Project Content and Scale:

I. Project Content

The Shuangfeng County Urban Flood Control Project is divided into two Protection Zones, which takes the Ceshui River as a demarcation line, the Hexi flood control Protection Circle areas as 9.7km

2 with a urban population of 95,000, while the Hedong flood

control Protection Circle areas as 4.2km2

with urban population of 42,000. The flood control dike constructions outside and waterlogging draining inside will be adopted, that means dike, flood diversion and electrical drainage will be combined together for flood control. The measures are as follows:

i. Dike: newly built dikes of 9.81km.

i) Hexi Protection Circle: the dike starts from Youheng Bridge, passes Laoban Bridge, Xin Bridge, Chengbei Bridge, WanfutingMajor Bridge, Guipu Bridge, Baiyu Bridge, Litouzui Bridge, and ends at the Yuanyi Bridge, the total length of the dike is 4.83km.

ii) Hedong Protection Circle: the dike starts from Shentang, passes Heng Bridge, Chilli soy sauce Factory, Laoban Bridge, Xin Bridge, Chengbei Bridge. Wanfuting Bridge, Guipu Bridge, Baiyu Bridge, Zhengjia Dam, and ends at the Zhengjia Bridge, the total length of the dike is 4.98km.

ii. Gate: 12 newly built gates stands correspondingly (6:6) in both Hexi and Hedong Protection Circles, details in the Table 1-1.

iii. Waterlogging facilities: 2 newly built pump station with total installed capacity of 240kW. 1 newly built flood diversion channel with a length of 1.605km, and 2 newly- built flood diversion buried culvert with a length of 1.13km. Details in Table 1-2.

II. Construction Arrangement

i. Transportation Arrangement in Construction Area

The transportation of construction district to outside is very convenient due to 320 National Route, 314 and 210 Provincial Routes inside, the site transportation is connected with the roads by the roads along the river to form a go there and back transportation line, the newly built and repaired roads is totally 2.5 km long, the muddy stone surface with a width of 4m will reach the construction requirements of construction section having no roads.

ii. Construction Camp Arrangement

Two construction camps will be set correspondingly on the both sides banks in Shuangfeng County Urban Flood Control Project, the camp on left bank stands west of the construction area with the pile No. 1+800m which lies on the west bank of Ceshui River,

the total area is about . 0.487hm2,, this district stands between the planned roads of

Shuyuan Road and Tuotang Road; at present, the construction camp isn’t developed, and it is very far away form the residential area, it is over 100m away from the nearest one; the camp on right bank close to the construction area with the pile No. 2+400m which lies on

the place of 50m north of Yucai Street, the total area is about . 0.487hm2,the area is

located in suburb without residents, and it is 400m away from the nearest sensitive spot (Shuangfeng No.1 Middle School which lies on the right west face of the camp). The machine repairing and machine processing will not be taken into consideration of facilities layout in camp, the existed facilities shall be utilized for construction.

The Hexi Protection Zone construction camp of Shuangfeng County Urban Flood Control Project will be commenced at July of the first year, and dismantled at Jan. of the forth year; while the Hedong will be started at the Dec. of the second construction year, and dismantled at March of the fifth year.

iii. Construction Material Yards Arrangement

A. Soil material yard

The soil material yard of this project is located at the county farm garden about 2.0 km to the northwest; the total area of the yard is over 2.5km

2 with total reserves beyond 10

million m3. The soil material demand of this project will be 0. 2883 million m

3 with borrow

area of 7.51hm2.

The soil material mainly contains gravel clay and gault.

B. Sandstone material yard

The sandstone required by the project is a bout 122,700 m3, There are no sandstone

producer in near river valley of the urban area, so the required sandstone is mainly from buying from other places, such as the sand material suppliers in Xiangxiang Township in 45 km away.

C. Block stone material yard

The stone material required by the project is a bout 165,400 m3, most of the land

surface inf urban area is covered by Quaternary System earth layer without stone material producer. The block stone producer is located at Shanjaijing quarry 18km away from the southwest of the urban area, the area is over 3.0km

2. The block stone is hard with high

useful efficiency and good quality, its total reserves beyond 10 million m3, which can meet

the project requirement.

iv. Spoil Areas Arrangement

The total spoil materials amount of this project is about 165,300 m3, there are two selected

dumps, namely Hedong Spoil Area and Hexi Spoil Area, and the Hedong Spoil Area is located at the south of East Hesen Road in Hedong Protection Zone with an area of

4.47hm2,while the Hexi Spoil Area is located at the south side of Hesenzhong Road and

west side area of Chengzhong Road in Hexi Protection Zone with an area of 1.73hm2.

III. Construction Plan

i. Construction of Flood Control Dikes

A. The mechanical or manual mechanical construction will be adopted for the dike

project. The filling earth material shall be excavated by 1~2m3 width face shovel

excavator and loaded in 8~15t self loading and unloading truck for transportation,

the average hauling distance is 3.5km, then the earth shall be leveled by bulldozer,

and the same time, the rolling technology shall be defined according to experiments.

B. The material of cement laid stone masonry retaining wall shall be transported to the site, and to the construction section manually, the construction procedure is man excavation-man leveling-100mm C15 concrete bed course laying by man, then 0.5m3.movable concrete mixing and machine mixing cement mortar shall be filled by mean of sitting grouting with thickness of 80mm, the mortar shall be transported by double rubber tyre truck by man, and the rubble shall be built with grout, and each expansion shall be set at interval of 12m, the earth and stone cofferdam shall be built as a retaining wall.

C. The slope protection project shall be built after the earthwork filling has been stabilized, the face shall be leveled without other substances. The coarse gravel bed course of 100mm shall be evenly laid by man. The mortar used for grouting concrete precast block shall be mixed by 0.5 m

3 movable concrete mixer or mixing machines.

ii. Wave Wall Construction

The reinforcing steel bar concrete anti-wave wall shall be placed on the spot, the procedure will be: man form placing by use of 0.5m

3 movable concrete mixing or C20

concrete machine mixing, and transported by double rubber tyre truck with haul distance of 40m. The man concrete placing, man maintenance shall be adopted, the concrete shall well vibrated without honeycomb faces or cracks, meanwhile each expansion shall be set at interval of 12m

iii. Culvert Gate Construction

The earthwork excavation of new gate shall be excavated by ~2m3width face shovel

excavator, the earthwork shall be piled up nearby for backfilling, the base shall be laid a 80mm thick concrete bed course, then placed a layer of base concrete, the grouting rubble shall be used of culvert pipe base construction, and concrete shall be mixed mechanically, and it is man-placed with man-transported, at last vibrating spear shall be adopted for vibration The installation and form dismantling, watering and concrete maintenance shall be all conducted by man. The construction material for gate construction shall be conveyed trucks with load capacity of 15t, and precast culvert pile will be adopted, the haul distance is 4lkm, the 5t Jiefang crane shall be used for hoisting positioning, the sand , stone will be conveyed by self-load trucks, while motor trucks for the conveying of cement, steel bars and so on.

iv. Electrical Drainage Station Construction

The 1m3 width face shovel excavator shall be adopted for new pump station excavation,

and other procedures shall be conducted by man. The pump station engineering concrete shall be mixed by 0.5 m

3 movable concrete mixing or machine mixing, and transported by

double rubber tyre truck, and the concrete shall be placed on the spot. The construction material and equipments required by the construction shall be conveyed trucks, the equipments shall be installed by special or professional personnel. The reinforcing steel bar project in all projects shall be made by man on the spot, and man packing installation shall be adopted for this construction.

IV. Overall Construction Schedule Plan

The number labor man-hour for Shuangfeng Country Flood Control Project is 2.5283 million, and the labor number of construction peak time is 360 persons/d. The construction period of Hexi Protection Circle flood control project starts from Sep. of the first year and ends at Jan. of the forth year; while the construction period of Hedong Protection Circle flood control project starts from Dec. of the second year and ends at Mar. of the fifth year

The earthwork excavation intension for Shuangfeng County city flood control peak time operation is 180m

3/d, the earthwork filling intension is 250m

3/d with grouting block building

intension of 50m3/d.

V. Land Acquisition and Resettlement

i. Land Acquisition and House Demolition

The requisition and dismantling of Shuangfeng County Urban Flood Control Project will affect 9 villages of Hetang Residential Committee, Wenxing Residential Committee, hongqi Village, Hengtang Village, Maoping Village, Litou Village, Jingwan Village, Yuanxiao Village and Jingping Village in Yongfeng Town, the dismantling area will be 16014.1m

2. The occupied land areas as 362.3mu, which includes132.2mu of cultivated

lands, 72.3mu of paddy fields, 44.2mu of dry farm lands, 15.7 mu of vegetable lands, 1.9 mu of fish pond, 24.8 mu of agricultural housing pots, 1.5 mu residential use lands and 201.9 mu non-used lands.

ii. Resettlement Plan

The dismantling area in project construction will be 16014.1m2, and 139 households with

461 persons will be relocated. According to the separately distributing along the flood control dike, the resettlement residential area will not planned collectively, all the resettlement area shall be arranged at the good places with convenient transportation, power supply and good water resource conditions 50m away from the dike line according to the principle of back separately resettlement; the relocates can build their houses by use of the compensation fee, and the daylight and ventilating conditions shall be considered at new house building.

The cultivated land of 461 persons will be affected by the construction, according to the affected status of every village, the occupied land proportion takes a little part in total cultivated lands, and the occupied lands and production relocates are also very few, and the adjustment with compensation with the village will adopted for resettlement, the adjusted cultivated land within the village areas as 182.9mu for the resettlement of 461 persons.

iii. Special Facilities Plan

Except for the standard part compensation defined by the typical analysis, the special facilities shall be restored by the principle of restoring as original scale, standard and function; and the existed facilities will be improved, the local professional structure shall collect fund or add investment, make out a reasonable layout and conduct a uniform construction according to the local economic developing status and the principle of making a easy production and life.

