Аннотация:
Мы часто говорим об общем прошлом Европы и Азии. Ищем его в традициях, в
истории, иногда даже как золотоискатели, очищающие его от мусора, мы пытаемся
избавиться от лишних морфем, чтобы найти в них общую сущность в корнях слов.
Однако, погружаясь в прошлое, мы забываем, что течение времени никогда не
останавливается, и, если мы поднимем голову, и посмотрим вперед, мы сами убедимся,
что вызовы, стоящие сегодня перед Европой и Азией, не меньше, чем вызовы, через
которые два континента прошли и устояли на протяжении многих веков.
Да, сегодня они совсем иные. Именно это обстоятельство вызывает необходимость
поиска совершенно нового подхода. Подобный подход, несомненно, является подходом
молодых авторов, представленных в этом сборнике с тезисами докладов. Проблемы, на
которые они обращают наше внимание, разнообразные и различные по своей природе,
но все они вызывают любопытство, как у научных специалистов, исследующих
проблемы политики, безопасности и международных отношений, так и у более широкого
академического сообщества, с его значимостью и актуальностью поставленных
исследовательских вопросов, которые, как мы все считаем, теперь будут искать ответы
и спровоцируют общество задуматься.
Мы убеждены, что тезисы, представленные в этом издании, сохранят свою
актуальность во времени, потому что явления, представленные молодыми авторами,
впредь еще окажут свое влияние на политику, экономику, и будут влиять и на мировой
порядок. Потому что, к сожалению, ни терроризм не исчезнет, ни амбиции ядерных сил
не уменьшатся. Не менее важны, конечно, проблемы энергетики и вопросы
энергетической независимости - цель, которая, вряд ли стоит вне повестки дня какой-
либо страны мира, не говоря уже о странах Европы и Азии, которые больше, чем когда-
либо, стремятся достичь и утвердить свою позицию, свою идентичность и свою
политику. В этом стремлении они неизбежно вступят в конфликты, но также и в союзы,
потому что, как мы знаем из политической теории, конфликты иногда могут стать
движущей силой для новых действия и новых мировых и цивилизационных достижений.
Но будут ли эти союзы прочными, и до какой степени мы можем судить об их
устойчивости? Ответы на эти вопросы и ищут авторы тезисов докладов, представленных
в данном сборнике.

Annotation:
We often talk about the common past between Europe and Asia. We look for it in
traditions, in history, sometimes even like gold diggers cleaning it from debris, we try to shake
off unnecessary morphemes to find there the common essence in the roots of words. Sinking
into the past, however, we forget that time never stops. Looking ahead, we will see that the
challenges Europe and Asia are facing today are neither smaller nor less significant than those
they’ve passed through and overcame during the years.
Yes, today those challenges are very different. And this is the very reason way new
approaches are needed. Such a new approach undoubtedly is used by the young authors
presented in this collection. The issues they bring to our attention vary and differ in nature, but
they all would be of interest of scientists studying politics, security and international relations,
as well as of the wider audience, because of their significance and the relevance of the scientific
questions posed, which as we believe are yet to seek their answers and to provoke the public
into thinking.
We strongly believe that the articles presented would remain significant over time,
because the phenomena presented by the young authors are still to reveal their impact on
politics, economics and the world order. Because, unfortunately, neither terrorism is about to
disappear, nor the ambitions of the nuclear-weapon forces will diminish. No less important are,
of course, the issues concerning energy independence - a goal that is hardly off the agenda of
any country in the world, including those of Europe and Asia, which are more than ever seeking
to achieve and consolidate their positions, their identities and their policies. In this endeavor,
they will inevitably enter into conflicts, but also into alliances, because as we know from
political theory, conflicts can sometimes become a driving mechanism for new actions and new
world and civilization achievements.
But would these alliances last in time, and to what extent can we judge for their
sustainability? The articles presented in the collection are looking for answers to these and many
other questions.

ISLAM IN THE MEDIA RHETORIC AS PRECONDITION

ПРОТИВОДЕЙСТВИЕ РАДИКАЛИЗАЦИИ

Annotation: The aim of the report is to reveal the influence the media has over the relation between
religion and politics and its potential to be used agains radicalization in Western societies. The report
gives a brief description of the way media works and defines the role it has as a mediator. Secondly, it
presents the term ‘political capital’. The paper examines the way in which media provides a possibility
for political capital to be accumulated.The hypothesis claims that media can be used as an efficient tool
while fighting terrorism and radicalization and to lower the lever of radicalization in Western societies.

