HSCL VENTURES INTO MINING SECTOR WITH AN EXPANSION PLAN IN NEAR FUTURE
HSCL has a rich exposure in extraction of minerals and coal from open cast mines, removal of over burden etc. during the last decade.
Extraction, crushing, screening and grading of excavated iron ore from Khamendudi mines in Karnataka and transportation to VISL Steel Plant at Bhadravathi had been one of the major mining activities of the Company till the excavation was stopped due to the forest land dispute.
Later on, the Company undertook and successfully completed two assignments for removal of overburden at Chashnalla mines of ISP and SECL at Bilashpur.
The Company has recently, secured two major coal mining projects, one from CCL at Charih mines(Rs.77 Cr.) and one at Ramnagore from ISP (Rs.50 Cr.).
The mining project at Ramnagore involves Scientific Exploitation of Open Cast Mine incl. Transportation of OB to dump yards after segregation of stone from coal.
The project at Chari mines involves Hiring of Equipment for removal of OB including blast hole drilling, excavation, loading and transportation by tipping trucks of all kinds of soil, rock, broken rocks, extraneous materials including mixed soil, mixed hard soil, clay soil, pebbles, stone dumping over the de-coaled area including spreading, dozing, maintenance, grading and water sprinkling as required for excavation operation and for transportation of excavated materials.
HSCL stands the lowest bidder in one more project of similar nature at Kuju area under CCL for a value of Rs.82 Cr. The formal order will be received soon. The trend is encouraging for HSCL to initiate business diversion activities in open cast / underground coal mining in a large scale to attain sustainability with a long term business prospect. A large number of Coal Blocks are up for leasing out by Govt. of India to PSUs and Private Companies on long term basis. Depending upon the reserve, one coal block can offer an assured business for 20 to 25 years. HSCL has plans to take such coal blocks on lease in the near future.
For value addition to the excavated coal, Coal Washaries are also to be set up simultaneously in the vicinity of the mines to be taken on lease.
HSCL has already entered into an MOU with ZARUBEZGOL of Russia for setting up Coal Washeries in India territory, which will provide additional advantage in entering into coal mining business in a comprehensive manner.