Profile of Natural and Social Environment

Profile of Natural Environment (topography, landform, geology, climate, meteorology, hydrology, vegetation, biodiversity and so on);

I. Profile of Natural Environment

i. Geographical Location

Located at the central part of Hunan Province and the middle reaches of Ceshui River (first-grade branch of Lianshui River), Shuangfeng County covers a total area of 1715km

2.

Tongfeng Town, the location of county seat, lies in the central part of county and is the center of politics, economy, culture, technique and traffic of the whole county. It borders Shiniu Township on its east, Yintang on its south, Longtian Town on its west, and Zimen Town on its north. The Shuangfeng urban flood control project is located at the both banks of Ceshui River and Mishui River in Yongfeng Town, of which the protective reach of Ceshui River is 5.14km and that of Mishui River is 1.56km.

ii. Topography and Landform

Generally, the topography of east and west parts of Shuangfeng County is higher that than that of south and north parts, with the basin in the center. Yongfeng Town, the location of county seat, is the central basin with mountains and hills surrounding it. The topography of southwest is higher than that of northeast, with the altitude within 70~90m, and classified as the plain at Zimen, Shuangfeng. The foundation of embankment is located at the front edge of terrace I of Ceshui River. The topography is wide and flat, the terrace is about 200~600m wide and 72~74m high, which is higher than riverbed by 2~8m.

iii. Geology and Earthquake

This district is situated at the front arc and north wing of Qiyangshan structure of Neocathaysian structural system, and the dome and the brachyanticline are the main trace of arc structure in this district. The strata from Paleozoic Erathem to Cenozoic Erathem all expose in the district. Since Quaternary period, this district appears lifting movement, which is classified to be relatively stable massif. Based on China Zoning Map of Acceleration at the Seismic Peak and China Zoning Map of Characteristic Cycle of Seismic Response Spectrum GB18306-2001 with the scale of 1: 4,000,000, the acceleration at the seismic peak of this district is 0.05g, the characteristic cycle of seismic response spectrum is 0.35s, and the basic seismic intensity is Grade VII.

iv. Climate

Located at the subtropical monsoon humid climate region, Shuangfeng County is featured by moderate climate, four distinctive seasons, and concentrated precipitation. The statistics and analysis data of Shuangfeng County in 1957~2003 indicates that the average temperature is 22℃, the average frost-free period is 260 days, the average sunlight is 622 hours, the average precipitation is 1270mm, and the average wind speed is 2.2m/s.

v. Hydrology and Flooding

The project is located at the urban areas of Ceshui River and Mishui River. As the Grade I branch of Ceshui River and the Grade II branch of Lianshui River, Ceshui River merges into Ceshui River at Litouzu in Shuangfeng County. The trunk of Ceshui River is 69.0Km long, with the corresponding river area of 730Km

2 and the average gradient of 1.01‰. The

section of Ceshui River in the urban area of Shuangfeng County (Shentang ~ Litouzu) is 5.27Km long, with the average gradient of its riverbed of 1.06‰ and the altitude of riverbed’s center of 75.5m~72.0m. The widths of main chutes of river reach in urban area are: 70~60m from Shentang to Laoban Bridge, 60~50m from Laoban Bridge to New Bridge, 55~45m from New Bridge to Chengbei Bridge, and 50~90m from Chengbei Bridge to Zhengjia Bridge. The channels at the upper and lower reaches in urban area are wider than that at the central section.

The flood and waterlogging disaster in the urban area of county mainly come from Ceshui River and Mishui River. The flood of Ceshui River area is resulted from storms, with April ~August as the main flood period. The annually largest flood usually occur within May ~July, accounting for 76% of data, while that in May, June, and July accounts for 30%, 35% and 11% respectively. The actually measured flow is 1680 m

3/s (on June, 17, 1982).

As Ceshui River is classified to be mountainous river, its flood usually rise and fall

suddenly and sharply, with the period of 2~3d generally. The recorded historical floods

occurred in 1858, 1912, 1931, 1949, 1954 and 1955.

vi. Soil

Classified to be hilly land terrain, the soil of Shuangfeng County lies on tuff and sandstone with various species and scattered distribution. As it is situated at the red soil transitional zone in subtropics, the soils are mainly red soil, which is suitable for farm crops and fruit trees, especially for tea. The soils in the whole county are classified into 9 soil groups as paddy soil, red soil, fluvo-aquic soil, black limestone soil, red limestone soil, firewood color soil, vegetable garden soil, yellow soil and yellow-brown soil, 19 subgroups, 60 soil genera and 148 soil local types.

vii. Biological Resources

Located in the evergreen broad-leaved forest region in north edge of subtropics, Shuangfeng County enjoys moderate climate and sufficient precipitation, which is suitable for vegetation’s growth. With rich biological resources, the vegetation resources such as evergreen broad-leaved and needle arbor amount to 977 species. The evergreen broad-leaved forest is the main vegetation at the hilly terrain with the altitude below 400m, and the artificial vegetation includes honeysuckle flower, fir, pine, and bamboo. The subbase of forest mainly contains white oak, Zhimu, bicolor lespedeza and fern. The urban area is rich in cultivated plant, the green belt has amount to 593.18hm

2, with the

afforestation coverage of 36.2% and the green belt ratio of 31.4%. Due to human activities, there is rare wild animal in urban area. The main terrestrial vertebrates are poultry and rodent, and the familiar fish includes 30 species, such as black fish, grass fish, chub, carp and bighead.

viii. Current Status of Water and Soil Conservancy

The area of water and soil loss in Shuangfeng County amounts to 665.3km2, accounting

for 38.8% of total area of the county. Among them, the minor loss is 260.5km3, the medium

loss is 284.5km2 and the severe loss is 120.3km

2, accounting for 39.2%, 42.8% and 18.0%

of total loss area respectively. About 2.526 million tons of surface soil will be lost annually, with the average erosion module of 3797T/ km

2.α. The surface erosion is the main form of water and soil loss, followed by ditch erosion, collapsing hill, landslide and other forms. The distribution features are: the flatland in central part is classified to be surface erosion area, the industrial and mining enterprises area in the hilly terrain in the north is classified to be surface erosion area of water and soil loss, and the southeast and northeast belong to minor surface erosion area.

Profile of Social Environment (socioeconomic structure, education, culture, relics protection, etc.):

i. Demographic Profile

According to the statistics at the end of 2004, the total registered population in the county was 0.88 million, including 0.78 million agricultural population and 0.1 million non-agricultural population. The population birthrate of the county was 12.3‰, the population death rate was 5.5‰, and the population natural growth rate was 6.8‰. By the end of 2004, the population of the older of 60 years’ old or above was 0.13 million, accounting for 14.8 of total population in the county.

ii. Economic Profile

4.637 billion, up by 10.6% calculated on the comparative price, or 4.3 % higher than that in last year, and hence became the year in 7 years with the fastest growth. Of them, the added value from the primary industry was CNY 2 billion, up by 9.6%, that from the secondary industry was CNY 1.335 billion, up by 10.7%, and that from the tertiary industry was CNY 1.302 billion, up by 11.7%. The proportion of three industries was 43.1:28.8:28.1. Based on permanent population, the GDP per capita was CNY 5565.

iii. Human Health

There are 25 medical care institutions of various kinds in Shuangfeng County, including 6 hospitals, 1 sickness prevention and control institution, 1 women and children health care institution, 1 healthy monitoring institution, and 16 town(ship) health center. The proportion of the villages with the medical care spots in the total villages amounted to 100%. The proposed immunity achieved the obvious effect. The ratio of issue of card and certificate for immunity in the county was 100%, that of BCG vaccination was 100%, and the ratios of vaccination of rotula, Feibaipo, hepatitis B bacterin were 97.5%.The construction of public infrastructures has great achievement, and the comprehensive laboratory building of county sickness control center, the comprehensive building at infectious diseases area of county people’s hospital and Hongshan Central health center were built.

iv. Relics, Cultural and Recreational Sites

There are no important relics, cultural and recreational sites in the areas affected by Shuangfeng urban flood control project.

v. Urban Water Supply Facilities

The water intake of Shuangfeng Tap Water Company is located at the right bank of Mishui River, and close to the Stake No.: 3+800m in Hexi Protective Zone. The daily water supply volume of this water intake was designed to be 40, 000 t/d, and the actual water supply volume reached the designed value. The areas to be supplied with water include the urban areas of county seat and the village groups around, with the water supply area of 8km

2 and the main delivery tube of 40km in total length.

I. Current Water Environmental Quality

i. Water Quality Profile of River Reach

The urban water catchment of Shuangfeng County is located at the Jiangdong Pond of Mishui River, and the site 2.5km away from the water catchment is the first class protective area of concentrated domestic water surface water source and executes Environmental

Quality Standard of Surface Water GradeⅡ Standard. Shuangfeng County Environmental

Monitoring Station sets a monitoring section at the site 100m away from the upper streams of the water catchment of the Waterworks. For the main monitoring indices and results, please see Table 3-1.

In the urban area of Shuangfeng County, the main industrial and domestic pollution sources inlcude Fenghua Industrial Co., Ltd., Changqing Protein Casing Factory, People’s Hospital, Hospital of TCM, Shuangfeng Hotel and Metallurgy Machinery Co., Ltd., of which, Changqing Protein Casing Factory was shut down and cannot emit pollutants at present. The discharge of pollutants from the other pollution sources is shown in Table 3-2.

II. Current Atmospheric Environmental Quality

In line with the functional zoning principles of Functional Zoning Principles and Technical Method for Areal Environmental Quality Functional Areas of PRC, in the urban area, except Caihesen Square Crossing belongs to the township traffic hinge trunk and

executes the Class3 standard of Ambient Air Quality Standard GB3095-1996 , the other

places all execute Class2 standard. Shuangfeng County Environmental Monitoring Station conducted the air quality monitoring in County Environmental Monitoring Station, Caihesen Square Crossing and Old Cadres Bureau of Yongfeng Town. For the air monitoring results of the overall town, please see Table 3-3.

As seen from the above table, the equivalent sound levels of the routine sound monitoring sites in the urban area of Shuangfeng County mostly exceed the standard value, and the traffic sound is the main cause resulting in over-standard sound in monitoring sites.

