What side of history will you be on?

Do we really know what freedom is? Do we really understand the sacrifices that were made to achieve freedom in a physical sense, realizing that mentally we still have issues and should have concerns?

After seeing “Long Walk to Freedom,” I posted this message on Facebook:

“Between ‘12 Years a Slave’ and ‘Mandela: Long Walk to Freedom’ - I don't want to hear any whining or complaining from ANYONE!”

You see there’s been a lot of pain and suffering that is nothing like the little trials and obstacles that we face today.

“It’s raining, it’s snowing, it’s too hot, the traffic is horrible, the days are too long, the days are too short, I need a raise, my house is too small, I have to go to work, my car is too old,” and on and on.

While some don’t want to see movies like the aforementioned, I want to force everyone to see and then participate in discussions so we can realize that many of our behaviors are not only unacceptable and embarrassing; they are a slap in the face of our ancestors because they endured so much for basic rights and privileges that we have no respect for.

Do you ever wonder what generations a century from now will say about the time that you were on this earth? Will you be on the right side of history in discussions about Black people in America? Will you be someone who existed or will you have really lived?

As this year comes to a close, we’ve lost some giants who “really lived.” We celebrated the lives of Evelyn Lowery and Nelson Mandela -- both left indelible marks and will be remembered for their unwavering efforts to make this world a better place.

I know, it’s easier to just exist, to do your time on earth. And to paraphrase the other Mr. Brown, “that’s your prerogative.” Just think however, if those who came before us just existed.

Meanwhile, if we really know our history, we should stop complaining and whining. We shouldn’t let a day go by that we don’t do something to make this world a better place.

It’s your decision! It’s your legacy.

Mandela! A Better ManBy Vincent L. Hall

The scene was set. It was the former township of Soweto on the “Southside” of Johannesburg. The same Black enclave that White Afrikaners used to avoid at all costs.

But today a King was being remembered. “Madiba” the most prolific man of his own tribe of the same name, was receiving the regal treatment that he deserved.

God bless Rolihlahla Mandela, who was later named Nelson by his first grade English teacher.

If nothing else, hearing President Barack Hussein Obama at the memorial service for Nelson Mandela assured me of one thing; Obama can read.

Those of us who anticipate certain speeches from certain leaders, were taken aback a few years ago. As Obama delivered the Nobel Peace Prize speech in Oslo, Norway, we thought maybe he read the sign wrong and thought he was pontificating at an NRA Convention.

Possibly embarrassed by the suddenness of his assent to the Nobel Prize reserved for the world’s most renowned peace propagators, Obama gave a Reaganesque like speech that sounded like a permit to bring war on anyone, anywhere, in the name of peace.

But there is something about the death of your relatives and those philosophically akin that will bring out the real you. Mandela died so that Obama could live and BO wanted to make the best of the moment.

There was every earnest intent to pen this piece about the life, legacy, labor, love and liberating spirit of Nelson Mandela.

But a fitting tribute to the life of Nelson Mandela could not concentrate on his person; those words must concentrate on his ability to create passion in others.

If you're looking for way to remember how valuable the life of Nelson Mandela was, you can do it in the weeks and years to come. There will not be a stuffed stadium and throngs of people when former Vice President Dick Cheney dies. Dignitaries from all nations and people of all races will not hasten

toward the sacred site of his demise or his final resting place.

There won’t be a similar international outpouring when F. W. de Klerk is laid to rest. There were no mourners en masse of this latitude and longitude for Bull Connor, George Wallace, Adolf Hitler and there won’t be for

Justice Clarence Thomas. Eulogies of grandeur and

largesse are never wasted on those voices who shout at the world from the wrong side of history. Nelson Mandela and the spirit of his convictions will live again and I pray that it will be in the person of Barack Obama.

And maybe, just maybe this is the day we will point to where he began his true sojourn toward the endless war for human dignity.

That moment that commenced a full fleshing out of what Obama believes about the poor and those susceptible to the heartless wielding of indiscriminate power around the globe.

As he stood there tall, erect, handsome and efficient with words, Barack Obama had to find some semblance in his imprisonment in America to Mandela's imprisonment in South Africa. On this day, BO did not have to face the hecklers that dog him from the halls of Congress to the sticks of Middle America.

He did not have to worry about being called a Kenyan as if it were a slur of the worst order.