The Company launched projects across sectors like steel and power plants, civic amenities and infrastructure all over India, establishing its credibility across the country. An overview of HSCL’s work across sectors and states is given below:
Steel Sector
The Company has a rich and successful background of construction of Integrated Steel Plants in the Public Sector. The journey started with the 1st phase work of Bokaro Steel Plant in 1964. Later on, it took up various assignments in almost all the Steel Plants under SAIL and RINL. HSCL’s capabilities range from land development to commissioning. During the late nineties and the initial years of the present decade, the steel industry went through a recession. During the 11th Plan, SAIL and RINL will see
fresh investment of around Rs.52,000 Crore under Capacity Expansion programme. The Company is all set to intensify its efforts and augment its resources to secure a considerable share of business in the up coming expansion programme of the steel plants.
Till 01.03.2010, the Company has executed about Rs.5246 Crore worth of orders in the Steel Sector since inception.
The Company achieved a Turnover of about Rs.204 Crore in Steel Sector during 2009-10.
Bokaro Steel Plant:
The Company took up its first assignment of construction of the 1st phase i.e., 1.7MT stage work of Bokaro Steel Plant in 1964. Later on, the 2.5MT and 4 MT stages were also taken up and successfully commissioned by the Company. HSCL’s participation in construction of Bokaro Steel Plant was total and comprehensive from soil investigation to commissioning of Coke Oven Batteries, Byproduct Plant, Raw Material Plant, Blast Furnace, Steel Melting Shop, Hot Rolling Mill, Cold Rolling Mill and other Auxiliary facilities including steel and concrete chimneys. It is a matter of pride that the Plant is running to its capacity and to the satisfaction of the client. Subsequent to tapering down of project work, HSCL took up operational and perennial jobs of Bokaro Steel Plant to support its establishment at the unit. HSCL permanently maintains a fleet of modern construction equipment at Bokaro to cater to the needs of the Steel Plant.
The Company carried out the following activities at Bokaro Steel Plant during 2009-10.
Extraction and transportation of ash from ash pond Sludge removal from sludge compartment Material handling in stores Wagon repair Construction of infrastructure facilities for proposed new SMS-III Civil work of oxygen plant 2nd Ladle Furnace SMS II Boundary Wall SMS III Town services and other miscellaneous jobs.
Bhilai Steel Plant:
HSCL made a considerable contributionin the 4 MT expansion work of Bhilai Steel Plant. The main units constructed and commissioned by the Company were Plate Mill I&II, Converter Shop, Concast, Blast Furnace No.7, Coke Oven Battery No.9, Raw Material Plant-II, Benzol Rectification Plant, Auxiliary Shop, Inside Plant Railway work, Wire Rod Mill, Township etc.
The Company takes up operation and maintenance jobs of the Plant on regular basis. HSCL has already secured a number of Packages under the up coming Capacity Expansion Programme of Bhilai Steel Plant and is looking forward to securing some high value orders in the near future. HSCL’s equipment holding at the unit comes handy to take up any project / operation and emergency jobs without loss of time.
The Company carried out the following activities at Bhilai Steel Plant during 2009-10.
Blast furnace repairs Replacement of 1400 dia gas pipe line to plate mill gas booster station and 3000 dia BF gas header Structural work of slab caster unit in SMS-II Structural work of hot metal de-sulphurisation unit of SMS-II Ground work for upcoming expansion projects of SAIL/BSP like diversion of outlets, removal of heap earth,
dismantling of existing structures and site leveling Relocation of Plant Spare Store for 7MT expansion Pkg 116A Enabling work of 7MT expansion Pkg 117 Replacement of corroded BF Gas pipe from COB-1 to COB-8 Township maintenance and miscellaneous repair and revamping jobs.
Vizag Steel Plant:
HSCL’s involvement in 3.2MT stage of Visakhapatnam Steel Plant started with the site leveling work of the entire Plant area. Subsequently, civil work of Blast Furnace 1&2, Raw Material Handling System, Steel Melting Shop were under taken and successfully completed. Besides these, structural work of Blast Furnace –2, structural and mechanical work of Coke Oven & Byproduct Plant were also executed in the 1st Phase along with major electrical packages. After commissioning of the 1st phase, the Company took up some of the perennial jobs like hot and cold repair of Coke Oven Batteries and other maintenance jobs in the operating plant. Under the ongoing 6.3MT expansion programme also, HSCL has taken up some civil and structural
packages and is looking forward to more assignments in future.
The Company carried out the following activities at Visakhapatnam Steel Plant (RINL) during 2009-10.
Handling of finished products at BCSY Handling and processing of non-rollable blooms Bloom scrap salvage Scrap salvage supervision Running and planned repair of coke oven batteries, Technical assistance for running and systematic repair of Battery No.1 2 & 3 Fabrication, erection and cladding of steel structures of Battery No.4 Structural steel work at raw material handling system and wire rod mill Piling work for raw material handling & special bar mill Civil work of 14MW power plant phase- II and phenol waste water treatment plant Supervision of Steel and Iron Scrap Processing Road expansion inside plant and Other operational and miscellaneous jobs.
Durgapur Steel Plant:
HSCL’s contribution in Modernisation of Durgapur Steel Plant and Bolani Iron Ore Mines is worth mentioning. The Company took up and executed 4 Global Packages of Blast Furnace-2, New Sinter Plant, Raw Material Handling Complex and Iron Ore Processing Plant at Bolani. Revamping of Sinter Plant – 1 was also executed successfully as a Turnkey project.
The Company executed and handed over the following projects in Durgapur Steel Plant under its Capacity Expansion Programme.

NINL/Duburi, Orissa:
The 1 MT Blast furnace constructed and successfully commissioned by HSCL at NINL, Duburi was unique in nature. It was an old Blast Furnace reconditioned and erected by HSCL along with other Auxiliary Units. The Furnace is running to its capacity and to the satisfaction of the client.
The Company is, at present, carrying out Civil and structural work of BOF & CCD and other operation and miscellaneous jobs at NINL, Duburi. Salem Steel Plant:
HSCL was involved in civil and structural work for all the earlier three phases of construction in Salem Steel Plant. The Company constructed the Cold Rolling Mill in the 1st Phase, Z mill in the 2nd Phase and Hot Rolling Mill in the 3rd Phase. In the ongoing expansion programme also the following jobs have been undertaken by HSCL.