IV. Original Pollution and Main Environmental Problems Related to the Project

i. Major Industrial Pollution Sources

It’s known from the investigation that the industrial pollution in Shuangfeng County mainly

sources from Fenghua Industrial Co., Ltd. And Metallurgy Machinery Co., Ltd., both of

which mainly emit sound and soot, basically no sewage.

ii. Major Domestic Pollution Sources

It’s known from the investigation that there are concentrated pollution sources with big sewage discharge per year in Shuangfeng Urban Ceshui River reach including People’s Hospital, Hospital of TCM and Shuangfeng Hotel, which have the sewage emitted to Ceshui River. In addition, the most of the domestic sewage for the urban residents is directly emitted into Ceshui and Mishui River, thus resulting in certain pollution on the two rivers. The main pollution genes in the domestic sewage in the urban area are total nitrogen, total phosphorus, COD, BOD5 and Faecal coliform group.

iii. Major Environmental Problems

A. Pollution on water quality of Ceshui and Mishui River by city sewage discharge

The urban sewage in Shuangfeng County is mainly domestic sewage, due to no sewage treatment plant in the urban area, the urban sewage is directly emitted into the downstream of Ceshui and Mishui River without complete treatment, therefore, it is the direct factor to result in the water quality problem of Ceshui and Mishui River Urban Section. Owing to the impact by the emitted domestic sewage, the Ammonia and Nitrogen, hypermanganate and five-daybiochemical oxygen demand indices occasionally at the section of Mishui Waterworks are occasionally over standard. The water quality in the river reaches nearby the urban area has been polluted to an extent.

B. Urban garbage problems

At the two banks of the Chengzhong River in the urban area and partial Ceshui River reaches, there are a lot of garbage stockpiling there. The residents, units and industrial and commercial enterprises at the two banks dump domestic and construction garbage randomly, which affect water flowing from the riverway and the beauty of the urban area; in addition, in flood season, the garbage is washed into Ceshui River to affect the water quality of Ceshui River.

C. Flood disasters

The urban area of Shuangfeng County is located at the two banks of Ceshui and Mishui Rivers, however, the Ceshui and Mishui River Urban Section, currently, has no any flood control works with riverway flood control capability lower than 10-year-occurrence. Once it meets with the downfall, the lowlands at the two banks of Mishui and Ceshui River Urban Section shall suffer the attack of flood. Especially in the recent years, the annual rainfall was quite abundant, the urban area almost has suffered the flood disaster each year. The domestic sewage and the industrial sewage and waste water emitted from the urban are directly drained into Ceshui River by the Chengzhong River in River West and the Chengdong River in River East, once it rains in flood season each year, the water level of Ceshui River is high, the rainwater, sewage and waste water in the urban cannot be drained into the river, therefore resulting in the urban area in River East and West

waterlogged and bringing great difficulty for the residents’ production and domestic.

Main environmental protection objectives (list name and protection level):

i. Environmental Protection Objectives

A. Water environment: requiring the waters of various affected river reaches to maintain their original environmental functions.

B. Atmospheric environment: requiring that the atmospheric environment within the assessment scope is not polluted because of the project construction and that the air quality meets class 2 assessment criteria of Ambient Air Quality Standard (GB3095-96).

C. Sound environment: The protection subjects are inhabitants and construction workers in the project affected area, requiring that the sound environmental quality meets class 1 criteria of Ambient Noise Standard in Urban Areas (GB3096-93).

D. Ecological environment: requiring to minimize the destruction on vegetation caused by immigration resettlement area, construction area, newly-built construction hauling road, borrow pits, and spoil pits, requiring to restore as soon as possible the destroyed vegetation and to adopt measures for compensating or mitigating the impact on aquatic ecological environment of reservoir area and dam during the project construction and operation phases, requiring to reduce as much as possible the destruction degree on ecological environment of the project area and peripheral areas caused by this engineering construction.

E. Objectives of Social Environmental Protection: ensure the resettlement funds timely prepared and the domestic standard of the resettlers not worse than that before relocation.

Project Analysis

Construction Period of Project

I. Construction Process

The environment will be affected by Shuangfeng urban flood control project mainly in the construction period. Such construction activities as foundation excavation, transportation by vehicle, land occupied by structures, and waste slag will affect the environment. The construction process is as follows:

i) Flood Embankments: Earth excavation —— soil transportation —— filling of flood embankment —— mortar rubble protection slope —— sodding protection

ii) Wave Walls: Form erection by workers —— concrete mix —— concrete transportation —— concrete placement —— concrete curing.

II. Main Pollution Process

The process of main pollutions during the construction of Shuangfeng urban flood control project is given below:

i) The foundation earth excavation for flood embankments, electric drainage stations, sluices, and pump stations, the earth excavation at borrow area, the waste stockpile at spoil site, and the construction of body of flood embankment will generate such unfavorable impacts on environment as the noise, dust, dust emission, tail gas of fuel, leakage of oil stain and loss of water and soil.

ii) The exploitation, rinsing and screening of sandy gravel, the precasting of concrete for protection slope of flood embankment, the concrete placement in wave walls, sluices and pump stations, and the curing will generate the noise, dust and wastewater.

iii) Such construction processes as the exploitation of borrow area, the waste deposit at spoil site, the waste and material, and the transportation of building materials will generate the noise, dust, dust emission, and water and soil loss.

iv) The domestic garbage, sewage and hidden danger to human healthy will be generated in the temporary residential area of construction personnel in construction period.

Resettlement Process

A total of 362.3mu permanent land will be occupied by Shuangfeng urban flood control project, including 72.3mu of paddy field, 44.2mu dryland, 15.7mu vegetable plot, 1.9mu of fish pond, 24.8mu of rural hosing plot, 1.5mu of residential land, and 201.9mu of flood land. A total of 9 villages, namely Hetang Residential Committee, Wenxing Residential Committee, Hongqi Village, Hengtang Village, Maoping Village, Litou Village, Jingwan Village, Yuanxiao Village and Jingping Village in Yongfeng Town. Additionally, 461 persons form 139 households will be relocated, who need houses of 16014.1m

2. No concentrated

resettlement sites will be proposed for resettlement, the affected persons will be resettled in their existing village. 461 persons will be relocated by economic rehabilitation and adjusting farmland in the village groups. Since many people will be affected by the

Shuangfeng urban flood control project and large area of houses shall be demolished, so the house construction and economic rehabilitation will bring inconvenience to the relocatees and the influence to production and livelihood of relocatees.

Operating Period of Project

During operating period of Shuangfeng urban flood control project, such works as embankments, sluices and pump stations will not pollute the environment, but make favorable effect to improve the current scattered sewage drainage along urban riverside, and the partial scattered sewage drainage outlet will be changed into concentrated drainage outlet. Meanwhile, the operation of sluices can drain the water pollutant in urban area to Ceshui River in time.

Furthermore, Shuangfeng urban flood control project will greatly improve the flood control standard and the waterlogging harness standard in the seat of Shuangfeng County. It is proposed that the urban flood control standard will be improved from less than 1-in-ten-year occurrence to 1-in-20-year occurrence, and the waterlogging harness standard is that the 1-in-ten-year occurrence storm for 24 hours will be drained out in 24 hours during the gate close period. After completion of this project, the flood risk to Shuangfeng County will be greatly eased, and the property loss due to flood will be reduced, and consequently ensure a peaceful and content livelihood and career to the residents.

Environmental Impact Analysis

Environmental Impact Analysis during Construction Phase:

i. Impact on Water Quality by Construction Wastewater Discharge

The project construction wastewater mainly refers to that from sand and stone washing, that from concrete prefabrication and curing in the precast yard, and that from vehicle and mechanical equipment washing.

The finished products from Xiangxiang could be purchased for required sand and stones of the project, wastewater containing oil produced in the sand and stone washing process would be treated by the sand and stone manufacturers, accordingly, water quality of river reach within the construction area will not be impacted by wastewater from sand and stone washing. The water quality of the river reach within the construction area will not be impacted by wastewater from sand and stone washing.

Regarding the project, the concrete and reinforced concrete are 31100 m3, main pollutants

produced from concrete mixing and curing process are suspended solids and alkalescent water, generally, SS concentration of wastewater is about 2000mg/L, and pH is 11~12. Calculate based on that 1m

3 concrete curing will produce 1m

3 wastewater, concrete

wastewater of 1100 m3 will be produced during the construction period totally, about

50m3/s on average. After wastewater from concrete curing is discharged, SS

concentration of local river reaches will rise and pH value will rise too, thus, contaminated zone alongshore near the sewage discharge mouth would be formed. The concrete curing wastewater is produced during the concrete curing process, with considerably scattered distribution. Restricted by wastewater production characteristics, the concentrated concrete wastewater treatment is difficult, thus, the project management shall be reinforced, try to reduce amount of wastewater from concrete curing.

There are 60 fuel construction machines in the project totally, compared with similar projects, calculate based on that each kind of machinery will produce 0.8m

3 of wastewater

daily, then, machinery washing wastewater is 48.0m3 daily, and content of petroleum in the

wastewater is about 40mg/L. After oil-containing wastewater flows into rivers, it will form a layer of oil film on the water surface, arrest re-oxygen process of water body, affect sense character of water body, or even damage aquatic lives, and impact water quality and aquatic lives reversely in a certain degree. Accordingly, the construction machinery shall be equipped with concentrated overhaul sites, carry out the oil-insulation treatment to oil-containing wastewater, and ensure that it is discharged after reaching standards.

ii. Impact on Water Quality of Water Catchment of Shuangfeng County Waterworks

The water catchment of Shuangfeng County Waterworks is situated at the upper reaches of Mishui River in the urban area of Shuangfeng County, near Hexi protection area stake number 3+800m of the project. The designed water catchment capacity of the waterworks is 40000t/d, and the water supply area is the urban area and adjacent villages and groups. The intake nozzle of the intake pump room is embedded in the river bottom, with a distance between the banks of about 50m. During construction process of the flood control embankment, embankment line stripping, earth material filling, concrete prefabrication, and other construction processes will produce loss of water and soil or discharge construction wastewater, with the main pollutants of mud and sand and suspended solids, and they will be discharged at the bank generally. Restricted by the construction characteristics, the feasibility to treat SS produced in the foundation stripping process is considerably small, while earth material filling, concrete prefabrication, and other processes could be mitigated by conservation of water and soil and wastewater harnessing measures. Accordingly, embankment line stripping is the main working procedure polluting water quality of water catchment of Shuangfeng County Waterworks. As the water catchment of Shuangfeng County Waterworks is situated at Mishui River, close to the end of Hexi flood control area basically, the length of river reach of the upper reaches which shall be built with flood control embankment is about 1km, while, as the

embankment line stripping is conducted along river banks, it is distributed scatteredly, the intensity of pollutant source produced from the embankment line stripping is considerably small, and SS output is considerably small as well.