Barack Obama seemed to shake off the chains of his own political oppressors and realize that the struggle for peace and equality is war and not a sociological debate.

We must realize that the true measure of Nelson Mandela's greatness cannot be found in who he was, it can only be found in what so many other men and women are not; but can be!

Eulogies of grandeur and largesse are never wasted on those voices who shout at the world from the wrong side of history. Nelson Mandela and the spirit of his convictions will live again and I pray that it will be in the person of Barack Obama. And maybe, just maybe this is the day we will point to where he began his true sojourn toward the endless war for human dignity.

Surviving unemployment during the holidays

amilleBradfield

by Robert CantrallAuthor of “The Fall of My Life”

Merry Christmas, you’re fired or your position is being eliminated or, don’t take this personally, but we are downsizing.

Have you ever experienced any of these scenarios? Are you living in fear that you may soon be facing this holiday greeting? I have lost my job nine times. How do you face your wife, your children, your parents, your brother or sister, your friends or neighbors? How do you avoid the pitfalls of fear, anger, anxiety and depression that only serve as self-defecting patterns of thinking, feeling and behaving? How do you turn a seemingly dreadful circumstance into a learning experience to further your good fortune?

I have my share of experience. I have done a lot of things wrong in this volatile state and a few things right.

Allow me to share with you the takeaways that have enriched my life to the point of actually being able to thrive and enjoy what can otherwise be one of life’s most stressful experiences.

First thing’s first; you need a plan. If you are married, you and your spouse need to openly and honestly communicate.

If you are a parent, your family needs an immediate plan. You do not know how long you will be without a paycheck so you need to know what assets you do have and how long you can remain liquid. Then you need to agree on how you can live more modestly throughout the course of your unemployment.

I cannot emphasize enough the concept of agreement. Neither the dictator nor the victim approach will bring a workable solution to this uneasy time. Your plan also needs to include a family job search strategy.

If this is your first time at this experience, then don’t underestimate the fact that looking for a job is the hardest job you will ever have. The entire family needs to agree that getting back to work becomes your highest priority. This is not a paid vacation and everyone in the family needs to understand how they can contribute and support you.

Your next step is to seek help. For your job search, begin by letting anyone and everyone know you need help. This is not the time to be humble, meek or mild. Stand

up for yourself and your family. Be proactive. Treat your job search just like you did your job. Make a plan and execute on it every day.

There are countless resources for application, resume and interview skills. Maybe you need to pick up a long-delayed new credential or skill.

For the family, there are also endless possibilities to support your new needs. You will be shocked at the giving holiday spirit of neighbors, friends and family if you have the courage to make your needs known. Avail yourself of the services of the food bank and other social and charitable institutions that offer the wonderful gifts of clothing and Christmas presents.

You will have the opportunity to return your good fortune to another in need in the years to come if you follow this course.

Last but not least, get your head on straight. I think the most important thing for you to know is that you are not what you do for a living, how much you make doing it, or how many material possessions you have accumulated doing it.

There will never be a greater opportunity for you to discover and exhibit who you are as a human being. I also think the second most important thing for you to know is that your family unconditionally believes in and supports you for who you are, and not only as a money tree.

Do not allow guilt or shame to take up residence in your consciousness. Do not accept any acting roles by playing a victim or being too proud. It has been my experience that life seems to keep repeating lessons until I learn them.

This is not the time to be asking “why me.” This is your divine moment to ask what you can learn. Remaining grateful for what you have is the cornerstone from which to survive unemployment during the holidays.

Robert Cantrall has worked in the financial services industry for more than 15 years. He has worked an additional 15 years in eight other industries for companies ranging from start-ups to Fortune 500. Throughout his career, Bob has lost his job nine times including when WaMu failed in 2008. A native of Oregon, Bob currently resides in Seattle. He recently released his first book, “The Fall of My Life.”

Black Movie Awards® (BMA) to return for 2014 Awards Season

NEW YORK -- The ABFF (American Black Film Festival) has announced that it is reviving the Black Movie Awards (BMA), which recognizes and celebrates the accomplishments of persons of African descent in the motion picture industry, as an Internet-based awards presentation.

T h e B M A p r e v i o u s l y broadcast on TNT, will now be produced exclusively as an onl ine event encouraging interaction between artists and moviegoers through social media.