Introduction
The present study aims to explore the relation between the information presented by media and
the attitudes which exist in society towards Islam. Basically, it presents the hypothesis that
media can be used as a tool for reducing the degree of radicalization among citizens of Western
societies – a phenomenon whose frequency has risen sharply in the last decade and which can
be seen as a strongly negative trend. The need for its suspension and complete cessation or at
least its partial reduction and the slowing down of this alarming trend determine the relevance
and the importance of the issues under consideration and determine the need for additional
theorizing in this scientific field.
Media as a mediator
The word media itself means a channel or conductor, ie. its main function is to transfer
information, but due to the specifics and peculiarities of this transfer, a certain value could be
added or lost to the object of transfer. Thus, in practice, it turns out that media itself becomes a
component of the interconnection of the other elements, and the way in which it affects it
depends on the specific media and the rhetoric and style it uses. Thus, the role of the media as
a mediator proves to be strategically important in the accumulation or loss of certain political
capital, which in turn could have an impact in the fight against terrorism and radical Islam.
Religion in the field of politics, security issues and radicalization
Political capital
Although identification and comparative capital can distort the political reality, they can
predominate for certain regions and in certain periods of time. Similar trends are characteristic

of more unstable regions, such as the Middle East. This is due to several factors. In the first
place, identification and comparative capital require less resources, ie less investment leads to
the accumulation of more capital. It can be concluded, from what was said, that those who
generate more political capital with less investment have an advantage position. This
circumstance is determined by the competitive nature which politics has. In other words, leaders
who seek to accumulate political capital have no interest in the individual, but they rather seek
mass support, which means that the iportant thing is the context, namely who the other players
on the domestic and the international political scene are. The situation in relation to others is
decisive for the gain or loss of political capital. In essence, the latter is a credible trust on the
part of the citizenry. In order for a political entity to gain this trust, it must be "seized" by its
opponents.
Media, as a mediator, consciously or not, also becomes an invisible conduit and contributes to
the accumulation of political capital in one or more of its forms. The opposition between Islamic
and Western cultures and their values, as well as their cultural differences and overall
worldview, is a tempting topic from the point of view of journalistic rhetoric. But it is precisely
the opposition that most often contributes to the accumulation of political capital by an entity
on the international stage. In this way, by creating simplified models in the media space,
accessible to the general public and arousing its interest, certain factual circumstances are
distorted, and the relation between religion and politics is changed.
, Prof. Naidenov's article ‘The term ’Political capital’ and its potential in contemporary political
analisys’ manages to derive the essential characteristics of the concept studied, namely ‘its
symbolic nature, its rational nature and its relativity, which is determined from the point of view
and the context’.1 These characteristics largely correspond to the above characteristics and
features of media as a mediator, because just as it is a kind of transmitter of real events, so do
political capital denotes a completely real phenomenon, such as credited trust in a political force
or international organization, regardless of its nature. From this point of view, it can be assumed
that the interrelation between religion and politics is refracted through more than one prism
before a direct relation between the two phenomena can be reached, ie. here it is difficult to
speak of direct correspondence, but rather of the systematic accumulation of a certain influence,
a term which could hardly be avoided when it comes to media and political capital, as both seek
to provoke a certain change. It is the management of change that could become a prerequisite
for the implementation of a strategy in the fight against terrorism and radicalization, which will
be as effective as possible and which aims to create a counter-action plan that will further reduce
the cases and manifestations of extreme Islamism.
Proper understanding of the functioning and organization of the media is crucial in moderating
the relation between religion and politics. The lack of dialogue between the institutions and the
media is a significant shortcoming in the measures taken in the fight against terrorism and
radicalization.
Religious literacy as a method of counter-terrorism and deradicalization
The use of religion to accumulate political capital and to reap political dividends and achieve
political goals is a phenomenon that cannot be ignored or deterred. It has deep historical roots.
However, it needs to be modified for the needs of certain policy strategies and decisions.
According to John Wolfe and Gavin Moorhead, ‘Religion plays an ambivalent role when it

