The Assembly reconvened at 1 : 10. On motion the anwsers of the Attor- ney General, which were under dis-cus'i- before recess, were ordered to be printed. Noble Coin well read the following statement, as nppcitaininy to a mo- tion to insert vSOOO for a permanent salary to Queen Dowager Kapiolaui. A wrong impression seems to pre- vail amongst the Hon. members of the Legislative Assembly as to the exact situation of Her Majesty the Queen Dowager, Queen Kapiolaui. As one who exactly knows her financial situation, 1 think it is my duty to enlighten the committee and the House on the true state of affairs. The principal income of the Queen Dowager is the sub-lettin- g to Portu- guese tenants of the slopes of Punch bowl (Crown Land of Auwaiolimu I think). Until twelve mouths ago the in- come from that source was some- where about SlfiOO to SoCOO a year. Hut on account of the large exodus of Portuguese in 1891 the income became reduced b' half, and now I venture to say that for the year 1892 it will be still much reduced, as for the present it is next to impossible to collect rents, most of the houses are for sale, and lind no purchasers, and it is a question if a year hence any rents can be collected at all. Out- side of this lease the Queen person- ally owned very little property, a lew small pieces here and there bring- ing baldly any income. As heir to the King 1 can state ex- actly her situation: The debts paid so far amount to iflOli.OOO 00 The Estate owes one firm that she will have to pay 5,000 00 There are several law suits btill pending and pro- bably theie will have to be paid not less than. . . 5,000 00 Grand total $110,000 00 The balance of the Estate is completely mortgaged with no exception, part- ly to Hon. Smith as a party to one of the transactions will certify to the facts, so will His Excellency II. A. Widetnann. The interest is 9 percent, vi.., S3G00 a year. Besides the, notes covering, the mortgage have to be paid within four years. The income of what is left of His late Majesty's Estate will just about jiay the interest on the notes, and a little over towards the mortgage, so that for the piesenl and for the next four or live years anyhow she will be reduced to a very precarious situ- ation, unless, which is highly impro- bable, she can gel as before a good income from her Portuguese colony. As far as that income is concerned I will state on oath if necesiary that it never exceeded $5000 and is now below 82500 with great chanceS of deduction or even annihilation. Besides Her Majesty has not only got herself to look after. She has to provide for her sister l'ooinuikclam who has no income and the two .touug Princes Kulauiuuaolc and Kuwnuauakoa. I hope therefore to be able to persuade the committee and the Hon. members of the Legis- lature, thai it would be justice to help her along for the next two years swallow. And this for two reasons: 1st That she has lived a spotless life, been an example to her race and the promoter of two or three bene- volent enterprises, at her personal cost. 2nd That she is the widow of one who, if he had been more provident, ought to have left her wealthy ami without care, and who nevertheless and notwithstanding many faults that I am bound to admit, ha been the means to bestow on our litllc coun- try a prospeiity that seems to have vanished at the same lime as his life. A wrong impression seems to pre-vail amongst the Hon. members ofthe Legislative Assembly as to theexact situation of Her Majesty theQueen Dowager, Queen Kapiolaui.

As one who exactly knows herfinancial situation, 1 think it is myduty to enlighten the committee andthe House on the true state of affairs.The principal income of the QueenDowager is the sub-lettin- g to Portu-guese tenants of the slopes of Punchbowl (Crown Land of Auwaiolimu I

The income of what is left of Hislate Majesty's Estate will just aboutjiay the interest on the notes, and alittle over towards the mortgage, sothat for the piesenl and for the nextfour or live years anyhow she willbe reduced to a very precarious situ-

ation, unless, which is highly impro-bable, she can gel as before a goodincome from her Portuguese colony.

As far as that income is concernedI will state on oath if necesiary thatit never exceeded $5000 and is nowbelow 82500 with great chanceS ofdeduction or even annihilation.

Besides Her Majesty has not onlygot herself to look after. She has toprovide for her sister l'ooinuikclamwho has no income and the two.touug Princes Kulauiuuaolc andKuwnuauakoa. I hope therefore tobe able to persuade the committeeand the Hon. members of the Legis-lature, thai it would be justice tohelp her along for the next two yearsswallow. And this for two reasons:

1st That she has lived a spotlesslife, been an example to her race andthe promoter of two or three bene-

volent enterprises, at her personalcost.

