparties/beneficiaries etc., and enter thesame in the system.

l The DDO then enters basic billdetails, party details and generates anECS Transaction Receipt (ETR). Thisreceipt contains a unique ECSTransaction Number, account details ofvarious beneficiaries and the payableamount for the particular bill.

l DDO submits the bill to DOA. Billswithout ECS Transaction Receipt are notaccepted in DOA.

lDOA enters the bills in the system andbills are forwarded to various pay auditsections for Pre-Audit.

l After the bill is passed by theconcerned pay-audits, cash sectiongenerates voucher for each passed bill.

l During voucher generation, cashsection uses e-Payment module tocapture and validate the ETR detailsentered by the DDO against the bill.This interface is used to mark whetherthe payment is to be made throughMICR cheque/ECS/NEFT/Tricklefeed. Here, the system generates unique

Payment ID for all e-Payments.

l Cash section generates different textfiles with respect to ECS/NEFT/Tricklefeed as per the format provided by SBI.These files are sent to SBI, Treasurybranch along with forwarding letter.

l SBI processes the file and debits theGovernment account and credits thepayable amount to various beneficiariesincluded in the file. SBI appends uniqueBank Transaction ID against eachPayment ID in the processed file andsends it to DOA. The unsuccessfulpayment amount is returned to DOA bymeans of DD or Bankers Cheque.

l DOA processes the file received fromthe SBI and updates Bank TransactionID against each Payment ID to confirmthe payments. After processing, SMS issent to all the beneficiaries informing thesuccessful and unsuccessful paymenttransactions. Also, DDOs can check thepayment status against the unique ECSTransaction Code.

l DDOs should correct the bankaccount details for the unsuccessfultransactions and submit the samethrough the system. All corrected entriesare automatically included in the e-Payment file, when it is generated nexttime.

l SBI sends e-Payment debits in thedaily Treasury payment scroll.

Manpowertraining at different levels like computerfundamentals, software operations,scanning of deed documents, biometricoperations, data backup-restore planswere imparted by NIC.

BIOMETRIC SYSTEM : BRIEFOVERVIEWBiometric is an automated method of

recognizing a person based on physicalor behavioral characteristics. Biometricinformation, which can identify aperson accurately includes fingerprint,voice, face, iris, hand and handgeometry.

There are two functional methods inbiometric system. One is calledidentification (1 to many mapping) inwhich a recent captured biometricsample is compared with a set ofsamples, sequentially one by one. Theother one is called verification (1 to 1mapping) in which a recent capturedbiometric sample is compared with asingle stored biometric sample.

With the wide spread acceptance,convenience and reliability; fingerprintidentification is considered to be theleast intrusive of all biometricverification techniques. Fingerprint isan intrinsic human token which isdifficult to steal and can be read by aninexpensive reader whereas strip cards,passwords or user credentials etc. canbe stolen.

Fingerprint Identification Record(FIR) has a unique structure, whichconsists of three fields: format, headerand opaque fingerprint data.

If FIR format is changed the headeror finger print data structure can bechanged.

The header field containsinformation to processed fingerprint

data. Header length is the length of theheader. Data length is the length of thefingerprint data. Version is the FIRversion number.

Data type indicates for raw,intermediate or processed. Purposeindicates for enrollment, verification oridentification. Quality indicates forfingerprint quality in the scale of 1 to100, 1 is the lowest and 100 is thehighest. Reserved is for future usage.

Payload is any data like password,employee code or cryptographic keywhich is stored within the FIR andreleased after successful verification.FIR cannot be used as cryptographickey since no two fingerprints capturedfrom the same finger are identical in allaspects.

G2C AND G2G E-GOVERNACEORIENTATION1. Drastic reduction of time ingeneration of signed registrationcertificate by the registration authoritywhich is now one or two days butearlier took weeks in the manualsystem.

2. Transparency in calculation of landvaluation since the introduction of themodule - Minimum Guidance Value(MGV). It optimized revenue collectionfor the Government.

3. Transparency in computingregistration fee (as 1%) and stamp value(as 3% on MGV for Rural and 4% onMGV for Urban)

4. Non-encumbrance certificate

generation module benefits banks andlitigants in case of mortgage and loan.

CONCLUSIONi. Devising and developing a securedweb based system for integration ofregistration system and LRC underNLRMP is under way. NIC WiMAXconnectivity has been installed in thevalley SROs. The new system willstrengthen and would be able to giveseamless technical solution insmoothening the functionalities of e-Governance using the current ICTs inthe most disputed and tiresome processof property registration.

ii. A system proposed to make theavailability of digitally signedcertificates (both for registration andLR) by DSC of the concerned officersin a common web based window to thecitizens has been demonstrated by NICManipur to the Chief Secretary, Govt.of Manipur and to other revenueofficers.

iii. There must be stringent andrelevant Government orders inimplementing computerization inearnest and with proper utilization offunds of the parent department toimplement the computerized system.

iv. Application must be a secured webbased version. It must be audited by athird party audit team. Web basedapplication must be secured fromvulnerabilities and intended attacks.

DIGITAL SIGNING TOOL FOR SECURE DOCUMENTShe physical paperdocument with inksignatures or authenticitystamps can raise the

questions of trust due to the lack ofuniqueness, privacy and durability,where an electronic document withdigital signature can provide addedassurances of the evidence toprovenance of identity, authority, andstatus of the document as well asacknowledging informed consent andapproval by a signatory.

DIGITAL SIGNATURES VS. INK ONPAPER SIGNATURESAn ink signature can be applied in a

paper document only and can bereplicated from one document toanother by copying the imagemanually or digitally, but to havecredible signature copies that can resistsome scrutiny is a significant manualor technical skill, and to produce inksignature copies that resist professionalscrutiny is very difficult. Also in aphysical paper document there isalways a concern about its durability.

Digital signatures cryptographicallybind an electronic identity to anelectronic document and the digitalsignature cannot be copied to anotherdocument. Paper contracts sometimeshave the ink signature block on the lastpage, and the previous pages may bereplaced after a signature is applied.Digital signatures can be applied to anentire document, such that the digitalsignature on the last page will indicatetampering if any data on any of the

pages have been altered, but this canalso be achieved by signing with ink allpages of the contract.

Also the signing process of aphysical document requires physicalrouting to the signatory whichincreases organizational costs, requiresadditional time, and prohibits anorganization from realizing the truebenefits of information digitalization.In contrast, a digital signature can beapplied on an electronic documenteliminating physical routing therebysaves the cost, time and adds theefficiency to the entire process.

DIGITAL SIGNATURE CERTIFICATEA digital certificate is the credentials

and identity of any person or authorityor an organization in electronic formand issued by a Root CA (CertificationAuthority).

It is used for encrypting anddecrypting information with the helpof private and public key pairmaintained by a sophisticated andmathematically proven technologyknown as Public Key Infrastructure(PKI). Information can be decryptedonly when both a private key and apublic key match each other.

eOFFICE-DIGITAL SIGNING TOOLeOffice-Digital Signing Tool is a

desktop tool used for digitally signingthe electronic documents using X.509certificates, thereby integrity,authenticity and non- repudiation ofthe document is maintained. Digitallysigned documents provide required

Trust level, Authenticity and Non-Repudiation between the sender andreceiver of the document and ensuringits legal validity as per IT Act 2000.