comes to threatening or promoting security.’2 The latter circumstance also refers to its strategic
use for the accumulation of political capital through media.
The concept of “media”, in itself, is too broad and extensive to claim that a full media coverage
at the national level could be obtained, but measures could be developed to meet the objectives
and tasks set and a specific deadline can be set. Such measures may include, for example, the
purposeful informing of media about the politics adopted for managing religious minorities, the
holding of various trainings and other specific trainings on the topic, etc. The difficulty of
finding a balance between a very superficial understanding of religion and its functioning as a
factor in the accumulation or loss of political capital stems precisely from the difficulty of
defining its boundaries.
If appropriate steps are taken, media can provide the role of a potent tool and a vital component
and an element of the strategy used against the continuoing trend of more and more young
people to get radicalized. The broader the topic is to be explored, the less the possibility for
ambiguities and misunderstandings to occure and to give space to extreme polarities to take
place. Radical Islam is not massive compared to the number of people who belog to the Islamic
religious group. To put too much enphasis on terroristic attacs, can make the problem deeper.
A certain balance is needed in the way they are presented by media. As Hannah Ritchie put it:
“It can be difficult to separate a rise in attention from a rise in frequency”. The tendency for
media to show the most “attractive” rather than the most objective information can endanger its
role of peacekeeper and an efficient strategic tool and even make it serve the opposite function.
It is a general opinion, which is obvious, in itself, that proactive and preventive measures are
preferable to punitive measures that are taken in the presence of already suspected to be
involved in or to contribute for the preparation of a given terrorist act. It is for this reason that
the active and purposeful involvement of media in the fight against radicalization could lead to
a number of qualitative changes and benefits in terms of maintaining peace and lowering the
levels of xenophobic sentiments among citizens and the general public. Political capital is not
a new phenomenon, but its potential is constantly being proven over time. It needs to be taken
into account, as well as the ways in which it is generated. Since media rhetoric is part of these
ways, it needs to be carefully researched. As a follow-up to this study, appropriate measures
should be identified to serve the purposes of peacekeeping, the suppression of xenophobic
sentiments and the reduction of the level of radicalization among the citizens of Western
societies and especially among the younger generations, whose representatives are considered
to be one of the most risky layers of society in terms of expressing readiness to carry out illegal
political acts and actions.
This trend could be successfully reversed in favor of national security politics if adequate
actions are to be taken. Among them is the greater degree of coordination and cooperation on
the part of the state institutions, as well as the non-governmental organizations involved in the
problems discussed.
In essence, they are not new, but the present study offers a new critical reading of phenomena
that have proven to be sustainable and interconnected over the years, but whose connection
remains complex and incompletely studied.

Cooperation, the exchange of good practice and experience, the presence of respect for
democratic rights and the guarantee of civil liberties are among the basic criteria for the
development of a society. They are also a sign of modernity. That is why the strategy for
counteracting radicalization is constantly being revised, and the measures are being
supplemented and updated. The present study discusses proposing a new measure, within the
framework of an existing plan. To what extent it could be implemented in practice and what
would be its significance are questions that have yet to be explored and receive their adequate

Резюме: В настоящее время в Республике Казахстан наблюдается рост
общественно-политической активности молодежи, возрастает важность повышения
качества охвата молодежи государственной молодежной политикой. В этом
контексте волонтерство играет уникальную роль как эффективный инструмент
вовлечения молодежи в систему государственной молодежной политики, а также
решения государственных проблем. В статье рассматриваются перспективы развития
волонтерства в Республике Казахстан для вовлечения молодежи в решение
государственных задач, в том числе в контексте экстренной мобилизации, на примере
пандемии коронавируса.

VOLUNTEERING AS A TOOL OF INVOLVEMENT IN THE SYSTEM OF
STATE YOUTH POLICY CIVIL SOCIETY IN MODERN REALITIES

Annotation: Currently, in the Republic of Kazakhstan there is an increase in the social
and political activity of youth, the importance of improving the quality of coverage of youth
with state youth policy is increasing. In this context, volunteering plays a unique role as an
effective tool for involving young people in the system of state youth policy, as well as solving
state problems. The article discusses the prospects for the development of volunteering in the
Republic of Kazakhstan to involve young people in solving state problems, including in the
context of emergency mobilization, using the example of the coronavirus pandemic.