The general public will select their favorite Black films and performances of 2013, and artists will have the opportunity to express their appreciation to the fans who chose their work. Award winners will be revealed online during Black History Month.

"We are planning to get the show back on television for next year's awards season, but didn't want to miss this opportunity to recognize the broad scope of films and brilliant performances we've been treated to this year," said Jeff Friday, BMA Creator/Executive Producer.

The nominees in 10categories – Best Actor, Best Supporting Actor, Bes t Ac t ress , Bes t Supporting Actress, Best Director, Best Screenplay, Best Ensemble Cast, Breakthrough Performance, Film of the Year and Studio of the Year – will be selected by a blue-ribbon jury of film critics and industry professionals. Public voting will take place January 10 t h r o u g h F e b r u a r y 1 0 , a t blackmovieawards.com. One lucky voter will receive an all-expense paid trip to the 2014 American Black Film Festival, in NYC, June 19-22.

The Black Movie Awards was first presented in 1997 during the c l o s i n g c e r e m o n y o f t h e American Black Film Festival. Following eight successful years as a non-televised event, the BMA had its broadcast premiere

on TNT in 2005, and aired again in 2006. The broadcasts were executive produced by Jeff Friday and Suzanne de Passe, and hosted by Cedric the Entertainer and Tyler Perry respectively.

Over the years, the BMA has garnered a tremendous amount of goodwill in Hollywood and many well-known personalities have graced its stage, including Oprah Winfrey, Sidney Poitier, Cicely Tyson, Morgan Freeman, Denzel Washington, Halle Berry, Quincy J o n e s , B e r r y G o r d y, D o n Cheadle, Spike Lee, Idris Elba, Robert Townsend, Keneen Ivory Wayans, John Singleton, Blair Underwood, Laurence Fishburne, Tyler Perry, Tracey Ellis Ross, Angela Bassett, Zoe Saldana, Rosario Dawson, Bill Duke, Anthony Anderson, Anthony Mackie, Regina King and Cuba Gooding Jr., among others. Today it stands as the only awards platform solely dedicated to celebrating Blacks in the motion picture industry. The ABFF (American Black Film Festival) is a four-day event dedicated to showcasing quality films by and about people of African descent. Committed to the belief that Black content creators and artists deserve the same opportunities as their mainstream counterparts, ABFF founder Jeff Friday conceived the festival in 1997 as a vehicle to promote diversity in the film and television industry.

NAACP Statement on Resignation of Miami Gardens Police Chief

(Miami Gardens, FL) – One day after the Florida State Conference of NAACP Branches and its Miami-Dade County Branch asked Attorney General Eric Holder to direct the Justice Department to review the practice of intimidation by officers of the Miami Gardens Police Department against African American residents, Miami Gardens Police Chief Matthew Boyd resigned amid allegations that officers in his department have systematically committed civil rights violations against residents of city. “The Miami Gardens community deserves a police department that is committed to stopping crime and preserving justice,” stated Adora Obi Nweze, President of the NAACP Florida State Conference. “This is a good first step toward that goal, but hardly the last step. The systematic allegations of police intimidation did not happen because of just one person; they were the result of a sustained lack of oversight. We hope that the Miami Gardens Police Department will continue to work with the community on a fairer and more just system.” Many Miami Gardens residents have faced and continue to face harassment and misconduct carried out by the Miami Gardens Police Department, related to a program called the Zero Tolerance Zone Initiative. Public records contain 27 video recordings from one store owner, Alex Saleh, who also filed a complaint with the internal affairs commander, Gary Smith. These recordings show police regularly questioning, frisking, and arresting people who not only have permission to be on the property, but also have not committed any