The first version of Digital SigningTool (1.0) works on MicrosoftWindows, SUSE Linux (V10.1/11.0/12.4), Red Hat (V 5.6/6.0)and similar clients with Java support.It provides single or multiple signatureprocess on a single document byreading digital certificates from USBtoken provided by the CA.

The advantages of putting the digitalsignature in a document are:

l Ensures that the content of thedocument has not been altered(Integrity) during transition overelectronic channels.

l Guaranties that the document iscoming from the actual person whohad sent it (Authenticity).

l The person who has signed thedocument can not deny the signature(Non- repudiation).

HOW IT WORKSSingle and Multiple SigningThe Signer requires providing the

PDF file for signing and the folderlocation where the signed document tobe stored with some optionalparameters.

More than one signer can put theirsignature on an already signed paperas required. The figure-2 shows thesignatures of single and multiplessigners in a single document.

SIGNATURE VALIDATIONSome of the Root CA's are included

by default in Windows CertificateStore (Trusted Root CertificationAuthorities) and only a few areincluded in Adobe Certificate Store.Microsoft and Adobe use different

Certificate Stores different certificatevalidation procedures.

In the Adobe Certification validationprocedure if the signing certificate (orthe Root CA that issued the signingcertificate) is not included in AdobeStore, the digital signature is considered“Not trusted” when a Signer opens adocument with Adobe Reader, it willshow “Validity Unknown”. Howeverthis has no impact on the signing engine.To trust a signature the Signer must addthe signing certificate on the Adobecertificate store because only a few RootCA's are considered trusted by defaultby Adobe certificate validation engine.

he Comptroller andAuditor General of India(CAG) is an office createdby the constitution of India

and entrusted with the responsibility ofaudit the expenditure and receipts ofthe Union and the States Governments.Besides audit, its field offices located allover India also disburse pension,gratuity, GPF, etc to the employees ofthe State Governments. In respect ofthese payments, a large number ofcomplaints from employees arereceived in the office of CAG and itsfield offices. In order to expedite thedisposal and monitor these complaints,eliminating huge amounts ofpaperwork, a necessity has been felt fora centralized online system for StateGovernments Employees with more

efficiency and transparency, facilitatingon-line prompt service to citizens. Inthis backdrop, a Centralized OnlineState Governments EmployeesComplaints Monitoring System hasbeen developed by NIC.

National Informatics Centre (NIC)established in year 1988 at C&AGoffice is providing technical support tothe office of CAG and its field offices indevelopment of software for its houseKeeping functions and networkconnectivity through 34 MBPS OFC.The Wide Area Network (WAN)between two buildings of CAG hasbeen established in order to automatethe workflow of information in theinter-offices and intra-offices of CAG.NIC has implemented various Webbased e-Governance projects tofacilitate the citizens to upload theinformation online and view the status

pendency reports. The system also hasa facility to send message to thecomplainant through SMS/Emailwhen the complaint is successfullyregistered as well as when thecomplaint is finally settled. It facilitatesthe office and Complainant to view thestatus of complaint with just a click ofmouse.

l The System facilitates CAG office togenerate various consolidated reportsof pendency and disposal of complaintsof all field offices. The disposal andpendency of complaints can be viewedby the management.

l The static information for thepensioners such as Policy andguidelines, Complaints redress flowchart, etc can be provided on Homepage.

l Update message through SMS:Complainant can get the message whenthe complaint is successfully registeredas well as when the complaint is finallysettled.

arlier counseling systemwas operated at sixdifferent locationssimultaneously and

eligible students have to visit any oneof these counseling centers to seekadmission. Students were to visit thecounseling centers in person and thesystem used to cater 1000 / 2000students a day, based on their rank inthe entrance examination. Based ontheir eligibility, options and availabilityof seats, candidates were admitted into various Colleges. Depending uponthe vacancies / vacated seats, studentshad to visit the counseling centersmore than once. The whole systemused to take about 30-40 days for eachround of counseling. The entireprocess of admissions to variouscourses (Polytechnic, Engg, MBA,MCA, M.Tech. etc.) used to take about5-6 months and the students have tovisit counseling center many times,waiting hours together for their turn.

In order to reduce the admissiontime and difficulties faced by thecandidates in traveling to counselingcenters, it was proposed to have a webbased on-line counseling in the state.

WEB BASED COUNSELINGAbout 50 Help line centers (HLC)

are established throughout the Stateand student can visit any of the 50HLC for certificates verification.Students Bio-data is verified and thedatabase is updated with corrections ifany. Each student is given a scratch

card and scratch card secret number isknown only to the student. Afterverification, candidates can enter hisoptions over the net from any internetcenter, home or from any Help LineCenter. They can enter unlimitednumber of options and can edit theiroptions any number of times till thelast date.

After the last date, all the options are

The seats are reserved into about 400 different categories basedon gender, caste, region, physicallyhandicapped, CAP, Sports, NCC etc.and AP has complex reservation rules.Candidates are eligible for admissionsin multiple categories as per rules.

With about 700 engineering collegesand about 2 lakhs candidates andunlimited number of options, theallotment is a very complex process.

ENVIRONMENT & TESTINGThis Counseling applicationdeveloped is on Windows platform asa web based application using C#,ASP, Java Scripting, HTML using the

IIS Web Server and MS-SQL Server2008. Students need internetconnection & browser to use theapplication. The application was testedfor functionality, performance andsecurity by professional auditingteams. The functionality was tested bySTQC, Hyderabad and by user withabout 5,000 students and about 50,000options.

PerformanceVarious techniques were used toimprove the performance. Some ofthem are: caching less frequentlychanging data, use of SQL procedures,closing the SQL connections at theearliest, analyzing all SQL queries with

Security Security audit was performed by different CERT-In

certified security agencies every year. Besides the usualsecurity precautions the other precautions taken are:double password for login, The scratch card technique ,options encryption, salted password encryption, passwordhashing, option reconstruction, logging of every action bydepartment , disabling SQL prompt are some of securityfeatures which protect the system and NIC employees.

APPLICATION HOSTING PLATFORMFor last so many years, Data Centre Web-Hostingteam of Delhi, along with NDC Hyderabad team,have been functional in providing the web-hostingservice support to various on-line counselingapplications of various States Boards as well asCentral Counseling Boards. Andhra Pradesh StateBoard counseling application is also one of them.

Treating counseling application hosting as one of themost critical activity, special arrangements are madeevery year by setting up a dedicated team of highlyskilled & experienced manpower and creating thesetup of dedicated server infrastructure at NIC Data-Centre.

High capacity server clusters are deployed withrequisite setup/configuration covering performancetuning, security hardening, load testing etc. Variousstate-of-art technologies like Load Balancing(LB),High Availability(HA) are used to handle any kind ofheavy work load and hardware/software failures.Virtualization enabled Server setup is prepared formanaging compute resources, quick provisioning,centralized monitoring etc. Intensive monitoring ofthe applications/server Infrastructure, continues on24X7 basis, helps the data-centre team in providingseamless service to the end users.

Disaster Recovery setup is kept ready with havingdata replication happening continuously to remotesite. A combination of replication technologies (in-house developed software as well as state-of-artsoftware technologies) are used to handle the hostbased data replication between the primary andsecondary sites.