In recent years, the socio-political activity of young people has been growing in the
Republic of Kazakhstan [1]. In this regard, there are new tasks laid down in the Law of the
Republic of Kazakhstan dated February 9, 2015 No. 285-V ZRK "on state youth policy".
Undoubtedly, for the successful implementation of the state youth policy (hereinafter —
GMP), it is necessary to increase the quality of coverage and the level of involvement of young
people in it. In this context, volunteering plays a special role.
The main distinguishing feature of volunteering from the classic tools for involving young
people in the GMP system is the unifying factor based on a non-political agenda for the

implementation of altruistic actions. This, with proper positioning, allows you to involve people
who are initially apolitical or even negatively inclined to the regime in state-controlled
volunteer processes (movements, actions), who previously did not fall within the sphere of
influence of the GMP system through classic involvement tools (for example, forum campaigns,
Patriotic actions, etc.).
Thus, when building the correct positioning of a particular volunteer Association or
campaign, it is possible to quickly mobilize a previously unaffected youth audience through a
non-political agenda, build a managed system and gradually involve young people in projects
for the implementation of GMP.
In fact, volunteerism can be described as a unifying feature through which the audience
is organized, activated and concentrated for further involvement in the work within the
framework of the state policy system [2]. After a formal Association around a neutral socially-
oriented agenda, standard GMP tools can already be applied to volunteers, taking into account
the focus of their interests and while maintaining a moderate distance from the state in their
positioning. As a result of these actions, young people who were previously neutral or negative
about the GMP system actually become an integral part of it, transforming their attitude to the
system and forming a positive social background.
In the Republic of Kazakhstan, at the present stage, volunteerism as a systematic direction
was actively developed by the state in 2015 following the adoption of the relevant legislative
act, which is indicated above. After that, a set of measures aimed at developing the volunteer
movement in the country was implemented [3]. At the same time, the key state actors in
decision-making on the development and coordination of the volunteering system in the
Republic of Kazakhstan were highlighted.
The normative legal framework of youth policy that existed before 2015 was mainly
aimed at regulating the mechanisms of socio-economic adaptation of Kazakhstan's youth. The
law on state youth policy of 2004 set tasks to support young entrepreneurs, provide housing for
young people and young families, create conditions for the development of rural youth, and
provide employment for young people. It should be noted that in the process of implementing
this Law, a mechanism was created and established to implement socio-economic, legal,
organizational conditions and guarantees for the spiritual, cultural, educational, professional
development and physical development of young people, the disclosure of their creative
potential in the interests of the whole society.
The purpose Of the law on youth policy of 2015 is to create conditions for the full
spiritual, cultural, educational, professional and physical development of young people,
participation in the decision-making process, successful socialization and channeling their
potential for further development of the country. To achieve this goal, two new tasks were set:
involving young people in the socio-economic and socio-political life of the country; fostering
citizenship and strengthening the sense of Kazakhstan's patriotism, which logically follow from
the tasks set by the previous Law.
For the effective implementation of youth policy, the Law ensures a permanent multi-
purpose presence of the state in the interests of youth, determines the content and coordination
of the activities of socio-political institutions involved in working with youth, establishes
General principles for regulating the sphere of youth policy and assumes its regulation by other
laws and regulations.
The Law on state youth policy introduced new concepts-young specialist, national report,
regional youth forum, Republican youth forum, and specified the main directions of state youth
policy.
The Republican youth forum was created to ensure a national level of interaction of state
bodies with youth and youth organizations on the implementation of the state youth policy[4].