This induction ceremony is scheduled for Friday, January 24, 2014 at 10:00 a.m. at the Martin Luther King, Jr. National Historic Site, National Park Service, located at 450 Auburn Avenue (Atlanta, GA). The program preceding the induction ceremony will be held at the Ebenezer Baptist Church. The ceremonial host for this year’s occasion is Frank Ski with WHUR FM (96.3) Radio in Washington, DC. The 2014 honorees in this distinguished group include Bishop John Hurst Adams, The Honorable Roy Barnes, Dr. John Carlos, Dr. Tommie Smith, The Honorable Perry Gladstone Christie (Prime Minister of the Bahamas) , Dr. Norman C. Frances, Harry E. Johnson, Sr., Representative Calvin Smyre, Thomas N. Todd and Rev. Jasper W. Williams, Jr. The International Civil Rights Walk of Fame was created in 2004 to give recognition to the foot soldiers of justice who sacrificed and struggled to make equality a reality for all. This extraordinary display has become one of the most visited tourist attractions in the city of Atlanta and has enriched the heritage of the civil rights movement. The shoes used to create the footprints will also be on display during the unveiling program. The International Civil Rights Walk of Fame, now in its tenth year, is sponsored by the Trumpet Awards Foundation, Inc., and was created and designed by Xernona Clayton, founder and executive producer of the legendary Trumpet Awards. Ms. Clayton states, “This walk of fame tells a phenomenal story about the legacy of this nation. It is a permanent testimony to those who have dedicated themselves to progress of our people and to this nation. Many of the shoes we use in the display remain on exhibition within the Visitors Center for those who visit the King Complex.”

Childhood Cancer Foundation

The third annual Northwestern Mutual clay shoot returned to the Dallas Gun Club on November 7, 2013 for another year of outdoor fun in support of the TeamConnor Childhood Cancer Foundation. The Dallas Gun Club in Lewisville hosted more 148 participants in the event and raised $61,500 for childhood cancer researchSponsors for the event include Northwestern Mutual Dallas, Partners National, Frost Bank, Messick Financial Solutions, WebTPA, Scott & Reid, Cyrus One, Sewell Lexus, Blake Construction and CRO Catering. Mark Davis, KSKY-AM talk show host, served as master of ceremonies for the event.

“This event is a great opportunity for the community to support childhood cancer research,” said Joy Cruse, founder of TeamConnor. “Our kids are being attacked by this horrible disease and a significant amount of research is needed to unlock the answers to save children. Every dollar helps fund important research teams locally and across the country who are investing in finding cures and treatments.” TeamConnor has donated more than $1.2 million to research institutions since it was founded in 2008 following the cancer diagnosis of four-year-old Connor Cruse who lost his battle to cancer in 2009. Every year, more than 12,000 children and adolescents are diagnosed with cancer in the United States. Childhood cancer is the number one disease killer of children, yet the budget of the National Cancer Institute allocates less than four percent of its funds to pediatric cancer research. TeamConnor Childhood Cancer Foundation is dedicated to raising awareness and funding research and treatment programs to find a cure for all childhood cancers. TeamConnor hosts several events throughout the year to raise funds and awareness for childhood cancer research.

Have a snow thrower, generator or chain saw handy?  The winter storm season is already upon us.

When a weather event or emergency calls, one expects the equipment to start quickly and run as long as needed to clear the driveway, keep the lights on or remove any damaged trees or limbs.

So, whether you pull out equipment from your shed or garage, or bring one home from the store, it is more important than ever to read the owner’s manual first.  Not only do you need to read the “how it works” section, but owners need to verify the right kind of fuel needed to operate the equipment safely and reliably.

Over the past year, new fuel blends have been showing up at gasoline stations across the country containing higher levels of ethanol.  When you pull up to the gas station, most gas contains 10 percent ethanol—whether you purchase premium or regular gas.

Now, some gas stations offer fuel with greater than 10 percent ethanol. Yet, while it may be cheaper, it is illegal and harmful to use in small engine equipment.  For example, using fuel that says E15, E50 or E85 in your snow thrower, generator or chain could lead to engine damage.  This

means when you go to start the equipment, it may not start when you need it most.

The Outdoor Power Equipment Institute (OPEI) advises that equipment owners and purchasers follow these three important steps to keep winter and emergency equipment in tip-top shape:

1)      Consumers should consult their operator’s manual, which explains what fuels can be used to maintain a properly functioning product.  Use of non-approved fuel in outdoor power equipment may negatively affect engine performance and longevity, permanently damage the engine and may void the manufacturer’s warranty.

2)      Select the correct fuel for the product from your local gasoline filling station, including the correct ethanol content. DO NOT choose gas based on price alone anymore. Do not use fuel containing more than 10 percent ethanol in outdoor power equipment, small engines and utility vehicles.

3)      Drain the gasoline tank when the equipment will not be in use for more than 30 days.

Untreated gasoline (without a fuel stabilizer) left in the fuel system will deteriorate, which may cause starting or running problems and, in some cases, damage to the fuel system.