A BRIEF GLANCE AT THE MEDIACORNERl A home grown ContentManagement System (CMS)developed by NIC’s web developmentefficient team is used to manage boththe dynamic resource modules (Photosand Videos) of Media Corner site.The front-end web interface of theapplication system ishttps://mediacorner.pmindia.nic.inand the backend for content management ishttps://mediacornercms.pmindia.gov.in. Both the front-end and back-end aredeployed over Secure Sockets Layer(SSL). The resources areupdated/added based on the PM’sofficial and public activities, which arecategorised based on events, place andcalender. The CMS keep a track onthe logging activities of registered usersand administrators through AuditTrail.

l The simple online registrationprocess in the system authenticate auser to download the availableresources. The CMS enables siteadministrators to manage theregistered users. Through the CMS,the site administrator/s can view andgenerate reports on details of photosand videos downloaded in variousdigital formats.

l The technologies used fordevelopment and deployment of theportal are PHP, HTML, CSS,MySQL, JavaScript and jQuery.

l The CMS uses two MySQLdatabases. The first database is usedby the front end application forpublished content and the second onefor the unpublished or draft content.

l The resource content is pushed toeach of the two categories in the Draftworkflow stage. The draft contentresides in Back-end (CMS) Database.It can then be moved to Publish stageduring Editing. Once published, thecontent is copied to the front-enddatabase. When content is movedfrom Publish to Draft, it is deletedfrom the front-end database. Andwhen the published content is deleted,it is removed from both the databases.

l The user friendly Search facility isone among the key features of the site.Simple Graphic User Interface helpsthe user to identify the availability ofPhotos and Videos for each searchresults.

l The Feedback feature facilitatesusers to provide their observations,suggestions or usage problems throughan online Form. Through the CMS,the site Aministrator/s reviews andtake actions on the feedback of theusers.

FEATURES OF PHOTO RESOURCES l The size of the photos to bedisplayed at Front-end is restricted toan image dimension of 740pixels by555pixels. But there is no restriction tothe dimension and resolution of thedownloadable photos.

l The photos which can bedownloaded are currently in .jpg and.png formats.

l The photos uploaded through CMSis made available to users with read-only privileges at the front-endenabled through a soft link providedbetween the “uploads” directory ofCMS and Front-end.

FEATURES OF VIDEO RESOURCESl Adding of Video resources arethrough the CMS along with theinclusion of respectivepreview(screenshot) images withdimension: 740pixels by 555pixels.

l The file formats currently madepossible for video uploads are .flv (forweb preview) and .avi, .mp4, .3gp, .flvand .f4v

l The added video resources areuploaded to NIC’s WebCast server.Previewing and downloading of thevideos are made possible for users

from this Server.

Media Corner site of the PM isconstantly observed for itsperformance and resources usage. Thesite’s visitor activity is closelymonitored to ensure security fromexternal threats. The NIC’s webdevelopment team is constantly atwork on improvements andenhancements of the user experienceof the site. Hence the feedback andsuggestions of the users would hold akey role in the next face of the MediaCorner site.

INTRODUCTIONThe state is divided into 27

administrative districts with its majorcities, evenly spread between Northernand Southern extremes, well connectedwith Rail. Predominantly an abode oftribal population the State is perhaps theonly among its contemporary states toboast of small and large scale industriesincluding Steel Plant, Universities,Medical and engineering colleges, NIT,IIM, Airport, Doordarshan, AIR, andFM stations, Parks, and wild lifesanctuaries. With its State Wide AreaNetwork (CG-SWAN) in place, StateData Centre in offing and much talkedabout CHOICE project it has givenclear signal that it is not lagging behindin the field of IT either. Supported byrelentless quality services of NationalInformatics Centre, Chhattisgarh hasalready been in quite a few accoladesand is already recognized as one of thebest IT implementing states of India.Details of IT infrastructure and some ofthe projects implemented are listed here.

NETWORK OPERATION CENTRE(NOC)NIC commissioned ‘Network

Operation Centre’ (NOC) which alsoserves as the Digital Gateway forChhattisgarh. Total number of nodesconnected with NOC stands at about10000.

NATIONAL KNOWLEDGENETWORK (NKN)A very high speed (Multi-Gigabit)

network has been setup in 14 institutes,universities, IIM & NIT of the state.Chhattisgarh State Wide Area network(CG SWAN) and State data Centre(SDC) are also connected over NKN.Based on this high speed network Stateof the art Virtual Classroom has beenestablished in NIT Raipur.

LAN SETUP AT NEW MANTRALAYAState of the art fibre backbone,

redundant, structured LAN with morethan 5000 nodes has been setup in fourcampuses of new Mantralya Building atNew Raipur.

VIDEO CONFERENCE SETUP (VC)Video conferencing facilities are

available at NIC Sate Centre (2 nos.),Chief Secretary Office, Chief MinisterResidence, State InformationCommission, and all 16 NIC districtcentres. All are IP based and equippedwith Quality of Services (QoS) to ensuremaximum quality during VC meeting.MCU is installed at State Centre forconducting a multipoint VC session atany time.

WEB SERVICES State Centre provides web services

such as Domain Name Registration andWeb Hosting. At present about 100websites are hosted on NICHQ andmore than 300 web based MIS arehosted on State centre.

NAGAR SURAJIt is the urban variant of Gram Suraj

Abhiyan. Nagar Suraj Abhiyan 2012was organized during 19th to 26Nov'2012 to collect problems/demandsof urban people of Chhattisgarh State in

168 Urban Local Bodies and more than3000 wards. On-line registration facilityis also provided to the citizen. Citizenscan trace their application on the portalhttp://cg.nic.in/nagarsuraj.

JANDARSHANIn Jandarshan program on every

Thursday Honourable CM meets thepublic and personally receives theirgrievances. The whole process of

e-KOSH :TREASURYCOMPUTERISATION The product is to provide solutions for

e-Kosh is a hybrid system that has twocomponents e-Kosh (Core) offline and e-Kosh online (online portal) with all typesof synchronization between these two.While e-Kosh (Core) takes care ofprocess automation at treasuries, e-Koshonline provides online information onexpenditure, receipts, budget availabilityetc.

Contributions of employees recruitedon or after 1.11.2004, who are coveredunder the New Pension Scheme(Contributory Pension Scheme), areaccounted through the salary systemcompiled by treasuries using e-Koshsoftware and consolidated at Directorate.The combined account is transmitted toNSDL on monthly basis.

The web enabled software e-Challanfacilitates government tax payers to paythe taxes online.

PENSION MANAGEMENT SYSTEMOnline pension management system

automates the pension processes andvarious related transactions at divisionaljoint director offices. The broadobjectives are to track monthly pensionpayments, evaluate governmentrequirements on pension liabilities fromtime to time and redressing thegrievances of pensioners.

E-PAYROLLThe online payroll software is

implemented in the state to facilitateDDOs to generate salary bills, personalclaims, arrear bills for each stategovernment employee.

The eKosh Project has received Oraclee-Governance Excellence Award in2006.

LAND RECORDSCOMPUTERISATION PROJECT(BHUIYAN & BHU-NAKSHA)The Chhattisgarh Land Records

Computerisation project named‘BHUIYAN’ has been underimplementation accross all the Tehsils ofthe State for the past ten years. Thepublic has a facility to view the landdetails on WEB (http://cg.nic.in/cglrc).An open source based comprehensivetool BHU-NAKSHA to store and securethe digitized parcel maps and to editthem to reflect actual changes arising outof mutations caters to all basic necessitiesof Patwari with regard to parcel mapmanagement. BHU-NAKSHA has beenintegrated with existing BHUIYANdatabase.

