May 11.—Major 'General Funston notified Mexican Minister of War Gbregon to-day that *^T*9itlent Wilson had authorized him to refuse the demand for the with- drawal of the punitive expedition. The unqualified official statement brought & an end the thirteen-day conference -tween the military representatives of the two countries. The conferees separated at 6:35 o'clock this even- ing, taking every precaution to avoid the appearance of an immediate breech c: diplomatic relations. The official announcement issued said fu- ture negotiations* would be conducted between the foreign department of Mexico and the United States. Washington May 11.—As the con- ference to-day at El Paso between Gen. Scott and Gen. Obregon ended in disagreement the administration was face to face with the fact that a new policy must be adopted. "£he rock on which the conference split was the demand of Carranza for the withdrawal of American troops and the refusal of' Gen. Scott, on or- ders from Washington, to accede to this demand. Preident Wilson and Secretary Lansing were not prepared to-night to make official announcement of their next step. They were not willing to admit that the last diplomatic reme- dies had been applied. There was reason to believe to-night that they will wait to see the result of final diplomatic representation with Car- ranza before taking further action, ^he gravity of the situation was roily realized. It was admitted that 'impressive action by Gen. Obregon's tnny might force intervention before Miplomatic measures had been ex- hausted. It was considered extremely like- ly to-night that the cabinet to-nior- row will decide to give Carranza one more chance to co-operate with the 1 "tilted States in suppressing outlaw- rv along the border. The Blind Players in "Kerry Courting" rounded out the entertain- ment program. It was the first that these blind artists have been seen here and their work brought forth continual applause. Harold B. Wood. president of Chautauqua in Hudson, gave an ad- dress last night on the sale of tick- ets for 1917 and urged all who en- joyed the past seven days to see to it that they are on the list. It was sta- ted last night that the sum assured for 1917 is of such an amount that it is practically sure that Chautauqua will return to Hudson. TRIAL ABJOl'KNED. Geo. Washington, May 10.- The State Department to-day made public Ger- many's note admitting responsibility for the attack on the English channel steamer Sussex. Officials declared that the explana- tion was satisfactory, as Germany ad- mits her error, states that tne subma- rine commander responsible has been punished and promises to make repa- ration. German Foreign Minister von Ja- gow decdares that on the basis of the American material (tarnished the as- sumption that the damage to the Sus- sex was to be traced hack to the cause other than fee attack of a German submarine cannot be maintained. Foreign .Minister von Jagow then proceeds: "In view of the general impression of all the facts in hand the German government considers it beyond doubt that the commander of the submarine acted in the. bonafide belief that he was facing an enemy warship. On the other hand it cannot be denied that, misled by the appearance of the ves- sel, under the pressure of circum- stances, he formed his judgment too hurriedly in establishing her charac- ter and did not, therefore, act fully in accordance with the strict instruc- tions which called upon him to exer- cise particular care. "In view of thpse circumstances, the German government frankly admits that the assurance given to the American government, in accordance with which passenger vessels were not to be attacked without warning, has hot been adhered to in the present case. As was intimated by the under- signed in the note of the 4th inst.. the German government does not hesitate to draw from this resultant conse- quences. It therefore expresses to the American government its sincere re- gret rgarding this deplorable incident and declares its readiness to pay any adequate indemnity to the. injured American citizens. It also disapproves of the conduct of the commander, who has been appropriately punished. "Expressing the hope that the American government will consider the case of the Sussex settled by these statements, the undersigned avails himself of this occasion to renew to the ambassador the assurance of his highest consideration.
