‘Independent Consultancy Services for Design, Engineering, Construction, Development, Finance, Operation and Maintenance of 4/6 laning of Hyderabad-Vijayawada Section from Km 40.00 to Km 221.500 of NH-9 in the State of Andhra Pradesh under NHDP Phase-III Monthly Report for July 2014 1.0 EXECUTIVE SUMMARY The NHAI has proposed to widen certain stretches of NH-9 to 4/6 lane under NHDP Phase III programme. The Work of 4/6 laning of existing 2-lanes from Malkapuram (km 40.000) to Totacherla village ( km 221+500) on NH-9 with partial access control has been awarded to M/S GMR Hyderabad Vijayawada Expressway Pvt. Ltd.(Concessionaire) under DBFOT (Design-Build-Finance-Operate and Transfer) scheme. The Project road presently starts from km 40+000 to km 190+861 falls in Nalgonda District of Telangana State and km190+861 to km 221.500 falls in Krishna District Andhra Pradesh State. This section of NH-9/NH-65(New) provides connectivity from the Telangana State Capital of Hyderabad to Vijayawada. The Supervision Team of the Independent Consultancy Services for the Project is carriedout the design review as well as regular site inspections as per the Contract. The compliance to the instructions /comments is being attended by the Concessionaire. The Land acquisition in approximately 100.00% area for 4-Laning has been completed. The land acquisition is hindering the present phase of Construction 6-Laning for 165m, future 6-Laning for 1025m, for Service Road in 1255m and 3005m ROW drain as per the record submitted by the Concessionaire. The additional land required at Junction location has been submitted by the Concessionaire in the month of Sept’ 2012 to the Authority, and its acquisition is under process. The encumbered land is hindering the works in various forms i.e. at some locations it is hindering the service road, junctions and the additional lane for future six laning accordingly the utility shifting. Most of the utility shifting has been completed except for Choutuppal, the same is under progress. The Authority has made part payment for the utility services shifting and thus the utility removal/shifting are still in progress. The Concessionaire has been raising the issue regarding payment of storage and contingencies charges, the issue has refered to Executive Committee,NHAI and Executive Committee given its decision and communicated the same to the Concessionaire. The progress of electrical lines, RWS/ Krishna Water pipeline, Tree cutting are 97.40%, 93.30%, 100.00% respectively. The major balance works included in punch list are Drains, Balance works of Service Road some of them are under CA scope and balance are under COS, Part of Toll Plazas such as Static weigh bridges,Street lighting, way side amenities etc. Most of these works were left untouched due to land constraint, for Change of scope order and Approval from Authority. The long awaited notice for COS-2 (additional service roads as per public demand), Service roads and foot over bridges was issued by the Authority in the month of July’2013, but these works under COS Service roads has not been started by the Concessionaire even after many instructions from the NHAI and IE’s office for want of COS order. The submission for COS costing analysis from the Concessionaire is completed and ICT,HQ forwarded the COS with comments to PD,NHAI for further necessary action,but the PD,NHAI returned back the same with comments. The Concessionaire submitted the drawings and cost analysis of footover bridges and additional service roads after incorporating the corrections suggested by RO office and PD office to IE and IE subsequently after scruitiny forwarded the same to the Authority for their verification and issuing “Change of Scope order” and relesing advance payment as per clause 16.2/3 of CA. As per directions from PD,NHAI the IE issued “change of scope order” for 5 nos of “footover passes” to Concessionaire and on recommendation from IE, The PD,NHAI released advance payment of 20% as per CA to the Concessionaire. The fabrication work of these 5 footover bridges started during April 2014 and are to be completed by June 2014 as per initial programme but not completed in all respects till end of July 2014 The Engineer recommended for issue of Completion Certificate as per Article 14.2 on the 19 th March 2013, as all the items indicated in the Punch list have been completed except for those stretches where the occupation or encumbrance free land could not made available by the Authority or reasons not attributable to the Concessionaire, the submission is under review of the NHAI. Further as per decision at NHAI head quarted the IE recommended revised Provisional completion in the month of May 2014.by additing 2km chillakallu stretch, which is not included earlier during PCOD. From 00 hours of 22-07-2014 after consent of CGM,RO and PD,NHAI on recommendation by IE, the Concessionire started collecting additional toll at TP-3 for 2 km Stretch i.e. from Km 202+250 to Km 204+250. The Plan and Profile for the 181.873 km of main carriageway from km 40+000 to km 221+873 had been reviewed, commented. The P&P of the additional service road of 8.94 km length notified under COS-1 by NHAI had also been reviewed and commented. The plan & profile of additional length of service road communicated under recent COS( of 10.314 km) due to re-adjustment of lengths and widths of existing service roads of original scope and COS-1 were also reviewed except for 6.440 km of Chityal, Chikatigudem, Tirumalagiri-1,Madavaram, Mukundapuram village and Tirumalagiri-2.