TRANSPORT PROJECT (VAHAN &SARATHI)The vehicle registrationa project

VAHAN and the driver's licence projectSARATHI have been successfullyimplemented in all Transport offices ofthe state. While VAHAN provides allthe facilities related to RegistrationCertificate (RC) transactions, SARATHIfacilitates Learning and Driving Licence(DL) related transactions. Both theapplications have been customized toprint SMARD CARD based RCs andDLs. The registration and Licence dataregularly get transmitted to State andNational Registers. Customisation ofVAHAN application has also been donefor successful implementation of OnlineDealer Point Registration System(DPRS) in Chhattisgarh.

e-RETRUN OF COMMTAXDEPARTMENTImplemented since July 2010, 56000

registered dealers of commercial TaxDepartment in the state have filledquarter/annual returns online. This

system has eased the burden of dealersand helped the commercial taxdepartment in monitoring revenuebesides identifying the defaulter dealers.The system facilitates the dealers to filetheir quarterly returns online. e-Returnis available athttp://cg.nic.in/AnnualReturn for thepublic.

e-REGISTRATION OFCOMMERCIAL TAX DEPARTMENTAny dealer who wishes to apply for

registration under VAT and CST or VATonly or CST only shall have to submitapplication online and obtain atemporary TIN No. with validity for 15days within which dealer shall appearbefore registering authority for apersonal hearing and to get TemporaryTin converted into Permanent TIN.

This service is covered under theRight to Service Act which mandatesapproval/rejection of registrationapplication within 15 days. The fear thatthe Software auto approves the pendingapplications on the expiry of 15 dayscreats a pressure on registering authorityto dispose off the application withinstipulated time. e-Registration can beaccessed at http://cg.nic.in/eServices.

ONLINE INVENTORY SYSTEM FORCHHATTISGARH STATE BEVERAGECORPORATIONWith an annual turnover of Rs 600

crore the Chhattisgarh State BeverageCorp. has two godowns at Raipur andBilaspur catering to contractors from allover the state. Online inventory Systemhelps maintain the inventory at bothgodowns as well as accounts ofcorporation. It keeps distillers with firsthand information of balance stock at 2godowns of their products so that theycan apply for fresh Purchase Order. Thissoftware also has an online liquor

Supplies Corporation distributioncentres and 35 FCI rice receiving centreshave been computerized covering sixdifferent organizations involved in foodgrain management. Purchase and issueat paddy procurement centres includinggeneration of cheques has beencomputerized. Miller’s registration,Agreement with millers and generationof Delivery Orders etc. arecomputerized. 3.4 Million Ration cardholders database has been prepared.Calculation of monthly allotment to FPShas been automated. Call centre with atoll free number 1800-233-3663 isoperational from 8:00 AM to 10:00 PM.Citizen interface web site is hosted toincrease the citizen participation incontrolling diversion of PDScommodities.

COREPDSChhattisgarh has successfully launched

FPS automation under the nameCOREPDS which expands asCentralised Online Real-time ElectronicPDS. COREPDS has introducedmechanical authentication of beneficiaryat the time of service delivery to checkproxy issues and empoweringbeneficiary with the right to chose FPSby offering portability of FPS, toimprove service delivery. InCOREPDS, FPS’ are equipped with aPOS device with GPRS connectivity.Each BPL beneficiary is provided with aSmart Ration Card (SRC). APLbeneficiaries have been registered withtheir mobile numbers. PDScommodities are delivered to BPLbeneficiary with Smart Cardauthentication and to APL beneficiarywith OTP (One Time Pin)authentication. They can now go to anyFPS to claim their entitlements.Portability introduced fear of losing

RES is responsible for carrying outvarious kinds of works in rural areasunder various schemes, entrusted to it bythe Panchayats. Web enabled softwarecaptures the entire process flow of thedepartment and has the feature of onlinecheque printing to the contractors oragencies.

e-PANCHAYAT –http://cgpanchayat.gov.inUnder e-Panchayat project the

modules PRIAsoft, Planplus, LocalGovernment Directory, Actionsoft andArea profiler of the Panchayat EnterpriseSuite [PES] have been implemented inthe state.

to enhancing the Kerala State's thruston citizen access to governmentservices. The State has also led theworld in the Free and Open Sourcemovement by being the first state in theworld to openly declare its affinity toFOSS. NIC Kerala has played asignificant role in the implementationof e-Governance in the State. Some ofthe significant e-Governance Projectsdeveloped and deployed in the Stateare as follows:

E-DistrictA project that has won the prestigious

CSI-Nihilent award for e-Governancein 2012, it provides Governmentservices to citizens through CommonService Centers (CSC). The projectseamlessly delivers services to public byautomation, integration and boldlymaking changes in processes throughBusiness Process Re-engineering.Services currently covered are mainlypublic related like : Certificates issued

from Taluk / Village Offices, localbodies, PDS services, RTI services,Grievance and complaints, UtilityPayments, Payments to Motor VehicleDept and Revenue court cases.Certificate services from Revenuedepartment have been implemented intwo pilot districts. About 12 lakhservices have been provided as on date.

hsCAPnic This is for the Centralized Seat

Allotment Process for HigherSecondary Courses. There are about1500 higher secondary schools withabout 40 different combinations. Theeligible candidates need to give singleapplication form for applying in anyone of the schools in the district, withhis options in the order of preferences.The sequence of activities includespreparation of rank list for each schooland each course. Allotment process willbe done based on the seat availability,community reservation, rank and theoptions filed by the applicants.Allotment memo can be printed by theapplicants.

e-Transport(http://www.keralamvd.gov.in) In Kerala, 100% computerization of

the Department is achieved in all 65RTOs and Sub RTOs SRTOs includingRTO- National Sector, 19 Check-postsand Office of State Transport Authority.All RTOs/ SRTOs and STA areconnected to the SDC (State DataCentre) through KSWAN. Building theState Register, National Register, citizen

Realcraft It is a workflow-based online

application for registration of thefishing vessels working along the Indiancoast for better coastal security .It ispresently operating in 164 locationsand has brought details of around 3lakhs fishing vessels and fishermen intoone national database. Fishing vesselowners, coast guard, navy, coastalpolice; fisheries department , MPEDA,insurance agencies, state and unionministries are benefitted out of this.

E-procurement GePNIC has been implemented in

Kerala PWD, PMGSY, 60 PSUs andKSEB. Around 2000 tenders worth1200 crores have been successfullysubmitted & processed. 1000 staff ofvarious departments and PSUs and1500 bidders have already beentrained.

e-Office e-Office has been launched in Kerala

State Planning Board and Spices boardErnakulum . The first e-Officeimplementation in the State of Keralawas inaugurated by Hon. Chief

Minister of Kerala Sri. OommenChandy in the Planning Board on 6thNovember 2012.

