The Draft South African Loading Code SANS 10160 Basis for structural design and actions for buildings and industrial structures represents a substantial revision of the present Standard SABS 0160:1989 (Amended 1993). Proper substantiation of the changes and additions is therefore required. The Background Report captures the main sources of reference, assessments, decisions and motivations applied in the formulation of SANS 10160.

The background information should primarily be considered when SANS 10160 is evaluated for acceptance into design practice as a South African National Standard. It should also serve as the point of departure for the inevitable future revision and updating of SANS 10160. The Background Report is not intended to serve as a commentary on the future use of SANS 10160 in design practice. However, the information reported here should provide additional understanding as a complementary source in cases where critical consideration of design implications is required.

A high degree of harmonisation of SANS 10160 with Eurocode is achieved. Consistency between SANS 10160 and Eurocode is clearly presented and motivated in the Background Report.

JOHAN RETIEF AND PETER DUNAISKI (Editors) Stellenbosch University Institute of Structural Engineering

This book represents a considerable amount of work that has been done in the development of the new SANS 10160 code of practice, which replaces SABS 0160:1989. The contributions of the book are in several areas, including: (i) The process of code development; (ii) The new Eurocode and its background; (iii) Discussion and comparison of provisions from various international codes; (iv) The basis of structural design and reliability; (v) Reasons for the selection of parameter values and approaches selected for SANS 10160. The book will be useful both to engineers requiring specialist information, and to the developers of the next revision of SANS 101060.

The work done on SANS 10160 is among the first examples of the Eurocode being adapted for a country outside Europe, and is of interest to researchers in Europe, South Africa and other parts of the world.

PROF CHRIS ROTHDepartment of Civil Engineering, University of Pretoria

The book provides practising SA structural design engineers with the background to and justification for the changes proposed in the new SANS 10160 standard. The publication of SANS 10160 will be the culmination of a period of concerted effort by a SAICE working group to review various modern structural design standards around the world and having done so, the working group proposed a revision of SABS 0160 which will align the SA standard with the most suitable of these international standards.

CURRICULUM INQUIRY IN SOUTH AFRICAN HIGHER EDUCATION

At once evocative and suggestive, this exemplary book gives me hope that educators and scholars across the world will seize the opportunity to self-reflect and enlarge and enrich both their research and their practice in ways that will markedly contribute to the revitalisation of the higher learning in the twenty-first century. The urgency of the need for revitalisation of both research and practice in this domain of inquiry cannot be overstated.

Prof Clifton Conrad University of Wisconsin-Madison, USA

In looking at the construction of curriculum from a trans- and multidisciplinary perspective at the higher education level, this book initiates and supports the issues of curriculum design and purposes, especially in fields outside the discipline of educational studies.

Dr Eileen RaymondState University of New York at Potsdam, USA

A great strength of the book is its ability to face out from South Africa and deal with theories and issues to do with curriculum which affect all of us in higher education ... an interesting, engaging and vibrant book.

Prof Gina WiskerBrighton University, UK

Together the chapters contribute to a book that is quite broad in scope, whereas the individual chapters add a depth of analysis that is often lacking in higher education studies. The chapters are on the whole very rigorously researched, well written and offer many fascinating insights into both the concept of ‘curriculum’ but also of change in a contemporary higher education context.

SUN MeDIA Stellenbosch introduce new seriesThe new SUN PReSS Series: Research into Higher Education was introduced by SUN MeDIA to coincide with the publication of Curriculum Inquiry in South African Higher Education, edited by Eli Bitzer and Nonnie Botha. This title will be launched on 30 November at the annual HELTASA conference in Port Elizabeth. Another SUN PReSS title, Higher Education Studies in South Africa, was also taken up in this series.

HIGHER EDUCATION IN SOUTH AFRICA

A scholarly look behind the scenes

3381457819209

ISBN 978-1-920338-14-5

A most stimulating collection of articles on the current state of South African higher education and of scholarly inquiry into key issues of higher education in South Africa, as well as in other parts of the world. There is a considerable richness of ideas, findings, reflections and analyses which should make the book very relevant to informing and inspiring much of the current debate about higher education in South Africa and about priorities in further research on higher education. The coverage of pertinent issues is broad and encompassing, if understandably not altogether complete; it ranges from questions of policy and epistemology to matters of curriculum, governance and professional development, and to frontiers and agendas for further research; one would have wished for more attention to issues of financing and of the relationship between universities and the state, especially as regards university autonomy. While the analyses are competently cognisant of the literature and scholarly debates in higher education internationally, they remain focused on the particular problems of South African higher education and its further development.

