The individual requirements of the users and states enable our constructors to achieve creative peak performance with regards to the product development.

In front of you lies your personal copy of our new high security catalogue. Much has been put into motion since the last edi-tion. Over the past 36 months, many new facilities have been equipped with our HSL-lock technology. Together with ar-chitects, planners and federal building authorities we take part in briefings, consultation and project talks all over Germany. The common goal we share with all involved parties is to ensure that every new prison is safer than they have been in the past.

Repeatedly, we ascertain the mutual observation that solu-tions in the high security area are not just a question of supply performance.

LOCKS AND FITTINGS ON27,000 SQUARE METERS

Steinbach & Vollmann GmbH & Co.KG currently employs a staff of 165 and has a turnover of 21 million euros (2012). Of-fice and production are based in Heiligenhaus (NRW). This year, the family-run company celebrates its 130th anniversary. Since 1883, Heiligenhaus has been the location for the deve-lopment and production of locks, closures, fittings and hinges for the industry sector.

Today, Steinbach & Vollmann is a supplier for special markets and produces high quality products for five different business areas on 27,000 m². By now, the company offers over 5,000 different lock and fitting systems, which are marked by their high functionality and reliability. All this according to our ma-xim: ‘high costumer satisfaction by variety of offers, flexibility and quality’. The product development is systematically orien-ted at the requirements of markets and handlers.

The new 2.5 million euros prized automatic small parts store has a crucial effect on our world wide client base. Thanks to the new technology, stocked goods can be handed over to the forwarding companies in a few hours.

Up until recently, several conventional warehouses have been operated on the 27,000 m² of company grounds. They no longer satisfi ed today’s logisti-cal requirements. Following the demo-lition of an old production side at the end of 2010, a 50 meters long and nine meters high building has been erected. The capacity of the new warehouse amounts to 26,700 double deep stored containers (600 mm x 400 mm x 220/440 mm). Three fully automated retrieval systems achieve a maximum transport performance of 600 storages and retrievals an hour. Four orders can be handled respectively at two picking up places in both production and for-warding at the same time.

MORE EXPERIENCE

Since 1960 Steinbach & Vollmann has been producing locks for the high se-curity sector. Everything began with the production of single-sided lo-ckable cell doors which have a convertible locking mechanism. These were initially installed in detention areas in po-lice stations. Many of these locks are still in use and available. Even after over half a century our customers are still able to receive newly produced replacement locks and spare parts.

50 YEARS OF HIGH SECURITY

In the 1980s, the high security division was supplemented by a lock for passa-geway doors with double-bit keys. At the turn of the millennium, the material was changed from EPS-coated steel to stainless steel. This type of lock is considered to be one of the most fre-quently used solutions for passageway doors.

In 2003, the locking system for prisons was redefi ned by the new HSL series. The various different types of locks of the conventional series used to have different box sizes. However, for the

new HSL series this has been changed to a stan-dardized size for most part. This facilitates the production of locks and doors. Additionally, the user is able to exchange locks with diffe-rent functions relatively effortlessly.

The HSL series is permanently further developed and tailored to the market’s needs. If prisons change, the HSL sys-tem will fl exibly adopt to it.

In the Building Rules List it is clear-ly stated which technical regulations (product standards, policies, etc.) ap-ply to which construction products. Moreover, it is indicated which test me-thod has to be applied for a particular construction product in order to recei-ve the certifi cate of conformity. It is ex-plained what the producer has to do to be allowed to mark their products with the Ü sign stating the conformity with the provisions of technical regulations.

It is a great challenge for all involved parties to plan the construction of a prison. It is of especial importance that the fi re safety assessment of these facilities complies with the complex correlations. This is due to the special usage of these facilities and its certain characteristics that are associated with the use.

In consideration of these specifi c char-acteristics, Matthias Otto discusses the fi re prevention infrastructure of pe-nal institutions on the basis of real life examples in his book “Brandschutz in Justizvollzugsanstalten” (Fire protec-tion in penal institutions).