Zhengjia dam is at 500m place at lower reaches of the water intake of Shuangfeng County Waterworks, with a height of about 3m. The obstructed river water would slow down flow velocity of water body, accordingly, the dam will impact the self purification capacity of water quality of riverway of Mishui River in a certain degree. Compared with natural rivers, after pollutants are discharged into Mishui River, the contaminated zone produced by it is considerably wide and short. Accordingly, water quality of water catchment of the Waterworks will be impacted probably. While, as the suspended solid removal is comparatively simple in tap water processing technique, the suspended solid concentration of effluent water could be effectively reduced by prolonging sedimentation time and adding flocculant.

iii. Impact on Air Quality by Construction

Impact of project construction on the environment are mainly produced in the following processes: exploitation of soil and stone material yard, production process of the construction camp, and conveyance of soil and stone, concrete aggregate, and concrete.

i) Impact of soil and stone material yard exploitation on surrounding air quality

Regarding the project, soil of 0.2883 million m3 and block stone of 0.1654 million m

3 are

required totally. The soil material yard is located in the County Gardening Yard in Chengxi, and the block stone yard is located in Shanjiajin at the place of 18km in the southwest part of the county.

During construction of soil and stones, if the measures of conservation of water and soil can not keep up with it, and surface dust will be raised in dry and gale weather, and it will also largely impact air quality of the leeward area. The soil material yard and stone material yard of the project are all located in the suburb, few residents are distributed in the area around it, and it is also way from the material yard construction area, accordingly, the exploitation of soil and stone has considerably small impact on the residents around.

ii) Impact of construction camp construction on surrounding air quality

The construction camp is mainly responsible for concrete mixing, if sealing measures do not reach the designated aim during concrete mixing, partial particles will raising during cement adding process, thus, it will reversely impact the ambient air quality. As no residents are distributed in the area around the construction camp, construction will not bring adverse impact on air quality of residential areas around.

iii) Impact of conveyance of soil and stone, concrete aggregate, and concrete on surrounding air quality

The conveyance of soil and stone, concrete aggregate, and concrete shall pass the urban area, in normal conditions, they will be sealed and covered during the transportation, while, if sealing measures are not tight, partial materials will fall onto the ground during transportation, and dust will be raised once vehicles pass there. In addition, as trucks with high power are selected to convey materials required for the project, fuel motors will discharge a lot of tail gas, if overload happens during conveyance, the pollution due to tail gas will be more serious. Compared to construction situations of similar projects, dust pollution will diffuse along both sides of roads generally, when the distance between the subgrade and the ground is less than 3m, the max. dust appears at both sides of the road. With increased distance away from the roadside, the concentration will decrease gradually and tend towards the background value, in general conditions, the affected area is within 30m at both sides of the roadside. The main pollutants of tail gas from fuel of construction vehicles are NO2 and CO. The tail gas discharge belongs to line source and surface source one, the discharge capacity of its pollutants is comparatively low, the overall impact of tail gas discharge on the local air environment is considerably small. When conveyance vehicles pass partial road sections in the urban area, as there are numerous residential

areas on both sides of roads of the urban area, the discharge of fuel tail gas will impact residents and units nearby in a certain degree.

There are a lot of vehicles for transportation in the construction camp, dust arising from vehicle traveling and discharged fuel tail gas will impact the ambient environment in a certain degree. As the construction camp is selected in the suburb, construction camps on the left and right bank are far away from residential areas and sensitive spots. Accordingly, dust from the construction camp and vehicle tail gas will have considerably small impact on residential areas and sensitive spots, and establishment and removal of construction camp will also have a considerably small impact on air quality of residential areas and sensitive spots.

The pollution of dust, tail gas, and local atmospheric environment will be largely impacted by the climate. Shuangfeng County belongs to the subtropical monsoon climate, the wind direction is of obvious seasonality. During summer and winter, the prevalent wind direction is north wind and northwest wind, and in spring and summer, it is the southeast wind. In the project area, changes of wind direction of small range obey the prevalent wind direction of the district. Based on the overall construction arrangement, the conveyance lines and flood control project construction sites are distributed along river banks of Ceshui River, and the main construction period is concentrated in autumn and winter. The main urban area of Shuangfeng County is located on the north bank of Ceshui River, namely, the upper drift, accordingly, the project construction has considerably small impact on Hexin protective area, and large impact on Hedong protective area. Shuangfeng No. 1 Middle School and Yongfeng Erwan Primary School are all located in the leeward direction, and the distance between these two schools and the construction embankment line is about 30m, and these two sensitive spots are all located in the side of the important communication lines currently. When vehicles to convey materials of the flood control project pass the sensitive spots, dust and tail gas arising from transportation will impact the air quality further.

iv. Impact on Sound Environment by Construction

Few residents are distributed near the soil and stone material yard and the construction camp of the project, accordingly, the impact of the project construction on the environment is comparatively small. When conveying construction materials of the project and constructing the flood control project, the above phenomena will be impacted in a certain degree owing to close to the residential areas and sensitive spots in the urban area.

Noise produced by vehicle transportation belongs to the line source one, and noise from the machinery construction belongs to the point source. As the flood control project is conducted along Ceshui River and Mishui River, only construction of river reach near the sensitive spots will impact the sound environment sensitive spots. With completion of construction of the flood control project in the section, the impact on the sound environment will become zero. Accordingly, the impact period of noises is comparatively short.

Based on the project scale and construction strength during the construction peak, the synthetical sound level of noise from the construction site is about 80dB (A) generally. Without regard to landform, barrier, plant sound absorption, and other additive attenuations, the impact of construction noises on sound environment of the residential area could be predicted by the distance decline mode of point sound source in the free sound field. Based on the site investigation, residential areas are concentrated near both banks of Ceshui River in the urban area of Shuangfeng County, with a distance between the construction site of 10~30m more or less, and bounding walls of sound environment sensitive spots, such as, Shuangfeng No.1 Middle School and Yongfeng Erwan Primary School are located at the bank of Ceshui River basically, and the distance between the classroom and the construction line is about 50m. The noise value is 64.4dB(A), 60.0dB(A), 54.0dB(A), 50.5dB(A), and 48.0dB(A) at the place of 30m, 50m, 100m, 150m, and 200m respectively. The normal monitoring data show that, the noise monitoring value of Shuangfeng No.1 Middle School and Yongfeng Erwan Primary School is 70.8dB(A) and 58.1dB(A) respectively, see table 6.1 for details of noise predication value of sensitive

The construction noise will impact acoustic environment of residential areas and units along Ceshui River in a certain degree, while the added value of noises is comparatively small, and main factors of overlimit predicted value of sensitive spots are that the noise background value of sensitive spots is considerably high, especially the noise background value of Shuangfeng No.1 Middle School reaches 70.8dB.

v. Impact of Solid Waste on Environment

The solid waste during the construction period mainly includes construction slag and domestic rubbishes, construction slag rises from temporary piling of excavated foundation earthworks, and main part of slag is mud and sand and stone. Regarding the project, the slag is 0.1653 million m

3, and construction slag will occupy the land of 62000 m

2 totally. If

measures of conservation of water and soil are not powerful when throwing slag, serious loss of water and soil will occur. Therefore, spoil area must be protected. Try to combine engineering and plant measures to effectively control loss of water and soil of the spoil area, and prevent polluting the environment.

Domestic rubbish for construction area is relatively fewer. Average construction workers in the period of construction per day are 360 persons or so. Calculating at 1.0kg of rubbish produced per capita, average produced rubbish is 360kg. If the domestic rubbishes are piled freely, not only scenery and air are affected, at some climate condition, but also the mosquitoes, flies and rats will reproduce much in quantity, accordingly, various infectious diseases will transmit among the construction personnel. In order to prevent environment being polluted by domestic rubbishes, domestic rubbishes shall be piled concentratedly, cleared and conveyed by special persons periodically. In addition, domestic rubbishes shall be embedded, and it is forbidden to throw rubbishes randomly, for it will pollute the environment.

The main reasons of loss of water and soil of Shuangfeng County Urban Flood Control Project is excavation of main works foundation, land leveling of construction site, excavation of soil in the material yard, slag piling in the spoil area, and other construction activities. Generally, the loss of water and soil is comparatively serious at the beginning of construction, with progress of the project construction, implementation of slope protection, vegetation restoration, sodding afforestation measures, the loss of water and soil could be controlled and stabilized at a lower level.

The area with loss of water and soil due to project construction includes: main works area, soil material yard, and temporary construction site, spoil area, etc. The area of newly-increase loss of water and soil is 45.03hm

2, with a total amount of 36362t probably.

vii. Impact of Land Acquisition and Demolition of the Project

The land occupation of Shuangfeng County Urban Flood Control Project will impact Hetang Residential Committee of Yongfeng Town, Wenxin Residential Committee, Hongqi Village, Hengtang Village, Maoping Village, Litou Village, Jingwan Village, Yuanxiao Village, and Jingping Village. The cultivated land acquisition of the project will impact seven villages and groups, the cultivated land per capita is 0.72 mu, after project land acquisition, the cultivated land per capita is 0.63 mu, decreased by 0.09 mu per capita, and the land holding proportion is 11.9%. After project land acquisition, the cultivated land per capita of all affected villages and groups is above 0.5 mu, Yuanxiao Village and Hengtang Village occupy the most part, with a cultivated land per capita of 0.77 mu. Accordingly, the impact of land occupation of the project on cultivated land per capita is comparatively small.

