The IRF India Chapter organized a Seminar on the theme of “Environmental Protection and Safety during th th

Construction” at the India International Centre, New Delhi on 13 – 14 July 2018. The Seminar was planned

against the backdrop of the need for a very systematic mission aimed at reducing the number of road fatalities and

injuries caused by accidents, a substantial part of which occurs, among others, during the construction of roads

and highways. India's continuing dismal record of road accidents, deaths and injuries and the Government of

India's commitment to the UN Decade of Action for Road Safety, which aims at halving the number of road

accidents and injuries in the world over the decade 2010 to 2020, lends a great urgency to focusing on activities

required to make this achievable.

Warmly welcoming the participants to the Seminar, Mr. G. Sharan, Chairman, IRF IC elaborated on the long and

distinguished record of various activities of IRF IC and the incremental knowledge that would emerge from the

deliberations of the Seminar.

The Seminar, inaugurated by the Secretary, Ministry of Road Transport & Highways (MoRT&H), Mr. Y.S. Malik

deliberated on different topics such as Design for Safety, Environmental Protection of Construction Projects,

Technology, Safety during Construction and Safety Issues and Risks.

Mr. K.K. Kapila, Chairman, IRF, delivered the Keynote address elaborating among others on the five E's of Road

safety, which hold the key to an improvement in the road safety scenario.

A range of eminent Speakers drawn from Government and private sector as well as multilateral institutions such

as the World Bank, elaborated on different aspects of these sub-themes, making for an in-depth analysis of the

various issues involved.

The Seminar was attended by a wide cross-section of delegates and invitees representing all major stakeholders

of the road sector; MoRT&H, NHAI, various State Departments and Institutions, road related consultants,

suppliers, manufacturers, contractors and concessionaire, ITS companies, environment experts etc.

The diverse participation of so many experts and their intellectual interchanges during the various Technical

sessions has been captured in the Recommendations of the Seminar, which have been sent to the Ministry of

Road Transport & Highways for its consideration and appropriate incorporation into policy.

Lokichogio is a small town situated near Nanam River, adjacent to South Sudan border, hardly 35 kms away. Border is porous permitting influx of refugees in times of civil strife in South Sudan. Juba, capital of S. Sudan is 375 kms from Loki. A small airstrip exists in Loki, mostly used by private charters, UN, WFP, Medicines Sans Frontiers etc. From Kalobeiyei to Nanam a DBSD road in fair weather condition exists, beyond which 35 kms of country track enables travel up to border. Vocational facilities, occupational avenues, basic infrastructure like schools, colleges, good hospitals, entertainment avenues etc., are a far cry in the region. Abject poverty, tribal culture, superstitions, paganism etc., reflects in the local's greed, crimes, inter-tribal rivalry, gun running and such, the Law and order is poor and ineffective. Main occupation is goat herding & breeding and no agriculture of any kind is possible due to lack of water and area being arid region. Water is scarce and a fight for water can turn to mass violence. Health problems are rampant due to Malaria, Contagious Diseases and HIV/AIDs.

All watercourses are dry during off season and are in spate during rains. Rivers and all channels have only drifts which become impassable when in spate. The contract provides steel girder bridges in place of drifts. Severe erosion of embankment is a serious environmental issue. Permanent buildings are far and few within the corridor. Dwellings consist of igloo shaped 'Manyattas' made of reeds, timber and clay. Tribal nomadic culture with typical beads adornment called 'Ng'akorongwa' around the neck is a specialty of Turkana women. Men wear hats with a white feather stuck on the right side. All carry a stick and a mini stool called 'Ekicholong'. Education and literacy is at a very low percentage. Basic food consists of corn powder based thick porridge called 'Ugali', meat and some vegetable.