FMPDS (Food grains movementMonitoring for effective PublicDistribution System)Sh.Anoop Jacob, Minister for Food,

Civil Supplies & Registration launcheda Citizen centric M-GovernanceProject, at Alappuzha on 20thNovember 2012. It empowers theration card holders by providing thelifting details of ration commodities asSMS when the Whole Sale Dealers liftthe items from FCI godown and RationDealers lift the items from Whole SaleDealers. The ration card holders canregister their mobiles throughwww.civilsupplieskerala.gov.in. Thelifting details entered by officials areautomatically transmitted as messagesto the registered mobile numbers.

e-Hospital for Ayurveda Kottakkal Ayurveda College, the first

ayurvedic hospital in the country whichhas implemented the e-Hospital projectwith the help of NIC Agarthala sinceAugust 2012. The key features of e-Hospital@NIC are provide anintegrated solution for hospital andclinical needs.

EMLI (Effective Management ofLetter of Credit Issuance) A web based application for

automating the Issuance of Letter ofCredit (LoC) based on the billssubmitted by the work executingdepartments. On an average, 30,000bills are being submitted every yearfrom 220 division offices of variousdepartments. Letter of Credits fornearly 2000 Crores are being issuedevery year using the application.

Examination Management Systems(EMS)It is a comprehensive Examination

Management System developed forhandling various examinationsconducted by GOK. About 4 lakhscandidates appear every year in theseexaminations under various schemes.The system handles all activities likecandidate registration, resultprocessing, result publication andcertificate generation. Examinationscovered in EMS are SSLC, THSLC(Technical High School Class X), A-Level (Class X EquivalencyExamination), DHSE (Plus 2 / HigherSecondary), Vocational HigherSecondary, TTC (Teachers TrainingCourse), KGTE (Kerala GovernmentTechnical Examination).

XLN implementation (eXtended Licensing Node)

developed by NIC-Gujarat has beenimplemented for Drugs ControllerDepartment, GOK. The softwareautomates all activities related to retaildrugs sales licenses, drug testing etc.The main benefits include SMS alertsto stop sales of non-standard qualitydrugs tested in lab, stopping sales ofbanned drugs and transparency.

SANDIt has bagged the CSI Nihilent

award of appreciation under projectcategory in 2011 . It is an applicationdeveloped by NIC Thrissur that helps

the district administration to controland distribute the quantity of river sandthat can be lifted from various miningpoints in an organized and neutralmanner. More than one lakh citizes arebenefited with sand available to themat Government rates.

Network Operations & Data CentreNetwork Operations & Data Centre(NODC), with 24 x 7 operations andsupport, has been established at NICKerala State Centre for strengtheningthe network and services to userdepartments. The network is connectedto the MPLS enabled NationalNetwork Backbone with a 2.5-10 GBPSbandwidth and the 14 District Centresare connected with 34-100 MBPS.2/8/34 MBPS leased line network with200 WAN nodes has been establishedin Kerala which includes High Court,NITC, Lakshadweep, Post Offices,BOI, DGFT, PAO, PQS and LAN withVLANs of around 750 clients. NICKerala has a Data Centre with 40 highend servers including 10 co-locatedservers and SAN storage, hostingwebsites and applications of userdepartments. Mail services, AntiVirus Support, Update and securityservices are also being provided. Studiobased Video Conferencing serviceswith High Definition VC systems atState Centre and Training Centre,EVCS (Executive Video ConferencingSystem) facility at NIC District Centres,Chief Secretary’s office and CPMGoffice are being extensively used. 46institutes, including 6 NMEICT links,are connected to National KnowledgeNetwork (NKN) in Kerala.

Web services NIC Kerala provides hosting supporton Linux & Windows platform.Around 70 websites are hosted andmaintained . The other activities areresult publishing, VPN support for

districts websites, Security auditingusing Appscan, coordination of securityauditing with CERT-IN empanelledauditors for the applications developedby NIC Kerala, development of CMSbased websites.

RA set up in NIC KeralaA Registration Authority office forNIC CA is functional in NIC KeralaState Centre, Thiruvananthapuramfrom July 2011 onwards. Around 2200Digital Signature Certificates inSmartCards/USB tokens have beenissued as on date, mainly for projectslike e-District, e-Procurement and e-Office. Ten SSL certificates were alsoissued during the period.Approximately 240 renewal of DigitalSignature Certificates were also done.

knowledge and qualifications so thatthey have access to decentemployment and enhance India’scompetitiveness in the global market.The policy focuses on creatingopportunities for all to provide/acquireskills especially for youth, women anddisadvantaged groups, promotingcommitment by all stakeholders toskill development initiatives and mostimportantly developing a high qualityof skilled workforce/ entrepreneursrelevant to current and emerging

employment market needs. TheNational Institute of Open Schooling(NIOS) aims at development offlexible models of skills developmentand an innovative system of skilltraining with an objective of reachingout to a huge workforce andstrengthen the government’s skilldevelopment programme. At thisjuncture NIOS in collaboration withNational Informatics Centre (NIC) hascome up with a proposal forpreparation of courseware on webdesign and development with specificemphasis on Guidelines for IndianGovernment Websites (GIGW). TheNIOS has received the NCPEDP &

MPHASIS universal design award forthe year 2012 for its newly createdwebsite. It is worth mentioning thatthere is a shortage of technicalmanpower in the area of WebDevelopment and Maintenanceparticularly with the knowledge ofW3C’s Web Content AccessibilityGuidelines (WCAG) and GIGW.

The programmes on “WebDesigning and Development” withspecific emphasis on Guidelines forIndian Government Websites (GIGW)may play a significant role inenhancing skill of the aspiring youths

The National Institute of Open Schooling (NIOS), formerly known as National Open School (NOS), wasestablished in November, 1989 as an autonomous organisation in pursuance of National Policy on Education,1986 by the Ministry of Human Resource Development (MHRD), Government of India. NIOS is mandated tooffer pre-degree courses up to senior secondary level as one of the national level board of the Govt. of India.It has also been providing a number of vocational, life enrichment and community-oriented courses linkingeducation with livelihood. With more than 2.2million students on its roll in a given time, it is considered to beone of the largest open schooling systems in the world. Majority of its learners are school dropouts, youthsfrom socio-economically disadvantaged sections and persons with disability, who have missed their firstchance of formal education.

and preparing them for the expectedopportunities particularly in the fieldof developing websites where thenumber of trained technicalmanpower is less. This collaborativeprogramme is being developed basedon the National Vocational EducationQualification Framework (NVEQF)for IT - Sector Skills Council.

The objectives of this initiative are asfollows:

1. To provide vertical and lateralmobility of learners, specifically thoseat senior secondary level in webdesigning programmes.

2. To develop program inaccordance with guidelines for IndianGovt. Websites.

3. To prepare learners for webdesigning and development of GIGWcompliant websites.

4. To create the contents for skillbased curriculum by sharingknowledge/ faculty resources.

Three academic programmes arebeing developed under thiscollaboration following the modularapproach in course delivery. Thecourses so designed are:

1. Web Designing and Developmentas an academic subject (8 credits) atSenior Secondary level. The coursemay be offered as one of the subjectsin the core group for the newlyintroduced vocational stream onComputer and IT area at SeniorSecondary (+2) level by NIOS.

2. A certificate programme on WebDesigning and Development (16credits) that will include 2 modules.

3. A diploma programme on WebDesigning and Development (32credits) that will include 4 modules.

The three programmes arepresented in a modular structure so

that there is option for students forupward mobility and credit transfer. Astudent can take admission to any ofthese programmes directly or canmove from one programme to anotherin a gradual manner.

