On 2nd May approximately 1000 hours, the DPA received a phone call which the

vessel had reported that approximately 100 litres of lubrication oil had spilled

overboard. The ERT team was activated within minutes of the call and the team

had gathered at the ERT room and communication was established with the

vessel’s Master.

DESCRIPTION

During cargo operations, it was found that the

Starboard ballast pump was running with the

overboard discharge blocked by fender at Bukom-

03, Singapore. The ballast pump was immediately

stop & check for any damage.

CORRECTIVE ACTION

After the incident, the topic was discussed in daily

tools-box meeting. All deck hands were briefed of

the consequences of such practice.

DESCRIPTION

While the ship at AEPB anchorage, vessel

experienced strong current and wind. Immediately the

engine room was informed, main engine was put on

standby for manoeuver to prevent own ship from drifting

to another ship. There was another ship MT. MARINE

JADE anchored and was drifting closer to own ship

approximately 15 meters off.

CORRECTIVE ACTION

After a short while other vessel was shifted to clear

distance from own vessel.

SAFETY MESSAGES

HSP-09 – General Safety. In view of the danger to health, which may arise from prolonged contact with oil, personal hygiene is most important. Direct skin contact with oil or with oily clothing should be avoided.

“We have placed an emphasis on the need for safety, and a training department has been set up to cater to this requirement. Our training superintendents have customized shipboard trainings to cater to our specific

needs and have religiously gone on board to implement them. However, I believe that ALL of us play and integral part in conveying the same message of safety across to our fleet, so that we can further amplify on its importance and work towards achieving our target of having zero incidents ! “..Mr Tay Ket An, Director Of Operations & Marine Personnel.

Important tips during an emergency

Established roles of the ERT team, SOPEP/SMPEP and crew role in emergency.

Initial ERT team briefing to ensure the team is up to date with the incident event

Initial incident report/response should send to office as fast as possible with relevant information

Emergency procedure & checklist to be readily available on bridge (red colour file)

All media enquiries should be redirected to office media person in charge. Crew are reminded not to circulate

video or photograph to 3rd party outside of the office.

Oil Spill Dispersant (OSD) must be approved type and permission must be obtained from MPA before use.

Vessel should carry out after action review soon after the any drill/emergencies to ensure that SOPEP/SMPEP

manual content is relevant. Any changes requested to be highlighted to the Safety Superintendent.

Crew response time in emergency situation and their respective roles in emergency should be reviewed and

amend accordingly as per the Vessels ERT.

This above was Desktop emergency exercise scenario with the vessel “Endear” was carried out successfully with

observers from Shell including the company’s media relation provider. We like to thanks the Master and crew of the

Endear and everybody that has make the exercise a success.

Hong Lam is well known as one of the leading bunker tanker operators in Singapore besides regional trade (Oil,

Lubes, Chemical and Asphalt) vessels.

Hong Lam has successfully completed one step ahead bunkering operation which is called FUEL OPTIMIZATION

PROGRAM (FOP) from the conventional bunkering process.

Maersk Oil Trading (MOT) and Hong Lam Marine (HLM) have jointly exercise the first operation in Singapore and

successfully completed on 09 March 2018.

Synopsis of operation as follows:

Bunker vessel “DECORUM” is scheduled to receive Bunker Fuel Oil (FO) in her cargo tanks from Maersk container

vessel’s fuel oil tank.

The FO then will be delivered as bunker to other vessels.

This operation to be conducted concurrently while container vessel’s usual operation container loading/discharging

is in progress at terminal.

Pre-requisite for the operation:

1. Safe Operational Procedures (SOP) to be developed both by MOT and HLM. 2. Appropriate Risk Assessment (RA) to be carried out by both Maersk and Hong Lam and save to be reviewed

by MPA and approved. 3. SOP & RA to be reviewed by MPA and approved. 4. MOT to obtain necessary permit and approval from relevant authority like MPA, Customs and Immigration,

PSA etc. 5. MOT to provide relevant cargo information including MSDS to Hong Lam .

After completion of all above formalities, DECORUM has successfully loaded from container vessel “MOSCOW

MAERSK”.

Time Log as follows:

08/0700 hrs : Decorum A/S MOSCOW on her starboard side.

08/1100 hrs : Cargo hose connected to MOSCOW bunker manifold through flow boom and cargo hose.

08/ 1400hrs : Decorum commence loading

09/0500 hrs : Completed loading operation.

Total loaded : FO - 1500mt, 700 CST .

Cadet Graduation

On the 26th of April 2018, the Marine Personnel Department team, Senior

Superintendent Operations and the Safety & Training Manager attended the

Graduation Ceremony for the Certificate of Competency Special Limit at

Singapore Polytechnic. It was a proud day for us all, we saw 6 of our trained

Cadets and Officer walked up to the auditorium to collect their scrolls and epaulet

donning when their names was called out.
