Competency Based Training

Definition:

“A cluster of related knowledge, skills, and attitudes that affects a major part of one’s job (a role or responsibility), that correlates with performance on the job, that can be measured against well-accepted standards, and that can be improved via training and development." (Training magazine: July, 1996)

Competency Based Training

Basic Educational Concepts: Most often used in teaching/learning concrete skills

rather than abstract concepts Not a modular approach – every skill or competency is

a unit Learners work on one competency at a time until it has

been mastered, then move on Learner based with teacher as facilitator Allows for greater flexibility and recognition that

learners acquire competencies at different paces

Competency Based Training

Basic Educational Concepts: Most other learning methods have summative testing,

competency based learning requires mastery of every individual learning outcome – progressive

Competency units can be skipped if the learner can show mastery – by formative testing or prior learning assessments

Well suited for learning domains where safety can be affected (i.e. dangerous goods) – where mastery of the competency requires consistent repetition of a task

Competency Based Training In dangerous goods training: Conventional dangerous goods training is typically designed

around the job title and is subject-matter driven Competency-based training is designed to ensure that

personnel can perform the function for which they are responsible.

Competencies describe what a competent person’s performance on the job should be

A critical feature of competency-based training is the inclusion of a continuous assessment process that extends beyond completion of the training course

Chapter 1 of WP/30 provides the actual text of the new Part 1;4

Guidance materials will be included in the form of a new attachment (see Chapters 2 -4 in WP/30)

Chapter 2 of WP/30 provides a theoretical background of competency based training and its benefits

Chapter 2 also describes methodologies for development of these programs

goods competency framework model Chapter 4 of WP/30 provides a “Dangerous

Goods Functions – Process Flowchart” Chapter 5 provides a matrix tool to assist in

identifying required knowledge for specific DG functions

your feedback. Choose one person from the table to present your answer(s).

We will put each of the questions on screen one at a time, and when your comes up you will have 5 minutes to present your table’s perspective!