As the area of cultivated land per capita in the project land occupation area is considerably large, the cultivated land resources are abundant, during the economic rehabilitation, it is planned to carry out the resettlement of readjustment of cultivated land within the village, and 461 relocatees need resettlement. Accordingly, after resettlement, the production mode is the same as that before resettlement, and lives will not change largely, it is easily to carry out the production development.

The resettlement in their existing village will be taken for relocatees, 461 relocatees need resettlement. After they are completely scattered, they will be resettled to the place over 50m from the embankment line, with convenient traffic, convenient power supply, and good water resources. In addition, they will build new houses with compensation funds, and lighting, ventilation, and environmental hygiene shall be taken into consideration.

viii. Impact on Vegetation by Project Implementation

The embankments and dams, counterpart projects, earth borrow yards, spoil areas, and other areas in Shuangfeng County Urban Flood Control Project will occupy some land. Based on the investigation data of current state of vegetation in the affected area, the top plant on the cultivated land in the project-affected area is the economic crop generally, and general group plant on the wasteland is celery wormwood, and shrubbery is the low firewood forest. No original vegetation in the project affected area, and no rare plants. As for the whole area, the impact of the project construction on the local vegetation is comparatively small. The forestry is temporarily occupied during the project construction period, as the project-affected area is featured by rich rainwater, suitable climate, and good soil quality, it is suitable for plant growth. After completion of the project, the vegetation on the temporary land occupation could be restored in a certain degree by manual vegetation covering measures. Compared with the similar hydraulic works, by means of manual vegetation measures, recovery of vegetation on temporarily occupied land normally takes three to five years. The original appearance of the forestry vegetation could be restored about 10 years. In addition, the implementation of the project could protect the urban ecological environment largely, prevent various vegetations in the protective area being attacked by flood, therefore, it will play an active role in restoration of the vegetation in the area.

ix. Impact on Human Health by Construction

With mobilization of construction workers into the construction area, they will bring hidden troubles to the original living environment and human health. On the one hand, with mobilization of construction workers into the construction area, the population density and fluidness will increase, accordingly, the ratio of disease prevalence will increase too. On the other hand, as construction workers live in the temporary living quarters or residential area near the construction area, domestic services and facilities as well as hygiene and disease control measures of the construction area are hard to keep up with temporarily, in addition, due to large labor strength of construction workers, their immunity from disease will decline, if they do not pay attention to diet and living environment hygiene, infectious diseases will happen and prevail easily.

Environmental Impact Analysis during Operation Phase

i. Impact on Urban Water Quality

The 20-year-occurrence standard is adopted for the flood control standards of Shuangfeng County Urban Flood Control Project. After the project is completed, ability of flood control and waterlogging drainage of Shuangfeng County will be reinforced so as to avoid inundated flood in the urban area resulting in destroyed urban environment and deteriorated water quality, therefore, it will do good to improvement of water quality in and out of the urban area. Regarding the internal river water body within the urban area, the implementation of waterlogging drainage project makes rainwater, sewage, and waterlogging in the urban area drained into Ceshui River by electric drainage stations and sluices of all drainage areas, reduces accumulated contamination in the water body of the internal river, as well as avoids polluted water body of the internal river due to obstructed discharge of contaminations. Therefore, the implementation of the flood control project will give positive effect to water quality of the water body in the urban area.

ii. Impact on Social Economy

After implementation of the flood control project, it could effectively resist flood attack to the city, avoid or largely mitigate large economic loss due to flood, and lighten the heavy economic burden arising from input of manpower, materials, and financial resources for flood control and disaster relief. Therefore, it will do good to sustainable development of urban economic construction, improve the investment environment, so as to create a superior condition for economic development of Shuangfeng County and a stable society.

iii. Impact on Urban Construction

After implementation of the flood control project, the urban flood control project will plan the rivershore embankments unifiedly, fully consider construction demand of the rivershore scenic belt. Together with forestry, grasses, and other scenic measures, the rivershore appearance will take on an entirely new look, and it will be propitious to urban development and construction. With the progress of the flood control project, traffic conditions and other infrastructures of the north part of the urban area shall keep up with it correspondingly, thus, it will accelerate development of the north part of the urban area.

iv. Impact on Human Health by Project Implementation

The inundant flood seriously pollutes the city, result in prevalent disease, as well as threaten person health of residents badly. After implementation of Shuangfeng County Urban Flood Control Project, the urban flood control capacity would be improved, it will also avoid or lighten pollution by flood disasters, as well as protect the ecological environment of the city and guarantee health of residents. Meanwhile, the establishment of the flood control project could eliminate the psychological burden of urban residents during the flood season, as well as create a peaceful and satisfactory production and living environment, which is beneficial to physical and mental health of residents.

Environmental Protection Measures

I Water Environmental Protection Measure

i. Design Standard

The waste water produced by this project is mainly from construction sewage and temporary domestic wastewater. The main pollutant in construction sewage is SS, and that of the domestic wastewater is BOD5 and COD. The discharge thickness control index is as follows:

i) Contruction sewage: In keep with the first level control standard prescribed by Comprehensive Effluent Standard for Sewage (GB 8978-1996), the discharge thickness of SS shall be controlled below 70mg/L, and that of petroleum-like products shall be below 5mg/L, but it is forbidden to discharge in the first level water source.

ii) Domestic sewage: The main pollutants in the domestic sewage are BOD5 and COD, whose discharge thickness shall be controlled below 20mg/L and 100mg/L respectively and are forbidden in the first level water source in the protected zone in keeping with the Comprehensive Effluent Standard for Sewage (GB 8978-1996).

ii. Disposal of Production Waste Water

i) Wastewater sources and its components

The production waste water is mainly from concrete mixing, concrete curing, and waste discharge with oil from machines since where there are no machine repairing plants and the waste can not be collectively disposed. The main pollutant caused by concrete mixing and concrete curing sewage is SS, whose thickness is approximately 2000mg/L.

ii) Disposal technology and facilities arrangement

During the construction period, this project will establish two construction sites where sewage from concrete mixing is produced. Concrete curing is relatively dispersedly laid along the dike lines.

A. The two construction sites of this project are located near the urban area where there are drainage facilities that work well, therefore, the sewage from concrete mixing can be discharged into underground pipework after precipitation treatment and can not be directly drained into side water. The precipitation process shall be at least 2 hours and two rectangle-structured settling tanks shall be used for a daily sewage volume of about 100m

3/d, 5×3×2m( length×width×height). The tanks shall be used

alternatively. When one tank is full, use the other. After precipitation, the clean water on the top will be discharged into the pipework nearby, and the predicated sludge will be delivered by dredging pumps to sludge fields and cleaned by excavators if dried and delivered to the waste piles.

B. Since the concrete curing places are dispersed and thus the waste water is difficult to dispose, management approaches shall be adopted, including controlling the water volume and curing times to reduce the water that flows outward to the minimum as required.

iii. Disposal of Domestic Wastewater

i) Wastewater sources and its components

Domestic sewage produced in this project is mainly from daily washing and soil. Two living places are established for the project, and the people at construction peak that lives in the temporary residential places will reach 360, which will produce 43.2m

3/d at most. The

main pollutants are COD and BOD5.

ii) Disposal technology and facilities arrangement

The domestic sewage will be treated with septic tanks for a sewage ration of 120L/d, with a design population of 180 persons. The treatment process lasts 12hours, and the sludge will be excavated once every ninety days. The septic tanks shall be built with bricks for both waste water and soil, with earth covered at the tank top for the consideration of ground water. According to the parameters above, the selected volume of the standarded septic tanks is numbered 5, whose effective capacity is 12m

3, and the type is 5-12A11 with

a dimension of 6.81m×2.88m. The septic tanks are to be built near the temporary residential places, one in each construction site.

The treated clean water on the top shall be drained to the underground pipes and the sludge on the bottom is to be manually excavated and delivered to the field as fertilizer.

II Preventing and Controlling Measures for Air Pollution:

i) Design Standard

The air quality in the project area will adopt the Class II standards specified in Quality Standards for Environmental Atmosphere (GB3095-1996), and the exhaust air release will adopt the Class II standards specified in Comprehensive Effluent Standards for Atmospheric Pollutants (GB 16297-1996).

ii) Prevention Measures

According to the characteristics of the air pollution in Shuangfeng during the flood control project and the main air pollutants are dust, dirt and engine exhaust gas, the prevention approaches are made as the table below.

Concrete mixing and dust prevention

Concrete shall be delivered with canning cementing truck and sent directly by delivery pumps to concrete mixers.

Dike Construction along banks

The constructed dike shall be immediately compacted and cured to prevent dust. When it is dry, more water shall be used more frequently. The dike slope shall also be watered.

The dike sections that are located at the densely populated area shall be fenced out with a supported fiber cloth to avoid pollution to the residents.

Concrete mixing station

Canning cementing trucks and exclusive cement deliver pumps shall be used in delivering the cement to concrete mixers, and more dust preventing measures shall be adopted. Watering shall be adopted regularly. When it is dry, more water shall be used more frequently to protect the works and other personnel from air pollution.

Road dust prevention

The roads in the construction area shall be hardened and regularly cured, cleaned and watered to control the dust volume.

One watering cart and four operators shall be arranged to water 4-6times every day at regular time, and more times when it is dry or in very high temperature and none if it rains. The road sections to be watered are those paved with earth and rock, or delivery lines for construction materials and spoils. The water shall be pumped from the river in the construction area and sprinkled by 1.5L/m

Trucks delivering cement, lime, rubbish and spoil shall be covered to avoid dusting.

Domestic fuels exhaust control

The temporary residential area and administrative area are laid near the road trunks of the urban area, therefore canning liquefied gas or electrical appliances are preferable for air protection.