Hans N WeilerProfessor of Education and Political Science, Emeritus

Stanford University, USA

In my judgement, this book should be of considerable interest to higher education researchers outside of South Africa, as well as within, for the general and comparative assessments it makes. The South African higher education researchers included within its covers have clearly engaged with research and writing from many parts of the world, which they have then applied to make sense of their own condition.

Suid-Afrikaanse kultuur is onbetwisbaar.

“Jannie du Toit se Onderweg is ’n belangrike historiese gebeurtenis. Dit gebeur min

dat ’n sanger en skeppende kunstenaar in die uitvoerende kunste so ’n lang rekord

het, en dit verdien erkenning. As kunstenaar het Jannie ’n veelsydige veld gedien en

ook erkenning gegee aan ander kunstenaars soos Jacques Brel en Jules De Corte.”

Do I have a soul? What inspires me? Do I live soulfully in everything that I do?

Is healing, growth and change possible? Indeed. Although it is not easy to change or control one’s situation, it is possible to change the way you react to it. A change of personality is complex and difficult, but it is indeed possible to change your soul – you can change your position in a crisis.

When you want to fix a watch but you don’t understand how it works, there is a possibility that you will only break it further. It is like that with life as well. People break up their marriages, make family life unbearable, fold in a crisis, try to structure society with force and fall into despair. Why? They don’t understand the networking and challenges of life.

Souls bruise easily. We speak of a nervous breakdown – when everything weighs you down; when you feel like a failure, convinced that you are a victim and that the world owes you something. What is the alternative? With reactive depression, is medication the only option or is there something that you can do?

Network of the Human Soul will help you understand the following:

Who am I and what is meant by human dignity? How does love and intimacy work in marriage? What is meant by parenthood and how should parents lead their children to maturity? How can I use a crisis to grow? How can a society be developed in order to foster human dignity? How does spirituality work, and what is the connection with physical well-being?What is meant by healthy human sexuality and the aesthetics of sex?How do I deal with grief and loss within processes of bereavement and mourning?

The answers to the above questions offer you a better understanding of the intricate nature and functioning of the human soul and personal relationships, and enable you to find meaningful alternatives and solutions for crises and relationship problems, rather than merely looking for causes.

PROF DJ LOUW was Dean of the Faculty of Theology at Stellenbosch University, South Africa (2001-2005). He served as President of the International Academy for Practical Theology (IAPT 2003-2005). Currently, he is President of the International Council for Pastoral Care and Counselling (ICPCC 2011-2015). His field of study is practical theology, pastoral theology, pastoral care and counselling. He has written several books on marriage, family, hospital ministry, Christian spirituality, meaning and suffering.

This book focuses on the global financial crisis of 2008-2009 and its implications for democracy. Why and how did the crisis come about? Are there any instructive lessons to be drawn from comparisons with the Great Depression of the 1930s? What are the democratic response mechanisms to cope with serious crises? Do they work? Is China a new trend setter? Do values matter? Are global democratic rules a possibility? These are some of the key questions addressed in the volume.

This thoughtful and impressive study by a wide-ranging group of contributors helps us to understand why the contest between democratic and authoritarian capitalism is emerging as one of the critical issues of our time. – Richard Steyn, Financial Mail (South Africa)

What will be the next world order and when will it emerge? Addressing what are arguably the most important questions of our time this book offers the first provocative answers. – Jacek Zakowski, Polityka (Poland)

This timely book clearly shows that we have entered a period of demanding stress tests after the “global tsunami” that followed the “2008 financial earthquake”. It is a provocative reminder, warning us that the search for a new global order will be a tedious process. – Osman Ulagay, Milliyet (Turkey)

This book provides valuable insights into the causes of the current international financial crisis, and its impact on democracy. A series of insightful analytical chapters probe into the reasons for the financial collapse and who should be held responsible - with a view to understanding whether and how it could happen again. The reader of this book will emerge with a clearer sense of what went wrong with international finance, and what needs to be done. – Ronald F. Inglehart, University of Michigan and Higher School of Economics, Moscow and

St Petersburg.

