Welcome to the 2019 ICCTFOA Institute! The theme this year is “Relationships – The thread that binds us”. I’m very excited to welcome you to the institute where you will build new re-

lationships and cement the old. You will receive education that will make you a more valued employee, and you will be inspired to

be the best you can be, while providing bet-ter service to your community. You will leave the institute energized and ready to make a difference! We have a wide variety of educa-tional topics, ranging from Personalities in the Workplace to Budgeting, Public Records Requests, Clerks & Treasurers 101 and the movie Wednesday night - “All the Queens Horses.” Thursday night is the Monsters Ball and Awards Banquet which includes the Dr. James B. Weatherby Award announce-ment! Costumes are welcomed but not re-quired. I look forward to seeing all of you.

ICCTFOA INSTITUTECertificationIf you are working toward any ICCTFOA, IIMC or CPFA certification, you MUST complete a work-shop assessment form for each workshop attended and return it to AIC by the deadline to receive credit.

We encourage you to turn in your assessment before you leave the institute, however, the deadline for the 2019 ICCTFOA Institute assessment is September 27th. A report of your approved credits for the cur-rent year will be provided by AIC each December unless otherwise requested. Credits can be viewed through your AIC website profile in the Professional Development Section.

North Banquet Real Life Supervisor Problems & Solutions Being a supervisor of others – everybody talks about it, we’re going to help you do

something about it. The AIC Repertory Company (fresh from Broadway – or maybe Vista Avenue) a.k.a. Julie Silbernagel, Vice-President of APT US&C will discuss the certification requirements for the Association of Public Treasurers.

Crafting Work to Honor Your PurposeNorth BanquetSometimes our daily tasks and demands can pull us off course and we may begin to feel that we do not make a difference. This feeling can then lead to poor attitudes and behaviors in the workplace. This workshop presented by Megan Hudson of the College of Western Idaho encourages participants to discover their “personal purpose” and to commit to honoring their purpose no matter the circumstance. Even though we have different reasons for why we work, all of us can craft our work to honor our personal or team purpose. When we commit to honoring our purpose every day, we recognize how we do make a positive difference in the workplace, at home and in our communities.

2018 Wall of Memories

It will be 22 years that the quilt has been on display at the Idaho City Clerks Treasurers and Finance Officers Association annual Institute.

The quilt was inspired by Val Jean Bonnell, who was Middleton’s City Clerk for 20 years. Val Jean was also the President of the ICCTFOA at the time she came up with the idea of celebrating Idaho’s Centennial.

Recruiting local artists, the work began and three years later, in time for Idaho’s Centennial in 1990, Val Jean’s idea became a reality.

The quilt depicts a map of Idaho, with attractions from each area drawn in embroidery and applique. The panels on the perimeter include the state bird, tree, flower, flag and Idaho potatoes.

The ICCTFOA is made up of six districts throughout the State of Idaho. Each district was responsible for the embroidery and sewing of their district block of the quilt.

The Marv Kimberling Memorial Award was first presented in 1978. Marvin Kimberling was Administrative Assistant/City Clerk for the City of Moscow. Marv served as president of the ICCTFOA and was instrumental in the establishment of the organization. Marv was active in the Association of Idaho Cities and was respected by all who had any association with him.

The Dr. Sydney Duncombe Award was first presented in 1989, replacing the Marv Kimberling Memorial Award. Dr. Duncombe participated and helped plan many ICCTFOA Institutes. He served as Director of Public Affairs Research at the University of Idaho. He began his career at the U of I in 1962, serving as Chairman of the Political Science Dept. from 1972 to 1977. He received his BA at Yale University, MPA at Syracuse University and his PhD at the University of Washington. Dr. Duncombe was the author of numerous books on state and local government, contributing significantly to the Idaho City Clerks and Finance Officers Handbook. He served as budget director for the States of Washington, Ohio and Idaho.

The Dr. James B. Weatherby Award replaced the Sydney Duncombe Award in 1998 and is given annually by ICCTFOA to an individual who has served the city clerks, treasurers and finance officers in their pursuit of excellence, effectiveness and efficiency in municipal government. This award is named after Dr. James B. Weatherby, former Director of the Public Policy Center at Boise State University and a past executive director of the Association of Idaho Cities.