Other

Management of constructing machines and vehicles shall be enhanced; clarifier shall be installed for large-sized machines and carrying vehicles and regularly checked and repaired to ensure the engine exhaust gas meets the environmental standards.

Burning toxicants and substances that emits fetidity are forbidden

i) Waste Soil and Spoils

Waste materials from construction (both temporary and permanent wastes included) shall be carried to spoil piles, and can not be piled along the construction line at will. Appropriate water and soil conservations measures shall be adopted accordingly.

ii) Domestic Garbage

Temporary garbage storage facilities shall be laid by the Contractor and the other units in operation. And one garbage station shall be constructed in the temporary residential area of the construction personnel, and regularly cleaned by persons in charge, 3-4 times a week, and the garbage shall be carried to and buried in the spoil piles and covered with earth to avoid flies.

IV Prevention for Noise

i) Design Standard

The noise shall be controlled in keeping with Noise Limits in Construction Field (GB12523-90).

ii) Prevention Measures

a) Noise source control

Noise source shall be well controlled in the construction area; machines shall be carefully checked before operation to reduce noise caused by abnormal operation. Strong noise sources such as aggregate screening and concrete mixing shall be laid away from the residential areas and temporary administrative area as far as possible. Advanced construction technology and low noise equipments and process shall be adopted, for instance, using polyurethane grindings for sand stone screening. Power-driven vehicles with low noise bugles shall be used and times of using bugles shall be reduced to the possible minimum. Those machines that cause very loud noise shall be used at some appropriate time, and night shifts shall be reduced as possible and installed with damping device. More repairing and curing shall be done for roads and machines to avoid potholes on roads. The carrying vehicles shall be controlled within relative speeds limits, and in the urban area especially in sensitive areas, the speed limit is 15m/h, and tooting is forbidden, since the impact of construction noise on the sound environment is significant. High noise mechanical construction is forbidden during the construction period from 10:00 p.m. to 6:00 a.m. Structural measures such as sound proof wall or economic compensation shall be adopted for areas seriously affected by noise so as to reduce or eliminate the impact. During the construction period, the equipments shall be regularly examined for reducing noise produced by equipments under normal operation. Properly arrange the time of using machines, reduce the construction at night and the transportation peak shall be arranged in the daytime. All the measures above can effectively reduce the intensity of sound sources.

b) Noise spread path control

The administrative and residential areas and construction sites shall be well laid, and the construction sites producing very loud noise shall be distributed far away from the residential area or blocked away. The fixed noise source that produce noises louder than 100dB shall adopt porosity sound absorption material to set up sound barriers to break the noise transmission route.

Planting is also an effective way to reduce noise, thus more trees and grass shall be planted, which is also good for water and soil conservation.

c) Protection of constructors and other noise receptors

Labor protection shall be enhanced by improving working conditions and controlling the operating time in high noise environment within 6hours, and issuing protection appliances such as earplugs and noise-prevented helmets.

V Ecological Protection

i) Protection for Aquatic Life

There are no valuable economic fishes or rare and endangered aquatic lifes in the study river basin. Therefore, the dike works will not bring great harm to the aquatic lifes and no special protection measures shall be adopted.

But the constructions may bring some influence to the other aquatic lifes thus fishing with poison bait, explosive or power shall be forbidden during the construction, and the sewage of construction shall be treated to the standards before drainage to protect those fishes and other aquatic lifes.

ii) Protection for Terrestrial Life

Terrestrial animals and plants will be affected only in the earth borrow pits and rock borrow pits and spoil piles. There are no reports of protected or endangered terrestrial wildlife in the study area, but in order to protect the local ecology, the original vegetation of the acquired land shall be recovered after the completion of the construction.

In the construction course of Shuangfeng urban flood control project, the Contractor and the other units in operation shall enhance propaganda and education of wildlife protection and improve the people’s awareness of protection wildlife and ecology. Hunting shall be forbidden in the project area, and someone who is found cutting or hunting wild plants or animals shall be stopped immediately and reported to the Engineer and the department concerned and if finding or doubting habitats of any valuable and rare animals or plants, he shall immediately adopt protective measures and report to the Engineer.

In addition, in the construction course the contractors and the other units in operation shall carry out corresponding water and soil conservation measures according to the design to prevent water and soil loss and destruction of vegetation and other environment resources. The detailed measures include:

i) Works concerning earth material, sandstone collecting and processing shall be done within the planned area with cofferdam built or vegetation buffer area retained to ensure vegetation outside the working field not destroyed.

ii) Works of cutting trees and cleasing waste earth and other materials for construction shall be done within the design limits. Unnecessary and excessive cuttings shall be avoided.

iii) In the construction of dike works and culvert gates engineering or biological protective measures shall be adopted according to the topography and geology condition of the study area to avoid landslide, sloughing or water and soil loss.

iv) Construction wastes shall be delivered to the appointed spoil piles and can not be piled along the dike lines at will. Water and soil conservation measures, including construction of drainage channel, riprapping and vegetation recovery, etc., shall be adopted for the spoil piles to avoid spoil loss.

v) The water and soil conservation measures include construction of drainage channel and ripraping. Temporary spoil piles thus shall be constructed nearby and fenced with spoil retaining embankment for the advantage of surface humus backfill after excavation. The suface hums shall be filled back to the suface and be leveled and cleaned. More measures shall be taken for vegetation recovery.

vi) Before the water and soil conservation measures are well taken or not under sound operation, revetment shall be constructed in rain season to avoid scouring erosion.

vii) The temporary construction land shall be leveled after construction and vegetation shall be recovered as soon as possible. The acquired farming land shall be immediately plowee, leveled after removal of the temporary structures, and appropriate fied ridges shall be set to recover the drainage and irritation system, and

well planted. The acquired wasteland shall be levled and turfed after the removal of temporary structures.

VI Protective Measures for Human Health

During the construction of the Shuangfeng urban flood control project, some corresponding hygiene and disease control and quarantine control measures shall be adopted since the construction persons live for a long time. These measures include:

i) The employees of the Contractor and the sub-contractors can’t enter the construction field without having physical examination by approved hygiene and disease control departments.

ii) The Contractor and the subcontractors shall organize physical examinations for their employees once a year and set up individual health files. And the personnel dealing with food shall be qualified with certificate.

iii) The Contractor and the subcontractors and the other units in operation shall carefully monitor the infectious diseases. Any infectious diseases found shall be reported to the local hygiene and disease control department for corresponding urgent measures, and to the environment Engineer.

iv) The Employer, the Contractor and subcontractors and the other units in operation shall conduct battles against rats and mosquitoes and regular sterilization and cleaning in the residential and administrative areas, and prevent the persons and the environment from the rodenticides and pesticides

v) All catering places (employees’ canteen included), public places and other service units shall abide by Food Hygiene Law and the other relevant national and local governmental rules, and accept any inspections organized by the official hygiene and disease control departments and the environment engineer any time.

vi) In the densely-populated areas, toilets are very important for environment and health protection thus well management and cleansing are necessary and shall be conducted regularly. All contractors and the other units in operation shall construct toilets with water supply and effective septic tanks. Toilets in those less populated areas shall be kept clean with soil well treated.

VII Protective Measures for Resettlement

i) Sound management and organization institution is the guarantee for a smooth resettlement process. According to the practical situation, Shuangfeng County will set up a resettlement management institute in charging of works like organization, leadership and implementation in resettlement.

ii) The compensation standard and the investment volume for infrastructures will be set down in keeping with the Regulation of Compensation and Resettlement for Large-Medium Hydro and Power Construction Landuse, Hunan Provincial Resettlement Regulation for Large-medium Reservoir, and the relevant demands of the Shuangfeng County government and be executed in time as prescribed.

iii) The resettlement management institute shall provide adequate funds for the affected people in time to ensure they can acquire all the compensation money before resettlement for effective living and working recovery. Domain preferential policies will be provided to the resettled people to help them out of temporary difficulties.

iv) The resettlement layout will start from a macrocosm perspective. In the course, the affected people may have complaints because of some unexpected changes, operational deviation, compensation standards and money issues, etc. In order to maintain their lawful rights and interests the relevant departments shall guarantee the smoothness of appealing.

VIII Restoration Measures for Construction Camp

camp. Camphor trees will be planted and grass seeds will be sowed after leveling the land. Tall trees will be symmetrically planted along the temporary construction roads and grass revetment will be constructed on the roadsides. The governing rate of the affected land aims to over 90%, the vegetation recovery rate is to over 85%, and the woods and grass coverage will be up to 20%.

IX Environmental Monitoring Plan

In order to know the impact degree of Shuangfeng County urban flood control project construction on the environmental quality of the construction area, environmental monitoring should be carried out during the construction period so as to promptly discover the environmental problems and to take corresponding countermeasures for reducing the adverse impact produced by the project construction and providing the scientific basis for the project environment management and project acceptance, as shown in the following table:

Environmental Management

I Environmental Management Principle

The main purpose of an environmental management plan ( EMP) on Shuangfeng County city flood management is to :

Ensure the effective implementation of state and local environmental protection laws , regulations, standards and contract clauses during construction;

Ensure that environmental protection measures, management plan and monitoring plan are implemented during the construction of Shuangfeng County subproject. required by Environmental Impact Assessment Report on Hunan Plain Area Urban Flood Control Project,

II Environmental Management Scope

The scope of environmental management mainly refers to Shuangfeng County urban flood control project construction area, including dike alignment project, culvert gate project, soil disposal sites, and temporary life camp and resettlement etc. during construction.

III Environmental Management Organization

Environmental management office of Shuangfeng County flood control project is responsible for managing this project environmental protection. Entrusted by environmental management office, environmental inspection engineers (EIEs) supervise environment when construction units exercise their building activity during construction period.

IV Environmental Management Methods

As regards to the important environmental problems existed in construction area or life

camp, EIEs Environmental Inspection Engineers will issue The Notice about

Environmental Problems through site inspection engineers, and require contractors to deal with problems within time limit. In accordance with the requirement of The Notice about Environmental Problems, The contractors must take any effective measures to solve problems on time and inform environmental engineer.

