Scope

Explanatory Note

Availability of documents

This index, prepared by the Documentation Servicession of the Dag Hammarskjold Library at Unitedons Headquarters, is intended to offer a bibliographicale to the proceedings and documentatlOn of the twenty­h year of the Security Council and of its committees,d hoc committees that met during the year.

Arrangement

The index consists of the following parts:

(a) Introduction, including list of the Presidentscheck lists of meetings of the Security CounCil and

committees.

( b) Agenda, with reference to the relevant subjectdings used in part (c ).

(c) Subject index. Subjects are arranged alpha­cally, with reference to the documentation, discussiondisposition of each item.

( d) Index to speeches. Speeches and statem6iltsrepresentatives are listed in alphabetical order by

ntry or organization, subdivided by subject discussedi by name of speaker, with an indication of the meetingIlhich the speech was made. The remarks of the Presidentthe Security Council and of chairmen of committees are'mally not indexed. The speeches of chairmen andIporteurs of committees are included, however, wheny presented or explained the reports of their committeesthe Council. Statements and speeches made by privateividuals representing an organization to which a hearing, granted are listed under the name of the organization.tements made by officers of the United Nations Secre­iat are listed under the name of the office or departmenty represented.

( e ) Numerical list of documents, arranged by docu­nt symbols. This list also contains information as to the,ublication of mimeographed documents in the printedcicles of Supplements to the Official Records.

All verbatim records of meetings of the SecurityCounCil appear first in provisional mimeographed form.They may be identified by their symbol, which consists ofthe senes symbol, sjPV.-, followed by a number corres­ponding to that of the meeting, e.g., SjPV. 11151 (see intro­duction, under "Check list of meetings"). Verbatim recordsof meetings are later printed as separate fascicles in theOfficial Records.

All documents of the Security Council are first issuedin mimeographed form. A selected number of them aresubsequently printed in the Supplements to the OfficialRecords, where they are arranged chronologically infascicles, each fascicle covering a quarterly period. Reportsare issued individually as numbered Special Supplements.The resolutions and decisions adopted by the SecurityCouncil, first issued in mimeographed form, are latercollected in a separate fascicle of the Official Records ofthe year. After their repUblication ill the Official Records,the prOVisional mimeographed documents are no longeravailable.

Rules of Procedure

The prOVisional rules of procedure of the SecurityCouncil (document S/96/Rev.6; Sales no. E.74.I.5), wereIn effect during 1974.

In accordance with rule 18 of the provisional rules ofprocedure of the Security Council, the Presidency of theCouncil is held in turn by Member States in the Englishalphabetical order of their names. Each President holdsoffice for one calendar month.
