INTERCONNECTEDPeople, systems and objects can communicate and interact with each other in entirely new ways.

The Internet of people is 1 billion strong. Almost one third of the world’s population will be on the Web by 2011. There will be nearly 4 billion mobile phonesubscribers worldwide by the end of 2008.More than 30% of citizens in OECD countries used the Internet to communicate with public authorities in 2007.

Smart governments perpetually collaborate across organizations and with all partners and constituents.

INTELLIGENTWe can respond to changes quickly, accurately and securely, and get better results by predicting and optimizing for future events.

Every day, 15 petabytes of new information are being generated. This is 8x more than the information in all U.S. libraries. An average company with 1,000 employees spend $5.3 million a year to find information stored on its servers. In sharing and protecting large volumes of data, government is more vulnerable. Over 50% of data security breaches reported since 2005 were through state and local government organizations.*

Smart governments analyze, apply and share information from multiple sources to assess situations and react quickly.

MVV Energie AG - Model City Mannheim (MoMa) Tapping in to grid data to enable smarter energy choices

Business challenge:In the City of Mannheim, a major German municipality, local utility provider MVV Energie AG is leading a consortium of companies and scientific institutes to establish a power management solution that would increase control over energy usage. Ideally, this integrated power management framework would accommodate multiple energy sources, including that produced by “prosumers”—consumers with the local means (e.g., solar paneling) to produce more energy than they consumed.

Solution: MVV Energie teamed with IBM Global Business Services and others to create a virtual marketplace that provides energy companies and customers with real-time energy generation, consumption and availability data. Users can employ this solution, which leverages IBM WebSphere® MQ Telemetry Transport software, to monitor local energy reserves and view current pricing for outside energy sources.

“We see the solution as an enabler of smart grid services, a virtual marketplace where all the key elements needed to build a smart grid can be traded.”

— Dr. Britta Buchholz Head of Grid and Plant Planning

Building a smarter planet: Government

Business challenge:Having kept Denmark in a lead position on e-government and general e-readiness, the Danish government was facing the challenge of its own success. To take it to the next level of progress through digitalization, collaboration was essential. To enable this, a consolidated and shared view of the public sector was required.

Solution:The government’s Digital Taskforce turned to IBM to tap its experience with Component-based Business Modeling (CBM). A joint project team created a consolidated business-level view of public sector services across the thousands of authorities and institutions constituting the Danish public sector. FORM (based on the Danish name FællesOffentlig ReferenceModel) is the implementation of a service oriented and citizen/enterprise-centric view of the public sector across government levels, domains and organizational boundaries.

Danish Government – FORM Building a Smarter, citizen-oriented government using Component Business Modeling (CBM)

“A business component model has become an indispensable tool in our endeavors to modernize the public sector across traditional boundaries. The new holistic approach, based on FORM will, over time, compel changes in responsibility, in tasks and in processes in and between the public institutions and authorities.”

— Lars Frelle, Chief Information Officer in the Ministry of Finance and head of

the Digital Taskforce

Finnish Defense Forces Winning the battle for closer cooperation between service branches

“The solution we are developing with IBM will give us the flexibility and resource efficiency our military needs to adapt to a more dynamic and uncertain world.”

— Mika Hyytiainen, CIS Chief Architect,

Finnish Defense Forces

Solution components:IBM BladeCenter®IBM Global Business ServicesIBM Global Technology ServicesIBM Rational® development softwareIBM Strategic Outsourcing ServicesIBM System p™IBM Tivoli Access ManagerIBM Tivoli® Identity ManagerIBM WebSphere Application ServerIBM WebSphere® Enterprise Service BusIBM WebSphere Portal

Business challenge:Like many militaries, the Finnish Defense Forces (FDF) faces the challenge of managing and adapting to increasingly dynamic and complex situations with limited resources. The FDF realized that closer coordination between its own service branches and with those of other nations was essential, but deeply entrenched silos in its command, control, communications and computing (C4) systems presented a major barrier.

Solution:The FDF teamed with IBM to create an SOA-based service hub that enables all branches to share common C4 applications and – by enabling the dynamic reuse of services – allows the FDF to get new applications out to the field in a fraction of the time. The SOA framework also helps the FDF to bind its operations more closely with other nations’ forces.