For demanded Problems-solving in The Notice about Environmental Problems, the contractors cannot deal with them, or not tackle them after expiration. After consulting with environmental management office (EMO), EIEs will issue the notice about environmental action to contractors through construction inspection engineers. After 14 days of issuing the notice (after 7 days under special conditions), EMO or employed qualified persons can enter the site for handling environmental problems. Because of this, contractors need pay the increase of owners’ costs or loss. From next month, the loss will be deducted from contractors’ monthly payment.

All written documents between EIEs and contractors must be officially signed and issued by construction inspection engineers.

Every contractor and other units in operation ought to enhance environmental protection education to employees, increase consciousness for environmental protection, and abide by laws, legislations, standards, contract clauses and all requirements relating to environmental protection. For all actions against environmental protection laws, legislations, standards, contract clauses and this regulation, every contractor and other units in operation will be investigated accordingly.

In accordance with specific condition of contract and current account, every contractor in construction area and large-sized units in operation must commission specialized environmental protection officials to establish environmental protection system and be totally responsible for environmental protection work of their own units (under EIEs’

guidance). The specialized officials monitor periodically environmental items and parameters about environment (based on environmental monitoring plan or requirements of EIEs). They must submit a monthly newspaper about environment to EIEs every month, which reports this month’s work and monitoring conclusion.

Shuangfeng flood management EMO Environmental Management Office can

commission relative units or organizations to specifically inspect and monitor construction area and life camp periodically and aperiodically. Construction inspection engineers on site arrange monitoring work. The relative units or organization need notify contractors or other units in advance, and all units must coordinate with great efforts on the above-mentioned monitoring work.

Every contractor and unit must ensure that measures of preventing pollution keep in step with the contracted items, or else, EIEs do the job by ways of written instruction of site construction inspection engineers.

V Responsibilities of Relevant Parties of Environmental Management

The main relevant parties of environmental management involve the PPMO together with its social and environmental office, Shuangfeng County Subproject Management Office, Subproject Office Social and Environmental Section Hunan Provincial Environmental Protection Dept., Shuangfeng County Environmental Protection Bureau and its Monitoring Station, Environmental Supervision Engineer, Engineering Quality Supervision Engineer, Contractor and ADB Assessment Mission. The responsibilities of these relevant parties are as follows:

a) The PPMO shall be responsible for:

i. Assistance in the social and environmental office to compile the environmental management rules and regulations for the subproject;

ii. Cooperation with the Provincial Environmental Protection Dept. regarding the environmental issues in the project implementation;

iii. Summary of the environmental protection measures of project implementation into the project progress report and submission to the ADB for review.

b) The environmental and social office under the PPMO shall take charge of:

i. The overall environmental management for the Hunan Provincial Flood Management Project;

ii. Compilation of environmental management rules and regulations and supervision on its implementation;

iii. Guarantee of the environmental protection measures of the subproject included into the Contractor’s contract clauses in a reasonable way;

iv. Organization of training on the personnel of the subproject office;

v. Recruit, monitor and assist in the environmental supervising engineer;

vi. Recruit, monitor and assist in the supervising engineer of project quality;

vii. Guide the social environment office and the subproject PMO to prepare the environment monitoring contract;

viii. Complete the form1 of the project environmental monitoring report and the

report includes the following aspects:

a. Monthly environmental report provided by the subproject contractor;

b. Monthly environmental report of the subproject;

c. Monthly report of the environmental supervision provided by the subproject environmental supervising engineer;

d. Quarterly report and yearly report of the environmental management of the subproject;

e. Quarterly report and yearly report of the environmental management of the whole project.

ix. Review and approve the quarterly report and yearly report of the subproject environmental management;

x. Prepare for the quarterly and yearly reports of the project environmental management; summarize the environmental progress of the subproject and submit it to ADB for approval;

xi. Help HEPB and ADB carry out the environmental supervision and inspection; and

xii. Prepare the summary of the environmental assessment report of the whole project based on IEE of each subproject.

c) The social and environmental section of the Subproject Office shall be responsible for:

i. The overall environmental management for the relevant subprojects;

ii. Guarantee of environmental protection responsibilities included into the subproject’s construction contract;

iii. Compilation of the equipment and address choice plan in relation to the subproject, including reasonable arrangement sites of temporary work shed, architectural device and spoil yard, to ensure the plan reviewed by the local environmental protection bureau, public affairs and cultural bureau as well as other associate departments;

iv. Recruit, monitor and help the local EPB to carry out the monitoring on the environment and pollution discharge;

v. Recruit, monitor and help the environmental supervising engineer and the supervising engineer of the project quality;

vi. Receive and compile the monthly reports provided by the environmental supervising engineer and the supervising engineer of project quality;

vii. Fix attention on the environmental problems produced during the environmental supervision and monitoring plans;

viii. Take proper measures to treat with the environmental problems in accordance with the environmental action notice issued by the Engineer of the Project; the Contractor shall undertake relevant expenses, which shall be deducted from the funds of the following month.

ix. Submit the quarterly and yearly environmental reports to the social and environmental section

x. Declare the public the project preparation and implementations including the issuance of bidding information, construction schedule, disclosure of relevant

information, introduction about the Contractor, who has won the bid and so on.

xi. Compile and issue information about the public environment, including potential environmental impacts, environmental protection measures and monitoring results and so on.

xii. Set special boxes for public opinions so as to collect the opinions and complaints of the public about the environmental pollution, noise and other issues concerned. The opinion boxes shall be regularly checked and feed back opinions of the public to relevant departments.

d) The Contractor of the subproject shall be responsible for:

i. Implementation of project construction and environmental protection measures in line with the requirement of the contract;

ii. Abidance by the environmental protection requirements stated in the contract;

iii. Formulation of the subproject environmental management plan to satisfy the requirement in Table 5-5;

iv. Formulation of the health and security plan;

v. Provision of training on environment protection, health and security for the staff; and

vi. Preparation of environmental monthly report and submission to the environmental supervision engineer and the local environmental and social section.

e) The environmental supervision engineer, under the supervision of the environmental and social section of the subproject office, shall be responsible for:

i. Supervision on the implementation of environmental supervision plan and environmental protection measures at construction worksite, work shed and traffic roads stipulated in the subproject contract;

ii. Guarantee of the subprojects in conformity with the Environmental Impact Assessment Laws of PRC together with the relevant environmental laws, regulations and standards;

iii. Issuance of notices on environmental issues and actions to the Contractor and making a copy for the local environmental protection bureau and PMO; and

iv. Prepare the monthly report of environmental supervision and submit it to local subproject PMO.

The environmental supervision engineer shall keep to the stipulations in relation to the project supervision issued by the State Environmental Protection Dept.

f) The engineering quality supervision engineer, under the supervision of the environmental and social section of the subproject office and the closely assistance by the environmental supervision engineer, shall be responsible for:

i. Assistance in the environmental supervision engineer to supervise the implementation of environmental protection measures by the Contractor;

ii. 14 days after the notice on environmental issues was issued (7 days under the peculiar conditions), if the Contractor refuses to settle the issues or fails to settle them after the expiry, the notice on environmental action shall be issued. The subproject’s environmental and social section or the qualified personnel recruited by it can march into the worksite on site for disposal of the relevant environmental issues. The expenses arising out of it or the losses incurred by it shall be undertaken by the Contractor and be deducted from the monthly payment to the Contractor since the next month.

iii. Help the environmental supervising engineer prepare for the monthly report of the environmental supervision.

The project supervision engineer shall conform to the regulations regarding the project supervision by the National Environmental Protection Dept. and Construction Dept.

g) Hunan Provincial Environmental Protection Dept.: Hunan Provincial Environmental Protection Dept. is the administrative management unit in charge of the environment in Hunan Province, and shall conduct management on all environmental supervision, monitoring and environmental issues in line with the environmental impact assessment laws, which mainly includes:

i. Review and approval of the environmental impact assessment report of the overall project and its subprojects;

ii. Review the environmental impact report table of the subproject selected;

iii. Review and approve the siting plan of auxiliary facilities of the subproject;

iv. Review the environmental assessment report of the subproject;

v. Ensure that the environmental protection measures for solving any significant environment problem can be effectively implemented.

h) The environmental protection bureau of the subproject shall be responsible for:

i. Monitoring on the air, water and noise quality as well as pollution emission stipulated in the subproject environmental management plan;

ii. Review and approve the siting plan of auxiliary facilities of the subproject;

iii. Supervision and monitoring on the environmental issues in the subproject construction and operation as the deputy of the Provincial Environmental Protection Dept.

i. ADB Assessment Mission: As stated in the ADB Loan Agreement, the ADB Assessment Mission shall, twice per year, conduct supervision on the implementation progress, the implementation of the overall project and its subprojects’ environmental management plans. The two assessments refer to the mid-term assessment and final assessment. And the final assessment on the project shall be accomplished 3 month prior to the termination of the project.

Environmental Protection Clauses in the Contract of the Contractor

As a portion of the Contract for bidding, the Contractor must, in the bidding Contract, include the environmental management plan in construction and describe the methods that the Contractor completes the environmental responsibilities. The environmental management plan must include, but not limiting the following items:

(i) equipment and procedure of managing solid wastes including spoil,

construction and domestic garbage ;

(ii) equipment and procedure of managing liquid wastes (including construction

waste water, domestic waste water and waste water produced when cleaning

equipment);

(iii) measures of controlling soil and water loss at project areas (embankment,

gate, flood diversion canal, spoil yard and material yard);

(iv) measures of reducing and controlling air pollution (by vehicles emission

system and dust control);

(v) measures of reducing and controlling noise pollution (by operation procedure

and vehicles emission system); and

(vi) vegetation re-cultivation plan after the completion of construction (of spoil

yard and material yard).