In new construction projects and buil-ding refurbishments, smoke and fi re protection is of very high importance. Also for this reason we want an inde-pendent organization to examine and evaluate our high security locks.

The high quality of our products is gua-ranteed through regular internal factory production control, product testing as well as third-party monitoring by the materials testing agency (Materialprü-fungsamt) of North Rhine-Westphalia. The agency has confi rmed that the locks HSL 102 and HSL 105 correspond to the requirements of the test certifi -cate No P-120003403 which is appro-ved by the building authority. Therefo-re, the tested locks have been awarded with the German mark of conformity (Ü

The material is analyzed in detail on the basis of the standard building regula-tions as well as the available recom-mendations for action.

The book is an indispensable work foundation for the evaluation of fi re protection of penal insti-tutions and it is a real enrich-ment for the tech-nical literature.

Promises regarding quality are good, quality management is better. In ac-cordance with this guiding principle Steinbach & Vollmann has met all re-quirements of the quality management standard DIN EN ISO 9001:2008. It has been successfully audited by TÜV Rheinland and it has received an ex-tension of the certifi cate until 2014.

STUV takes the voluntarily imposed certifi cation procedure for granted. Since 1996, we have been continuous-ly awarded with the certifi cate. The auditor of TÜV Rheinland Cert GmbH recertifi ed that all relevant procedures are defi ned and that the quality ma-nagement system documentation cor-responds with the high demands of the International Organisation for Standar-dization (ISO).

“It is also a key competitive factor for us to continue the certifi cation”, exp-lains Herbert Usselmann, the head of the quality assurance at STUV. “At the same time this external certifi cation obliges us to a continual optimization and analysis of internal workfl ows and processes.”

In order to do so Steinbach & Vollmann makes use of a logical and transparent documentation of internal corporate processes. All our employees are pro-perly trained for the execution of their tasks and they are kept continuously up-to-date about important process sequences with the help of a quality management manual. ment in the penal system of North-Rhi-ne-Westphalia for more than 50 years.

Prisoners and pre-trial detainees are accommodated in separate wards. During their interment, sentenced indi-viduals are prepared for a life without impunity.

Other departments include the admis-sion which is passed through by all pre-trial detainees and the abstention orientated department in which inma-tes are prepared for a treatment for drug abuse outside of the prison.

The penitentiary institution Düsseldorf is located on a 125,000 m² large site in Ratingen. The 850 inmates are mainly divided into solitary confinement. The cells are 10,5m² big and have a seclu-ded bathroom and basic furnishings.

The production and the on site ins-talment of the high security locks has been directly conducted by Steinbach & Vollmann. The opening took place - on schedule - with the moving in of the inmates in spring 2012.With building costs of 190 million euros the prison has been the largest invest-

THE TECHNOLOGY THE HOUSING THE SOLUTIONS

Our HSL high-security locks are based on a principle of fl exibility. We offer you a series of locks that allow you to change a HSL lock of an existing door. The basic construction of the door re-quires mostly no or just minor changes.

If necessary, doors for motor locks can be equipped with mechanical locks. This would be advisable to do, for ex-ample, for maintenance or repair work.

Reversely, doors that are directly mounted with cabling can be used fi rst with mechanical locks. Later on, this facilitates the change to a motorized lock which saves additional alterations on the item.

Conversation technology

All HSL locks have a compact locking device package.The lock is set in the factory in a way that it can be converted 9 times wit-hout time-consuming disassembly or elaborate modifi cation work.

This feature is important if safety mea-sures have to be taken, for example when keys are missing. It is also vital in case of structural changes in the use of buildings or individual rooms.

The conversion of one lock takes only a few seconds. The lockings do not become invalid and can be restored at any time.

All high-security locks are made of stainless steel (V2A).

As the locks are used in different areas we have decided to utilize corrosion-free material.

We offer you several types of locks for different purposes. Each version has been developed in cooperation with law enforcement offi cers.

High security concepts are naturally very different. Requirements differ from state, countries and single projects.

The HSL system is thought through. A clever development strategy enables us to react fl exibly to client require-ments and individual demands.

