ICT INCENTIVES & GRANTS for SMEs
The Malaysia Productivity Blueprint (MPB) was launched in May 2017 to boost national productivity level. The MPB mapped the path forward on how to holistically address productivity enhancements across nine priority sub-sectors in which five sub-sectors focus on the services sector, three on the manufacturing sector, and one on the agriculture sector. The Malaysia Productivity Corporation (MPC) as the Delivery Management Office (DMO) for the MPB has been tasked as the Secretariat and facilitators that connect the dots between the public and private sectors. The Productivity Nexus serves as a platform for close collaboration among the stakeholders including academia and industry players in ensuring the industries identified under the MPB are achieved or exceeded in a sustainable manner.
For the ICT Services sub-sector, the significant productivity hurdle is indicated by the low awareness on the available incentives to promote proper utilization and adoption of ICT. Hence, the Information and Communication Technology (ICT) Incentives and Grants for SMEs-Phase 1 was objectively introduced to provide information on the available incentives and grants related to the ICTs and technologies for Malaysia-based Small- and Medium-sized Enterprises (SMEs).
The list of incentives related to the ICT and technology adoption with respective agencies is presented in the table as follows.

Incentive: MSC pioneer status providing 5+5 years tax exemption by MDEC
Mr. Tan heard about MSC pioneer status in the ICT community. Despite having been incorporated 5 years earlier before application, Mr. Tan felt that he should give it a try despite negative comments from fellow ICT professionals. After application was submitted online, MDEC assigned a consultant to help the application process. There was not much challenges as the company was able to provide the required information and know its business model well. The process went smoothly and approval was obtained soon after 3 months. PureLogic Solutions is now in the second year of the 5 year extension.
Advice to other entrepreneurs:• Do not believe in what other people say about your chances of getting the
incentives• Just go and try. It’s not as tedious as you think and• Know your business model well

1) Incentive: MSC pioneer status providing 5+5 years tax exemption by Malaysian Digital Economy Corporation (MDEC)
2) Incentive: CIP 300 by CRADLE
• CIP 300, a pre-commercialisation programme which provides a conditional grant and value added assistance amounting up to RM300,000 for entrepreneurs. It is intended to kick-start innovative technology based start-ups to develop and commercialise their products or services. This was granted by CRADLE, Malaysia’s early stage start-up influencer.
• Ms. Chai said the application process for CIP 300 was done online. It was rather straightforward and not complicated. A consultant was assigned to assist in the application. Thereafter, two rounds of pitching were made to CRADLE. Although for the presenters, these may be challenging on a personal basis as they have to make their business case, Ms Chai felt that it is part and parcel of the process in getting the incentive. Moreover, pitching is no stranger to a communication provider company like CommSights.
• Funds from CIP300 were deployed to develop a charting tool using API to read data from various sources and display them as charts without manual intervention. Funds were also used to develop another software tool to enable customers to view information from various different angles. These initiatives augur well for the CommInsights in its quest to fully adopt digitalisation.