The forum is held in order to create a national level of interaction between government agencies
and young people.
The main task of the regional youth forum[3] is to ensure dialogue and interaction
between local Executive bodies and youth, youth organizations.
Forums are an effective platform for identifying the problems of young people in the
region and for involving the public in solving these problems. By involving young people in
solving urgent issues, local Executive bodies have the opportunity to build effective forms of
interaction to build a competent system of youth public institutions and create tools that direct
the energy of young people in a constructive direction. Of course, holding forums makes it
possible to develop a system of unified political decisions that accumulate new ideas and
technologies for the implementation of tasks not only at the regional level, but also at the
national level.
Measures aimed at developing the youth policy of the Republic of Kazakhstan include:
providing affordable and high-quality education and developing scientific and technical
potential; creating a healthy lifestyle; creating conditions for employment and employment;
developing a system of affordable housing for young families; creating conditions for the
development of entrepreneurship among young people, raising the level of legal culture,
fostering intolerance to corruption; providing conditions for cultural leisure and recreation.
A striking example of rapid mobilization of young people for state needs through the
volunteer agenda is the volunteer action "We are together", which has been implemented on the
territory of the Republic of Kazakhstan since March 2020, and the purpose of which is to
support elderly, disabled citizens and medical staff during the coronavirus pandemic. This
action in a short time mobilized more than 100 thousand people across the country and the
average age of a volunteer is 25 years. As part of the campaign, regional coordination
headquarters were formed. The main tools for involving volunteers in the "We are together"
campaign include mass media, social networks, outdoor advertising, informing the population
through state authorities, using previously developed volunteer assets by GMP bodies, etc.
In addition to the socially significant results of this campaign, the following can be
distinguished::
* increasing the number of volunteers as a socially active group due to the influx of new
people, including those who were not previously involved in the GMP system and volunteering
due to a unifying agenda in the face of a common threat to society;
* testing the mechanism of emergency mobilization of the socially active part of citizens
in certain regions with the presence of coordination centers for managing their actions;
* testing the mechanism of large-scale mobilization of citizens to address socially
significant issues through encouraging campaigning in the media, social networks and other
communication platforms;
* gaining experience in forming a positive public opinion among a part of the population
and shifting the focus of attention of a part of society to positive content in conditions of socio-
economic instability;
* increase of electoral loyalty to the current government on the part of volunteers
participating in the campaign by engaging in joint actions;
• different result.
In the current conditions, there is a development of the system of coordination of
volunteerism in the Republic of Kazakhstan and an increase in the number of people involved
in volunteer activities.
Undoubtedly, the experience of holding such large-scale actions creates prerequisites for
further use of the accumulated human resource for solving tasks that may pursue both the
implementation of the goals laid down in the Law on state youth policy and other, including
political goals. At the same time, volunteers, as potentially the main social force, can be

effectively mobilized through a unifying socially significant agenda, while building the
appropriate positioning in the public consciousness.
By developing and involving young people in volunteer activities, the state creates an
effective mechanism for forming a base of socially active people who can be mobilized, if
necessary, to solve emerging socially significant problems, as well as to create a potential socio-
political force. In the context of shifting the priority areas of state activity towards social policy,
volunteers can become important subjects for the implementation of state tasks in the social
sphere. Successful experience in coordinating the activities of volunteers in the context of the
coronavirus pandemic at regional levels confirms the effectiveness of this trend.
The increased incidence of social tension caused by environmental conflicts also allows
for the possible potential role of state-coordinated volunteers in addressing and monitoring local
environmental crises and other social conflicts.
One of the conditions for the formation of civil society is the transition from a vertical
model of the relationship between the government and the population to a model of joint
decision-making. The latter, in turn, is largely associated with the development of the third
sector, public and non-governmental organizations, which include the volunteer movement. In
the works of foreign researchers, volunteerism is considered through the effectiveness of
volunteer work in individual organizations. The research focus in this article is focused on the
problems of functioning and development of volunteerism in Kazakhstan under the influence
of state policy.
The volunteer movement in Kazakhstan is a very new phenomenon. It is still specific,
and in many ways incomprehensible to most of the population. Fixing the involvement of
Kazakhstanis indicates a low culture of volunteering. Thus, according to a sociological study
commissioned by the Committee for civil society Affairs of the Ministry of education and
SCIENCE of the Republic of Kazakhstan in 2018, only 10.7% of respondents have any
experience of volunteering.
In this regard, we assume that the development of volunteerism today is more determined
by the state than by the citizens themselves. The high level of volunteer activity among citizens
is rather episodic.
This is most clearly manifested during any international events (Asian Winter games,
EXPO 2017 Astana, etc.), emergency situations (assistance to victims of spring floods, an
explosion in a military storage facility in the city of Arys) , etc.
Next, you should state what steps have been taken by state bodies to develop volunteerism
among the population.
So, in the framework of the civil society study in 2014, the question was raised "do you
think that Kazakhstan needs a special law on volunteerism?" [5], for which the following
distributions were received:
According to the Law of Kazakhstan, volunteerism is understood as voluntary activity
carried out on a gratuitous basis. The main goal of volunteer movements is to help solve social
problems, as well as to train and increase the role of volunteers.