2nd That she is the widow of onewho, if he had been more provident,ought to have left her wealthy amiwithout care, and who neverthelessand notwithstanding many faults thatI am bound to admit, ha been themeans to bestow on our litllc coun-try a prospeiity that seems to havevanished at the same lime as his life.

paid to instil patriotism, among otherlaudable principles, in the mind ofYoung Hawaii. Lately the Board ofEducation forbade two of its teachersfrom sending news correspondencelo the Honolulu daily papers becausethey mingled politics with their con-

tributions. Doubtless the Board wasacting in its right, although, owingto the great dilliculty of gettingregular correspondents, its action is

embarrassing to the local press.What does tlio Board think, andwhat will it do, with a teacher whovilifies the country and its Legisla-ture so coarsely in the foreign pressas has been done by the Post cor-

respondent?

bers of this House, who denouncedthis measure of relief for Her Ma-

jesty as a raid on the Treasury.Now, we llnd by the statement ofher agent that the Queen's affairs arein such an unsatisfactory state as tomake her need assistance. Fromthis statement it appeals that herprivate income from the Punchbowllands has been reduced to less than$2000 and that this sum may be fur-

ther reduced by the departure of allof the Portuguese tenants. Her finan-

cial position stands thus: Debtagainst her husband's estate, againstwhich all of her lands are mortgaged,510,000; her income is Sl'.IOO; theinterest at 9 percent on the 810,000with taxes are SI000, leaving a lo---

Salary Cleik Sheriff of Maui,$1800, passed at $1200.

Salaiy Clerk Sheriff of Kauai,SC00, passed.

Pay of Police, Hawaii, $00,000.This item the Committee on Ways

and Means had recommended to passat the sum of .ri 1,720.

Rep. Waipuilaui favored deferringconsideration of Ibis and the itemsfollowing, relative lo Pay of Police,until a bill regulating the police waspresented.

Rep. Nawahi was of like opinionand also favored the amounts be-

ing individually itemized. As it wasnow, anew man, if lie was a whiteman, would be favored with a largersalary than a native, who may havehad long and excellent service to hiscredit.

Rep. Koahou said that the salariesshould be apportioned. Men weregetting high salaries on the policeforce without any right. He knew aman named J. II. Maby, he hadbeen retired from the Volcano Houseand ho was on the police force nowat Hilo. This man Maby, althoughno more than a high private in theranks, was receiving $100 per monthas salary, while a native of moreability and higher in position wasonly getting $00. Again, lie noticedthat a Portuguese who was not evena private in the ranks, bill was keep-ing a hotel at Hilo, was being paid$10 per month from the police ap-propriation. If the Assembly hadthe apportionment of salaries lie didnot think such tilings would be.

Rep. Waipuilaui said that therewas unjust discrimination shown be-

tween whites and natives in the mut-

ter of salaries. There were twodeputy marshals at $200 each.Neither could earn that sum outsideof a Government position, and thenthere was a captain of police at $ 150,a man that could haidly write hisown name. Good natives, however,did not receive biieii salaries; thosespoken of were white men. He hadformerly opposed tiiis apportionmentof the various salaries but he wasnow in favor of it. He had noticeda man named ,1. C. Long who wassupposed to bo getting Sl.ri0 as adetective; he had noticed him latelydoing considerable hack-ridin- g. Hewas a favorite undoubtedly andcould work or play as lie pleased.

Noble Baldwin said that the Com-

mittee on Ways and Means some-times mentioned as the "mean wayscommittee," were in favor of sepa-rating the items of the amount asapplied to the salaries of the princi-pal ollicors. Ho was in favor of ap-portioning the pay.

Minister Pinker was 'also in favorof dividing up the amounts and alsoin deferring further consideration ofthe item for the present.

Rep. Kaunaiiiauo believed in ap-portionment. Ho knew of policewho had acted as dry nurses in (liefamily of a Deputy Sheriffs, they tookcare of the children and drew payfor their services from the Policefund. Consider that the Committeeon Ways and Means had done goodwork but the Assembly could betterapportion pay tluu they.