After having defi ned all specifi cations together, we will create a prototype for you and we will present it, on request, at your institution. We start to prepare the production manufacturing only af-ter you give your fi nal approval.

We look forward to informing you about commercial unit numbers and techni-cal solutions.

We have also chosen this high-quality and long-lasting material for all func-tion elements such as arbors, screws or pins.

The closing elements - bolt and bolt latch - consist of a very solid and pre-cisely performed investment casting. Bolt latches are treated with a dry anti-friction coating. This technology redu-ces wear caused by lateral pressure on sharp edged latches in the door case. Thanks to that functionality and endu-rance could be increased.

Door hinge

The high-quality stainless steel weld-on hinge offers an ec-centric axis adjustment of up to 4mm. The adjustable height is 8mm. An anti-lifting device and maintenance-free nylon bea-rings ensure a safe and durable function. A hinge pair is suita-ble for doors of up to 300kg.

Cable transition

The sabotage-proof screw-on version in stainless steel out-wardly matches the carrying hinges. The fully assembled cable transition has a 25-wire ribbon cable which is protected against breakage. (Tested with over a million cycles at an ang-le of opening of 170°.)

Inspection fl ap locks

The STUV high security locks for revision and food doors are available either with adaptable double bit locking or come rea-dily prepared for profi le half cylinder. Locks with locking me-chanism can be supplied keyed alike to the cell lock.

High security locks

STUV high security locks for detention cell doors and passa-ge doors are available in various designs. An essential qua-lity feature is the adaptable double bit locking. Locks in the HSL-system can be adjusted to a new locking in a matter of seconds.

Depending on the version, the locks are supplied with a 19x50 mm full bolt or

bolt latch. The locking element is prelocked single-turned at 21 mm.

The lockset plates are available either rounded or angu-lar and are specifically designed for Torx-screws M 5x12.

The latch of the inmate closing is coated for opti-mum gliding properties.

The auxiliary latch locks inmate latch or bolt latch while the door is closed and has no

opening in the strike plate.

Locks with bolt latch are equipped with their own removal catch. The catch runs in a matching

channel in the lock pocket.

A profile cylinder is used either for an inmate re-lease or a lock release, depending on the version.

A spindle hole for the operating of the inmate latch can be installed for most lock types instead of the profile cylinder.

A removal catch in combination with a bolt posi-tion indicator can be supplied for all mechanically and electronically supervised locks.

The locking is designed for both single-sided lockable and/or double-sided lockable doors. All locks are equipped with a nine-fold adjustment option.

The motor locks are equipped with a powerful motor. The implementation of the gear is optimally designed for the application purpose.

All high-security locks are made of stainless steal (V2A). The bronze tum-blers have a pivot bearing which re-duces wear considerably compared to lifting tumblers. The highly flexible, switchable locking mechanism allows changing the locking pattern without time-consuming disassembly and mo-dification work. Lost keys or changes required due to organizational restruc-turing measures are no longer a prob-lem with the HSL locking mechanism.

The standard cell door lock is equip-ped with a full catch bolt and may be locked on one side using a two-way key. The locking status is always visible on the mechanical bolt position indica-tor, which - at the same time - prevents removal.

If detainees live in a community, the individual prisoner must be able to pro-tect himself from other inmates without being allowed to refuse admission to prison officers. For this situation, cell door looks with inmate mechanism have been developed. The prisoner re-ceives a key for the profile cylinder in the upper part of the lock. This enables the prisoner to open the door from out-side which is secured by a slam latch. Prison officers are able to lock and open the cell door with a double-bit key at any time.

Our HSL motor locks are available for two control solutions. Depending on your requirements, you choose bet-ween the zero-voltage contacts or the BUS technology. We’ll be delighted to plan and develop the soft- and hard-ware for the control together with you.

Additionally, you can decide whether you would like to get a lock equipped with an in-key transponder or not. This is of extra comfort and security and it is especially noticeable if you frequently make use of pass doors or lock gates. You will also receive the software to manage the transponder and you can, on request, receive a detailed user trai-ning and on-site management.

