Need for JTFs was increasing …

Need for DJC2 capability still valid …“The QDR vision is for the joint force of the future to have more robust and coherent joint command and control capabilities. Rapidly deployable, joint task force headquarters will be available to the combatant

commanders in greater numbers to meet the range of potential contingencies.”

No standardized, deployable Joint C2 capability existed …Ad hoc, piece-mealed capabilities cobbled together at the last minute during a crisis not a good solution