The Company has executed a number of projects in the Power Sector over the years. The following projects need mention:
Make up water system of NTPC Super Thermal Power Plant at Simadrih, which involved construction of well and jetty in high seas.
Construction of Unit 3,4,5,6 of (4x500MW) Talcher Super Administrative building of Hindustan Copper Limiter,
Thermal Power Plant of NTPC. The main plant and off-site civil works package at NTPC,
Unchahar Super Thermal Power Plant. SG Area and offsite area civil works package at NTPC

The status of ongoing Power Plant Projects of NTPC is as below:
Kahalgaon (Bihar):
Work on SG Area civil package and main plant package, worth Rs.36.40 Crore and Rs.32.20 Crore respectively, are in progress.
The ash dyke work of Lagoon III A,B,C worth Rs.7.00 Crore at Kahalgaon is almost complete.
Sipat:
S.G. Area civil work package worth Rs. 64.29 Crore respectively is in progress.
Anpara-D:
Levelling and Grading work at 2x500MW units Anpara-D Thermal Power Station of UPRUVNL under BHEL for Rs.24 Crore is in progress.
Bokaro
Construction of Ash Pond in DVC under Barauni Thermal Power Station for Rs.48 Crore is in progress.

Dams and Irrigation Projects
The Company has a remarkable history in construction of irrigation projects all over the country. The 350 m long and 101m high concrete dam constructed at Supa in Karnataka speaks highly about the construction capability of the Company.
Construction of Chitravathi Balancing Reservoir near Parnapalli, Andhra Pradesh, Icha Dam for Subarnarekha Multipurpose Project, Bihar, Earthen Dam Project at Rajghat for Betwa River Board and Disaster Management Project of River Kosi and Anti-Erosion work of River Ganga at Bhagalpur in Bihar are also worth mentioning.
River Training project of Bagmati River in Bihar
The Company has been executing the mega turnkey project of ‘River Training of Bagmati River’ in Bihar, on the basis of MOU signed with Water Resources Department, Govt. of Bihar. The cost of the project is estimated at Rs.798 Crore and to be awarded in phases till 2011-12.

Railway ProjectsThe Company has diversified in a big way in Railways all over the Country in the recent years. HSCL’s participation in Railway projects involves formation of embankments, construction of minor and major bridges for gauge conversion and laying of new lines, construction of platforms, railway workshops, administrative Buildings and other facilities. East Central, South Central and South Western Railways are the major clients of the Company.
The Company completed the following Railway projects over the years:
For the South Central Railways, the Company constructed Bridge No.1b near Vijayawada, a project worth Rs.2.74 Crore.
For the East Central Railway, it constructed the pile foundation of Bridge No.80, 1&2, between Darbhanga–Narkatiagunj, a project worth Rs.9.95 Crore.
The Company built an embankment of the Ganga Bridge south-end at Patna for Rs.23 Crore.
It also constructed minor and major bridges between Samastipur and Khagaria for Rs.6 Crore.

