INFORMATION NEED ASSESSMENT ON

GIS DEVELOPMENT FOR PLANNING AND ADMINISTRATION IN DISTRICT RUDRAPRAYAG, UTTARAKHAND

To develop Geographic Information System (GIS) for one of the Lesser Himalayan districts of Uttarakhand State, viz., the Rudraprayag, drained by glacial fed mighty rivers, viz., Alaknanda and Mandakini, a workshop was organized jointly by the Center of Excellence for Natural Resources Data Management System (COE, NRDMS) in Uttarakhand, Department of Geography, Kumaun University SSJ Campus Almora; Academy of Uttarakhand Administration Nainital; and the District Administration Rudraprayag on 2nd January 2013 at the Collectorate Conference Hall, Rudraprayag. The workshop was sponsored by the Uttarakhand State Council of Science and Technology (UCOST), Government Uttarakhand, Dehradun and the NRDMS Division, Department of Science and Technology, Government of India, New Delhi. Heads of 56 different line departments of district Rudraprayag were instructed by Mr. Navneet Pandey, Additional District Magistrate Rudraprayag, to participate in the workshop (Annexure-I). A pre-workshop meeting of line departments was organized by Mr. Pandey to prepare digital information (in the form of data/maps) need document of district Rudraprayag (Annexure-II). Beside Administrators of the district, i.e., Additional District Magistrate, Chief Development Officer, Superintend of Police, District Forest Officer, Sub-Divisional Magistrates, Block Development Officers and Heads along (with their subordinates) of different line departments, Scientists of the COE NRDMS, Kumaun University and Garhwal University, a total of 132 participants participated in the workshop (Annexure-III). The Workshop was organized in three different sessions. In the first session, the participants were briefed about the objectives of the workshop. In the second session a demonstration of Almora GeoPortal for Governance was given by COE NRDMS. In the third session deliberations and discussions were done regarding digital information needs of district Rudrapryag which summary is presented in Annexure –II) while in the fourth session, a road map and mechanism for development and updating of GIS infrastructure of district Rudrapryag was worked out. It was unanimously decided that a GIS Cell shall be established at Vikas Bhawan for development and updating of GIS for Rudraprayag district. A brief account of workshop sessions is presented below.

Welcoming all the participants, the Chairman of the Workshop Mr. Navneet Pandey, Additional

Districts Magistrate said in his opening remark that in the Rudraprayag district there are enormous possibilities for development of resources specifically religious tourism, horticulture, agriculture, forest, water and many others, but due to its complex geographic conditions, there are many challenges in planning and development of all these resources. To meet all these challenges, applications of the computer based latest technology, viz. GIS can be very helpful, in planning of resources, Sri. Pandey added. But the major question was how to meet all these challenges using the hi-tech technologies of GIS in district planning and administration? In this context, this workshop shall be a milestone in developing a strategy for GIS based planning and administrative system in the district, Mr. Pandey further added. Mr. Pandey also gave necessary instructions to the Heads of different line departments to prepare digital database of their office records and maps.

Prof. J. S. Rawat, Director, COE NRDMS presented a brief account of the objectives of the workshop. He said that the fundamental objective of the workshop is to sensitize the district level administrators and planners about the applications of newly emerging and worldwide used GIS technology in governance, i.e., both for planning and administration. We are already living in a decade of e-Governance and in the next decade it would be impossible to work without g-Governance, i.e., GIS based governance, Prof Rawat remarked. For g-Governance, a huge GIS infrastructure is required and today we are sitting here for formulation of a road map for development of GIS infrastructure for the Redraprayag District, Prof. Rawat added. In view of small geographical area of the Rudrapryag district and existing highly aware and in some departments even skilled Officers in computer and GIS technology, Prof Rawat expressed his hopes that GIS infrastructure can be developed for the entire district with in a period of only one year.

