thAnnual General Meeting of the members of Income Tax Bar Association will be
held as under :-

(Zoom Id and Password shall be informed later)
(B) The Agenda of the Meeting is as under :-
i) To adopt the minutes of “AGM” held on 29th
June, 2019.
ii) To adopt the report of the Governing Body for the period 2019-20.
iii) To adopt the audited statement of accounts for the Financial Year 2019-20.
iv) To approve the budget for the Financial Year 2020-21.
v) To appoint the Honorary Auditor for the Financial Year 2020-21 in place of CA
Deepak Jain who is retiring.
vi) Elections of the Governing Body for the following posts will take place for the year

Notes and explanations:
(1) QUORUM: The quorum for the Annual General Meeting shall be more than 50% of the total
members enrolled; in case the quorum is not adequate, the meeting shall be adjourned for 15
minutes and again be called at the same virtual platform of Zoom App and be in order. In such
adjourned meeting no quorum is required.
(2) As all of you know country is facing COVID-19 pandemic challenge and going through lock
down process, hence conducting of AGM in physical presence is not possible. As per
Constitution and Bye laws of our Association, AGM is to be held in each year. Considering this
issue , in a virtual meeting of Past Presidents jointly with the governing body of Bar held in the
month of May, 2020, suggestions were taken and after considering suggestions and guidance of
Past Presidents of our Bar, the governing body has taken final decision to call 48th
Annual
General Meeting in virtual mode through Zoom App.
(3) Minutes of last AGM dated 29
th June, 2019, Report of Governing body for period 2019-20,
Audited financial Statement for F.Y.2019-20, and Budget for 2020-21 shall be distributed along
with this notice online to all members. Due to virtual meeting it shall not be possible to read these
in the meeting due to time constraint. The participants are therefore requested to go through such
reports in advance to raise any questions during Virtual AGM.
(4) Agenda of distribution of Gold Medal Award to students being part of Annual General Meeting
up to last year is postponed for the time being and shall be organized separately in a physical
meeting once the lockdown is completely lifted by the Government.
We request all the members to kindly attend the meeting.

• All members are requested to participate in virtual meeting through their registered
email id/mobile number mentioning their name in display.
• Microphone and Video of the participants should be kept on mute/off mode during
meeting,
• If any member is interested to ask any question while passing the resolution with respect
to any Agenda he shall raise his virtual hand as facility is provided in Zoom app. In that
case moderator shall un-mute his microphone to permit him to speak.

Minutes of 47thAnnual General Meeting
[held on Saturday, 29th June, 2019
The 47thAnnual General meeting of the Income Tax Bar Association, Raipur took place on 29th June, 2019 at 6:30 PM at “Vrindavan Hall”, Civil Lines, Raipur (C.G.)
Due to the absence of quorum, the meeting was adjourned for 20 minutes. The meeting again started at 6:50 PM at same place on the same date.
CA. Kishore Bardia, Secretary Welcome all the members and made call on the Dias to all the Governing Body Members and made request to President CA. Sunil Agrawal to proceed further. President CA. Sunil Agrawal conveyed thanks and appreciations to senior members for their overwhelming support and discussed briefly the events held throughout the year. The Meeting was presided by the president CA. Suil Agrawal, who welcome all the members present at the meeting and proceeded to transact the matter as per the agenda circulated to the members earlier: -
1) THE FIRST AGENDA WAS TO READ AND ADOPT THE MINUTES OF PREVIOUS AGM HELD ON 30-6-2018 Minutes of the AGM held on 30thJune, 2018 was read by Secretary CA. Kishore Bardia. The same was approved and adopted by the members present unanimously.
2) THE NEXT AGENDA WAS TO PRESENT THE “GOLD MEDALS” TO THE HIGHEST MARKS SECURING STUDENTS:

v) LATE SANDEEP SAWDIA MEMORIAL GOLD MEDAL AWARD:
Senior member Adv. G. L. Agrawal presented the Gold medal and the certificate to Miss Akansha Agrawal of Raipur for securing highest marks in B.Com (Final) examination 2018 conducted by Pt. Ravi Shankar Shukla University, Raipur.
vi) LATE SMT. SARASWATI DEVI RATHI GOLD MEDAL FUND
Past President Adv. Pradeep Verma presented the Gold medal and the certificate to Ms. Deshna Nahata of Raipur for securing highest marks in CA- IPCC (both Groups) November’ 2018 attempt from Raipur Centre of examination of ICAI.
vii) LATE SHRI GULAB CHAND BAID GOLD MEDAL AWARD:
Past President CA. K. M. Despande presented the Gold medal and the certificate to Shri Aditya Parekh of Raipur for securing highest marks in CA IPCC (both Groups) May’ 2018 attempt from Raipur Centre of examination of ICAI.
3) THE NEXT AGENDA WAS TO READ AND ADOPT THE REPORT OF THE GOVERNING BODY:
The Report of Governing Body for the year 2018-19 was read by Secretary CA Kishore Bardia followed by a video summarizing the same. The same was approved and adopted by the members present unanimously.
4) THE NEXT AGENDA WAS TO READ AND ADOPT AUDITED STATEMENT OF ACCOUNTS FOR THE F. Y. 2018-19: The audited statement of accounts for the F.Y. 2018-19 was presented by Treasurer CA Deepak Jain. The same was adopted and approved by the members present unanimously.

5) THE NEXT AGENDA WAS TO CONSIDER THE BUDGET FOR THE
F.Y 2019-20: Treasure CA Deepak Jain presented the budget for the F.Y. 2019-20. The same was discussed in length and adopted and approved by the members present unanimously.
6) THE NEXT AGENDA WAS TO APPOINT THE HONORARY AUDITOR FOR THE F.Y. 2019-20:
CA Jai Kumar Khatri proposed the name of CA Deepak Jain (Kothari) and same being seconded by members presented in meeting for the honorary auditor for the F.Y. 2019-20.
7) THE NEXT AGENDA WAS TO FELICITATE THE RETIRING AUDITOR:
President CA Sunil Agrawal expressed his gratitude and appreciation for the Co-operation extended by the retiring auditor CA. Pradeep Agrawal however, he was not present at the meeting.
8) THE NEXT AGENDA WAS TO WELCOME AND INTRODUCE THE MEMBERS WHO HAVE NEWLY JOINED THE ASSOCIATION:
CA Parimal Jain- JS-I & Adv Praveen Sharma JS-II called the name of the members joined in the year 2018-19 to the Income Tax Bar Association, Raipur and President CA Sunil Agrawal along with other GB members welcome them by flower.
9) THE NEXT AGENDA WAS TO FELICITATE THE MEMBERS WHO LEAD THE STUDY CIRCLE MEETING AND WHO WERE THE SPEAKERS OF LECTURE MEETINGS:

10) THE NEXT AGENDA WAS TO FELICITATE THE MEMBERS(OTHER THAN OFFICE BEARERS) WHO SECURED HIGHEST ATTENDANCE DURING THR YEAR 2018-19:
CA Kishore Bardia,Secretary announced the name of CA Madhuresh Gupta the recipient of highest attendance award for securing highest attendance in the Meetings of Income Tax Bar Association, Raipur during the year 2018-19. He called him for receiving the award and President CA. Sunil Agrawal presented the memento to CA Madhuresh Gupta.
11) THE NEXT AGENDA WAS TO FELICITATE THE MEMBERS FOR THEIR ACTIVE PARTICIPATION IN THE ACTIVITIES OF THE ASSOCIATION: A) CA Dhawal Shah (Executive Member) and CA Rahul Bhartia (Executive Member)
calls the name of the winner and runner up of sports events such as Carom, TT and Badminton and Adv Sushil Jhabak, CA C.D.Tarwani and CA Sashikant Chandraker presented mementos to them.
B) CA B. Subramanyam,VP-1 called the name of the chairmen and members of various
sub-committees and CA.Vijay Maloo presented mementos to them. C) CA Sunil Agrawal, President appreciated the co-operation received during the year
2018-19 from The Raipur Branch of CIRC of ICAI and as a token of the memory, he presented mementos to CA C.P. Bhatia, Chairman and CA Bajrang Agrawal Secretary of The Raipur Branch of CIRC of ICAI.
D) CA Sunil Agrawal, President appreciated the help and co-operation extended to him
by the members of the Governing Body. As a token of the memory, he presented mementos to the members of the Governing Body.
E) CA Kishore Bardia, Secretary recognized the leadership quality of CA Sunil Kumar Agrawal under whose leadership the Bar performed with excellence during the year 2018-19. He requested all the members of the Governing Body to come and felicitate outgoing president CA Sunil Kumar Agrawal for his excellent leadership and valuable services to the Bar. The entire Governing Body presented a memento to him.
F) CA Sunil Kumar Agrawal, President also recognize the services of Mr.G.P.Sahu, Office Assistant of Bar by presenting a gift to him.
12) TO DISCUSS THE STATUS OF BAR ROOM PRESENTLY IN POSSESSION OF INCOME TAX DEPARTMENT FOR TEMPORARY USE:
President, CA. Sunil Agrawal informed the members about the status of the Bar Room which is in the possession of the department. He informed that, governing body is regularly following this matter with Hon’ble CCIT and hopeful to get back possession at earliest. He opened the discussion about the Bar room status with the members present in

the meeting. Collectively, suggestions came from the members present in the meeting to follow this matter regularly with Income Tax department.
13) THE NEXT AGENDA WAS TO CONDUCT ELECTION FOR VARIOUS POSTS OF THE GOVERNING BODY FOR THE YEAR 2019-20:
CA Sunil Kumar Agrawal, President invited the Election Officer CA. Vijay Maloo to the Dias for conducting the election proceedings. He welcomed the election officer by presenting flower bouquet to him and handed over the charge to him for further proceedings.
Election Officer CA Vijay Maloo informed to the house that as per the By-laws of Income-Tax Bar Association CA B.Subramanyam (Vice President –I) is qualified for the post of President and promoted as President for 2019-2020.
He further informed to the house that since he received nomination form for all the post as equal to the number of posts for which election was sought, there is no need to conduct the election for all the posts.

CA. Sunil Kumar Agrawal conveyed thanks to the election officer for conducting election process smoothly and felicitate him by presenting memento and then invited the

newly elected president CA. B. Subramanyam for introduction of his team members and for his address to the house.
CA. B. Subramanyam expressed his thanks to the members for electing his team for the year 2019-20. He introduced the members of his governing body and appointed Adv. Praveen Sharma as Secretary. In his presidential speech, CA. B. Subramanyam appreciated the work done by the past Governing Body under the leadership of CA. Sunil Kumar Agrawal. He expressed his vision and planning for the year 2019-20. He requested the senior members to guide him and other members also to take active participation in the activities of Income Tax Bar Association.
After the address of newly elected president the outgoing President, Secretary & Treasurer handed over their charge to the newly elected President, Secretary & Treasurer.
CA Sunil KumarAgrawal expressed his gratitude for reposing confidence on his team.
14) ANY OTHER MATTERS:
CA Suresh Agrawal expressed his views that the Bar may have a separate office by raising contribution from members. Outgoing President CA. Sunil Agrawal informed that Hon’ble CCIT, Raipur has assured that Bar Room presently with Income Tax department will be handed over to the Bar as early as possible.