1.0 EXECUTIVE SUMMARY

All the drawings of Junctions from km 40+000 to km 221+873 have been reviewed and commented. The Junctions have been constructed as per the reviewed drawing except for the locations/ areas, where the required land width is not yet acquired or available, which shall be completed by the Concessionaire as and when the required land is made available. The recorded completed works on the Main carriageway towards Clearing & Grubbing, Embankment, Sub Grade, GSB,WMM-1st, WMM-2nd, DBM 1stlayer,DBM 2nd layer, BC and kerb casting construction has been completed except for the RUB approach construction at km 77+800( which is now under progress). The work progress of Structures is 100% for HP culverts, Box Culverts and Minor Bridges, PUP, CUP, VUP. The PD,NHAI instructed for starting execution of RUB approaches as the Pushing work of RUB is completed. The audited Escrow account has not been submitted by the Concessionaire since the start of the Project. The Mile stone-I, II & III, achievement could not be concluded /commented by the financial expert of IE, however the conditions other than financial expenses of the Milestones I, II and III have been achieved and Provisional completion recorded on 20th Dec 2012, which is within 90 day of Scheduled Completion date. Due to land constraint the service road work at Chityal, Chouttupal, Munagala, Wayside amenities at two locations, six lane at Chityal, chouttupal, Munagala and balance works at Toll Plazas are effected. The Vigilance Team has checked the Project works in the month of Dec’2012 and have forwarded its observations/deficiencies in the work. The concessionaire has been asked to report the corrective measures taken at site. The reply for the same is received from the Concessionaire. The IE has prepared its comments/compliance on the observation concerning to the IE and submitted the same to the Authority for their further needful action. During the July 2013 the high power committee of NHAI HQ approved additional service roads at different locations like veliminedu-BHS, Aitipamula-BHS, additional S.R. at chityal on LHS, additional at suryapet - LHS, Mukundapuram-BHS, Madavaram-BHS, Chikatigudem-RHS, Uppalapahad-RHS, Tirumalagiri-BHS, Jaggayyapeta to Tirumalagiri-BHS, foot over bridges at 5 locations i.e. at Choutuppal-2 nos, Chityal -2 Nos and Khetapalli - 1 no. The Concessionaire has been advised for submitting the programme for completing the approved COS, but,the Concessionaire start execution of foot over bridge in the month of April 2014 but work still not completed The Work of replacement of dead median plantation and Avenue trees is not satisfactory, the night traffic is facing lots of bright light glare. This is being informed to the Concessionaire regularly. The services of IE had asked to be extended till 31st Dec.2013, further in the month of December 2013, NHAI instructed the IE to extend the services up to June 2014 or till the appointement of Operation & Maintenace Consultant which ever is earlier. Recently in the Month of June 2014 PD,NHAI instructed for further extension of services up to Sep 2014 The Concessionaire has raised claim for losses under Article 34 and 41 for Change in Sand Mining Law and Force Majeure, due to Talangana agitation. The IE has given legal opinion for the same to the Authority. Further the Concessionaire has asked for permission to display Commercial advertisement boards at the Toll plaza and Bus Shelters. Proposal of area distribution etc. as per Ministry circular received recently and comments are already forwarded to NHAI by IE. Recently the CGM(RO),NHAI instructed not to erect the Advertisement boards on the highway.But, the Concessionaire again represented by showing latest circular to IE, after review IE forwarded to PD,NHAI, which is under scrutiny at PD,NHAI office The Concessionaire started execution of utility shifting at Chouttupal.The safety precautions like Solar blinkers,bar Marking as directed by CGM,RO has been done at 24 Median openings/junctions and at balance locations work yet to be taken up. The IE issued revised Provisional completion certificate by including balance 2.000 km length of Main carriageway on 26-04-2014, the approval from Authority is received on 19-07-2014 and 2nd PCOD recommended on 21-07-2014 . The monthly site inspection for checking the maintenance work executed for the month of July 2014 was carried out on 6th August 2014. The site inspection reports of IE are also enclosed herewith.

