PROJECT BACKGROUND

The Govt. of India (GOI) through Ministry of Shipping Roads & Highways (MOSRT &H) is contemplating to enhance the traffic capacity and safety for efficient transshipment of goods as well as passenger traffic on the heavily trafficked National Highways. GOI has entrusted National Highways Authority India (NHAI) with the responsibility of developing and maintaining the entrusted sections of the National Highways network.

National Highway No - 5 originates from Ferozepur in Punjab, passes through hinter land of Punjab including industrial township of Ludhiana and ends at China Border in Himachal Pradesh. This is one of the most important roads connecting Shimla (Capital of Himachal Pradesh) with Chandigarh (Capital of Haryana and Punjab) and New Delhi (Capital of India).

The Project road "Zirakpur to Parwanoo including Pinjore-Kalka-Parwanoo Bypass” is a section of NH-5 starting at km 39.960 (just after the Yadvendra Bridge at Zirakpur in State of Punjab) and terminating at the end of Pinjore- Kalka - Parwanoo Bypass at Km 67.550 of NH-5. The total length of Project Highway is 27.590. On its way, it connects the township of Zirakpur and Panchkula with developing commercial activity. Project road follows the alignment of NH-5 from Km 39.960 to Km 57.400. Thereafter, it follows new alignment for bypass of Pinjore - Kalka - Parwanoo to meet NH - 5 again at Km 67.550 (just short of TTR).

Zirakpur - Pinjore Section had crossed the level of service (LOS) 'E'. The condition of the existing pavement was poor to good. Generally the existing road was having 2-lane with paved shoulders. Thus, in order to provide a better 1evel of service to the vehicular traffic, it was decided to augment the capacity of Zirakpur to Parwanoo section of NH-5 from Km 39.960 (end of Ambala - Zirakpur section) to Km 67.550 by widening the existing 2 lane road to 4 lane dual carriage way facility on Build, Operate and Transfer (BOT) basis.

EXECUTIVE SUMMARY

This executive summary presents the activities of the Concessionaire and the Independent Consultant during the reporting period for the month of July 2016. Matters related to the implementation of the Project are as under:

Major Events:

No major events occurred during this reporting period.

ROW Acquisition and Handling Over:

Concessionaire has been handed over 100% land required for the project. It is obligatory on part of the Concessionaire to keep ROW free from encroachments.

Concessionaire has reported that locals have illegally constructed structures within ROW from Ch. 60.800 to Ch. 61.400 (RHS). Concessionaire is obliged to protect land within ROW and has been advised to remove these encroachments with the help from Police / District administration if need be, at the earliest.

Safety Measures:

Safety measures include maintenance of Highway, pavement markings, kerb painting, Highway cleaning, functioning of traffic lights & blinkers, functioning of street lights and high masts, replacement of damaged/missing solar studs and metallic beam in the median and on embankments.

Maintenance of Highway landscape

Maintenance of Highway landscape includes plantation of trees and shrubs in medians as per IRC: SP-21 and IRC: 66. Concessionaire has completed replantation of missing plants at most of the locations. Under green highways policy, Concessionaire has been advised to plant road side trees and also carryout median plantation wherever these are missing or dead. Some plantation has been carried out in the separators in bypass.

Highway Cleaning

The cleaning of Highway is to be carried out regularly. These include cleaning of drains, medians, open channels, parking areas, road signs, road furniture, lay byes etc. Litters and debris are to be cleaned on ongoing basis from the highway. This activity is not up to the mark and more resources are needed to be deployed. The water kiosks and litter bins are required to be placed at way side amenities and highway as per provisions of CA.

Pavement Shoulders

Shoulders need maintenance all along the highway.

Pavement

The pavement condition of MCW and Service Road has deteriorated due to non-maintenance. Large alligator cracks have developed on the pavement. Pot holes have also been noticed on MCW and Service Road. Depressions due to settlement of the pavement exist at a number of locations. These offer risky jerks to the fast moving vehicles and are a potential safety hazard. The poor condition of the pavement does not meet the minimum acceptable intervention levels given in table L-2 of Schedule- “L”. The project Highway needs immediate overlay as per clause 3.3.7(i) of Schedule-“L”.

Damaged/Missing Rubber Pads in Expansion Joints. Damaged /Missing Rubber Pads in Expansion Joints were intimated about 4 months back. These have not yet been repaired.

Force Majeure Event during the Month:

No such event occurred during January 2016.

Meetings & Site Visits - Nil

Incomplete Items of Punch List . 02 Nos. Septic tanks and Bitna service Road have not been completed till date. Service road work has not been taken up despite the fact that ROW has been handed over duly demarcated and it is already constructed up to WMM Level. Reference is also invited to NHAI letters No. NHAI/PIU/CHD/11107/Conc./1094 dated 19-4-2016 and NHAI/PIU/CHD/11107/Conc./1098 dated 19-4-2016.

9FREQUENCY OF INSPECTION

To identify the maintenance requirements of the Project highway under normal circumstances, the O & M team of the Concessionaire has to perform inspection at a minimum frequency prescribed for various works as per Table L-3 of Schedule L. If some exigencies arise, the interval of inspection may be reduced.FREQUENCY OF INSPECTION.

Operation and Maintenance Programme

The maintenance methodology and maintenance program guides the O&M team to undertake the routine and periodic maintenance works of the Project Facility. Concessionaire has submitted maintenance programme for the current year commencing from April 2016 to March 2017.The same has not been prepared as per clause 18.3 of Concession Agreement. The Concessionaire should resubmit the same without any further delay. Five months have passed by but Concessionaire has not yet complied.

Routine Maintenance:

Routine maintenance of the highway is being carried out.

