Recommended Attendance This course is designed for strategic leaders desiring a greater understand- ing of network-centric strategies in the joint and interagency environment. It is intended to provide a broad and integrating view of the organizational challenges and approaches to achieving information collaboration and shared awareness in the Interconnected Age. No formal technical background regard- ing net-centric strategies is required. Course DescriptionThis course examines the global interconnections in today’s information-rich world and the influence of these interconnections on national power, force transformation, and network-centric operations (NCO). The course focuses on the globalized economic, social, and political forces driving the transformation of our joint, interagency, and coalition forces, and on the cultural, technical, and organizational enablers of transformation and NCO. It examines the transforma-tional strategies of information sharing, collaboration, and the creation of shared awareness, and explores the enablers of leadership, systems thinking, cultural understanding, emergent technologies, and innovation.

Lieutenant Commander Phil GibbsLieutenant Commander Phil Gibbs was born in Rugby, Warwickshire, England in 1957, and read pure and applied physics at Salford University in Manchester. He joined the Royal Navy (RN) in 1979, and served as a navigator, warfare officer, and executive officer on a number of warships. In 2000 he earned a masters degree in information systems, followed by appointments in the United Kingdom Ministry of Defence. In August 2003 Lt Cdr Gibbs was appointed to an exchange appointment as a Professor of Systems Management at the Information Resources Management College. In this appointment he teaches strategic planning, netcentricity, soft systems, business continuity planning, and the roles and responsibilities of the CIO. Lt Cdr Gibbs is a keen skydiver, with over 3,200 jumps, having run the RN Parachute Display Team until 2003.

Gerry GingrichGerry Gingrich has been on the faculty of the Information Resources Management College for thirteen years. She specializes in information technology and transformation, national security, leadership, and organizational innovation and strategy. Previously Dr. Gingrich directed the Executive Masters in Information Systems at The George Washington University. Prior to entering the teaching profession, Dr. Gingrich worked as a corporate banker for Bank of America and a certified public accountant for KPMG. She received her B.S. in accounting and business from the University of North Carolina. Forever a tarheel, she nevertheless attended the University of Maryland where she obtained a Ph.D. in cognitive and organizational sciences. Dr. Gingrich is also a graduate of MIT’s Foreign Politics and International Relations program.

Irving LachowIrving Lachow is a Professor of Systems Management at the Information Resources Management College and Director of the College’s Advanced Management Program. Previously, Dr. Lachow was a senior associate at Booz Allen Hamilton where he managed projects in the areas of IT strategy and planning for numerous government clients. Dr. Lachow has extensive experience in both IT and national security. He has worked for Digital Signature Trust, the RAND Corporation, and the Office of Deputy Under Secretary of Defense (Advanced Systems & Concepts). Dr. Lachow received his Ph.D. in engineer-ing and public policy from Carnegie Mellon University. He earned a B.A. in political science and a B.S. in physics from Stanford University.

Geoffery W. SeaverGeoffery W. Seaver is a Professor of Systems Management at the Information Resources Management College. Previously, Professor Seaver was the Associate Director, Information and Telecommunications Studies at the University of Maryland, University College, Graduate School of Management and Technology. He has more than twenty-five years of experience in information resources management, as well as significant experience with national security. In addition, Dr. Seaver has extensive experience in remodeling homes and his 1895 Victorian townhouse appears on the 2003 Washington, DC stamp. He earned a Ph.D. in public administration from The George Washington University.