Our transponders work without batte-ry. Therefore, its lifespan is practically unlimited.

As a matter of course, all our motor locks are equipped with an emergency locking. In case of a power cut, you can open the locking with the HSL double bit keys as easily as you would open any other mechanical lock.

All electrical locks are supplied by 24 V.

Less wear, optimal power transmission: The gearbox of

the HSL motor locks delivers a powerful torque.

Building management systems are in-dispensable for today’s prisons and public buildings. A multitude of facili-ties and machines can be centrally mo-nitored, controlled and evaluated.

The HSL-control incorporates all requi-rements and functions of a high secu-rity system.

All locks of the HSL type E and T can be integrated into the system. The HSL-control is connected with the locks via a RS-485 protocol. Various types of manipulation, e.g. on the optional back plate fi tting or on the locking will be recognized by the lock. The lock then sends the relevant information to the control and from there on to the GM-systems such as STUV-PC-workplace for evaluation, display and / or links to action plans.

The various functions of the locks (e.g. opening, closing, locking latch) can be controlled individually or globally (within pegged groups). The user inter-face can be designed individually and can be adjusted to fi t existing systems.

As long as the power supply is guaran-teed, transponder locks run self suf-fi cient even during a system failure. In case of a short interruption of the pow-er supply, the required energy is buffe-red in the optional power pack.

Transponder keys can be personalized through a transponder administration and can thereby be authorized for any door at any time. In case of loss of a transponder, it can be disabled imme-diately. Further, it is possible to install time windows.

The controlling itself can be done from the computer workplace or a keyboard.

FOR DOORS

A prison has many doors. And very often the number of involved door producers is high. How can you be sure that the doors are designed according to the manufacturer’s recommendations? With a mat-ching lock pocket made of stain-less steel you are well prepared for all eventualities. Whatever your choice might be, STUV offers you a uniform lock pocket for all HSL locks. There are only variations for electrical locks. In that case, the pockets are delivered to the door producer with a ready-made con-nection cable.

We offer you a lock pocket with three different features for the ap-plication in door cell and passage-way doors.

Mechanical locks are available with pure mechanical lock pockets.

In case the locks are used with electronic equipment, a ready-ma-de cable which is located on the side of the pocket will be delivered as well.

The cable type differs depending on the type of the lock; locks with potential-free contacts (type C + K) and locks for BUS systems (type E + T). The cable specifications can be found on the display on the left hand-side.

The standard cable length is 5 meters.

FOR FLAPS

HSL 20X flap locks and inspection locks have, depending on the usa-ge, different sizes.

Necessary adjusted lock pockets are available for a horizontal and vertical installation.

The lock pockets even provide an increased level of comfort during the period of building:

You can use HSL construction locks with profile cylinder in order to protect sensitive areas from un-authorized access. As a special service we also offer construction locks for rent.

You can either choose to use our si-multaneously lockable double pro-file cylinder or your own cylinder.

LOCK INDICATORS

The lock indicator is used to visu-alise mechanically the position of the lock. The indicator is installed directly in the lock through a hole in the door leaf.

The indicator is primarily used for one-sided lockable cell doors. If required, a double-sided lockable application for passageway doors is available as well.

The square is fixed with Torx-pin screws and is available in length 7mm to 47mm.

The unauthorized removal is com-plicated through the freewheeling outer sleeve.

KEY GUIDES

The key guide can be used either one-sided or double-sided, depen-ding on the lock function. A lateral hole in the door leaf allows a secure bolting of the guide to the lock.

The guide is available in the stan-dard lengths from 16mm to 56mm. In case of a centric position of the lock, a door thickness of up to 130mm is possible.

Special lengths are available for thi-cker doors.

Doors that have special fire preven-tion requirements are available in types T30 and T90.

ASSEMBLY KEYS

We offer a special assembly key for the simple installation and the ori-entation of HSL-key guides.

The master key can be used for the assembly of profiles 40 and 41 as well as for all notch plates.

BACK PLATES

The standard version of a HSL lock is equipped with a round key guide.