Roads and HighwaysThe Company has been an old campaigner in Road Sector business. Starting from Plant and Township Roads for almost all the Steel Plants, HSCL has constructed high value 2nd Hoogly Bridge approach road and flyover in Kolkata, Bhopal Sehore Bypass road in MP etc. Besides these, the two road maintenance projects under World Bank funding between Salem-Karur and Tuticorin in Tamilnadu are worth mentioning.
Highway Projects
The Company has already entered into National High way project at Nagpur for four laning of NH-7 under NHAI and Strengthening of carriageway of NH-42 in Orissa under State Highway Department.
Flyover Project at NOIDA
During 2007-08, the prestigious Rs.106 Crore Film City flyover project at NOIDA was successfully completed and opened to commuters.
PMGSY Projects
Rural Engineering Departments under different State Governments have taken up construction of new rural roads and upgradation of existing links in phases under Pradhan Mantri Gram Sadak Yojana (PMGSY). The PMGSY is a major initiative under Govt.’s Bharat Nirman Programme. HSCL, being a leading construction Company in the Public Sector, considers it as a primary responsibility to participate in the development programme in the remote areas of the country.
The work involves soil investigation, preparation of DPR, construction of new rural links in phases, initially for the areas with population of 1000 and subsequently for the places with 500 inhabitants in the 2nd phase. Up gradation of the existing links and maintenance of constructed roads for 5 years are also to be carried out under this programme. HSCL’s participation in the total initiative is as Project Implementation Agency (PIA).
The Company has taken up PMGSY work in two Districts North and Dhalai of Tripura under four phases Phase IV, V, VI & VII. The order value at present is about Rs.488 Crore. The work is going on under strict supervision and adequate security for the working personnel. Some of the links have already been opened to public.
The Company has also taken up PMGSY work worth Rs.153 Core in Ranchi.

Educational institutions, hospitals, commercial / residential complexes, industrial buildings and others:
Educational institutions
The Company can take pride for its participation in the field of building infrastructures for spread of education in the country. Kendriya Vidyalaya Samiti and Navodaya Vidyalaya Samity are two of the major clients for whom the Company has been taking up construction of School Buildings including all the allied infrastructures for the last several years. The performance of the Company in this sector has always been outstanding and appreciated by the clients. About 10-12% of the Turnover is generated from these projects every year.
The Company executed projects worth Rs.92 Crore during 2009-10 for Navodaya and Kendriya Vidyalayas across the states of Jharkhand, Bihar, Delhi, Karnataka, Tamil Nadu, Andhra Pradesh,
West Bengal, Orissa, Chhattisgarh and Uttar Pradesh.
At present the Company has about Rs173 Crore worth of KVS and NVS orders in hand.
Apart from KVS and NVS, Benaras Hindu University, Pondichery University and Central Institute of Higher Tibetan Studies also figure in the Company’s clients’ list.

Medical complexes
Company’s contribution in building up Hospitals, Health Care Centers and Medical Research Institutes has been remarkable. During the last several years, the Company intensified its activities in this field and achieved a resounding success. The picturesque building of National Institute of Epidemiology, Chennai, constructed for Indian Council of Medical Research bears the stamp of modern architecture, quality and perfection.
Apart from Indian Medical Research Institute, the Company has taken up construction of Medical complexes under Department of Health, Government of Tripura, Department of Health, Government of Jharkhand and Society of Applied Microwave Electronics Engineering and Research (SAMEER).

Multi-Storied commercial and residential complexes
The Company has a rich credential in construction of Multi-Storied commercial and residential complexes. The journey started with construction of Township for Bokaro Steel Plant. Later on, the Company contributed in building Townships for other SAIL steel plants and at Simahdri, Andhra Pradesh for NTPC. The four towers of 10 Storied MLA quarters at Chennai stand as a sign of construction excellence of the Company. The ‘Pouro Bhaban’ in Kolkata for Bidhan Nagar Municipality is another landmark built by the Company. Administrative Building and Residential Quarters (A, B, C, D type) for MOIL, constructed by HSCL, earned appreciation from the
Hon’ble Steel Minister for its quality and timely completion.

Construction of the water supply network at Balaghat Mines, Manganese Ore (India) Limited (MOIL), for Rs.12 Crore.
Civil work at the Rajamundry LPG Plant for Rs.3.5 Crore Construction of godowns and infrastructure at Mandya and
Tumkur, for the Karnataka Warehousing Corporation at a cost of Rs.5 Crore
Construction of the RCC drain and laying the water supply pipeline at Dobaspet for the Karnataka Industrial Development Board for Rs.10 Crore.

Equipment BankThe Company has a rich Construction Equipment holding to cater to the needs of construction activities in the country. Considerable additions of new equipment and modernization of present holding have been planned during the 11th Plan.
HSCL permanently maintains a fleet of modern construction equipment at Bokaro, Bhilai and Vizag to cater to the day-to-day needs of the Steel
Plants and ongoing project jobs without loss of time.
The present status of ‘Major Equipment’ holding