The minimum duration of theCertificate programme is six monthsand Diploma programme is one year.Thus a learner can appear in thepublic examination of NIOS after sixmonths or one year as the case maybe. The learner can complete thiscourse within five years of registrationby appearing in any publicexamination as per NIOS norms,which is unique to the course deliveryof pacing the study as per convenienceof the learner.

The NIOS courses are normallyoffered using multi-channel and multi-media delivery mode with a judiciousmixture of:

n Self-instructional print material

n Face-to-face counselling

n Hands-on Experience/Practicalfacilities at study centre (AVIs/AIs)

n Audio/Video MultimediaComponents

n ICT-based instructional system

Central and State examinationboards mostly restrict the choice of

streams to Science, Commerce andHumanities. NIOS is in the process ofadding a vocational stream which willwiden the scope of studies and enablestudents to opt for job-orientedcourses. Vertical mobility and lateralentry are also taken into considerationas students can opt for variousunconventional combinations ofsubjects, as per their interest andchoose for other diploma,specialization or degree courses.

There is a unique provision of lateralentry of learners to its specialisedvocational courses. Learners who havecompleted 12th standard with the 8Credits course on ‘Web Designing &Development’ are allowed the facilityof credit transfer under the scheme.Thus they have to do additional 8credits if admitted to CertificateProgramme. Similarly they have to do24 credits if admitted to DiplomaProgramme.

This programme would help infilling up the gap for developing andmaintaining the accessible websites.The learners can also be absorbed inthe private sector as web designer oras instructor. They can even set uptheir own business unit on websitedesign, development, implementationand maintenance.

During the period of Web 1.0(ranging during years 1989 to 1999),the efforts of the web developers andarchitectures was to standardize theinfrastructure, protocols, weblanguages like HTML, Java,JavaScript etc. It was mainly one waycommunication where the peoplewere reading what the writer wassaying. The Paradigm shift from Web1.0 to Web 2.0 which we arewitnessing till now started in 2000 andhas turned the people from merereaders to contributors. However with the plentiful ofinformation available at its helmcontained in varied and numerouswebsites a new thought is emergingwhere in the internet is considered asa BIG computer which may take thecommand from the people in anEnglish like language and process theocean of information available into itsrepositories to present information ina meaningful response to the people.To make things clear, imagine going toa trip to a North India Hill station atpresent, you may search the maps forthe location and route, browseweather sites to search the informationrelated to the weather during thespecific month and yet number ofother websites for the availability ofhotels suiting to your budget. With thismuch information available, still youare at a loss to understand and collatethe information in a meaningful wayso that your trip for pleasure is actuallya pleasurable one. Internetexperts think Web 3.0 is going to belike having a personal assistant whoknows practically everything aboutyou and can access all the informationon the Internet to answer anyquestion. Many compare Web 3.0 to agiant database. While Web 2.0 usesthe Internet to make connectionsbetween people, Web 3.0 will use theInternet to make connections withinformation. According to technology expertNova Spivack, the development of theWeb moves in 10-year cycles. In theWeb's first decade, most of thedevelopment focused on the back end,or infrastructure, of the Web.Programmers created the protocolsand code languages we use to makeWeb pages. In the second decade,focus shifted to the front end and theera of Web 2.0 began. Now people useWeb pages as platforms for otherapplications. They also createmashups and experiment with ways tomake Web experiences moreinteractive. We're at the end of theWeb 2.0 cycle now. The next cyclewill be Web 3.0, and the focus will

shift back to the back end.Programmers will refine the Internet'sinfrastructure to support the advancedcapabilities of Web 3.0 browsers.Once that phase ends, we'll enter theera of Web 4.0. Focus will return to thefront end, and we'll see thousands ofnew programs that use Web 3.0 as afoundation. The Web will evolve intoa three-dimensional environment.Rather than a Web 3.0, we'll see a Web3D.

The Web will build ondevelopments in distributedcomputing and lead to true artificialintelligence. In distributed computing,several computers tackle a largeprocessing job. Each computerhandles a small part of the overall task.Some people believe the Web will beable to think by distributing theworkload across thousands ofcomputers and referencing deepontologies. The Web will become agiant brain capable of analyzing dataand extrapolating new ideas based offof that information.

The Web will extend far beyond

computers and cell phones.Everything from watches to televisionsets to clothing will connect to theInternet. Users will have a constantconnection to the Web, and vice versa.Each user's software agent will learnmore about its respective user byelectronically observing his or heractivities. This might lead to debatesabout the balance between individualprivacy and the benefit of having apersonalized Web browsingexperience.

The Web will merge with otherforms of entertainment until alldistinctions between the forms ofmedia are lost. Radio programs,television shows and feature films willrely on the Web as a delivery system.

It's too early to tell which (if any) ofthese future versions of the Web willcome true. It may be that the realfuture of the Web is even moreextravagant than the most extremepredictions. We can only hope that bythe time the future of the Web getshere, we can all agree on what to callit.

INTRODUCTION

Web analytics is the measurement,collection, analysis and reporting ofinternet data and traffic for purposes ofunderstanding and optimizing webusage. It is possible to track informationof a visitor to a website with the help ofthird party cookies which can be sharedbetween different web sites. Personalinformation can’t be collected throughcookies because it is only possible toautomatically collect technicalinformation through this method, such asthe operating system's version and theweb browser's version.

Web Analytics Servicer fetches detailsfrom Webstat (webstat.nic.in), a servicethat monitors the government websiteshosted and managed at NIC servers. Itanalyses the visit statistics and computesit to rank websites enlisted, based on thenumber of visits. It does not crawl or

fetch any information directly throughthe websites, as all the requiredinformation is collected from Webstatserver log.

Web analytics is not just a tool formeasuring web traffic but can be used asa tool to assess and improve theeffectiveness of a web site. It helps gaugetraffic and popularity trends which areuseful for research related to reach andpopularity of a particular service,information or a scheme.

It helps one to estimate how trafficvariation to a website after the launch ofa new campaign or user section or anymajor change in layout, presentation,navigational architecture, color schemesand page set-up.

MAJOR PROJECTS Computerization of Land Records(CLR): Bongaigaon was the first district inAssam to implement the CLR projectsuccessfully in Sadar Office, Sub-Divisional Office(C) and 3(three) Circles.The citizens can avail the facilities of thecomputerized system in their respectiveareas. As a special drive, Jama Wasil (aRevenue Collection Format) forms are

generated directly from the CLRdatabase and distributed to all officesconcerned and Jamabandi (ROR) havebeen printed and distributed to all thepattadar (Land-holder) in the districtunder technical support & supervision ofNIC. A total of 512 villages have beenincluded under the special drive andabout 4 Lakhs RORs have beendistributed so far.

Sql Server 2008 database has been usedwith ASP running with IIS web server.The system enables the revenue staff toenter Pattadar details, generate RoR thatis Jamabandi from Chitha, performmutation that is registration of newpattadar, partition etc. The applicationalso enables the revenue office togenerate different types of reports ondaily, monthly and yearly basis.

E-Panjeeyan: The e-Panjeeyan(Registration) project has beenimplemented in three Sub RegistrarOffices (SRO) in the district where thecitizens can get their property registeredand the original deed is returned on thesame day. Every month approximately200 Sales Deeds are registered in eachSRO office under the overall supportand supervision of NIC.