Mr. Himanshu Joshi, Assistant Director, Academy of Administrative Training Institute Nainital and Coordinator for Capacity Building in Uttarakhand SDI said that due to its complex geographic milieu, the Uttarakhand state was formed to facilitate planning problems as per its geographic conditions. ‘But still we are not be able to draw development plans as per the diverse geographic conditions of the state due to lack of proper and accurate information of different districts of the State’, Mr. Joshi added. Highlighting the significance of GIS and Remote Sensing in planning and administration, Mr. Joshi underlined the need for capacity building in applications of GIS specifically in administration and planning both for district and state level stakeholders. Mr. Joshi also gave a brief account of data capturing mechanism through Remote Sensing and suggested that this technology helps in providing not only capturing data but also helps in updating and monitoring development activities.

Mr. Berinder Jit Singh, Superintendent of Police, informed about the Information Communication Technologies available with their department and suggested that for efficient Police Administration, apart from the spatial information of the Police Thanas, Villages under Police jurisdiction, Police Chaukees and Police Barriers with their attributes including telephone numbers of Police Personal, the GIS based information of accident prone sites, landside prone locations/areas and fire prone sites/areas would be very important for controlling crime, and efficient/quick policing. He suggested that GPS based real time monitoring would be very helpful in crime control. Mr. Singh also underlined the need of the latest satellite imageries of the district to monitor problems of illegal mining and encroachment. Crime wise distribution maps, alternative route map of each village and traffic flow diagram maps for transport should also be prepared, Mr. Singh further suggested.

The District Forest Officer Mr. Rahul informed that division wise digitized forest maps are available with their department. He suggested that their department is in need of forest types map depicting digital location of i) boundary pillars of reserve forest with details of their notification, ii) forest chaukees with their records, iii) resin depot , iv) nurseries with details of species and their plants number, v) year wise afforested areas with details of their success in percent, vi) crew stations and fire lines, vii) natural springs, ix) residential and non-residential buildings, x) forest roads, bridle paths and foot paths, and xi) forest fire prone areas. Location of all the forest divisions and other offices with details of their office records in GIS format would be very useful in efficient forest conservation/administration, Mr. Rahul further suggested.

With the help of the financial and technical support of the Department of Science and Technology, Government of India and technical support of the Department of Computer Science, IIT Mumbai and School of Information Technology, IIT Khargpur, the COE NRDM in Uttarakhand, Department of Geography, Kumaun University started work of development GeoPortal for one of the districts of Uttarakhand, viz., district Almora since 2009. GeoPortal provides single window service for accessing data/information with digital map of a targeted region/area/place by clicking few mouse buttons in the computer. The various aspects of developing Almora GeoPortal, viz. 1) how the GIS infrastructure of district Almora was developed as per the needs of different government departments, 2) how the digital maps of different departments were stored layer wise systematically in the computer through GIS technology and How the digital maps of different departments are accessed from the computer as and when required, were discussed in this session. Prof. J.S.Rawat, Director, COE NRDMS demonstrated the answers of all these questions in detail through his powerpoint presentation on the Almora GeoPortal. Presenting a detailed account of GIS infrastructure developed for district Almora, Prof. Rawat demonstrated applications of Police GIS,Watershed GIS, Road GIS, Village GIS, Household GIS, Election GIS, Municipal GIS and GIS for Education, Health and Urban Centres, and GIS for post disaster management operations. The Almora GeoPortal is a web-base GeoPortal which is tagged with India GeoPortal established at the NSDI, Department of Science and Technology Government of India, New Delhi which shall be tagged soon with the UCOST, Dehradun for the use of State and district level planners/administrators of the Uttarakhand State, Prof. Rawat informed. Thus, demonstrating that how different line departments can access information with map through a single window by clicking two/three mouse buttons in computer, Prof. Rawat suggested that to develop GIS for district Rudrapryag as per needs of different line departments for planning and administration, a GIS Cell (consisting of minimum two computers and one GIS Analyst) at district headquarter Rudrapryag should be established and for management and monitoring of GIS Cell, a District Coordination Committee (DCC) should be constituted. For capacity building in GIS applications in administration and planning in the district, technical support in terms of on-job training of the district personnel as and when required shall be given by our Centre, Prof. Rawat informed.

