The session of the conference, and the re¬ sult of the border State elections, have produced a marked change in the public sentiment of th* North, the effect of-which is seen in the altered tone of a number of prominent Republican journals, which, within the lust ten days, have come out in j favor of the Aditms or some other com¬ promise. The thunder clouds, bear¬ ing night and tempest, which lowered 60 ' threateningly over the country, are break- ing, and we trust the sun may roll up glo¬ riously to the heavens on the morning of the inauguration. In all the present territory of the Uuited Stales north.of the parallel of 3 G degrees 80 minutes of north latitude, invuluutary servitude, -except as punish¬ ment of crime, is prohibited. Sec; 6. The foregn slave trude and the importation of slaves into the United State3 and their- territories, from places beyond the present limits thereof, are for- ever prohibited. Sec. G. The first, third and fifth sec- tions, together with this sectioh six v of these amendments, and the third para- graph of the second section of the first article of the Constitution, and the third paragraph of the second section of tlie fourth.article thereof, shall not be amend- ed or abolished without the conseut of all the States. The oilier six sections form the remaining part of the Gutberie propositions, That is to say, the compromise as adopted, consists of tbeGutherfb propositions, with the. first and principal one so amended as to make tlie rights of slaveholders subject to judi¬ cial cognizance by tho Federal Courts, ac¬ cording to tho principles of the common law. If tbes? propositions are adopted as amendments to tho Constitution,- they must bo proposed to the stato legislatures by a joint resolution of Congress, two- thirds of both houses concurring. They musttnen be ratified by the Legislatures of -three-fourths of the States, when they be¬ come a part of the fundameutal law. We hope and believe that Congress will take the necessary action before the close of the week, when the propriety of the amend¬ ments will become subjects of earnest dis¬ cussion in all tho States. The second section of these proposed amfnripTents will, i^ adoptejl,.be an insur¬ mountable barrier to the txten^lon of slavery, and will effectually extinguish I the tnisuhievious slavery agitation, from which the country ban been suffering for the last fifteen years. The great Pandora's box has been the acquisition of new terri¬ tory. By the adoption of this amendment, such acquisitions will hereafter be render- ed impossible, except in such cases of manifest and urgent national necessity that four-fifths of all the Senators concur in approving tho treaty of annexation. The various propositions of this compromise coverall the grounds of controversy be tweeu the North and the South, and. though not precisely what either section could wish, are such that both may accept them without dishonor, and so remove for¬ ever from the national councils the most dangerous firebrand ever thrust into them.
