At the end of the programme, participants will be able:

• To examine the role and tasks of urban managers in the context of urbanization

trends and changing strategies for urban service delivery;

• Understand the process of integrated service delivery in the context of economic,

social, environmental and institutional factors;

TECHNICAL SITE VISITS

Structured visits to in-situ

improvement, resettlement and

rehabilitation projects, livelihood and

technological options relevant to the

programme will be organized to

impart practical experience to the

participants. The visits to projects

implemented by Central and State

Governments, major public and private

sector undertakings, NGOs and CBOs

will also be undertaken.

DETAILS OF MATERIAL / LITERATURE TO BE BROUGHT BY PARTICIPANTS

Each participant is required to make a presentation on country profile and city profile giving the

principal goal and strategies of inclusive growth of urban poor in their respective countries. Participants

will also be asked to make presentation on Concept paper and group exercises. In this context,

participants are requested to bring relevant data and case studies on the theme, covering the

following:

• Policy papers relating to housing,

urban development, urbanization

trends, status of urban

infrastructure in their respective

countries.

• Case studies, b e s t p r a c t i c e s

and research papers giving

estimates and projections of

housing situation, basic services

like potable water, sanitation,

primary education, primary health

care; gaps/shortfalls.

• Social economic profile, incomes,

expenditure and living standards of

urban population, their access to

basic services, etc. Institutional

mechanisms currently operational in

the country for undertaking housing

and infrastructure development

International Technical and Economic Cooperation (ITEC) and Special Commonwealth African Assistance Programme (SCAAP)

Over the last several decades, ITEC and its sister initiatives, SCAAP and the Technical Cooperation Scheme of Colombo Plan have contributed substantially to capacity building in many parts of the world.

ITEC/SCAAP programmes have attracted thousands of participants from Asia, Africa, Latin America and Central Europe for training in a diverse range of subjects at a large number of institutes across the country. In 2015-16, more than 10,000 participants from 161 ITEC/SCAAP partner countries participated in more than 280 courses at 47 institutes, which are leading centres of excellence in their field of specialization.

The programme is run on highly participative lines ensuring maximum involvement of the participants. Besides interaction with faculty, each participant would also be required to prepare a country paper, concept paper and further participate in group d i s c u s s i o n s , g a m e s a n d e x e r c i s e s t o help them tackle their own work situations.

PARTICIPATION

This programme is primarily designed for engineers, architects, town planners, landscape architects, urban designers, community development professionals, health workers, education and literacy campaigners and technologists. Participation of Non-Government Organizations as well as some elected representatives, seriously engaged in urban affairs shall strengthen the interaction among managers of urban development. Participants should have a Bachelor Degree in the mentioned disciplines with minimum 5 years’ experience.

Winter arrives in Delhi November or early December. During December normal

temperature is expected to be around 22 degree Celsius during day and around 10

degrees Celsius in night. The participants are advised to carry woollens with them.

Planning and Management of Urban Services (8 weeks)

The rising demand for infrastructure services is directly related to the

increasing population, GDP growth and rising per capita usage of

infrastructure services associated with increasing incomes. The gap

between demand and supply, and the inaccessibility and

unaffordability of services and infrastructure to segments of the

population, represents a major weakness in policy, planning

approaches and institutional capacity. Thus, there is a need for more

innovative and inclusive business models, especially models which can more effectively mobilize finance

for investment and which can involve the private sector and community groups in the financing and

management of services. The whole life costs of the systems of infrastructure such as water supply,

drainage, sewerage and urban transportation can be correlated to the pattern of urbanization. These

trends call for more rigorous approaches to demand management and the use of policy and economic

instruments to discourage waste and promote more balanced investment strategies. This course focuses

of planning and management of urban infrastructure, with an outlook that promotes sustainability in

infrastructure delivery and participation of stakeholders in its operation and maintenance.

The course is divided into 8 modules and a brief description of each module is given here below:

Module 1: Sustainable Urban Development

This module will present the profile of India and its systems of planning, democracy and governance. It

will introduce participants to HUDCO/HSMI, its activities and entitlements of participants. The course

objectives, contents of the programme and presentations by participants will be discussed. Participating

officers will be given guidelines for preparing presentations on their country profile and timelines for

presentations will also be finalised in this module. The group will be taken on a visit to important places

in Delhi and its landmarks.

Module 2: Emerging Urbanization Patterns and City Growth

This module will present trends and implications of urbanization on

sustainable human development. The other topics of interest like

decentralization, e-governance, initiatives in urban planning, environment

& health issues etc. will also be discussed.

Module 3: Urban Infrastructure Challenges and Prospects

This module will look into the scale of urbanization and its relationship with

the rising demand for services, the increasing unit costs of infrastructure provision associated with the

sub-optimal e expansion of cities, a legacy of under-investment in asset replacement and infrastructure

extensions, poor operational management and maintenance, high and inefficient consumption of

services among middle and high income consumer classes, slow inclusion of a green infrastructure

approach, inequitable distribution of services and infrastructure, which continues to exacerbate the

spatial and socio-economic segregation in cities. Further, the effects of the reliance on outdated

technologies, growing awareness on environmental management systems and inappropriate business

models for infrastructure provision and O&M would also be addressed in this module

Module 4: Land Management Housing and Social Development

This module will cover issues pertaining to land management and urban poverty alleviation. Importance

of community participation in managing cities and the tools of community participation will also be

discussed. Presentations on the Government of India’s policy and programme initiatives will be

presented in this module.

Module 5: Planning for Basic Services

This module will cover important elements of urban infrastructure like

water supply, sanitation and urban waste management. Presentations

will be organized on innovative concepts in each sector and its

outcome. Issues like pricing of urban services, cost recovery options

and public private partnership approach will also be discussed in detail.

Module 6: Energy, Environment and Mobility in Cities

The theme of this module will be to assimilate successful experiences in terms of energy conservation,

environmental management and mobility planning in urban areas. The sessions will be planned to cover

these issues in new town development as well as in the existing towns to understand how a balance

between development and environmental management can be achieved. Tools like LCA and EIA will also

be presented in this module.

Module 7: Urban Governance & Financial Management

Improving urban governance and financial management is a daunting

task in most local bodies. In this module, various case studies will be

presented to highlight the mechanisms of financial management

including fiscal transfer, augmenting local revenue sources, Public

Private Partnerships etc.

Module 8: Technical Study visits

Structured visits within India to provide practical experience, relevant

to the participants on returning home, are organized with extensive

cooperation from Central and state governments, major public and

private sector undertakings, NGOs and CBOs.


Recommended
