RTI Response To Intervention

Under the IDEA, “infants and toddlers with disabilities” are defined as children from birth to the third birthday who need early intervention services because they are experiencing developmental delays, as measured by appropriate diagnostic instruments and procedures, in one or more of the following areas:

cognitive development. physical development, including vision and hearing. communication development. social or emotional development. adaptive development; or …who have a diagnosed physical or mental condition that has a

high probability of resulting in developmental delay.

The term may also include, if a state chooses, children from birth through age two who are at risk of having substantial developmental delays if early intervention services are not provided.” (34 Code of Federal Regulations §303.16)

The IFSP must include the following:• the child’s present development levels

and needs• the resources, priorities, and concerns of

parents, and other family members closely involved with the child

• the major results or outcomes expected to be achieved

• the specific services the child will be receiving

• where in the natural environment (e.g., home, community) the services will be provided (if the services will not be provided in the natural environment, the IFSP must include a statement justifying why not)

The IFSP must include the following: continued

• when and where child will receive services

• the number of days or sessions the will receive each service and how long each session will last

• whether the service will be provided on a one-on-one or group basis

• who will pay for the services• the name of the service coordinator

overseeing the implementation of the IFSP

• the steps to be taken to support the child’s transition out of early intervention and into another program when the time comes

• Reviewed 6 months and annual update

Section 504 of the Rehabilitation Act of 1973
