35 Human Resource Development Human Resource Development The Human Resource Development (HRD) Division which established in 2002, continued to play its role as part of the organization, responsible for training of staff. The aim of HRD Division is in helping staff develop their personnel and organizational skills, knowledge and abilities that fitting with their’s job description. In 2012, 1,248 officers and staff were involved in 139 HRD Programmes including training, courses, workshops and seminars. In line, with the Human Resource Development Policy, the SFD encourages its officers and staff to participate in any HRD programme either in-house, or outside SFD. In this case, SFD officers and staff can participate in sponsored programmes by government agencies such as Training Institute For State Public Services (INSAN) and National Institute of Public Administration (INTAN) and they can also take part in private sector HRD Programmes. The focus of all aspects of Human Resource Development Program is on developing a superior workforce so that the organization and individual staff can accomplish their work goals and also to reduce efficiency gaps among SFD officers and staff. Apart from facilitatory courses, the Human Resource Development Division also received and processed applications from staff and officers who wants to sit the Sabah Public Service Examination (Peperiksaan Perkhidmatan Awam Negeri Sabah) to evaluate the workforce efficiency level. These examinations are fully handled by the Sabah Public Services Department (JPANS). Table 7.1 & 7.2, shows all the HRD Programmes that were participated by SFD officers and staff in 2012. Human Resource Development

The Human Resources Development Division, also acts as the secretariat for the Human Resource Development Panel to choose and evaluate eligible staff for the “Excellent Service Award”. This award is one of the department’s efforts to show appreciation for the contribution of outstanding staff in 2012. These appreciation certificates are believed to be able to influence the employee’s motivation and to maintain the excellent performance levels in years to come. For those unsuccessful staff, the evaluation exercise will increase their competitiveness to do better next time. The list of recipients are show in Table 7.3.