Mr. Ajay Kumar, Chief Agriculture Officer, presented a brief account of digital information needs of different line departments of the Rudrapryag district. The summary of his presentation is given in Annexure-II. Prof. D.D.Chauniyal, Department of Geography, Garhwal University, Sri Nagar informed that through the GIS Laboratory of his Department, he has already started to prepare GIS infrastructure of district Rudraprayag. ‘We have prepared GIS of some of the towns, villages and watersheds of the district’, Prof Chauniyal further informed. ‘All the prepared GIS infrastructure of my Department shall be made available to the concerned line departments and the technical support shall be provided to the district administrators/planners for GIS development as and when required’, Prof. Chauniyal further added. Highlighting the urgent need of GIS infrastructure in governance and appreciating the efforts made by Prof.J.S.Rawat, Director COE NRDMS in this regard in Uttarakhand, Prof. Chauniyal hoped that with the collective efforts of the Kumaun University, UCOST Dehradun, Garhwal University, Uttarakhand Academy of Administration Nainital and the Government Departments of district Rudrapryag, the work of GIS infrastructure development for district Rudrapryag can be completed within a period of six months only.

Mr. P.C.Tewari, Chief Development Officer said that GIS based planning and administration would be very useful in saving time and money both but how the different department shall convert their data/maps in the GIS format, is a challenging task. For this purpose numbers of training programmes for district Officers and supporting office staff shall be required for capacity building of the line departments, Mr. Tewari suggested.

Mr. Rakesh Chandra Tewari, Sub-Divisional Magistrate, Ukhimath suggested that GIS based Village Information System (VIS) would be very helpful in administration and planning both. The VIS should include information such as details of landless people, location of rest houses and other civic amenities, Mr. Tewari suggested. Mr. Tewari also underlined the need of digital maps showing areas of fruit-belts, telecommunication companies and location of towers in the district.

Mr. Sunil Kumar, Block Development Officer, Ukhimath stressed the need for developing village and nyay panchayat level maps. Location of revenue villages and hamlets should also be included in the map, Mr. Kumar suggested. Mr. Kumar also suggested that the village maps should depict information of roads with their type such as village road, Pradhan Mantri Sarak Yojana Road, drinking water schemes, and also information of Job Card Holders and BPL families.

Miss. Nisha Verma, Block Development Officer, Department of Rural Development Augustmuni suggested that all the construction works such as CC Marg developed under MANREGA scheme should be shown on the village and block maps, this will help in monitoring duplicity of work in the villages. Miss Verma, also underlined the need to develop maps showing BPL families and different basis of Self Help Groups.

Mrs. Seema Nautiyal, Tourism Officer said that digital maps showing location of tourist sites and tourist areas, location of temples, parking places, rest houses, Jan Suvida Kendra, hotels and restaurants etc would be very important for tourism development. The attribute data of all these sites/ location on map should also be attached, she suggested.

Mr. Hari Shankar Verma, Chief Education Officer, Department of Education said that our department has no maps of education centres. A digital map depicting all the education and training centers of the district would be very helpful in management and planning of education centers. The education centres’ location map should also provide information of details of each center such number of students, teachers and facilities available in the school etc., Mr. Verma suggested. The education centre map should also depict location of “sugam” and “durgam” schools and their distances from the nearest road head, Mr. Verma further suggested.

Mr. Ajay Kumar Chief Agriculture Officer said that spatial information of area under major crops such as Paddy, Madua, Sawa, Ramdana, Urd, Maize, Wheat and Lantic etc. are required for planning and management of agricultural activities in the district. Mr. Kumar suggested that fertility and soil suitability maps for different crops should also be developed for entire the district. Information regarding spatial distribution of barren and agricultural lands, farmers wise land availability with

Khasara Khatauni numbers, irrigated, partially irrigated and unirrigated land would be very helpful in agricultural development of the district, Mr. Kumar further added.

