Centreville Road Update In mid-September VDOT stated that Centreville Road would not open until mid-November, due to delays in relocating utility lines. However,

days later VDOT stated that it will move up the open-ing of the northbound lanes to around September 21st, weather permitting, with the new traffic signals in op-eration when they opened the lanes.

After the northbound traffic is shifted to the new lanes, VDOT will need about 2 to 3 weeks to complete paving and striping operations for the southbound lanes. They will be working around the utility poles until the utility company completes the relocations. VDOT will be placing barriers where needed and will be coming back to complete construction work in those areas once the utility poles are removed.

Variable message boards will notify motorists of up-coming traffic shifts and new traffic patterns several days before they are implemented.

Chantilly Highlands Halloween Parade & Party

Meet Saturday, October 27th at 2 PM at Kilbrennan Court and Kinross Circle, near Centreville Road.

The parade will end at the Community Center with treats, fun and lots of surprises!

Fairfax County West County High School Boundary Update

Thank you for your attendance at the High School Boundary meeting on September 12th! We had a great turn-out! And thank you to Trish Heininge (a Fairfax schoolteacher and department head of 22 years) for speaking on behalf of our community!

SURVEY: We currently have surveys from 235 out of 908 homes. That's 25% of the neighbor-hood. PLEASE return surveys no later than October 10th! The HOA board would love to be able to write to the school board on behalf of at least 50% of our neighborhood! Chantilly Highlands Halloween Haunted House By Mike Tillman

The annual Haunted House Extravaganza will be held at the Chantilly Highlands Community Center on Friday and Saturday evening, October 19th and 20th from 6:30 – 9 PM each evening. This year’s sponsor is Boy Scout Troop 20. There will be a haunted house tour appropriate for all ages, refreshments for sale, and games for the young ones, to get everyone in the spirit of the season. Come dressed in costume if you would like!

Troop 20 is involved in raising money to support Cue Camp Virginia, a camp for Deaf and Hard of Hearing Kids and their Families. Haunted House activities are free, and donations will be gratefully accepted.

Chantilly Highlands Homes Association Board of Directors Meeting

Minutes are tentative and will be reviewed and approved at the upcoming Board of Directors meeting.

Board Attendees: Larry Miller, Wendy Hunt, David Howlett, Paul Thurneysen, Imrana Umar, Jon Roe and Darin Welt

Absent board members: Chris Tacinelli

Homeowner attendees: One

Paul Thurneysen called the meeting to order at 7:38 pm. Paul Thurneysen made a motion to accept the minutes and it was seconded by Jon Roe.

Treasurer’s Report: Homeowner dues were due at the end of March. Several letters have been sent to overdue accounts and five homeowners have not paid their dues. These five Homeowners with out-standing dues were turned over to the collection agency for legal action.

Community Facilities: Some vandalism happened at the pool this month and will have to be dealt with. In order to deal with the ever-increasing number of repair issues, the committee approved putting out an RFP for a handyman to take care of them. An after season pool walk through was conducted and repair issues were discussed.

Land Management: The replacement of trees dam-aged in storms this year was approved.

Architectural Control Committee: The committee is

reviewing applications for major renovations and additions.

Community Activities: Community Day event plans are going forward as are plans for the Halloween Costume Parade.

Civic Affairs: The board discussed the High School redistricting study and how the community could participate. There will be an initial meeting on the 12 of September. Formal meetings will occur in November, and the board will publicize those in the newsletter.

Neighborhood Watch: The committee had a report of a flasher and a stalker in the neighborhood late at night. Ongoing monitoring is continuing.

Communications - Newsletter and Website and Da-tabase: Articles for the newsletter are due to Deb Neuberger by the 12th of each month.

Long Range Planning: The committee is research-ing contractors for this year’s long range plan.

Database: No new business at this time.

Old Business: Pool passes were discussed again.

New Business: An annual budget meeting will need to be scheduled and the annual meeting will need to be set up and announced as well.

Meeting Adjournment: With no additional new business to discuss, Darin Welt made a motion to adjourn the meeting and Wendy Hunt seconded it. The board unanimously approved the motion and the meeting was adjourned at 8:25 pm.

MEETING SUMMARY: Trish explained the boundaries and concerns we should have. She made some suggestions and will be working with us fur-ther as we update the community. Mike Saunders from Franklin Farm informed what their neighbor-hood was doing and verified they had not hired a lawyer. Franklin Farm is doing much the same that we are. We have been working together.

Kathy Smith encouraged everyone to attend the boundary meetings with the first one being held No-vember 12th at Chantilly HS at 7:30 PM. The other meetings will be on December 3rd at Westfield HS at 7:30 PM, and December 19th at Oakton HS at 7:30 PM.

Kathy confirmed that nothing has been decided by the School Board. She explained the process that consists of three meetings and encouraged all resi-dents to come to all three meetings. She will not promise any neighborhood anything as she believes in the process and feels as our representative it isn't fair to favor one neighborhood. She went over the primary considerations for the study, which are:

1) Projected school enrollment and capacity 2) Distribution of programs and resources 3) Socioeconomic characteristics of school popu-

lations 4) Contiguous school attendance areas - this

should eliminate attendance area "islands" COMMUNICATION: If you would like to write

Community Service Project Completed A big THANKS to Nicole Zilberfarb for re-painting the

legs on the picnic tables at the playground. Nicole re-cruited her dad Greg and sister Karli to help out as she led the effort to scrape, sand, prime, and paint five tables. Thanks to Nicole’s initiative the picnic tables will last longer and look great too! She was able to use this work to help fulfill commu-nity service requirements where she attends school as a senior at Radford University.

