3.0 CONSTRUCTION & MAINTENANCE HAZARDS
This section identifies the key strategic constructional safety issues related to the Stage D design. Issue need to be updated or added as the design solution evolves during the later design development stages. This can improve safety as well as speed of construction, and therefore costs with mutual benefits to the workforce, client and contractor

3.1 ROOFS

Cable and anchor restraint systems Specialist subcontractors to be approached on all roofing systems to integrate with other construction activities , materials and design. Safety procedures to be reviewed by team.
3.1 A ETFE ROOF TO ATRIUM
Annual inspections above and below. Irata trained operatives above. MEWP below Self cleaning properties but occasional cleaning (annual) exterenally. Air pipes need access in case of failures, leaks,etc. but only occasional. Netting used during construction for fall protection. Warranty issues to be clarified for frequency and method of access. Structural detailing to be integrated with ETFE in terms of construction and future access.

2.2.1 ASBESTOS REPORT / REGISTER FOR THE CAMPUS BUT ESPECIALLY MILLAIS BUILDING
SSU - Millais Building - Asbestos Cladding
As mentioned, last week, I learnt from SSU that the existing external wall cladding panels to the Millais Building (the panels below the windows) contain a form of asbestos.
Clearly, this hazard will have to be highlighted in the CDM documentation and on our design drawings.
It is also likely that SSU will wish to have the panels removed and safely disposed of either prior to or as part of the New Academic Teaching Building project.
Client has provide d Register and Survey with annotated drawings. SB to coordinate with design proposals. In Stage D documentation

2.2.1A EXISTING BUILDING ASBESTOS
ASBESTOS CONTAINING MATERIALS (ACM’S) MAY BE PRESENT
Identify where asbestos may be present and see if it can be retained safely or must be removed. A drawn survey with marked up drawings would be better than a narrative report, unless asbestos is minimal.
Signage to be used on site if ACM’s present
Contractor to assume asbestos is present unless informed otherwise.

2.2.1B ASBESTOS SURVEY OF MILLAIS BUILDING
They would appear to be simply window mullions – the word mullion is very much used as a description on the drawing, there is an Aerofil joint (soft joint) at the top of the mullion and denso tape is specified around the dowel bars at the top joint to allow vertical movement. Their removal should therefore not be detrimental to the structure but I assume they will only be removed in locations where access is required which is wider than the existing window units.
The principle structural columns are shown on the archive drawings as continuously reinforced insitu concrete (rather than PC) elements .(SWH)
1. Asbestos surveys of alllevels of the Millaisbuilding are nowavailable and to beprovided in a tenderpackage.
2. These will beincorporated into designdrawings showinglocations at whichconstructioninterventions will benecessary.
3. Client may wish to retainand manage existingasbestos, or alternativelyremove this as part of theproject, or a partialremoval.
4. These drawings will allowthe financial andconstructionalimplications of itsremoval to beconsidered.
5. Detailed sections of thecladding will be requiredto establish the locationof the asbestos and themethods needed toaccess and remove itwithin an existing andoperational academicbuilding. See 2.2.1Cbelow

4.1 HIGH LEVEL CONSTRUCTION & MAINTENANCE ACCESS
Ceilings , soffites, etc in high or large spaces

Temporary handrails required or permanent handrails installed early and protected
DESIGN TEAM to review with contractor on cost, buildability and maintainability. Possibilities of prefabrication and lifting into position to be explored.
4.2 FAÇADE CONSTRUCTION

BUILDABILITY & Maintainability Long term term maintenance issues such as cost, access , frequency, etc. to be considered. Internal assembly process or external crane access. Type and durability of finish to be considered especially at low level adjacent to public walkways
Edge protection required at roof level during construction.
Scaffolding or MEWP access zones to be shown on site set-up plans to help analyse impact on other construction processes. Temporary cradles could also be used.
PROJECT TEAM Scaffolding may be avoidable if all construction can be carried out from inside or via telehandlers or MEWPS, or cranes from outside. Integration of roof and cladding installations to be considered. Roped access or mast climbers for gaskets and mastics etc Early discussions with Suppliers /manufacturers required.