Mr. S.M. Singh, Engineer, Department of Jal Nigam informed that for planning of drinking water and irrigation schemes, discharge data of springs, stream and rivers are required. For management of drinking water schemes, a map showing areas under different Lineman would be very useful, Mr. Singh added. Highlighting the importance and need of fuel less turbine pumps for lifting water for drinking and irrigation purposes, Mr. Singh suggested for identifying suitable locations of heads required for turbine inlet at different discharge rates. Mr. Singh informed that 3.33l/sec discharge output can be generated though a fuel less turbine having a head of 30m with 69.45l/sec water discharge capacity. From such fuel less turbine pumps about 10kw power can also be generated at turbine shaft, Mr. Singh informed.

Dr. R P. Shukla, Department of Animal Husbandry informed that maps showing information on fodder availability, location of fodder stores, location of local and cross bread animals, and specific disease prone areas are required. Map showing milk routes in district shall be very useful, Mr. Shukla suggested.

Mrs. Meera Kaintora, In-Charge, Disaster Management said that digital maps showing disaster wise sensitive areas such as landslide prone, fire prone, flood and draught prone, and earthquake prone areas shall be helpful in developing disaster mitigation action plans. Electronic network shadow area should be identified and depicted on the map by which wireless facility could be arranged for such areas, Mrs. Kaintora, suggested. Location of disaster management teams, available recourse for disaster management at different Offices/places and alternate routes for each village, should be shown on digital map, Mrs. Kaintora further suggested.

Dr. Amit Shukla, In-Charge, Chief Medical Office presented a detailed account of application of GIS in development and management of Health Centers and also in studies on health conditions and health pattern. Highlighting the importance of GIS in detailed, Dr. Shukla informed that using few sample studies, generalization of disease pattern in a large area can be done through GIS technique. In view of the significance of GIS in planning and development, Dr. Shukla suggested that maps showing spatial distribution of Ayurvedic and Homeopathic Hospitals, Community Health Centres, Primary Health Centres and ANM Centres with their attributes are immediately required. Apart from these, vaccination resistant and disease prone area wise maps of TB, AIDS and heart attacks should also be prepared, Dr. Shukla suggested. Mr. I. Bose Executive Engineer, PWD said that our department has no digital maps of roads. We need digital maps of different categories of roads along with land use maps showing distribution of reserve/civil forest, agriculture land, barren land and location of villages, Mr. Bose informed. Geological map along with information of rock type and hazard zonation would be very helpful in planning and management of roads, Mr. Bose suggested.

In this session the participants made deliberations and discussed regarding development of GIS

infrastructure of district Rudrapryag. After deliberation and discussions in the workshop, the following decisions were taken unanimously for development of the Rudrapryag GeoPortal: 1. A GIS cell shall be established for Development of District GeoPortal for Rudrapryag District at

Vikash Bhawan Rudrapryag. The Cell shall function under the Control of the District Magistrate and the Additional District Magistrate Rudrapryag shall be the Nodal Officer for GIS Development of Rudrapryag District.

2. To begin with: 2.1 two rooms (one for GIS Lab and other for displaying GIS Maps of the district) and two

computers for GIS lab shall be provided by the district administration at the Vikas Bhawan/Collectrate Rudrapryag; and

2.2 for developing GIS Infrastructure, one GIS Analyst shall be provided by the COE NRDMS in Uttarakhand for a period of one year only after that government shall make arrangement of GIS Analyst for updating the Rudrapryag GeoPortal.

2.3 GIS Laboratory, Department of Geography, Garhwal University, Sri Nagar shall extend technical support by providing on-job training to the officers of District Rudrapryag for their capacity building in GIS development.

3. The objectives of the GIS Cell shall be: i. to develop GIS infrastructure of each line department as per their own needs. ii. to make application of GIS in planning, project implementation, monitoring,

development, management and in administrative works. iii. to update district GIS at monthly, bi-annual and annual basis through the concerned

departments, and iv) to make efforts for capacity building of the district for GIS development.