ESSELS

White man’s war, black man’s war, traumatic war

ANDRÉ WESSELS

The Anglo-Boer War 1899-1902THE ANGLO-BOER WAR 1899-1902

The Anglo-Boer War of 1899-1902 was ostensibly a white man’s war and a gentleman’s war; but in practice it was neither one nor the other,

and the consequences of this traumatic conflict cast a long shadow over the history of twentieth-century South Africa, and perhaps even beyond.

In this publication, André Wessels (Professor of History at the Univer sity of the Free State in Bloemfontein, South Africa) firstly supplies the reader with a concise review of the main events that took place in the course of the war, including all the most important military clashes of the four main phases. In the second part of the book, the role played by black people, brown (so-called “coloured”) people and people of Asian origin during the war – both in a combatant and non-combatant capacity – is discussed. Finally, in the third and last section of the book, the collateral damage caused by the Anglo-Boer War (and its traumatic legacy) is analysed, with special reference to the creation of the internment camps for white and black civilians (up to now usually referred to as concentration camps), and the consequences thereof for all the inhabitants of South Africa.

Based on many years of research with regard to the Anglo-Boer War (in this regard, see the comprehensive source list), this book is essential reading for anyone who would like to know more about the most devastating conflict that has thus far been waged between white people in Southern Africa, but a war that in due course also involved more and more black and brown – and to some extent Asian – people.

Specialists would surely benefit from this book and wish to have this work on their shelves. The clarity of detail in all sections will make it a most useful work to serious students, but the author’s main purpose is to reach a wider audience, to increase their knowledge and understanding without simplifying or avoiding the complexity of the historical questions.

- Dr Rodney Atwood (United Kingdom)

The value of this book, in my opinion, lies in the fact that the author has captured in a succinct but excellent manner, the involvement of all South Africans, directly or indirectly, in the Anglo-Boer War. Truth to tell, I have never read a better analysis than this of the traumatic consequences of the war for the whole South African population.

ADRIAAN STEYN

Martin Viljoen, US Senior Mediaskakelpraktisyn .

‘The time has come for universities to take sides. They cannot just be playerson the field – they need to pick a side. And that side should be the public good.’Professor Russell Botman, Rector Stellenbosch University

Higher education contributes to the public good in many ways. This book argues fora transformational and reflexive approach that takes full account of the nature of theuniversity, its practices and programmes. The authors of this inspiring collectiondiscuss philosophical approaches and present empirical and practical ideas forteaching and learning at university for the public good.

Four major aspects of transforming universities are explored: the purpose and ethosof the university; its conception of graduate attributes; the way programmes andteaching are delivered; and the institution’s approach to academics and theirprofessional development. The book will be indispensable to all universities who areevaluating their own principles and practice.

Higher Education for the Public Good is enriched by international perspectives aswell as a uniquely southern focus. While some of the authors live and work inAmerica, the UK and other areas of Europe, all have links with South Africa whichadd insight to their chapters. The contributors are: Alejandra Boni (UniversidadPolitécnica de Valencia), Vivienne Bozalek (University of the Western Cape), Elmarie Costandius (Stellenbosch University), Faaiz Gierdien (StellenboschUniversity), Martin Hall (University of Salford), Nicoline Herman (StellenboschUniversity), David Holgate (Stellenbosch), Nico Koopman (Stellenbosch University),Brenda Leibowitz (Stellenbosch University), Lis Lange (Free State University), Penny MacDonald (Universidad Politecnica de Valencia), André Müller (StellenboschUniversity), Lindsey Nicholls (Brunel University), Jordi Peris (Universidad Politecnicade Valencia), Poul Rohleder (Anglia Ruskin University), Mala Singh (Open University),Crain Soudien (University of Cape Town), Sharon Subreenduth (Bowling Green StateUniversity, Ohio), Susan Van Schalkwyk (Stellenbosch University), Yusef Waghid(Stellenbosch University), Melanie Walker (Free State University) and Gina Wisker(University of Brighton).

