In 2004 Scott County invites Davenport to to join in the creation o aPublic Saety Authority, to explore consolidation o emergency services.

In order to consolidate emergency dispatching services

between the County, Davenport, Bettendorf and MedicEMS and the Scott County Emergency ManagementAgency, an intergovernmental agreement wassigned, under a new state law for 28E's.

Created a new taxing and spending authority

Incurred $28M in long term debt

Created a special levy not subject to caps on taxes withno ceiling on future indebtedness

Increased annual county operating budget by $7M