BONGAIGAON – Administration Committed towards e-governance

Bongaigaon – carved out fromparts of Goalpara and Kokrajhardistricts of Assam state, thepresence of rock caves(Gumphas)and stone carvings of Jogi guphahill rocks indicates that Buddhistculture had existed here.Bongaigaon falls in the LowerBrahmaputra Valley zone. The agroclimatic conditions of the districtare conducive for variousagricultural activities. The district isdrained by the Brahmaputra on thesouth and two of its majortributaries viz. Ai & Manas flowingfrom the north to south. Agricultureis characterized by overdependence on rainfall,predominance of seasonal cropsand traditional methods ofcultivation. The forest cover in thedistrict is estimated to be 22.6percent of its total geographicalarea. The Manas National Park is awildlife forest reserve lies in thenorthern part of the district.

nited Kingdom haslaunched the newGovernment DigitalStrategy (GDS), an actionplan for redesigning

government digital services around userneeds, and to improve digital skills withingovernment. It uses a list of principles andconcrete actions to build a framework forre-engineering government.

Government Digital Service, a teamwithin the Cabinet Office, the UKGovernment is hoping to save money fortaxpayers and make services clearer bymoving them online. The Digital Strategysets out how the Government can make upto £1.2 billion worth of savings by 2015simply by making everyday transactionsdigital and £1.7 billion (US$2.7 billion) ayear after 2015. A Digital EfficiencyReport, released by GDS this month,found that the average cost of a digitaltransaction can be almost 20 times lowerthan the cost of telephone and 50 timeslower than face to face.

At the release of the strategy, Ministerfor the Cabinet Office, Francis Maude,stated: “Britain is in a global race and that’swhy we need to have modern, efficient,digital-by-default public services that are fitfor the 21st Century”, Maude explainedthat despite the fact that 82 per cent of theUK population is online, most governmentservices aren’t. “Government providesmore than 650 transactional services, usedabout 1 billion times every year,” he said.

“But presently, there is only a handfulwhere a large majority of people whocould use the online option do so.”Research shows that only 46 per cent of theUK population has used a governmenttransaction online.

The current government has alreadylaunched plenty of projects that could fitinto the new plan. For example, the overallnumber of government websites has beenreduced by 74 in the last year alone. And

fewer websites means less money spent. Asan example, Maude mentioned a resourcededicated to British mosquitoes. OpenStandards, adopted last week, are yetanother stepping stone in the DigitalStrategy. This set of policies was designedto make public sector IT cheaper, moretransparent and better connected throughthe use of Open Source solutions.

Health Assist Scheme (CHAS) HealthCarnival. The GPS-enabled app called“Mobile Eldercare Locator” (MEL), allowsusers to search for clinics, learn moreinformation about eldercare and search forhealth and social care services, based onthe location and type of service required bythe elderly. The app and festival are alsomeant to raise awareness of CHAS.

The CHAS benefits people aged 40 andabove who live in a household with amonthly income of no more than $1,500per head. Some 220,000 people alreadyreceive subsidised care at private generalpractices and dental clinics under thescheme.

Singapore Silver Pages (SSP) is a

specialised one-stop resource entity forIntegrated Care that aims to address theinformation needs of the ageing populationin Singapore by providing a single sourcewhere the elderly, their family membersand caregivers can access trusted andauthoritative information on eldercare.There are more than 1,000 suchorganisations featured in the app, whichwas developed by the Agency forIntegrated Care. he Department of VeteranAffairs (VA), has moved15,000 employee emailaccounts to Google Apps forGovernment, announced

Charles De Sanno, Executive Director ofEnterprise Systems Engineering,Department of Veteran Affairs. The five-year contract will eventually move 600,000users to cloud services provided byMicrosoft. The agency is expected tocomplete its migration early next year.

The move is providing governmentemployees many of the same benefits as

when businesses migrate to the cloudincluding improved efficiency, savings andservice. The Department of Veteran Affairsis the second US federal agency to moveto cloud email. Earlier to this, the GeneralServices Administration (GSA) announcedits move to cloud.

Moving to the cloud enables the VA tofulfill the cloud-first federal mandate whileanticipating improved employeeproductivity and collaboration andreduced costs.

The VA will use Microsoft Office 365 forGovernment, which features a separate

communitycloud, for email,sharedcalendars,instantmessaging, andWeb and videoconferencing. Italso includesindustry-leadingapplications forproductivity

and collaboration including cloud-basedOffice, Exchange, Lync and SharePoint.

VA provides a wide range of benefitsincluding, Disability, Education andTraining, Vocational Rehabilitation andEmployment, Home Loan Guaranty,Dependant and Survivor Benefits, MedicalTreatment, Life Insurance and BurialBenefits. Veterans AdministrationTransformation Twenty-One TotalTechnology’ (VA T4) was launched in 2010.This US$12 billion programme aims toimprove the department’s execution of ITprojects and further advance top-priorityprogrammes for veterans. The initiativewill award 15 contracts, at least four ofwhich are reserved for service-disabledveteran-owned small businesses and threefor veteran-owned small businesses.

CHILD LABOUR JHARKHAND This website has been launched by the Government ofJharkhand, to ensure healthy, educated & empoweredchildren and to tackle the problem of child labour. The aimof this website is to carry out vulnerability mapping on apriority basis to identify the areas and trades which employmaximum children.

The content rich and visually appealing website has beenbuilt with an aim to provide maximum accessibility andusability to its visitors by facilitating quick access to variousschemes like ICPS, ICDS, MGNREGA, NCLP, Mid DayMeal etc. The website is continually updated with e-bulletin,videos and information, press releases and policy updatespertaining to the target beneficiary group. THE CENTRAL PLAN SCHEME MONITORING SYSTEMThere are over a thousand Centrally Sponsored and CentralSector Schemes being implemented through differentministries of the Government of India. Given the diversity inimplementation hierarchy, number of implementing units andthe geographical reach of these schemes it has been a

with the inauguration of the online“Question – Answering System” ofNIC at the newly establishedcomputer centre especially dedicatedfor purpose, by Dr. Syed Ahmad,Hon’ble Governor Jharkhand on 22ndNovembr’2012, Shri Arjun MundaHon’ble Chief Minister, Shri HemantSoren, Dy. CM, Shri C P SinghSpeaker of the state assembly, ShriHemlal Murmu, Health Minister andShri N N Sinha, Secretary IT wereamong the dignitaries who heard thevivid presentation of the online system

given by Shri Shahid Ahmad, SIO. Alarge number of state assemblyofficials and media persons were alsopresent on the occasion.

The centre will be the hub for onlinequestion – answering systemcomprising of two modules namely‘Question Management System’(QMS) and ‘Online AnsweringInformation System’ (OASYS). QMSwill help in in-house processing of thequestions and will generate due noticesand provide interface for the onlinequestion portal to the departments.OASYS on the other hand willprovide online interface to thedepartments to access their questionsand provide answers. The finalproceedings of the question – answersessions will be put up on theJharkhand State Assembly portal(http://jharkhandvidhansabha.nic.in)

for the citizens.

The system, developed by NICRajasthan has been adopted by theJharkhand State Assembly, will usedigital signatures for authentication ofthe answers to be uploaded on theportal by the nodal officers designatedfor the purpose.