New from SUN MeDIA MeTRO: Church Emerging from the cracks – a church IN, but not OF the world

“This book is a most valuable and urgently needed South African voice describing the paradigmatic changes in theology – and epistemology in general. It is a good example of a new generation of critical minds – an intellectual ‘Arab Spring’ that will help interdisciplinary dialogue and restore respect to theological and value-driven discernment processes – which is badly needed in our time and age.” – Prof HJ Hendriks, Faculty of Theology, Stellenbosch University

SEE KAYAMANDI SEE YOURSELFSocial Responsibility and Citizenship Project for Visual Communication Design StudentsA group of graphic design students and Kayamandi high school learners embarked on a project of mapping Kayamandi, a township in Stellenbosch. Student-learner partners were encouraged to explore various facets of social, personal, environmental, historical and cultural life in their documentation of the area. The process of collaboration between young people from radically different life-worlds, who (often) hold deeply-ingrained suspicions and preconceptions about each other, is manifested in the product of that interaction.

10th Birthday of AFRICAN SUN MeDIA

On the 1st of March 2013, AFRICAN SUN MeDIA reached the milestone of 10 years in business, since starting up as a project at the University of Stellenbosch in March 2003.

This is a remarkable achievement and a testament to the ingenuity and resilience of the business model that the company is built on. In its 10 years of existence, three companies were established:

2007: SUN MeDIA Stellenbosch2009: SUN MeDIA Bloemfontein2010: SUN MeDIA MeTRO

Each of these companies operates in different geographic regions, offering specialist publishing and printing services for the higher education market and private sector.

In April 2012, the first SUNMeDIA STUDIO was opened in Stellenbosch, as an additional outlet to cater specifically for the design and printing needs of the private sector in Stellenbosch.

There are exciting developments in store and AFRICAN SUN MeDIA will certainly continue to innovate and grow from strength to strength.

Church emerging from the cracks (’n SUN MeDIA MeTRO-publikasie) deur Johann-Albrecht Meylahn was ’n gewilde keuse onder die kopers.

LARGE-CLASS PEDAGOGY

I highly recommend this edited collection. It is a timely intervention when universities around the world are facing changes akin to the newspaper industry a decade ago. The authors remind us of the potential power of the lecture and that there does not need to be a trade-off between the size of the class and the quality of the delivery ... Professor James Arvanitakis

2012 recipient of the Prime Minister’s Teaching and Learning Award

University of Western Sydney, Australia

This is the first book of its kind that considers the complex issues of large classes. As such, it makes a very important contribution and provides a deep insight into large-class pedagogy from a conceptual and practical perspective.

Dr Mandia MenitsMassey University, New Zealand

If the thought of teaching large classes fills you with dread; if you think that pedagogic innovation is impossible in the face of burgeoning student numbers; or if you simply wish to understand more about the dynamics of this increasingly common environment in higher education, then this is the book for you. Written by highly experienced academics, it is a valuable (and long overdue!) resource for supporting good practice in the large-class context. Dr Jenny Hadingham

University of Rochester, New York

This book faces up squarely to a hard reality that most do not want to talk about: the necessity of teaching large classes in contemporary cash-strapped universities, especially in developing world contexts. It does this with great conceptual clarity, mapping the territory for future research. Moreover, the work has a strong empirical grounding, providing ample demonstration of how high quality teaching is, in fact, possible in large-class settings, enabling the kind of student learning needed in the 21st century. Conversations on human dignity,

theology and disability

Editors | Julie Claassens, Leslie Swartz & Len Hansen

This is a challenging book. It initiates some overdue debates about disability and Christianity in South Africa. Instead of editing out contributions with which they disagree or which do not easily fit into existing canons of writing on disability studies, the editors have produced

a volume which challenges one’s preconceptions and fondly-held beliefs. It is a fact that many people with disabilities (probably the majority in our context) are unlikely to ever in their lives engage directly with disability politics, but are likely to be profoundly affected by dominant religious views. For people with disabilities, many services, including schools, rehabilitation facilities and opportunities for social inclusion, are available only through religiously-aligned organisations. At the same time that religious groups offer much-needed services, disability is commonly viewed as punishment by God (or as a perverse ‘gift’ from God). People with disabilities have been viewed as objects of charity or pity, instead of as agents within our own lives, worthy of the same respect, rights and responsibilities. If we are serious about disability rights, we must be serious about robust engagement with the faith sector. This book, interspersed as it is with contradictions and differing opinions, constitutes an important start. Shuaib Chalklen UN Special Rapporteur on Disability

