Capabilities Statement 1. Summary Innovative Life Safety Solutions, LLC (ILSS), a CVE certified service disabled veteran-owned small business, has been providing turn-key electronic life safety, integrated security solutions and consulting to government and private sector clients since June of 2009. ILSS provides a broad range of products and life safety and integrated security services including consultation, budgetary plans, design, installation and maintenance/support.

2. Company History ILSS was formed in June of 2009 by Mr. Brian Sheely who started his career by serving in the U.S. Army as a tactical communication systems specialist. Mr. Sheely is a Desert Shield/Storm veteran where he served on the front lines as the communications sergeant in the 1st Armored Division. Additional U.S. Army units Mr. Sheely served in while on active duty include the 1st Infantry Division, 101st Airborne Division (Air Assault), and the 3rd Infantry Division. After 9-years of active duty military service, Mr. Sheely honed his technical and team-building skills by working for the largest and oldest life safety and integrated security firms in the U.S. His 15-years of private sector experience include the design of life safety & integrated security systems, project and subcontractor management, implementation of system support programs, and account management.

3. Company Location ILSS is based in Suwanee, GA which is 25 miles northeast of downtown Atlanta, GA.

6. Geographic Areas Served ILSS is able to call on an extensive pool of pre-approved subcontractors to provide services in all 50 states areas overseas as well.

Current Projects BAE Systems – North Charleston, SC

BAE Systems, the 2nd largest global defense contractor, has tasked ILSS to provide CCTV equipment in support of ongoing DOD physical security upgrade initiatives. Total IDIQ contract value since 18-Oct-10: $3,371,000

General Services Administration (GSA) – Nationwide ILSS is in the early stages of testing, upgrading and monitoring all GSA-owned fire alarm systems (850+) with new IP/Wireless monitoring equipment. Upgrades will slash operating costs and drastically increase system survivability by implementing three individual means of communicating fire alarm signals (IP/GPRS/SMS). Potential IDIQ contract value: $2,333,250

U.S. Air Force Air Mobility Command – 182nd Airlift Wing – Peoria, IL The 182nd Airlift Wing issued ILSS a 5-year IDIQ contract for rectifying multiple issues associated with their base-wide fire alarm network along with servicing each building’s individual fire alarm system. IDIQ contract value: $100,000/yr. Contract number: W91SMC-11-D-0005

Past Projects U.S. Army – 1st Battalion 75th Ranger Regiment – Special Operations Command – Hunter Army Airfield, GA

Designed and installed new integrated access control and CCTV systems for the 1st Battalion 75th Ranger Regiment HQ and its subordinate facilities. Due to our past performance success, ILSS has been chosen as 1/75’s “Sole Source” physical security provider for future projects. Project Cost: $153,500. Contract number: W9124M-10-P-0612

U.S. Air Force – 82nd Training Wing – Sheppard AFB, TX Designed, installed, certified and currently maintaining new IP-based, High Definition, indoor/outdoor CCTV systems for three (3) large AiT student dormitories. ILSS was awarded this project utilizing the Air Force’s new 5-year MA-SASC (Multiple Award – Security, Alarm and Surveillance Contract) procurement vehicle. Project Cost: $341,000. Contract number: FA3020-10-D-0008

U.S. Army – Command and General Staff College (CGSC) – Ft. Leavenworth, KS Team ILSS/SG was chosen to provide and install new access control systems for eight (8) separate facilities located on the CGSC campus. Newly upgraded buildings will be integrated in the existing Software House CCURE 800/8000 campus-wide access control network. Contract value: $361,000. Contract Number: W91QF4-11-C-0021

U.S. Army – General Leonard Wood Army Community Hospital (GLWACH) – Ft. Leonard Wood, MO Team ILSS/SG was recently chosen to provide an integrated CCTV system for the pharmacy and outpatient areas of GLWACH. Project amount: $40,900. Contract number: W911S7-11-P-0283

U.S. Army Reserve Center – Conroe, TX

Team ILSS/SG replaced an existing conventional fire alarm system with a new addressable system. System was tested and recertified system per U.S. Army specifications. Project Cost: $22,811 Contract number: W9124N-10-P-0275

Northrop Grumman, Electronic Systems Division – Duluth, GA Installed new fire detection and FM200 fire suppression systems within 3 modular Northrop Grumman communication shelters bound for U.S. Army C4 operations facilities located in Kuwait. Project Cost: $106,000

U.S. Air Force – 20th CONS – Install Honeywell Vindicator Intrusion Detection Systems – Shaw AFB, SC Installed new Honeywell Vindicator IDS within Bldg. 1135 & 1941 on Shaw AFB, SC. Successfully programmed base-wide physical security network to accept new systems and trained local end-users. Contract Value: $36,200. Contract Number: FA4803-12-P-0013

11. Contracts U.S. Air Force Nationwide MA-SASC (Multiple Award – Security, Alarm and Surveillance Contract) recipient through FY15. Services include design, installation, end-user training, certification, maintenance, and system service & support. Systems encompassed within the MA-SASC Concept of Operations (CONOPS) include: a. Fire Detection and Notification (fire alarm)

b. Fire Suppression System Systems (fire sprinkler, AFFF, FM200) c. Intrusion Detection Systems (security) d. Closed Circuit Television Systems (CCTV) e. Access Control Systems (key card, proximity badge, biometric) f. Paging and Intercom Systems (public address)

U.S. Air Force IDIQ contract # W91SMC-11-D-0005 – 182nd Airlift Wing base-wide service & support for all fire detection, fire suppression, alarm and mass notification systems.

U.S. Army - Ft. Drum, NY - Blanket Purchase Agreement for Fire Alarm Systems - BPA #W911S2-12-A-3026 valid through Nov 2016 – Contract ceiling, $6.5M max: BPA used to service, maintain, upgrade, replace and install new fire alarm systems in facilities located on Ft. Drum.

MEMORANDUM FOR RECORD

 SUBJECT: Letter of Recommendation for Innovative Life Safety Solutions (ILSS) and SimplexGrinnell on behalf of 1st Battalion, 75th Ranger Regiment.  

 

1. I offer my highest recommendation for Innovative Life Safety Solutions and SimplexGrinnell to be awarded future Department of Defense security related contracts and projects.  

2. In October of 2011, ILSS/SimplexGrinnell was awarded the contract to fully restore and revitalize the security system that secured all of the buildings belonging to 1st Battalion, 75th Ranger Regiment. Over the past ten months they have been able to restore functionality of an all but broken system while dealing with our demanding operational tempo and rapid change over of personnel.  

3. The management of ILSS is in the top one percent of all contractors I have worked with in terms of responsiveness and level of care. They have been able to streamline all requests and have been irreplaceable in dealing with unforeseen issues. They have maintained an open line of communication and continue to have a very proactive role in the maintenance of the system.  

4. The installation crews and maintenance personnel have been extremely receptive to our needs and continue to strive to make the transition to a fully functional system as seamless as possible to Battalion personnel. The installation teams were extremely knowledgeable and allotted time to mentor and coach new system administrators to operate the software efficiently.  

5. Again it is without reservation that I recommend ILSS to be awarded any future contracts with the Department of Defense.