Monthly Report for July 2014

1.1 Introduction

Andhra Pradesh is a State in South-Eastern India and is part of the linguistic-cultural region of South India. It lies between 12°41' and 22°N latitude and 77° and 84°40'E longitude, and is bounded by Maharashtra, Chhattisgarh and Orissa in the north, the Bay of Bengal in the East, Tamil Nadu to the South and Karnataka to the West. Andhra Pradesh is the fifth largest State in India covering an area of 275,068 sq km and is the major linking State between the North and the South of India. It is the biggest and most populous State in the South of India and is considered as the rice bowl of India. The State is crisscrossed by two major rivers, the Godavari and Krishna. Andhra Pradesh can be broadly divided into three regions, namely Coastal Andhra, Telangana and Rayalaseema. Coastal Andhra occupies the coastal plain between Eastern Ghat ranges, which run along the length of the State, and the Bay of Bengal. Telangana lies west of the Ghats on the Deccan Plateau. The great Godavari and Krishna rivers rise in the Western Ghats of Karnataka and Maharashtra and flow east across Telangana to fall into the Bay of Bengal in a combined river delta. Rayalaseema lies in the southeast of the State on the Deccan plateau, in the basin of the Penner River. It is separated from Telangana by the low Erramala Hills and from Coastal Andhra by the Eastern Ghats.

1.2 Project Road Alignment

The National Highway No. 9 starts at Pune and ends at Machhilipatnam enroute Hyderabad, Vijayawada, and Sholapur. The highway traverses a distance of about 841 km through the States of Maharashtra (336km), Karnataka (75km) and Andhra Pradesh (430km) as shown in Figure.

The Government of India has decided to create a world-class infrastructure facility in order to keep the excellent momentum of economic development in the country, of which National Highway holds prime role. National Highways Authority of India (NHAI) is responsible for the development and management of these Highways under the National Highways Development Programme (NHDP).

The NHAI has proposed to widen certain selected stretches of National Highways to 4/6 lanes connecting capital states and Seaports with contries NH networks. Under this NHDP Phase III programme, it is proposed to widen the existing 2-lane to 4/6-lane with partial access control under BDFOT (Build-Design-Finance-Operate-and Transfer) scheme from km 40+000 to km 190+861 and km 190+861 to km 221.500 in Nalgonda and Krishna Districts of Andhra Pradesh State respectively. National Highway No-9 provides connectivity from the State Capital of Hyderabad to Vijayawada. The present Project covers 4/6 laning of the stretch from Malkapuram (km 40.000) to Totacherla village (km 221+500) on Hyderabad-Vijayawada section of NH-9.

The Concession Agreement for the Project was signed between M/S GMR Hyderabad-Vijayawada Expressway Pvt. Ltd. and NHAI on 9th Oct. 2009.

The Independent Consultancy Agreement for supervision of the Project was signed on 16th April 2010 between M/S Intercontinental Consultants and Technocrats Pvt. Ltd. and NHAI.

1.3 CONDITION OF EXISTING PROJECT ROAD

The existing project road is a two-lane carriageway of about 7.0m wide with 1.0m-2.0m earthen shoulders on either side. The formation width varies from 7.7m to 25.3m. Earthen shoulder width varies from 1.0m to 2.0m on either side all along the road. The condition of the shoulders varies from fair to poor with frequent rain cuts and at places is in loose condition. Almost throughout the section the earthen shoulder were found to be at level with the pavement but at some locations with reverse camber. Paved shoulder is present at built-up and commercial areas, width varying between 1.0-2.0m in good to fair condition. The height of embankment varies from 0.5 to 5.0m. Existing high embankment of 6m to 7m is available in approaches to the bridges. The condition of the embankment is fair to poor with rain-cuts at some locations.