This publication fills a unique gap in the theological and religious engagement with the issue of human disability in South Africa. Combining the contributions of scholars, practitioners and people living with disabilities, it stands out for the way in which it promotes an interdisciplinary

debate on disability and human dignity from a theological point of departure and interest. The end result is a collective effort with a critical approach to the role of religion (and the Christian faith tradition in particular) in the social and life worlds of people living with disabilities. A forceful argument is thus constructed about ways in which religion and the Christian faith tradition should change their own discourses, practices and ideological presuppositions regarding the issue of human disability.CobuS van Wyngaard Department of Philosophy, Practical and Systematic Theology , University of South Africa

Community Engagement Plan and Strategy The CE plan is now in the final stages of its submission. The plan encompasses the philosophy of CE, Vision 2020, STEPS and its strategies. The compilation of the plan was a collective effort of members of the CE committee and faculties. Of value contained in the plan, is the articulation of the following:

CE facilitates to maintain and enhance the University’s standing as a significant contributor to the social and economic environment. It engages in the community via their partnerships in the following ways; intellectually, educationally, culturally and economically. The communities can be local, regional, national and international communities.

Database of CEDue to the revision of the plan, the CE database and template was also revised.

Consequently, the following categories of CE are evident; Integration of Research and CE; Integration of Teaching and Learning and CE, Integration of Teaching and Learning, Research and CE; CE and Innovation, and CE, TL, Research and Innovation. The emerging foci areas are;

Eradicating poverty and related conditionsPromoting human dignity and health Increasing social capacity Development EducationBalancing a sustainable environment with a competitive industry

The following activities illustrates the happenings at CUT in the past quarter.

Wheels of HopeThe Wheels of Hope focuses on the diagnostic and treatment aspects of heart and lung conditions as well as training and education programmes in central South Africa.

One of these aspects is rheumatic fever (RF), which is a delayed sequel to a throat infection caused by a group A-streptococcus. More than one third of affected children develop carditis, followed by progressive and permanent valvular lesions, known as rheumatic heart disease (RHD). Over a million people live with rheumatic valvular disease in sub-Saharan Africa. However, in central South Africa no information is available on prevalence rates, feasibility of mass programmes for its detection, or on the adequacy or effectiveness of present methods of secondary prophylaxis. It is suspected that several patients diagnosed as having RF or RHD are not under continuous medical care and are not receiving regular prophylactic treatment.  Therefore, the aim of the project is to implement a surveillance programme to acquire information on the overall prevalence of RHD and to assess its load on healthcare services in central South Africa.

This project is sponsored by John Williams Motors in Bloemfontein, Rosepark Hospital and private contributions from our surgeons.

2013

SUN MeDIA Bloemfontein designed and produced Peopress, a contract publication, for JahRose Productions. This publication was launched on 8 October in the Marble Hall at the San du Plessis Theatre, Bloemfontein. The book was inspired by poetry works from Macufe 2012 (Mangaung African Cultural Festival) and features various African poets. Peo means seed in Sesotho and this publication aims to be an inspiration to young, aspiring African poets to develop the art into a ‘Peopress Tree’ as seen on the front cover.

SUN MeDIA Bloemfontein verwelkom prof Corli Witthuhn (Vise-Rektor: Navorsing, Universiteit van die Vrystaat) as Direkteur.

Imagined Liberation – Xenophobia, Citizenship and Identity in South Africa, Germany and CanadaWhy would a society that liberated itself in the name of human rights turn against people who escaped human rights violations at home? Why do former victims become victimizers? This comparative study by Professors Heribert Adam (Simon Fraser University) and Kogila Moodley (University of British Columbia) explores what xenophobic societies can learn from other immigrant societies which avoided the backlash against multiculturalism in Europe.
