Plan, promote, develop and manage Petrochemical and Energy-intensive industrial cities through successful customer focus and partnerships with investors, employees, communities and other stakeholders.

Jubail Industrial City is located in the heart of the Kingdom of Saudi Arabia’s Eastern Province. Jubail Industrial City was initially developed in 1978 with the aim of furthering the Kingdom’s industrialization efforts, and is now a well-established, world scale petrochemical industrial center, and is the Kingdom’s leading destination for foreign joint venture capital investments and other types of investment. Today, Jubail is home to some of the world’s key players in the petrochemical sector, including Saudi Aramco, Sabic, Dow, Total, Chevron, Shell and a number of other major companies. Total capital investment to date is estimated at over 400 billion SAR (110 billion USD).

JIC comprises a large community area and two petrochemical complexes known as Jubail 1 (J1) and Jubail 2 (J2). J1 is mostly built out and J2 is intended to be the main focus for future industrial development.

Jubail 2 is planned to include new primary, secondary and downstream petrochemical developments. In addition to the above, the industrial areas also include an extensive array of light industries which provide support to primary, secondary and downstream industries and include commercial services, light and heavy steel fabrication and manufacturing, industrial services and construction related industries.

Despite the fact that Saudi Arabia is primarily known for its oil and gas, the Kingdom also has substantial mineral resources, and has set an objective to become a global leader in this new sector. Building on its success in Jubail and Yanbu, Saudi Arabia is building a city dedicated to the processing of mineral resources. The Ras Al-Khair Industrial City (RIC) located approximately 60 km northwest of Jubail, will be a significant global and world-class “metals and minerals city”, with integrated industrial complexes, that leverage the key mineral resources of the Kingdom of Saudi Arabia, the existing low fuel/power competitive cost advantages, and the industrial city development and management expertise of the Royal Commission.

RIC is being built on the accomplishments of the Royal Commission at Jubail Industrial City. RIC already has Ma'aden Phosphate Company and Ma'aden Aluminum Company industrial complexes.RIC will provide a strong strategic link and synergies to existing industries in Jubail. RIC, as a city for metals and minerals industries, and Jubail, as a city for major petrochemical industries, together will constitute one of the most significant integrated industrial regions in the world.

OBJECTIVEThe

This Manual is intended to describe the requirements and procedures for services provided by RC to increase implementation efficiency which contributes to improvement of service quality and investors' satisfaction. This Manual, also, aims to provide a reference for investors and stakeholders, including the relevant authorities, to enhance transparency and simplicity of the procedures for the services provided and to standardize implementation mechanisms. The Manual will be periodically revised, as deemed appropriate to keep up with the continuous development of the services provided.

2.2.2 Early Access Memorandum (PSP)

The company to submit to Royal Commission site grading and fence/gate design including access road for Royal Commission review and approval. Then, secure Encroachment Permit prior start any construction activities outside the premises.

The Company is committed to do only basic site preparation and early civil works on the area outside designated process area with in allocated site.

During the period of activity, the company is expected to fully comply with Royal Commission Environmental Regulations (RCER 2015) and other established standards; otherwise, Royal Commission has the right to retrieve the allocated land.The rights of using the land now allocated the company shall not be granted, transferred, or assigned to any private or government sector entity for any purpose whatsoever unless prior approval by Royal Commission.

In case the company abandons or vacates the allocated site for whatever reason, the company is required to restore the site to the original condition in which it was received, including but not limited to, environmental restoration, removal of gates, fencing, and all foundation, etc., if requested to do so by the Royal Commission. If the company within 30 days, upon receipt from Royal Commission notice, fails to perform the aforesaid site restoration, the Royal Commission shall have the right to restore the site and dispose all abandoned material without compensation to the company. The cost incurred by this site restoration and material disposal shall be reimbursed by the company to the Royal Commission.

The company shall be responsible for all special preparation works on the site including firefighting, safety and security, in accordance with the standards applicable within Jubail/Ras Al-Khair Industrial City at the time of this Early Access Memorandum. The company shall also ensure that no employee living accommodations are within the plant site premises.

The company is committed to obtain Environmental Permit to Construct (EPC) before starting construction on process area