My Neighborhood is an Internet mapping and infor-mation reporting application. It lets you know what features and county facilities are available in and around your neighborhood. The information is broken down into logical business groups called Views, in-cluding: General Information, Parks , Demographics, and Police Incidents. Each view has unique map types and unique reports. Map types allow you to see differ-ent layers of information about the same area. Reports contain detailed information about a specific area. For more information on reports and map types associated with each view check the detailed content help.

The information provided on the Police Incidents View site reflects actual calls for police service re-ceived by the Department of Public Safety Communi-cations (911 call center) and entered into the com-puter-aided dispatch system.

DIV 1 College Lacrosse Comes to Centreville

What do inner city Washington DC kids, a set of triplets, and a kid in a wheelchair have in common? They will all benefit this fall when D1 Lacrosse comes to town. Come watch the Men’s Fighting Irish of Notre Dame take on the Georgetown Hoyas, and the women’s Syracuse Or-ange battle the James Madison Dukes in the second annual Fall Charity Classic. Are YOU Prepared? September WAS National Preparedness Month,

but how many of us are really prepared for any sort of emergency?

After 9/11 occurred, many of us did put together extra supplies in the event of an emergency. With time, complacency sets in. Some of the food set aside has likely expired: that was six years ago.

National Preparedness Month is a nationwide effort held each September to encourage people to take simple steps to prepare for emergencies in their homes, businesses, and schools. Fairfax County is a member of the National Preparedness Month 2007 Coalition under the U.S. Department of Homeland Security (DHS). DHS asks all to take some simple steps to prepare their families for emergencies, including getting an emergency sup-ply kit, making a family emergency plan, being informed about different threats and getting in-volved in preparing their communities.

Threats include not only terrorism, but also

weather and health related threats, such as hurri-canes, tornadoes, avian flu, and seasonal flu. In ad-dition to other measures in place, Fairfax County is taking a coordinated approach to planning for a pan-demic flu – a global outbreak of a novel strain of in-fluenza with efficient human-to-human transmission. This effort started in 2005.

Not only must you take the first step to preparing yourself and your family, you must do so under dif-ferent circumstances. Would your children know what to do if you were at work if an emergency hap-pened? What if they were at school? What about any pets you may have? You must also make sure that your supplies have not expired. Check the expi-ration dates on bottled water, food, and medicines.

Influenza Preparedness

With winter around the corner it is im-portant to be informed and educated about how to best get through the flu season.

Influenza, also known as the flu, is a highly contagious infection of the breath-ing system caused by influenza viruses. The main way to spread these viruses is from person to person when an infected person coughs, sneezes, or talks. A person can become infected if they breathe the infected air droplets, or touch infected droplets on surfaces and then touch their own eyes, nose, or mouth.

The best way to protect yourself and others against in-fluenza include: ● Get an annual flu vaccine, unless your personal health

condition advises otherwise ● Cover coughs and sneezes with a tissue or your upper

sleeve—NOT YOUR HANDS! ● Wash your hands frequently, or use an alcohol-based

hand sanitizer IF soap and water are not available ● Avoid close contact with people who are sick ● Stay home when you are sick ● Avoid crowds These tips and more information can be found on the Fair-fax County Health Department’s website at www.fairfaxcounty.gov/hd.

On October 6, 2007, Boy Scouts from Troop 20 will be going around our neighborhood placing markers on storm drains. The markers will read “NO DUMPING, DRAINS TO POTOMAC RIVER.” This project is to help reduce pollution in our local stream, Every Storm Drain in our neighborhood drains into Horsepen Run Stream (the creek at the bottom of the sled hill and behind Motherwell Court) Horsepen Run Stream flows into the Potomac River which eventually flows into the Chesapeake Bay.

Every time it rains chemicals, trash, and other pol-lutants are carried down the storm drains and flow into our local stream. Eventually, these substances make it to the Chesapeake Bay affecting the Bay’s wildlife and its appeal to the public.

The Boy Scouts from Troop 20 will be participat-ing in an Eagle Project that is designed to help the Bay and everything that relies on it. The markers will be put in place as a reminder of the connection between our neighborhood and the Potomac River and Chesapeake Bay. We, as Virginians, are respon-sible for protecting our state’s resources and our en-vironment.

COMMITTEE INFO Board of Directors meets on the first Thursday of every month at

7:30 PM at the Community Center. Meetings are open, and all resi-dents are welcome and encouraged to participate. To include a spe-cific item on the agenda, please contact the Board President.

Architectural Control Committee (ACC) meets monthly at the Community Center. Contact any ACC member or appropriate Board member if you have ACC questions or concerns.

Chantilly Highlander newsletter team welcomes your articles and community photos of specific events, or just whatever is going on in your neighborhood! We would also love your suggestions and ideas for new features as well as feedback on current content. Community Activities Committee identifies and schedules events for the participation of Chantilly Highlands families. The committee meets as events are scheduled, and chairpersons vary throughout the year. If you are interested in leading an event or have ideas for a community activity, please contact a Board member.

Community Facilities Committee (ComFac) meets the first Wednes-day of every month at 7:30 PM at the Community Center. Issues pertaining to our swimming pool, tennis courts, playground, Com-munity Center and its grounds are managed by the Community Fa-cilities Committee. If you would like to become involved in this committee, contact Jeff Boehlert at 703-435-2836.

Land Management Committee handles all issues that involve the common areas of our community: primarily lawn care and snow removal. Meetings are held as needed. You may contact Paul Thur-neysen at 703-318-1468 with questions and if you are able to help on the Land Management Committee.
