    1. Aim This instruction aims to identify the situations in which the lack of light could be a risk factor for the health and safety of workers in the performance of diverse activities.

    In addition, it defines the measures and means that enable such works to be carried out safely when there is insufficient and inadequate natural light and artificial light must be used.

    2. Definitions Area where the tasks are carried out or work zone should be construed as any zone in

    which workers must use their vision in the course of the activity

    Traffic route shall mean any work area to be used for pedestrian or vehicle traffic, either in an interior or an exterior area.

    Person responsible: The party responsible for ensuring that the auxiliary resources used (generators, generating sets, etc.), safety lighting on flat areas, roads, paths, signs with emergency equipment indications, and so on, are in proper working order

    Work teams: Employees of each company that performs each work shift. Night work: Night work shall mean any shifts performed between 10:00 PM and 6:00 AM

    the next day. Night workers are any workers who trade at least three hours of their daytime shift or at least one third of their annual hours, as per the Workers' Statute. Employers who regularly make use of night work must inform the labor authorities of such.

    Low visibility work: Work taking place half an hour before sunset and half an hour after sunrise, that is, in the evening and at dawn, respectively, with natural light levels that require additional artificial lighting in order to reach the minimum levels of light in order to safely carry out the task and fulfill the applicable legal requirements in each country.

    Work in shifts: A manner of organizing teamwork, according to which employees take turns occupying the same work positions, at a certain constant or intermittent pace, involving the need for the employee to render services at different times during a specific period of days or weeks.

    There must always be a period of at least twelve hours between the end of one shift and the beginning of the next one.

    Magnitudes and units: In order to understand the concepts related to the field of lighting, a series of specific magnitudes are used, which will be defined below.

    The energy radiating from a light source that produces a luminous sensation is called the luminous flux and its unit is the lumen (lm).

    The unit of luminous intensity, luminous flux in a specific direction, is the candela (cd). The degree of illumination, or illuminance, on a surface is the ratio between the luminous

    flux incident on a surface and its area. Its unit is the lux.

    Luminance, or photometric brightness, is the amount of light that is emitted from or reflected on a surface, the light coming from objects. Its unit is the candela per square centimeter (cd/cm2).

    The reflection factor is the ratio between the luminous flux reflected by a surface and the luminous flux received by it. It is shown as a percentage.

    Contrast is the difference in luminance between an object and its surroundings or between different parts of an object. It is the capacity to distinguish details of an object against the background they stand out from.

    The stroboscopic effect is the optical effect caused when illuminating an object moving quickly at intervals with a strobe. Thus, when an object cannot be seen other than with this flashing light, when the frequency of flashes is close to the frequency at which the object passes in front of the observer, it appears to be moving slowing forward or backward, depending on whether the frequency of the flashes is slower or faster than the speed of the object.

    PI CODE: This is a code system to indicate the degree of protection afforded by the covering against access to hazardous areas, entry of foreign objects and entry of water.

    3. Scope The scope of this instruction includes night work and low visibility work such as that performed half an hour before sunset and half an hour after sunrise, that is, in the evening and at dawn, respectively. These situations vary in each region.

    In general, the light conditions must enable workers to have adequate visibility to: enter the worksites, perform various activities and move around the area without risks that could affect their safety and health.

    The possible existence of workers with reduced visual capacity and possible errors deriving from poor visibility must be taken into consideration. This could require an increase in light levels and adaptation of other lighting issues, in accordance with the criteria stated below.

    4. PROJECTS: Nighttime Installation work

    4.1 PREPARATION OF THE WORK. PRELIMINARY STAGE 1

    4.1.1 ENTRANCES TO THE WIND FARM Two days before starting the nighttime activities (10:00 PM to 6:00 AM), the Vestas supervisor and the manager of the installation company shall do the following:

    Before each intersection, the roads must be indicated twice in advance. Reflective markers must be placed on the roads and incandescent safety lighting on the signs (flashing lights) and orange PVC mesh. On paths (new roads) reflective markers must be placed every 20 meters. On the access road to the flat areas, the distance between the markers must be reduced to 10 meters.

    The incandescent safety lighting, reflective markers and orange mesh areas should be marked on a layout map. In addition, the path along which the crane will be moved shall be indicated in blue. All this should be marked as in the attached example:

    4.1.2 PREPARATIONS ON THE PLATFORM Two days before the wind turbine is raised onto the platform, the Vestas supervisor and the manager of the installation and cranes company shall do the following:

    Creation of a Hoisting Plan FORM 149, Safety Requirements for Hoisting Components MED INS 30.11.01, section on visual inspection of the platform and platform surroundings.

    Signaling the position of the lighting groups in accordance with the drawing made in the Hoisting Plan (see Appendix III).