SMART CARD BASED DRIVINGLICENSE IN UTTAR PRADESH

MoU (Memorandum ofUnderstanding) wassigned between StateTransport Department,

Government of Uttar Pradesh,National Informatics Centre (NIC)and NICSI (National InformaticsCentre Services Inc.) on 8thNovember 2012 for implementation ofproject ‘Sarathi’ in the state that entailsissuance of electronic chip basedDriving Licences to the citizens. Thetripartite agreement was signed in thepresence of state transport minister

Shri Raja Mahendra Aridaman Singh.Shri B.S Bhullar, IAS & PrincipalSecretary, State Transport Department,Shri Rajesh Bahadur MD, NICSI &Dr. Y K Singh, Technical Director,NIC signed the MoU. Speaking on theoccasion Dr. Y.K Singh informed thegathering that the preparation work isalready in progress and very soon thesmart card based DLs will be issued tothe public.

The smart card based DL systemwill not only simplify the process ofgetting a driving license it will alsohelp in eliminating middlemen fromthe process and reduce the chances ofbogus Driving Licenses. It will bemandatory for all the applicants to bephysically present in the RTO officeafter implementation of the newsystem, as his thumb impression andsignature will be taken on thebiometric device and electronic padrespectively. The new DL will come in

tamper proof plastic cards embeddedwith a microprocessor chip that willstore the digital photograph, biometricthumb impression, digital signatureand other important details of theapplicant. The information will also beupdated in the national register andstate register through a backendprocess required by Ministry of RoadTransport and Highways.

The new DL will be available to thepublic from the new year (2013) as theIssuance of smart card-based drivinglicenses will commence in 10 districtsincluding Lucknow, Kanpur,Ghaziabad, Agra, Meerut, Jhansi,Allahabad, Varanasi, Aligarh andBarabanki from first quarter of 2013.The remaining districts will startissuing the new DLs from the secondquarter of 2013. A token amount ofRs.250/-has been fixed as the fee forsmart card based driving license.

IC conducted one DayWorkshop on October 5,2012 for implementationof National Data Sharing

and Accessibility Policy (NDSAP).Nodal officers (Data Controllers) ofseveral ministries and departmentswere invited. A briefing on theNDSAP policy and a walk through ofthe portal and workflow forsubmission of data was providedduring this workshop. Data Portal,India has been set up athttp://www.data.gov.in withworkflow based backend, to enablepublishing of datasets by DataControllers. These datasets wouldessentially relate to various ministriesand government departments.

The workshop started with awelcome address by Director Generalof NIC and a keynote address bySecretary, DeitY. An overview wasgiven on Open Data policy followedby its importance and itsimplementation steps. In using thisopen source method of development,the Open Government Platform(OGPL) community will providefuture technology enhancements, opengovernment solutions, andcommunity-based technical support.Through this medium, governmentwill be able to engage in social mediaand can react to public reaction onissues of public interest.

Dr. R Siva Kumar from Departmentof Science & Technology presented theexperience of the department, and thecurrent usage. Ms. Neeta Verma (Sr.TD, NIC) mentioned that the datasetson Open Data can be used, re-usedand re-distributed. The data formatsused are independent and does notrequire proprietary software. Theportal was showcased and the variousfeatures which were user friendly andhow it would enable greaterparticipation from general public wereput forth. She indicated that there werealready close to 70 unique requests fordata that were received in just less than10 days, which depicts the interestshown to this initiative by generalpublic.

INFORMATION KIOSKSLAUNCHED IN UT CHANDIGARH

he ChandigarhAdministration haslaunched informationkiosks for checking vehicle

registration number availability andfor providing tourist information hereon 31st October 2012. The informationkiosks were formally inaugurated byMr. K K Sharma, Adviser to theAdministrator, UT. One meant forproviding information on availability

of vehicle registration number andanother, Tourist Information Kiosk,provides information on Chandigarh,hotels etc.

Vehicle registration numberavailability kiosk would enable theresidents to check the availability ofthe vehicle registration number. Thesoftware for the kiosk has beendeveloped by the NIC-UTChandigarh. The kiosk will beoperating at Registering & LicensingAuthority in Sector 17. The touchscreen kiosk would enable people tolearn about the availability ofregistration numbers of their choice inthe ongoing as well as previous series.The kiosk would make it convenientfor the general public to choose thevehicle registration number, he added.

The second kiosk is the TourismInformation Kiosk which providesinformation on Chandigarh, hotels,

tourist attractions, restaurants, etc. Thiskiosk would be placed at the UT GuestHouse. Secretary Tourism Mr D KTiwari, IAS said the TourismDepartment would assess the needs ofthe tourists coming to Chandigarh toenhance the utility of the TourismInformation Kiosk. Ms Prerna Puri,IAS Secretary, InformationTechnology, said Department ofInformation Technology is alsoconsidering the use of kiosks forproviding various other services invarious public institutions such asgovernment hospitals. Senior officersincluding the Home Secretary,Finance Secretary, Director General ofPolice, Commissioner MunicipalCorporation, Deputy Commissioner,Secretary Tourism and Secretary IT,Chandigarh Administration werepresent.

INAUGURATION OF NATIONALDATA CENTRE, NIC, DELHI &LAUNCH OF DIAL.GOV SERVICES

he Hon’ble Minister ofCommunications & IT,Shri Kapil Sibal,inaugurated National DataCentre and launched the

Dial.Gov services in the presence ofHon’ble Minister of State forCommunications & IT, Shri MilindDeora and Hon’ble Minister of Statefor Communications & IT, Dr.(Smt.)Kruparani Killi on 17th December2012 at Data Centre, Shashtri Park.

The National Data Centreinaugurated, is one of the largest DataCentres spread over 60,000 squarefeet, with a capacity to host 480 serverracks to host a large number ofphysical servers. The cloud servicesprovided from this Data Centreincluding Infrastructure as a Service(IaaS) and Platform as a Service (PaaS),will enable application providers toquickly develop applications usingstandard stacks and deploy them onpre-configured platform on demand,thus bringing down the totalturnaround time for an eGovernanceservice.

The Dial.Gov Service, which waslaunched on the very day, is a step inthe direction of inclusive Governance,where citizen is empowered by

information regarding his eligibility onGovernment benefits from variousschemes. Often the true beneficiariesof these schemes do not have access tothe necessary information and henceare deprived. At present, the Dial.Govservice has been set up with a WebPortal and Call Centre support withinformation on scholarship schemes ofMinistries of HRD, Social Justice andEmpowerment, Tribal Affairs,Minority Affairs and S&T and that ofvarious State Governments. Dial.Govservice will evolve to includeinformation on other welfare servicesprovided by the Government of Indiasuch as Pensions, Farmer/ Agriculturerelated benefits, welfare schemes forBPL category, etc.

Governance projects for variousMinistries and Departments such asPanchayati Raj, Transport, IVFRT,Counselling, UPSC, e-Office. It isspread over 30,000 sq ft of area with375 seats for developers.

Speaking during the inauguration,Minister of Communications & IT,Shri Kapil Sibal, said that the DataCentre will act as a vehicle to provideinformation and data which is neededto serve our consumers who are therecipients of various CentralGovernment services and scholarships.

“When you really imagineconnectivity to the level of Panchayat,we see an exponential increase and thecomplexity of dealing with data, aslarge as that, and then being throughthat data to be able to deliver servicesto the common man” Shri Sibal said.
