Creating an INFRASTRUCTURE FACILITY IN T NAGAR for
Safe ShoppingDr. V. SriramABSTRACT:-This paper explores various possibility of ensuring safety
and emergency evacuation by analyzing various negative
factors pertaining to the Indias No.1 Shopping hub atT.Nagar Chennai in particular Ranganathan Street and
South Usman Road.By creating additional infrastructures for free movement of
public transport free movement of other vehicle traffic
free walking facility for the shopping crowd, fire hydrant
and fire fighting facility .Creation of the refugee area for
emergency evacuation.

INTRODUCTION:
T.Nagar is the biggest shopping hub in India by
revenue; it generates almost most twice the revenue ofCannaught Place in Delhi next biggest shopping hub in
India.
Most of the leading textile shops and jewellers having
very big store rooms in this area, apart from the above
various commercial establishment selling A to Z house
hold and consumer items also having shops.
Since most of the items sold in this shops are
comparatively cheaper and quality wise better than
other shops in India most of the tourist and visitors
including foreigners do shopping in this area.

Since the growth of the T.Nagar shopping hub taken place
from the residential to commercial hub over the years
unplanned uncontrolled infrastructure developmenttaken place.
Presently more than 5 lakhs shoppers per day in festival
season and about 2 to 3 lakhs shoppers in normal days.
Due to discount and reduction offers by dealers of silk
sarees and jewelers this number may likely to double in
coming days.
The infrastructure development not carried out matching
the present and future requirement of shopping crowd.

Because of the space constrain the shoppers also not
adhered to the national building code and also several
uncontrolled violation taken place over the years.
Most of the building the fire safety norms were not
fully followed.
Because of the crowd and lack of parking place nearby
residence also suffer and start raising their voice
frequently.
Even public transport drivers are also very much
suffering to handle the vehicle in the crowded
atmosphere which has resulted in accidents.

Fire vehicle movements also absolutely not possible
especially during the festival seasons.
Even ambulance cannot move freely in the above area.
Recent years several accidents including fire accidents
also fatal have occurred.
It is vulnerable for disaster due to fire stampede and
manmade disaster due to terrorist threats.
Even small cracker blast by an anti-social element in a
crowded day can create stampede and possibility of
several deaths.

In the above circumference in this paper bring some
fruitful suggestions and remedial actions creating
necessary infrastructure by understanding the gravity ofthe problem and ground reality. The acceptable solution
is given to satisfy all stock holders by keeping in the
objective of zero accident / incident.
Objective:-
1. To reduce the traffic conjunctions of the public
transports and general vehicles and facilitate free
movement of regular traffic.
2. To reduce the human conjunction in the shopping
area and facilitate free movement of street walkers.

3. Creating fire fighting and centralize monitoringfacilities in all the shops as per National
Building Codes and NFPA codes and
Modification of each shop using the available
resource to increase the safety.

1.To reduce the traffic conjunctions of the public transports and
general vehicles and facilitate free movement of regular traffic.a) Bus way
The existing bridge in the south Usman road should be
extended upto saidapet Annasalai intersection. The bus stand
should be constructed at the elevator level itself. This will
ensure free flow of bus traffic without any hindrance and
traffic jam.b) General Vehicles:-
A new two tiers bridge over the bus way will take care of other
traffic in the T.Nagar area. A multilevel car parking can be
constructed in the exiting T.Nagar bus terminal.Alternate multi-level parking also can be planned in the nearbyarea.
c) A Circular Monorail also should be planned to connect metro
rail station at Annasalai.

2. To reduce the human conjunction in the shopping
area and facilitate free movement of street walkers.
1) A double decker sky walker starting from Mambalam
station upto entire length of South Usman road will
ensure free movement of peoples in conjunct
Ranganathan Street.2) The entry from the sky walker to the first floor of the
shops will facilitate the free movement of people for
going to the particular shop.
3) The entire ground area to be declare as no vehicle
area only battery operated vehicles can be permitted
for the use of elderly and disabled peoples.

3.Creating fire fighting and centralized monitoring facilities in all
the shops as per National Building Codes and NFPA codes and
Modification of each shop using the available resource to increase
the safety.
1) The exclusive fire fighting facility to take care of needs of the
entire shopping area to be planned by private participation by
BOT basis.
2) The fire water storage can be build in the existing bus terminal
and in a pump house with auto sprinkler also planned.
3) Individual building will be connected to the fire hydrant and the
fire fighting facility as per National Building Code and NFPAguidance will be designed and commissioned.
4) Exclusive refugee area in each shop to be created for the
speedy evacuation of the occupants by the fire team.

4. Facility for emergency handling and evocation.
1. The fire fighters will be available for handling any emergency by
24 X 7 basis and they can reach at any building using sky walker.
2. The building management system also to be introduce for better
monitoring of the fire team.
3. The centralized monitoring system will help to fight the fire
effectively and also evacaution.
4. The second tier sky walker exclusively used by fire fighters /
emergency response team for the purpose of fire fighting
emergency management and safe evacuation of public and the
occupants of the each shopping area.
5. Tracking system for all shoppers to be introduce so that they can
be tracked by the emergency team in case of any emergency
situation and they can be rescued without any difficulty.

5.Design Modification of existing shops:-It is absolutely necessary to go for design modification of the
existing shops without major structural changes and also guiding
them to change the interiors including storing of materials insidethe shop floor by team of experts to incorporate safe shopping
and emergency evocation.
Funding for the Scheme:-
i. The Government can collect entrance tax to the shoppers or
collecting sur-charge on sales tax by amending the
commercial tax act.
ii. The Government can promote special purpose vehicle for this
project with participation of all the stake holders and availing
long term infrastructure funding from financial institutions.
iii. The fire hydrant system , tracking and emergency handling can
be given to a private firm on build operate transfer basis.

CONCLUSION:-
This paper made sincere attempt to bring people
safety in Indias No.1 shopping hub T.Nagar by
plugging all the loop holes and by creating necessary
multiple infrastructure for ensuring safety and
admistering fool proof emergency evocation to
achieve the objective of zero accident .