    Location of the slope signaling needs, with reflective rods and orange mesh, and portable lights at critical points of the path. Add to the drawing.

    Initial study of the weather conditions forecasted for the maneuvering day.

    4.2 PREPARATION OF THE WORK. PRELIMINARY STAGE 2

    4.2.1 ENTRANCES TO THE WIND FARM

    One day before starting the nighttime activities, the Vestas supervisor and the manager of the installation company shall do the following:

    Verification that the incandescent safety lighting on the signs (flashing lights) is in proper working order from the main road to the platform where the night work is to be done.

    Placement of the lighting groups according to the drawing done the previous day. Signaling of the perimeter and positions according to the drawing done the previous day. Testing the lighting groups to ensure they are in proper working order. On the morning before assembly, the entire electric lighting installation of the different

    sections of the tower pre-assembled at the factory should be checked to ensure it is complete. If not, it must be repaired or corrected before performing the nighttime hoisting.

    Verify that the safety lighting, signage and placement of spotlights in the work area are as indicated above.

    4.3 PREPARATION OF THE WORK. PRELIMINARY STAGE 3

    Prior to beginning the nighttime mechanical assembly tasks of the wind turbines on the platform, the Vestas supervisor and the manager of the assembly and cranes company shall

    do the following:

    Start-up of the lighting groups on the platform and the path connecting the platforms. Check that the intercom equipment is in proper working order (1 per operator). Evacuation of any employees not involved in performing the night works from the work

    area.

    Safety talk (disclosure of risks) and recognition of work areas with operators.

    4.4 EXTERIOR and INTERIOR LIGHTING

    4.4.1 Resources for performance and requirements to keep in mind during procedures

    For exterior lighting, it must be possible for the crane operator and the employees involved in the procedure to observe the load handled and the crane hook with complete assurance at all times, as well as the place where the load is to be placed.

    9000-W illumination towers (6 halogen lamps of 1500 W each) shall be used, measuring up to a height of 9.3 meters, able to turn 355 and focusing the beam of light up to 140 over the horizontal plane, which will guarantee an adequate degree of illumination for assembling the sections (hoisting and receipt) and the nacelle, and for making guys on ground level according to the requirements in table 1.

    At least one shall be used per corner on the assembly platform and, in addition, as many as are deemed necessary to perform the receiving, stockpiling and guy tasks, as the Project Manager and HSE supervisor decide in each case (include on the drawing in FR 149 Hoisting Plan), depending on the platform characteristics and type. An additional reserve tower shall be planned for, in the event that one of the others should be faulty. The levels shall be measured prior to starting operations and indicated on the drawing in appendix I.

    All the workers shall carry autonomous or portable illumination equipment (lamps on the front of their helmets, hand-held flashlights, reflective vests, etc.).

    The resources needed to achieve the appropriate levels of lighting, in accordance with the specifications, are as follows:

    Interior lighting shall be improved by using an auxiliary illumination tripod with 500-W equivalent cold light to reach 100 lux.

    When the hoisting of the wind turbine component begins, 1 or 2 of the towers (as needed) shall be aimed at the component being hoisted. The crane operator needs to see the position of the component being hoisted, with assistance from the task manager, who offers guidance by walkie-talkie.

    When the first section is about to be assembled, once the section is positioned and the access ladder installed, the wind turbine door can be opened and the plug connected to the generating set to provide sufficient light through the wind turbine's interior light system.

    For the rest of the sections, the interior lighting shall be improved with portable spotlights that guarantee 100 lux on the platforms.

    If the crane does not have this equipment, include a spotlight to enable the crane operator to clearly see the returns during the hoisting operation.

    A replacement generator loaded with fuel should also be available in case the main one fails.

    The incandescent lamps must be protected with protection shades. The general power lines and by-passes to power sources shall be protected by high

    sensitivity differential switches and automatic thermal magnetic circuit breakers calibrated for the diverse circuits. (In general, light sources that are outside shall be protected against jets of water and shall have the relevant degree of protection P.I. 55).

    4.4.2 General preventive measures due to the operation taking place at night

    The lighting levels shall be distributed as evenly as possible. Certain luminance levels and contrast must be maintained in line with the visual demands of

    the task, avoiding abrupt changes in luminance within the operation zone and between the zones and the surrounding areas thereof.

    A glare from direct light from artificial high luminance light sources must be avoided. In no circumstances shall these lights be placed without protection in the worker's field of vision. The towers shall be arranged to minimize this type of glare, always behind or on each side of the crane. In stage I, the layout shall be established to achieve the most even lighting possible without glare.

    Indirect glare resulting from reflective surfaces placed in the operation zone or the vicinity thereof shall also be avoided.