For motor locks of the series C, E and T you can chose, additionally, between different high-quality long-plate fittings that are made of stain-less steel.

The long plates are prepared for the use with a transponder antenna. If it is used with C and E locks the fit-tings are also available without an apparatus for the transponder.

Every type of long plate has a slider that protects the key guide of the mechanical closing mechanism. If the lock is solely motor operated, it is possible to secure the slider with a Torx screw against unauthorized opening.

TRANSPONDER RING

Instead of using a long plate fit-ting you also have the option to equip the T locks with a separate standard key guide and a separate transponder rosette.

The nickel-plated rosettes that are made of zinc die-cast are directly screwed and secured onto the door with four Torx screws.

This solution is appropriate for mo-tor locks that can occasionally be operated with a mechanical lock.

SECURITY FITTINGS

The stainless steal plate provides enhanced protection for the locks against weather-related influences (e.g. on security fences), and also in fields of application in which a heavy accumulation of dust and dirt (e.g. carpentry) is expected.

The cover is screwed to the door over the standard rosette with Torx screws.

The slider is vertically operated and it can be lifted with the top of the mechanical HSL key. It is not ne-cessary to use a second hand to operate the lock.

INDICATION LIGHTS

In the case of motor driven passa-geway and turnstile doors, indica-tion and signal lights are used for the communication with the cell inmate, the signalling of the atten-dance as well as for the locking status.

The high quality and resilient exe-cutions are made of zinc die-cast with a chrome-plated surface.

In a radius of 180°, the three bright signal lights are very well recogniz-able. The lights conform to the VDE 0834-1.

For the indication lights we use du-rable and energy efficient LEDs with an operation voltage of 24V DC.

INMATE KNOBS

The knob which is made of light metal is constructed to be with the profile cylinder with shaft.

Together with the HSL-type 102 and 302, we can ensure a secure inmate locking function.

The rosette of the turning knob is bolted to the door. The rotating part is then fixed to the guide with two grub screws.

An integrated over wind protection prevents damage to the lock.

The undesirable fastening of items to the knob is complicated by its tapering shape.

PROFILE CYLINDERS

Alongside our high security locks we also offer a whole range of pro-file cylinders.

Our product portfolio covers mas-ter key rings with security cards as well as special solutions for the use as inmate locking.

The inmate holds a cylinder key for his cell door. When the prison officers retract the bolt the inmate is able to open the door from the outside.

Thanks to the special construction of the cylinder the inmate is not able to bar the lock as the locking is used by the staff is superior.

STRIKE PLATES

We offer the matching strike plate to every lock.

We can offer you strike plates made of 4mm stainless steel with four sunken screw holes that meet the requirements of all lock functions.

For the HSL-locks of type K,C,E and T you receive special plates with infinitely adjustable magnets which are mounted at the back. That way we ensure that the moni-toring contact can be re-adjusted even if the door is put.

There are also strike plates availa-ble for inspection flaps and food flaps.

HSL KEYS

A vital security feature of our HSL-serial is the double-bit key.

The asymmetric array of the bits which is available in more than 100000 locking combinations of-fers high security for professional use. The tough steel used for the pro-duction is optimally adapted to the bronze tumbler package inside of the lock.

If requested, all keys can be offered with an alphanumeric labelling and they can be serially numbered.

The keys are available in two pro-files and various notch cuts. The possibility of an accidental mix up, e.g. between the passageway lo-cking and the cell locking, can be eliminated.

HSL TRANSPONDER

The key of the present and the future.

104 T HSL-locks can be opened via a transponder without even tou-ching it.

As the passive access authorizati-on works without any batteries, it proves to be the best and mainte-nance-free type of electronic key.

Each transponder is recorded in the system at installation and is alloca-ted to a certain individual. Through the STUV- transponder software, the lock authorization can be deter-mined for each lock individually.

In case of a personnel change or the loss of a transponder the authoriza-tion can either be changed comfor-tably or be deleted altogether.

Naturally, we also offer to number the transponders for you.