One can’t assume anymore that the gas for the car can also go in the portable jerry can for fueling outdoor power equipment.  It’s important to ‘Look Before You Pump.’

Make sure your winter equipment roars to life when you need it

McAdory introduces dotWed for Couples

"Move over dotCOM, say "Hello" to dotWED" - proclaims McAdory

Washington, - DC,--Adrienne McAdory is sure to make Internet history with the ownership rights to the new Top Level Domain, dotWED. Beginning December 30, 2013 through January 28, 2014, newly engaged couples will have the opportunity to claim their own dotWED domain name as part of a Landrush pre-launch period. The first dotWED websites from Landrush go-live February 1, 2014. General Availability begins for the world April 1, 2014. Imagine the uniqueness and excitement of MaryandJohn.wed or TishaandEdmond.wed.

McAdory wound up with the ownership rights to dotWED almost by chance. A government IT consultant for more than a decade, she stumbled upon an article in the Washington Post announcing the sale of 1,000 new top level domains (TLDs). Seeing this a great business opportunity, McAdory cashed in a large portion of her savings, formed a company (Atgron Inc.) and purchased the rights to dotWED.Her timing is great. A third of proposals each year occur between Thanksgiving and New Year’s, and another six million are

predicted to occur on Valentine’s Day, reports Mashable.McAdory plans to take dotWED global. The Mississippi native who has lived in Ghana, Zimbabwe, Kenya and Beijing, has an international outlook on the reach of dotWED and “refuses to settle for only domestic”, says McAdory.

McAdory's mission is to provide couples around the

globe with dotWED domain names. At a starting price of $50 per year for the first two years, couples can finally move away from the corporate dotCOM and celebrate marital bliss with dotWED.

Atgron Inc. - For more than a decade, the leadership at Atgron has worked in the field of Information Technology Project Management. With a vision of communicating weddings to families around the world, Atgron Inc. embarked upon the creation of a new generic Top Level Domain (gTLD) to address the lack of domain names for the average citizen.

Ask Alma!

My Wife is Imprisoned by an

Old Love Dear Alma,I found emails my wife has been

writing to an old boyfriend who’s now in jail. He will be locked up for a long, long time. At first I wasn’t all that concerned, but now she’s sending him pictures. I found out because I read her email when she’s not home. I saw where she told him, “I can’t wait to get you letters” and “I wonder if you’re looking at my pictures and thinking about me.” Even though this man is in jail, it still affects me just as if

she was writing to someone out in the streets. Am I being petty, or am I right in thinking that she is disrespecting me. I love my wife, but this really makes me wonder.

Mr. Wondering Dear Mr. Wondering,And wonder you should, but there’s

more than a few apps on disloyalty downloaded on your cell phone. Why are you checking your wife’s email when she’s not home? After addressing that, you can move on to your issue with the inmate.

Nope, you’re not being petty. You just need to nip this rusty nail in the bud. It seems to me something was cockeyed before you caught sight of those emails. I’m not excusing her behavior, because infidelity is selfish and, yes, disrespectful. But some parts to this story you aren’t telling me.

Tell her why you’re reading her email, and then ask her about her contact with him. Make sure you both honestly talk

about both sides to this situation. Speak the truth to each other, not just saying words you think the other wants to hear.

Equally important, listen to each other. If she makes this about you and the

emails, then she’s not ready to own her unfaithful behavior. Yes, you were wrong, but she’s wrong too, and both issues need to be admitted, confronted and discussed.

Give purposeful thought to what you two want out of your marriage. Since he’ll be locked up, as you say, for a long, long time, both of you can work at this and take the necessary steps to rebuild your commitment, reminding each other that your devotion is crucial to saving your union.

And don’t forget to apologize to each other.

It is my hope that you two will find your way back to seeing each other through new eyes – eyes of forgiveness, blinking with compassion and winking with desire.

Alma

Coaches needed: No mind left

behind No mind left behind. That’s

what happens when young men study, compete and succeed. They want to learn more, do more and win more – and that’s what they can achieve as competitors and team members in the 2014 “Aiming for the Stars” Academic Bowl, organized and presented by the Dallas County Community College District.

