Navigation Plan (GANP)
Neil Halsey Technical Officer (Meteorology), Aerodrome Operations and
Interoperability, ICAO
WMO Congress 2015
ICAO’s Role in ATM Modernization “Increase the capacity and improve the efficiency of the global civil aviation system”
• Through the GANP, offer a long-term vision to assist all aviation stakeholders, and ensure continuity and harmonization among modernization programmes
• Through the Aviation System Block Upgrades (ASBU), provide a consensus-driven modernization strategy for integrated planning

PRIORITIES
PERFORMANCE BASED NAVIGATION (PBN)
CONTINUOUS DESCENT AND CLIMB OPERATIONS (CDO/CCO)
COLLABORATIVE DECISION-MAKING (CDM & A-CDM) & ATFM
Global Air Navigation Plan (GANP) Objectives and Priorities
Meteorology ASBU (AMET)
• A plan for the development of aeronautical meteorological requirements from 2015-2028 and beyond
• Meteorology is an enabling or supporting function for multiple elements of the plan in all performance improvement areas
New concepts
• Trajectory-based operations (TBO)
• System-wide information management (SWIM)
27 May 2015 5
Trajectory-based operations
• New requirements to enable “free-flight”
• Primary inputs from NextGen and SESAR
• Will require supporting meteorological information – particularly in congested airspace
27 May 2015 6
System-wide information management
• Operational need to harmonize information support to aviation
• Focus on data rather than products
• Need for unified digital environment
• WMO has expertize in data management
• Data policy required to protect meteorological service providers and aviation users
27 May 2015 7
Important dates
• July 2016 – termination of SADIS broadcast
• November 2018 – Establishment of global and regional space weather centres
• November 2018 – Digital exchange of METAR, SPECI, TAF and SIGMET becomes a Standard (mandatory)
