i. Ron Hotchkiss provided a financial report. The committee is in good financial condition.

c. Bibliography 3.2 – Andi Haai. Andi provided a verbal report. She reported that good progress has

been made regarding the definitions, symbols and bibliographical processes. She requested that working group chairs attend the SC 3.2 meeting so they can be familiar with these processes as their working groups can benefit from these processes.

d. High Voltage Sub-Committee Report, SC 3.3, 3.4, 3.5 – Steve Hensleyi. Steve submitted an electronic report (attached).

e. Low Voltage Sub-Committee Report, SC 3.6 – Ray Hilli. Ray Hill provided a verbal report.

ii. SC 3.6 voted to start a new Taskforce on Guidance for the Application of Surge Protective Devices for Electric Vehicle Supply System.

iii. Ray provided an electronic report.

f. Web and Electronic Documentation, SC 3.7 – Mick Maytumi. Mick submitted an electronic report.

5. Standards Coordinator Reportsa. Jim Wilson – HV

i. Jim provided a verbal and electronic report (attached).

b. Ray Hill – LVi. Ray provided a verbal and electronic report (attached)

c. Joe Koepfinger indicated that the reaffirmation process of standards from IEEE-SA (standards board) is likely to be discontinued. Under the new system, when a standard comes to the end of the life cycle it will have to be revised or go into a reserve (withdrawn but available) state for 10 years. After 10 years, the standard must be revised or it will be withdrawn (removed). Joe advised that all the technical committees should review this process and provided feedback when it becomes available.

d. Tony Surtees raised a concern that IEEE standards have limited use in comparison to UL standards for manufacturers in the US. Tony suggested that we explore a way to make the IEEE standards as important in manufacturers and specifiers mine as UL 1449. Ron suggested that we make a concerted effort to remove the performance tests (Nominal

Discharge Current and Voltage Protection Rating) from UL 1449 and have UL 1449 reference the appropriate IEEE standard (C62.62 or C62.34).

Action Item: Ken Brown and Tony Surtees will communicate with PES on raising the visibility of IEEE standards with regard to performance specifications as compared to UL (1449). One possibility may be to form an alliance with NEMA 5VS.

6. IEC Liaison D activities:a. IEC/SC37A Activities – Joe Koepfinger

i. Joe Koepfinger provided a verbal report and submitted an electronic report (attached).

ii. One issue that Joe spoke of was the lack of coordination between the surge rating of SPDs and the breakers of the power system which they are connected behind. It was suggested that the Disconnector TF of SC 3.6 would be a good place to address this coordination (or lack thereof).

iii. Joe also stated that we need to investigate providing guidance on risk analysis. This would go hand in hand with the application guides. This has particular importance in the magnitude of surges expected (Joe reported that even 20 kA is too high for power systems).

iv. Switchgear committee of the PES is seeking input on the impulse ratings of circuit breakers used in Switchgear and Panelboards.

v. Joe suggested we investigate the effects of applying impulses the ground grid to see the impact of induction.

b. IEC/TC37 – Mike Comber i. Mike Comber submitted an electronic report (attached).

c. IEC/TC37B – Mick Maytumi. Mick Maytum provided an electronic and verbal report (attached).

He reported on IEC and ITU activities.

i. Tony Surtees provided a verbal report and an electronic report (attached). TC81 deals with lightning protection as opposed to surge protection. The document being reported on is the 62305 series. Part 1 deals with statistics regarding the wave shape of lightning. Part 2 deals with the risk analysis. Part 3 deals with the structural protection of a facility (similar to NFPA 780). Part 4 deals with protection of the electronic systems within the facility. Edition 2 of these documents has been approved. Part 4 is most significant to our work. Annex D deals with the selection of SPDs for the facility.

7. SPDC Future Meeting Locations and Schedulea. The next meeting is scheduled for October 24-28, 2011 at the Marriott

Suites on Sand Key, Clearwater Beach, FL.8. Old Business

a. A video of Ray Hill discussing lightning was shown during the meeting. The report will be broadcast on WSBT in Atlanta, GA on May 20, 2011.