VI Project Management Regulations

PPMO and ADB have agreed to compile the environmental management regulations of the project construction so as to provide a legal base for the environmental management of the project construction. The environmental and social office of PPMO will be responsible for the compilation of the environmental management plan, which will put emphasis on the rules for environmental management and protection shared by all subprojects. And the environmental management plan shall at lease include the following aspects: i) Environmental protection measures included in the general environmental management plan report; ii) Environmental specifications and standards suitable for PRC; iii) Considerations about environmental protection in the construction document and contract of the subproject;

PPMO has compiled the preliminary draft of the construction project

environmental management regulations and been reviewed by ADB. Main

conclusions are as follows: i) Environmental protection measures: analysis on the potential impacts on natural and social environments and the environmental monitoring plan shall be attached. ii) The preliminary draft of the construction project environmental management regulations shall be carefully checked so as to keep the consistency with the general plan of environmental management.

PPMO has agreed on the opinions above.

Public Participation

I. Public Participation Method

On October 2005, supported by Shuangfeng Water Resources Bureau, we adopt spot field investigation, interview and questionnaire survey for construction impacts. In the course of spot field investigation, investigators inquire interviewers influenced by construction about comments and suggestions; during questionnaire survey, we provide questionnaire, in which it introduces background information such as location, contents, scale, resettlement etc and give preliminary introduction about main environmental impacts. The public can judge the options in questionnaire by their own recognition. See Table 9-1 for the content of public participation

II. People Consulted and the Composition

i. People Consulted

The units consulted in the survey include Shuangfeng Municipal Government, Water Resource Bureau, Fisheries Administration Station, Cultural Relics Station, Environmental Protection Bureau and Environmental Health Station, and County Water Works. Persons in public participation consist of 20 delegates of construction impacts area and emigrant. The people consulted are distributed in Yixin residential committee, Hetang residential committee, Wenxing residential committee, Chengzhong residential committee, Hongqi village and the No.1 Middle School in Shuangfeng. There are 20 questionnaires being issued, and 19 copies being collected.

ii. Composition of the People Consulted

Analysis of recollected effective questionnaires shows, the composition of interviewees see following table. The options, which the interviewees in questionnaire are not willing to fill in or do not fill in, are not in statistical data. See Table 9-2 for the composition of Urban Flood Control Project in Shuangfeng County.

The construction of this project is favorable for enhancing the capacity-controlling flood, accelerating economic development of Shuangfeng County. After completion of the project, the social, economic and environmental benefit will be great. The negative impacts on environment will be few. The affected scopes are limited to construction area, periphery partial areas. The affected period is mainly in construction phase. The project must be implemented as soon as possible. At present, the main environmental problem is that the dike construction makes more houses be demolished, so the compensation and resettlement must be coped.

The main opinions of the local fisheries administration are:

Because there are no natural fish eggs-laying ground, nursery ground and over wintering ground in Ceshui River of Shuangfeng County, and, no dredging channel and changing its course in flood control project, this project will have little effect on aquatic life in river stretch of water gage.

The ideas from department of cultural relics are:

In the scope of constructing flood control project in Shuangfeng County, there are no distributions of cultural relics and historical sites, so the cultural relics and historical sites will be affected.

The Water Works considers:

According to the manufacturing technique and disposal degree of water extracting and purifying, although suspended substances, sand have effects on water quality, the quality will be better after disposal. During construction process in flood control project, sanitary sewage drain cannot be established in protection areas for drinking water resource. And old sewage drain must be transformed and cannot be drained into the protection areas.

Through public consultation, the public know about the feature, positive and negative effects of flood control project. Most of them are of opinions that this project will be social project, and hope that it will be started at an early time, in order to reduce hidden trouble from flood. At the same time, they are also aware that this project will have some negative effects on natural, social and ecological environment, especially the large-scale housing removal. The most attentions are :

If paying for compensation on time and in full;

If dealing with problem of employment;

If advancing the standard of living.

They also hope that this project can make them gain material interests, and make good use of ecological protection around construction areas.

IV. Treatment of Public Opinion

In the questionnaires, there is one copy, which disapproves this project. The reason is unwillingness of removal. The basic reason is: he doubts if resettlement fund can be on time and in full, 5 copies of questionnaire are ambiguous about this project. In the process of removal, it shall be in accordance with national regulations, resettlement funds must be on time and in full, so that the households will no have doubt.

About ecological quality and environmental protection, the measures for preventing negative impacts must be put forward in EMP as far as possible.

The comments and suggestions about construction quality, process must be told to project construction departments for reference through related channels.

Project Office must inform the public of first-phase job, inviting and submitting a bid, the information of contractors and investment progress by ways of newspaper, TV and news briefing. Meanwhile, Project Office must confirm effective and available telephone, fax and reception stations through organizations of letters from and visits of the people. Thus, Project Office can know the suggestions of the public about the project, solve these problem effectively through contacting with related departments.

Estimate for Environmental Protection Investment

Based on the environmental protection measures and the works quantity determined in the “Environmental Protection Measure” of the report, in combination of the price standard of Shuangfeng County in 2006 and Calculation Provisions on Hydraulic and Hydropower Project Environmental Protection Design Budget (Estimate), the environmental protection expenses for the project is RMB 1.2833 million yuan, and the investment on the soil and water conservation of the project is RMB 1.6323 million yuan, so the total investment on the environmental protection of the project is RMB 2.9156 million yuan.

Assessment Conclusion

The Shuangfeng County Urban Flood Control Project is classified as the non-pollution project, the project construction aims at improving the flood control and waterlogging harnessing capabilities and the favorable impact of the project construction is deemed as the main impact. After the project implementation, the flood control standard of the urban of Shuangfeng County shall be promoted from the original under 10-year-occurrence to 20-year-occurrence, and the waterlogging harnessing capability shall be promoted to the 10-year-occurrence max. 24 hours rainstorm drained out within 24 hours in gate-closed period, therefore effectively preventing from serious environment damage and water quality worsening due to flood overflow in the urban and reducing the pollution on water mass due to unsmooth discharge of pollutants in flood season and acting a positive function on the water mass and quality in the urban area. The project shall also alleviate the flood risks of Shuangfeng County, reduce the loss of properties in flood and ensure the residents domestic and working in peace and contentment. In all, the project has obvious social, economic and environmental benefits and bears a positive function to the economic development of Shuangfeng County.

The unfavorable impact produced by the project implementation involve the impact on water, air and sound environmental quality as well as the soil and water loss brought due to the land acquisition, houses demolition, relocation and project construction. In the project construction period, the construction waste water shall produce a certain pollution on the water quality of the river reach; the dust produced by the project construction and the tail gas emitted by fuel machinery shall bring a certain pollution on air quality in the construction area and the peripheral residential areas; the construction noise shall bring a certain impact for the peripheral residents, especially the construction of the embankment line nearby the Shuangfeng No. Middle School and Yongfeng No. 2 Primary School, which estimate to have high noise after suffering the impact of traffic and domestic noises with high basic noise value, the Shuangfeng No. Middle School is more serious in over-standard. With the advancing of the construction progress, after the construction of the river reaches nearby the two sensitive locations, the noise level shall restore to the original level, therefore the time of impact is short. The project construction shall disturb the earth surface so as to easily produce soil and water loss. The construction personnel shall suffer from the health problems due to being comparatively concentrated.

In integrated consideration, the impact of Shuangfeng County Urban Flood Control Project is mainly the favorable impact, also long-range and obvious. The project can solve the flood problem puzzling the urban for long time and ensure the urban residents lead a peace and content production and domestic. The unfavorable impact of the project is minor, mostly concentrated in the construction period, thus having short impact time and small impact extent. After the treatment, compensation and Restoration by taking the corresponding environmental protection measures, except the losses incurred due to project land occupation, which is irreversible, the other unfavorable impact shall be alleviated and restored in a certain extent. In overall consideration of the favorable and unfavorable impact brought by the project construction, deliberated from the viewsite of environmental protection, the project construction is viable.

Recommendations

i) The layout of structures shall be base on the topography to reduce the works quantity of excavation; the construction slash shall be leveled and compacted as soon as possible, and the corresponding engineering or vegetation measures shall be taken to conduct the protection of soil and water loss for the construction slash.

ii) In order to prevent the water quality of Ceshui River reach from polluted in the construction period, the construction unit shall strengthen the construction management on construction waste water, which is allowed to be drained out after treated. Special attention shall be paid to the water environmental protection of

Shuangfeng County Waterworks water catchment upstream river reach, and the discharge of construction waste water shall be reduced.

iii) In order to avoid or alleviate the impact on the protected targets around the construction area by the waste gas in the construction period, the construction transportation trunk and construction area shall be regularly cleaned and sprinkled by the special person assigned by the Contractor.

iv) The construction unit shall strengthen the construction management and carry out the civilized construction. The construction time section shall be strictly controlled to avoid the rest time of residents, especially controlling the construction time at night. The construction personnel under the high dust aroma, the necessary labor prevention measures must be taken to restrict the successive operation time.

v) The public health management of construction personnel shall be strengthened, and attention shall be paid to the public health and epidemic prevention of the temporary domestic quarters, the public health and epidemic prevention organ shall be entrusted to regularly monitor the prevention and epidemic situation for convenience of timely grasping the development of epidemic situation and treating the outburst of epidemic situation.

vi) The demolition and relocation for the project must be designed. The reasonable compensation for resettlers must be made in line with the relevant state regulations to ensure the domestic standard of resettlers not lower than the original domestic standard. The resettlement funds shall be timely and sufficiently available to ensure resettlers’ interests. For the resettlers with inimical emotion in resettlement, the enlightening education mode shall be adopted to solve the problem and the imperative demolition is prohibited.

vii) Before the project implementation, the preparation of the report on soil and water conservation scheme shall be conducted, the detailed measures of soil and water conservation must be fulfilled in the project construction, the construction slash must be leveled and compacted as soon as possible and the corresponding engineering or vegetation measures shall be adopted to prevent the construction slash from soil and water loss.

viii) The authorities of the project shall establish a special environmental protection management organ to take charge of fulfillment of the environmental protection measures; conduct the environmental monitoring (on water, air and noise) and supervision in the construction period.