4. For smooth functioning of the GIS Cell and for monitoring of GIS activities in the district, a District Coordination Committee (DCC) shall be constituted. The structure and objectives of DCC shall be as follow :

4.1 Structure of DCC Chairman : District Magistrate, Rudrapryag

Co –Chairman : Nodal officer of GIS Cell (ADM Rudrapryag) Member Secretary : Director, COE NRDMS in Uttarakhand, Kumaun University. Members : Heads of all the Line Departs/ATI, Nainital/NRDMS Division,DST New Delhi/UCOST, Dehradun/ Department of Geography, Garhwal University Sri Nagar.

4.2 Objective of DCC i) To work for GIS development as per needs of district administrators/planners. ii) To review the progress of the GIS Cell and to make necessary arrangements of

resources for its development. 5. The Heads of all the Line Departments shall be Nodal Officer of their own department for GIS Development. 6. To review the progress of the development of Rudrapryag GeoPortal, the DCC meeting shall be

held bi-annually or as and when required. 7. To develop Uttarakhand GeoPortal GIS Development Working Group-III is formed. All the

participants of this workshop shall be member of this working group.

At the end of the workshop, Sri Navneet Pandey,Additional district Magistrate extended vote of thanks to all the participants. The workshop was conducted by Sri Dinesh Mahtolia, Associate Professor, Uttarakhand Academy of Administration, Nainital.

DISTRICT RUDRAPRAYAG (Uttarakhand)

Abode of Shri Kedarnathji, district Rudraprayag was formed in September 1997 by carving out the remotest blocks of district Chamoli, Tehri and Pauri Garhwal namely Ukhimath, Jakholi and Augustmuni. Presently the district spreads over an area of approx. 1984 sq. km. with a population of around two lakh fifty thousand. The altitudes vary from nearly 3000 feet to over 18000 feet. The whole Rudraprayag district is covered by the seismic zone IV/V and in the past couple of decades it has been prone to some of the worst landslides in the state. This district also hosts the sacred Char Dham Yatra between the months of May and November during which it is visited by nearly six lakh pilgrims/tourists every year.

Despite advances made in the past decade, in light of the vital socio-economic indicators like per capita income, female literacy, infant mortality rate etc., Rudraprayag remains one of the backward districts of the state. There is much that remains to be done for infrastructure by way of roads, secondary education, basic health facilities, drinking water etc. In a district where a large part of the population is still dependent on the rain fed agriculture and seasonal tourism, an increasing need is being felt at the district level to come out with a development route chart which will not only take into account the topographical typicality of the district but also incorporate the needs and the aspirations of the local people – a development which is ecologically sustainable, environment friendly and would involve the active participation of all the stakeholders. This process needs to be extended right up to the basic unit of all development activities – the gram sabha.

To begin with, this effort requires assimilation of various types of credible data. The topographical data would include maps indicating Soil Type, Rainfall, Temperature pattern, Slope and aspect, Drainage pattern, Sunshine hours, Wind velocity, River flow, ground water availability etc. The development data would include population distribution, distance from road head, source of livelihood, education, access to electricity and drinking water, sanitation etc.

Many departments in the district and other governmental agencies undertake data collection of various types. However, more often than not, this data is very rarely shared with other departments and almost always not included in the developmental planning. There is now an increasing need to evolve a mechanism which can incorporate and analyze all such data and present itself for the benefit of the planners of the district in real time. This mechanism can also be used to monitor the various developmental activities being undertaken. Geographical Information System (GIS) has over the years established itself as one of the more comprehensive planning and management tool and seems to be the need of the hour. District Rudraprayag offers some of the brightest young talents of the state who are technically and temperamentally suited to take up this technology and assimilate it in the planning and development process. For planning, implementing and monitoring the following maps would be useful for almost all the departments of the district.

• Block, Tehsil, Nagar palika, Nyay panchayat, Gram Panchayat (Gram Sabha) Revenue Villages. • Census map.