    Please stress that no operator shall climb up the tube ladder to release the tool until the interior lighting has come back on.

    One of the operators engaged in auxiliary tasks shall raise the spotlights of one of the flat area towers to accompany the nacelle with light as it moves, alert to the indications made by the operators in the tube in order to avoid glare.

    Vision problems at work sites are quite common, and have numerous causes. These problems must always be taken seriously, through cooperation between hygienists and machinery design engineers.

    Looking from a lit place to a dark place forces the eyes to adapt, which requires time and causes fatigue.

    It is more efficient and comfortable to work in a place in which there are no major changes in brightness.

    It is also important to remove oscillating lights. This type of illumination is unpleasant for everyone and causes eye fatigue. In addition, it can also cause certain rare but dangerous effects in individuals with epilepsy.

    Harsh shadows on the work surface can lead to low quality work, low productivity, eye strain, fatigue and accidents. Eliminate shadows as much as possible.

    Proper lighting on stairs and in passageways can prevent accidents among workers and visitors, reduces damage to products and improves the company's image.

    Light systems and sources that impair the perception of contrasts, depth or distances between objects in the work area, that lead to an impression of visual intermittence or give rise to stroboscopic effects shall not be used.

    In order to avoid flickering (and the stroboscopic effect) of fluorescent lamps that disturb workers, consider using high frequency fluorescent tubes or connecting different fluorescent tubes to the three phases of the grid. If this is not possible, try covering about 10 cm at the two ends of the tubes to hide the flicker at these ends. It is important to remember that the stroboscopic effect is very dangerous when there are objects in movement, which could lead to accidents and, at the least, causes a lot of fatigue. It can cause dangerous sensory

    illusions and must be avoided through three-phase and double connections.

    Emergency safety and evacuation lighting must be available in the event of any failure that could arise in the proposed lighting, as indicated in the emergency and evacuation plan.

    5. SERVICE This section defines the means that must exist for carrying out maintenance work in low light conditions and in the absence or poor natural light.

    5.1 Lighting inside the turbine

    For working inside the wind turbine must been taken into account the current levels of illumination respect to those defined in the applicable law.

    In order to accomplish that, the following measures have been planned:

    The auxiliary portable lighting shall be of cold light.

    The portable lighting will be powered by a security transformer voltage to 24 volts. The lamp is protected against bumps and a protection degree around the figure IP3, minimum.

    Another option, more simple, it goes through the use of portable lighting with integrated battery, provided you keep the minimum level of illumination above 100 lux at a distance greater than 1 meter.

    5.1.1 Lighting levels to be reached within the wind turbine during an Service maintenance intervention : These measurements have been made with artificial light in the absence of natural light (daytime), in a WTG V90, 2 MW.

    The minimum level of illumination shall be adapted to each country's legal requirements.

    5.2 Exterior Lighting

    In case that the elapsed time after sunset is less than 1 hour and need only descend tool bags or other material with the hoist , the service car can provide sufficient light for illumination of the platform, irrespective of the signaling need lifting zone.

    In case that the elapsed time from dusk is greater than one hour and the duration of the task is also greater than one hour, the, points set forth below, must to be followed.

    5.2.1 Preparation of scheduled jobs in low visibility conditions

    Check the area at least the day before work, in daylight.

    Prior to the work startup, all the light spots of the machine, must to be reviewed in order to ensure their proper operation.

    Review additional lighting equipment, backup equipment and spare parts.

    Prior to the commencement of work under conditions of low visibility due to lack of natural light in the platform, the Vestas supervisor or the safety resource ( safety inspector on site) in his absence, shall perform the following:

    1) Connect the lighting groups on the platform.

    2) Check the correct operation of the intercom equipment (1 per user).

    3) Retire from the area all personnel not directly involved at the work.

    4) Safety talk (information regarding the risks) and review of work areas with the technicians. This talk will be documented and will be delivered by the supervisor, or, in his absence, by the assigned safety resource.

    5.2.2 Means for the implementation and requirements to be considered for working at the platform Shall be used proper means to ensure minimum lighting of 50 lux in areas within the platform path and 100 lux in case of works performed at the platform.

    When using halogen screens on the platform, the insulation must be not less than IP 55, IK03. The placement of the lighting system selected is held at the perimeter of the hole for the hoist, within a distance not less than 6 meters from the point of reception.

    Tool bags or any item raised by the hoist shall be equipped with reflective material or flashing light device during ascent / descent, to be visible at all times.

    Ensure the vision of the tool bag on its way upward or downward with the hoist and set up barriers or signals in the lifting area.