Pavement Marking

Pavement marking has been done on the entire main carriageway. Marking has been provided for lanes, pedestrian crossing, bus stop and intersections etc. as per the guide lines given in IRC: 35-1997. Service road marking is in very poor condition. The same has not been done up till now despite repeated instructions.

Periodic Maintenance: As per the Concession Agreement, the periodic maintenance of the project road is due to be completed by the end of 5 th year from COD, i.e. by 21 March 2017. Concessionaire has not submitted any work plan so far.

Independent Consultant’s Advice/Instructions

1. Concessionaire has been advised to pursue with ICICI bank and Axis bank to arrange issuing the FAST TAGs at the Point of Sale.

2. 3 The SSWIMs in lane Nos. 1 & 14 are to be re-sited as these do not cover the lanes. These should be set right and over loaded vehicle dealt with in accordance with NHAI circular on the subject.

3. The activity of removal of wild grass and vegetation from the median and on road side in the ROW must be accelerated.

4. Road side drains and culverts should be kept clean and obstruction free.

5. All signage should be cleaned regularly.

6. Median plantation should be trimmed at regular intervals. Missing/dead plants should be replaced with plants other than Kaner as its use has been prohibited.

7. Public facilities at Toll Plaza should be maintained at all times and prominent display boards placed on both sides for public awareness.

8. Concessionaire is advised to undertake speedy drive in liaison with District Administration and police authorities to remove encroachments from the ROW.

9. Cleaning of truck lay bays and bus bays to be done regularly.

10. Toilets at both trucks lay bays at Haryana / Punjab border should be made functional on priority. This has not been done despite of repeated instructions.

11. High masts and street Lights should be checked daily and defects ,if any, should be rectified immediately and timings of switching on/off be adjusted on weekly basis as per sun rise / sun set timings. Defective 18 street lights and 14 high masts should be rectified immediately.

12. Drinking water Kiosks and litter bins should be provided at service area and truck lay byes as per Concession Agreement.

A joint inspection was carried out by IC and the Concessionaire on 12 July 2016 which is appended as Appx ‘A’.

Monthly Joint Inspection of Project Road for July 2016.

Dear Sir,

The monthly joint inspection of the project road was carried out on 12 July 2016 from 11.30 A.M. onward by the undersigned along with Lt. Col K.J Sandhu (Retd.) of HEL. The compliance of observations of inspection report June 2016 was also checked. The issues observed during the inspection are given in succeeding paragraphs.

1. Upkeep and Cleanliness of Highway. The highway is being cleaned regularly. However, the upkeep and cleanliness of truck lay byes is not being done.

2. Fast Tag Lane. The Fast Tag facility is not being offered at the Point of Sale due to delay from CCH bankers.

3. Pavement condition. The pavement condition of MCW and Service Road has deteriorated due to non-maintenance. Large alligator cracks have developed on the pavement. 4. Depression at Ch. 65.900(LHS). The depression in the MCW at Ch. 65.900 (LHS) has not been rectified properly.

5. Upkeep of Public Amenities. Water kiosks and litter bins have not been installed in the public amenities.

6. Non -Operationalization of SSWIMs. Installed SSWIMs are not operational .SSWIMs in lane No.1 and 14 are only partially covering the lanes and cannot serve their intended purpose.

7. Bitna Service Road(Punch List Item). No progress has been observed. Please commence the work as demarcated land has already been handed over to you 3 years back.

8. Damaged Slab of Depressed Drain at Ch.48.100(RHS). The slab of depressed drain at Ch. 48.100(RHS) is damaged since more than a month. This causes inconvenience to vehicles moving from service road to MCW and vice-versa.

9. Damaged Rubber Pads in Expansion Joints. These have not been replaced till date. As a result, the wear & tear of expansion joints is aggravated.

10. Vegetation /Weed Growth on RE Walls. Vegetation /Weed Growth was found on RE Walls of VUP at Ch. 44.292. The same must be removed without any delay.

It is advised to carry out rectification of above observations and submit compliance 30 July 2016.

REPORT

The Independent Consultant has undertaken the audit of the traffic using the Project Highway for determination and verification of the actual traffic.

The report for total traffic using the Highway during the month of July 2016 has been made from the information submitted by the Concessionaire. The above information has been studied in this office and analysis report of the same is as under:-

a) Appendices ‘B’ – Month wise Toll Collection for July 2016.b) Appendices ‘C’ & ‘D’ – Tollable Traffic Volume and Composition for July 2016.c) Appendix ‘E’ and ‘F’ – Total Traffic Volume and Composition for July 2016.d) Appendix ‘G’ – Comparison of Tollable Traffic Volume for Last Two Months

Appendix ‘H’ – Comparison of Total Traffic Volume for Last Two Monthse) Appendix ‘I’ – Hourly Traffic Count.

Salient points of traffic audit for the month of July 2016 are as under:-

a) Average Daily Traffic (ADT) for Tollable Vehicles – 48331PCUs.

b) Average Daily Traffic (ADT) for Total Vehicles – 49816 PCUs.

c) Composition of Traffic is as under –

I. Class 1 – 78 %

II. Class 2 – 6 %

III. Class 3 – 12 %

IV. Class 4 – 4 %

d) The Tollable Traffic Volume for June 2016 and July 2016 is 1084566 and1064916

respectively while Total Traffic Volume for June 2016 and July 2016 is 1115033 and

1093506 respectively. Hence percentage of traffic decrease during the month is 1.93%.

Peak hourly traffic is as under:-

a) Cars between 18:00 to 19:00h – 2223 Nos.

b) LCV between 13:00 to 14:00h – 139 Nos.

c) Bus/Truck between 06:00 to 07:00h – 317 Nos.

d) MAV between 21:00 to 22:00h – 112 Nos