Dear Members,
We feel pleasure in presenting this 48th Annual Report of the Governing Body of the Income Tax Bar Association, Raipur. This report relates to activities carried on between1st July, 2019 to 30th June, 2020 by the present Governing Body. The present Governing Body was elected on 29th June, 2019. The members of the Governing Body tried their best to maintain the past practice of updating the knowledge of the members of Bar Association. To improve the fellowship and increase the interaction between the Bar and the Bench and to mitigate the hardships faced by members of the Bar during the course of carrying out their professional work and to redress their grievances, the office bearers met the officers of the Department several times during the year. The following activities were undertaken by the Bar since last A.G.M. To execute the activities of the Bar smoothly throughout the year following Sub-committees were formed by the Governing Body. We sincerely thank to Chairmen and members of various sub- committees for their co-operation and active participation. We sincerely felicitate and recognize all the Chairmen of various sub committees and its members by recording appreciation for their contribution and support to the bar to organize various activities of the bar throughout the year.
1. REPRESENTATION BEFORE THE DEPARTMENT
With the support of Suggestions and Grievance Committee time to time representations and suggestions were made before Hon’ble Finance Minister, Chairman-CBDT, Member-CBDT, Pr. Chief Commissioner of Income Tax, Chief Commissioner of Income Tax, Raipur, C.G., and Pr. Commissioner of Income Tax, Raipur regarding difficulties faced by the assessee on various issues under the Income Tax.
Time to time meetings took place with Hon’ble Chief Commissioner of Income Tax, Raipur and Pr. Commissioner of Income Tax and other officers of the departments with respect to general issues raised by the members with respect to day to day working, which was well accepted with positive response from department side.
The Bar had also got an opportunity to made some suggestions with respect to GST accordingly detailed presentation along with suggestions was made before the Hon’ble Cabinet Minister of CG State Shri. T. S. Singhdeo Baba.

2, BAR ROOM STATUS:
As you are all aware, our Bar room situated at Room No. 114 ( Ground Floor) at Central Revenue Building, Civil Lines, Raipur was handed over to the department in October, 2017 due to their administrative requirement for the office of Pr. CIT-2, Raipur. The Governing body pleased to inform you all that, after regular follow up since then by immediate preceding Governing bodies as well as by the present Governing Body, during the period 2019-20, the Bar room has been re-allotted to our association with effect from 13th September, 2019.
3. STUDY CIRCLE MEETINGS/LECTURE MEETINGS/SEMINARS/WEBINARS: With the support of Education Programme Committee, during the period, the Bar organized following educational Programs in which eminent speakers delivered their lectures on various important topics. 5. SPORTS ACTIVITIES:
With the support of Sports Committee the Income tax bar association has organized this year sports events on Local Level, State Level (Sports Carnival, 2020) and with the Income Tax Department for indoor and outdoor games. The members of the Bar actively participated in all the sports activities and other members have also witnessed and encouraged the players. Following members were the winners in respective games. This year the bar has also got an opportunity to host state level (Sports Carnival, 2020) tournament for Indoor and outdoor games jointly with Raipur Branch of CIRC of ICAI. This sports carnival was organized for two days continuously in which members from Durg, Rajnandagaon, Bilaspur, Raigarh, Korba, Janjgir-champa and Raipur have participated. Almost more than 150 players from all over Chhattisgarh have participated in the event. We sincerely felicitate and recognize the winners and all the players of respective games by recording appreciation for their contribution and support to the bar for this sports carnival. A cultural night with prize distribution ceremony was also organized as part of sports carnival. In this carnival total 200 members have recorded their presence and with the overwhelming support sports carnival was a grand success. 6. FAMILY PICNIC:
With the support of Social & Recreational Activity Committee, the Bar had arranged two days family picnic, “PICNIC MASTI AT AMARKANTAK” from 11-12th January, 2020. In which 18 families of members (Total 50 persons) of IT Bar participated with great enthusiasm. Attractions of the picnic were; Narmade Temple Aarti, Sonmuda Sunrise Point, Kapil Dhara, Mai ki Bagiya, Sai Sarvodaya, Digambar Jain Mandir, Quiz & Games, Cultural Programs, Entertainment Night & lots more. The picnic was full of enjoyment, fun and memorable one. We sincerely felicitate and recognize Social and Recreational Activity committee members for nice family picnic by recording appreciation for their contribution and support to the bar for these activities