    As a backup equipment, displays of each type of the same features or higher must to be available. This equipment dont need not be located in the wind farm itself, this

    location will be defined under the supervisor criteria, and could be available at the premises, substation, etc. Halogen bulbs replacement in the field must to be ensured.

    All persons involved in the work and during their stay on the surroundings of the wind turbine should carry a flashlight helmet

    Use of reflective vest is mandatory for all persons who are outside of the wind turbine until completion of the work (reflective vests must to be available at the service car).

    5.2.3 Corrective maintenance scheduled during low visibility time or night shift type TYRAC internal crane. These services can be programed and can include Tyrac internal lifting, but not external crane components lifting(exceptions are described in 5.2.4). In this case, we will proceed according to sections 5.2.1 and 5.2.2 and in addition:

    Work permit (FR116) must to be prepared, according to the MED instruction MED INS BP 07.12.00 and 11.30.01 (Safety Requirements for components lifting operations) and Lifting Plan (FR 148), where shall be defined the location of light towers.

    Signalize the slope on the platform and the road dangerous points, such as crosses.

    Two light towers of 9000 W (6 of 1500 W halogen lamps each) up to 9.3 meters high, 355 swivel, must to be used, guiding the light beam from the horizontal to 140 , which ensure a minimum level of lighting for maneuvers (lifting and reception) and guiding ropes at ground level, according to the requirements of Table 1. Can be considered the use of supplementary illumination with a 2 bulbs tripod with no less than 500W to illuminate walkways and reception of the component .

    The levels will be measured and reflected in the diagram of Annex II (once per each machine model, due to differences in height between models).

    5.2.4 Delays in corrective maintenance scheduled to be conducted during daylight hours The supervisor must provide an estimation of the work needed, in order to evaluate the rent of lighting towers (needed for work in low light conditions according to Section 5.2).

    In the event that the initial forecast was that the works would be concluded within daylight hours, but in the day of work execution, due to unforeseen situations in during the corrective operation, the day is to extend beyond 0.5 hours from sunset, the work must to be defined as follows:

    For this case, we proceed in the same manner as the previous point.

    If use of auxiliary crane is required for the component maneuver operation proceed as pt. 4.4.

    The light towers must to be available before dark. Otherwise, work will stop until the equipment arrives or otherwise to the next morning. In any case, these must be exceptional situations and should be avoided where possible.

    This section defines the resources needed in carrying out maintenance work in low visibility conditions and with a lack of or insufficient natural light.

    The additional measures for interior lighting are applicable even when there is natural light outside.

    Regarding exterior lighting, in the event that the time elapsing after sunset or before sunrise is less than one hour and it is only necessary to lower tool bags or some other material with the service crane, the light from the technicians' vehicles shall be sufficient for illuminating the platform, regardless of the need to place signs around the hoisting zone. If the time elapsing until sunrise or after sunset is greater than one hour and the task takes more than one hour, the indications set forth in point 5.2 Exterior Lighting shall be followed.

    6. General preventive measures due to low visibility in the operation

    6.1 Lighting measurements: Keep in mind that the levels should be measured at the height of the work plane and

    with the same inclination, as the levels of light may differ horizontally, vertically or on another plane.

    Regarding distribution and other characteristics, the lighting in the work areas must also meet the following conditions:

    - The lighting levels shall be distributed as evenly as possible. It is recommended that the ratio between the minimum and maximum values of the light levels existing in the area where the task is to be performed be no less than 0.8.

    - An attempt shall be made to maintain certain luminance levels and contrast in line with the visual demands of the task, avoiding abrupt changes in luminance within the operation zone and between the zones and the surrounding areas thereof.

    - Glare from sunlight or from high luminance artificial light sources must be avoided. In no circumstances shall these lights be placed without protection in the worker's field of vision.

    - Indirect glare resulting from reflective surfaces placed in the operation zone or the vicinity thereof shall also be avoided.

    Auxiliary resources: To ensure that the auxiliary resources used are in proper working order (generators, generating sets, etc.) a Responsible Party shall be appointed to make sure that there is no lack of fuel supply and that the connections are in perfect conditions and properly running. This party shall also be responsible for ensuring that the lighting in the work areas is adequate and that no work is done with limited visibility.

    7. SPECIFIC EMERGENCY MEASURES

    Upon arrival, all the employees shall be informed of the characteristics of the situation, the evacuation conditions, available access routes, risks, etc., granting them the command and control of the operations. All the workers shall be at their disposal, if such parties so require.

    7.1 Specific emergency resources Depending on the work, and the transport and communication facilities at the relevant wind farm, in FR 116 (Work Authorization), the additional emergency measures needed shall be included by the Sustainability department contact person.

    Spare auxiliary resources shall be available in the event that the artificial light generator equipment should break down: additional lamps and lighting sets.