 The annual, team-based

competition of brain teasers and crowd pleasers is geared toward young African-American men in grades 4 through 8, scheduled on Sat., Jan. 25, 2014, at 9 a.m. at the University of Texas at Dallas.

Now, after several years, bragging rights and an excellent track record show that no mind is left behind in this event, which becomes more popular every year.

“After all of the study sessions,

all of the practices and all of the prizes that winners have received, we know that the competition works,” said David Robinson, the event’s organizer who works for UT-Dallas, in partnership with DCCCD’s outreach office.  “We’ve talked to the boys and asked them what they’ve learned.  Almost every boy – 96 percent, in fact – has told us this event motivates them to learn more and finish school.  That’s what we set out to do.”

 Of course, the students can’t

do it alone.  They need coaches who volunteer their time for several months each year to help the young men prepare and practice for the academic bowl.   Robinson is looking for team members and coaches right now; registration continues through Jan. 13, 2014.  He hopes that more coaches will step forward to help their teams of young men grow

academically and personally as they prepare to compete.

Each team pays a registration fee of $100.  A team coach can support more than one team in each age bracket; as a result, the number of team coaches who are involved in the event is based on the number of registered teams.  Team coaches must be 21 years of age or older, and they are required to participate in a brief orientation that is conducted by the event committee.  Each coach supports a team of three young men.

 “Competing in the ‘Aiming for

the Stars’ Academic Bowl for young African-American men has changed lives.  The students have reached greater heights emotionally, academically and mentally as they’ve gone through school,” added Robinson.  “This event has encouraged both students and their parents to achieve their dreams of academic success – to better themselves.”

In 2010, 72 boys competed in

the inaugural tournament from across Dallas County – a super bowl of brains.  Last year, more than 100 boys from across the

state participated in the single-elimination tournament for a chance to match wits and claim that they were the brightest.

 “Faith-based organizations,

school districts and community groups assembled their own teams to study materials and prepare for weeks as the event approached.  This year, resources donated by DCCCD, the University of Texas at Dallas, Project Still I Rise Inc. and state Sen. Royce West allow us to have a fun-filled and informative program.

Prizes are given to all of the boys and their mentors for the hard work they do and the time they spend studying outside of regular school hours,” said Robinson.  “McDonald’s, AT&T and additional partners provide food and other fabulous gifts for the boys and the volunteers, too.”

 Anyone interested in

volunteering to be a coach or a student who wants to sign up for a team should contact Robinson by e-mail at [email protected].

Political analysts, both mainstream and Black news

media and intellectuals around the country have given their

grade evaluation on President Barack Obama’s first 100

days in office, marked on April 30. Here’s how several

people from the local front graded the new president.

Congresswoman EddieBernice Johnson

Grade:A“I am deeply impressed with the progress that

President Barack Obama has made during the first 100days of his administration. Already we are seeingevidence of the administration’s plan to dig our countryout of recession and develop long-term, sustainable pros-perity. President Obama has made two trips abroad, proving to us and to the world that he intends to

repair our frayed alliances and restore ourinternational leadership.

Finally, the Obama adminis-tration’s code of ethicshas broughtmuch-neededtransparency andaccountability to theWhite House.

President Obamais delivering on thechange that hepromised.”

Senator Kay

Bailey HutchisonGrade: C

“In just 100 days, we’ve seen an alarming accel-

eration of policies that will take America down the

wrong track. The administration has proposed

trillions of dollars in new spending, which will

result in higher taxes on Americans, while sharply

raising our indebtedness to foreign creditors. On the national security front, I am

very concerned aboutthe President’s intention toclose Guantanamo without aworkable plan to relocatedetainees. It is mysincere hope that, movingforward,

theadminis-

tration willadopt the productive,

responsible approach to ournation’s challenges thatAmericansdeserve.”(The office of John Cornyn of

PROPOSITIONS

1 AND 2

Dallas is abuzz at theelection issues beforethem on May 9 whencitizens are asked tovote on the controver-sial ConventionCenter Hotel that isbeing backed byMayor

Leppert. But what doesvoting “no” and voting“yes” mean?It is important to

remember that thepropositions are toamend the Dallas CityCharter which, amongother things, gives thecity the power to acquireproperty for any publicpurpose. The propositionsare worded to prohibit thecity from acting on thesebefore stated powers. Therefore, if a citizen wouldlike the city to maintainthose powers, they are tovote NO and vice versa.