Benefits:Projected 80 percent reduction in time required to develop new C4 systems via SOA service reuse

Projected 75 percent reduction in required infrastructure through consolidation and virtualization

Institut d'Astrophysique de Paris High Frequency Instrument Data Processing Center for the Planck Satellite Project

Business challenge:The Planck Satellite of the European Space Agency was launched on May 14th 2009. The aim of the mission is to gather detailed information on the fossil light from 13.7 billion years ago in order to learn about the primordial Universe and how it has evolved since then. To process the data sent back to Earth, scientists need to run hundreds of computationally intensive algorithms. The Institut d'Astrophysique de Paris, which is coordinating the processing for the HFI instrument of Planck, sought an IT service provider that could assemble for its reference platform a high performance computing solution delivering demanding levels of sustained performance and fast storage capacity within a well defined cost envelope..

Solution:A cluster with 1024 cores interconnected via an INFINIBAND network delivering 2.5 Gigabytes per second with a latency of less than 4 milliseconds. A General Parallel File System software which easily handles the simultaneous processing of 100,000 simulations with System x iDataPlex and Deep Computing technologies along with DCS9900 storage devices. The solution keeps the data available for multiple scientists at a time to conduct simulations and validate a common model of the birth of the Universe.

“We are very pleased with theperformance of IBM iDataPlex. The solution is ideal in terms of technology and services”.

— Philippe ParnaudeauInstitut d'Astrophysique de Paris

Benefits:Benchmarking tests with the energy efficient System x iDataPlex solution revealed a computing peak performance of above 10 Teraflops.A five-fold increase in data center computing power.Enabling the generation of a vastly improved picture of the early Universe.

Her Majesty’s Revenue & Customs (HMRC) Cutting carbon emissions to create Greener Government

“The work we did with IBM has been very important in getting the carbon issue on the agenda within HMRC. It helps people understand what needs to be done and is a powerful way of highlighting the key areas of activity required across the organization.”

—Judy Greevy, Head of Corporate Social

Responsibility and Diversity at HMRC

Business challenge:Keen to be at the forefront of sustainable development within government, HM Revenue & Customs (HMRC) was performing well against many of the environmental targets set by the Sustainable Development Commission for 2010. Nevertheless, it was eager to ensure that it did not fall behind on the ambitious targets to reduce carbon emissions from offices by 12.5%. The sheer size of the organization made it difficult for HMRC to get a reliable overview of carbon consumption and the priority areas for action.

Solution:IBM worked with HMRC to carry out a diagnostic review. IBM used a range of carbon diagnostics tools based on the IBM Component Business Model approach to assess HMRC’s current carbon management performance. IBM recommended a wide variety of carbon management solutions, providing HMRC with a clear, strategic way forward towards its reduction targets.

Benefits:A clear set of recommendations to help exceed required targets

A comprehensive picture of HMRC’s current carbon emissions

Identification of those actions which will have most impact

Total potential carbon reduction of up to 50%

Natural England Driving an ambitious carbon reduction program

“IBM has taken a lead in the area of carbon management, particularly across government organizations.”

—David Young, Executive Director of

Strategy and Performance, Natural England

Business challenge:Committed to conserving and enhancing the natural environment, Natural England has a strong imperative to show leadership in reducing its corporate carbon footprint. Going way beyond the targets set by the Government’s Climate Change Bill (to achieve a 26 to 32 percent reduction in carbon emissions by 2020), Natural England set out to achieve a 50 percent reduction by 2010.

Solution:IBM Global Business Services worked with Natural England to develop a vision, change roadmap and detailed delivery plan. Motivating people to change their behavior is key to success, so IBM helped devise, and is supporting the implementation of, a tailored staff communication and engagement program, based on leading practices in employee engagement. The client is now delivering the plan with support from IBM.

Benefits:Provides a clear roadmap to help the client achieve a 50 percent reduction in carbon emissions by 2010

Implements a strong, evidence-based carbon measurement and management system to help ensure effective action

Meets target of achieving 20 percent carbon reduction in one year