Above social activity was organized out of the contributions received from members of IT Bar. The members have contributed generously for the above cause. We sincerely felicitate and recognize all the members who have contributed for the above cause by recording appreciation for their contribution and support to the bar for these activities.
2. Contribution and social activity during COVID-19 lockdown period: During lockdown period, due to COVID-19 crises in the state, the bar has also played its role of social responsibility. With the help of contributions received from the members of the association, the Bar has made arrangements of groceries (necessary Food items) to poor and needy people who had been affected badly due to lockdown. The Bar has distributed groceries (necessary Food items) (almost 10 days food) worth Rs. 48,800/- to almost 100 badly affected poor and needy families. This distribution of food was executed with the kind help of Shri Shabri Sewa Sansthanam and Badhte Kadam. The Bar association place on record its appreciation towards these Institutions.

8. HOLI MILAN:

Due to COVID-19, agenda of distribution of Gold Medal Award to students being part of Annual General Meeting up to last year, is postponed for the time being and shall be organized separately in a physical meeting once the lockdown is completely lifted by the Government. 13. ITBA WEBSITE, MOBILE APP: With the support of website and mobile App committee, the Bar website and mobile app have been kept updated with latest development / issues and information along with President’s message regularly. We have also started the facility of online payment of membership fee from this year. This effort has undoubtedly supports Digital India. E- News letter of the association has also been regularly uploaded in the website. Resource material of all the educational seminars has been regularly uploaded in the website. Day to day professional updates with respect to income tax matters, latest important case laws, notifications etc. have regularly uploaded and posted by the committee regularly in official what’s app group ITBA-1 and ITBA-2. The association has also launched with the help of this committee its own you tube channel for streaming webinars online for the benefit of the members. At present more than 100 members has subscribed to this channel.

14. BAR GOVERNANCE: During the period the governing body of the Bar met so many times for smooth functioning of the Bar and to have common consent for various activities organized by the association. The governing body had regular meetings in virtual mode also since lockdown implemented due to COVID-19 crisis.

With the personal efforts of the members of governing body and full co-operation from the members, we have been able to collect membership fees for the F.Y. 2019-20. However, due to lockdown implemented in the state because of COVID-19, last date for deposit of membership Fee (For Year 2019-20) is extended to 30th June, 2020. The Governing body is confident to recover full outstanding membership fee of FY 2019-20 by 30th June, 2020.
16. OTHER ACTIVITIES
1. To save cost and environment, the E-News Letters and Notices of the Bar have been sent through E-mail. Notice for Annual General Meeting & Election Notice has been sent to the Members through E-Mail and what’s App group of ITBA also. All the information has been shared through website of the Association also.
2. SMS service to the members has been maintained for quick information of any news or activities of the Bar.
ACKNOWLEDGEMENTS The Governing Body express its deep sense of gratitude and place on record its appreciation towards the members, who contributed articles in the News Letters, who have given valuable suggestions, who delivered lectures in the Study Circle / Lecture meetings / Seminars and who always cooperated and helped in carrying out various activities wherever required and whenever called upon, without whom the activities would have not been possible. We also place on record our appreciation towards senior members and Past Presidents for giving guidance from time to time to organize various activities of the Bar. The Governing Body specially puts on record sincere thanks to the members who have given their direct and indirect support and generous contribution for successful operation of IT Bar. We also put on record appreciation and thanks to the Auditor of the Bar for 2019-20 for conducting the audit smoothly on time. We felicitate and recognize his services as Auditor of the association for FY 2019-20. We also sincerely thank and record appreciation for Managing committee of Raipur Branch of CIRC of ICAI for extending help to organize various seminars and programs jointly with the association throughout the year. We also sincerely thank and record appreciation for Governing Body of Chhattisgarh Federation of Income Tax Bar Associations for organizing various seminar, Webinar and programs jointly with the association. We also sincerely thank Income Tax Department for their valuable support to the association throughout the year. We acknowledge the contribution of all individuals/bodies for their direct and indirect help and co-operation to conduct various activities of the Bar. Utmost care has been taken to prepare this annual report with all facts however if any inadvertent error and omissions are there the governing body sincerely accepts with apology.