According to the results of a 2018 sociological survey, most of those who have volunteer
experience indicate a social orientation – 22% [6]. This area included assistance to socially
vulnerable categories: low-income families, the elderly, as well as assistance in raising funds
for medical needs.
If you have ever been engaged in volunteering (non-paid activities or work for the benefit
of society), in what areas? (this question is answered only by those respondents who have ever
been engaged in volunteering – 10.7%).
In other words, the problem areas that Kazakh volunteers are responsible for solving are
depoliticized. This feature is similar to what foreign, in particular American, researchers of
volunteerism say. For example, N. Eliasof concludes that the sphere of activity of American
volunteers is of a daily nature, while geographically it is close to the place of residence. And
the issues that volunteer groups take on do not require lengthy discussions, and do not have a
political context. That is, those that they themselves consider feasible [4].
A separate Chapter of this Law is devoted to issues of state regulation in the field of
volunteer activities (Chapter 2). According to this Chapter, the state is the main organizer at
both the Central and local levels. And one of the tasks that state bodies set for themselves is to
create a public platform and expand the volunteer network.
Site preparation. The main developer dealing with this issue is the Ministry of internal
AFFAIRS of the Republic of Kazakhstan, in particular the Committee for the development of
civil society. In the fall of 2019 MIOR representatives of Kazakhstan were presented the Draft
implementation plan of activities, one of which tasks is the development of volunteering and
regional level. The relevance of regional development is confirmed by the results of research
conducted in earlier periods.
Thus, according to 2014 data, the most active activity of volunteer groups, which is noted
by the respondents, was observed in the city of Almaty, Almaty, Kostanay, Zhambyl regions,
as well as in the capital Nur-Sultan. While in the Western region, the indicators were very low.
A study on drawing up a "map of volunteer organizations" conducted at the end of 2017
shows that the results of greater activity of individual regional volunteers are consistent

As of 2017, the number of volunteer organizations was 125. The largest number of which
is concentrated in Almaty, Karaganda regions, as well as in the city of Nur-Sultan. In the
Western region, Atyrau and Mangystau regions saw some growth. The exception is the West
Kazakhstan and Aktobe regions, where the level of volunteer movement remains lower.
For the further development of volunteerism, a single platform of volunteers has been
created to date - qazvolunteer.kz (https://qazvolunteer.kz/kk).
The platform allows you to register as a potential volunteer. In the profile, the volunteer
specifies the following data •

• Date of birth
• Area of activity
* Volunteer experience
* Projects (active, completed, planned)
At the moment on the platform QazVolunteer.kz registered 192 organizations, 2692
volunteers, published 58 projects, 27 of them – in the direction of "Social volunteering", 7 -
"Volunteering in medicine", 6 – "Environmental volunteering", 6 – "Event volunteering", 4 –
"Sports volunteering", 3 – "Corporate volunteering", 3 – "volunteering in emergencies", 2 –
"Media volunteering".
In addition, users can leave reviews in the profile, which also affects the overall rating of
the volunteer.
However, analysis of the platform via SimilarWeb indicates low user activity
(https://www.similarweb.com/website/qazvolunteer.kz). This is how the qazvolunteer site is
ranked by traffic.kz is ranked 7,233 in Kazakhstan. In other words, the platform's audience is
quite specific and is characterized by a small number of users. The main source of traffic is
direct traffic-75.5%. Traffic through search, by keywords, is only 19%. Low traffic is recorded
through social networks-3.75%. In this regard, the need for information support of this platform
among the user audience is noted.
Creating a favorable environment. The development of volunteer activities implies the
creation of a favorable environment. However, in contrast to the same Western countries, where
methods of stimulating volunteers include various types of tax incentives, discounts, advantages
in selection to educational institutions, or when applying for a job. In Kazakhstan, such methods
are not used, but are under discussion, which also negatively affects the popularity of

In addition, despite the principle of grant activities within the organization relevant is the
issue of funding. In Kazakhstan, the state supports volunteers by providing a small grants
program for various initiatives.
The events of the last few years and the manifestation of social activity among citizens
indicate positive changes in the development of the third sector in Kazakhstan. However, the
analysis of volunteer activities indicates that this direction is developed to a greater extent
thanks to the participation of the state. This is particularly relevant, given that 2020 has been
declared the year of volunteering. However, it is worth noting that due to the state policy,
volunteering becomes more structured. In particular, we can mention the adoption of the law,
the creation of a single platform, the expansion of the volunteer network at the regional level,
etc.
At the same time, the development of the volunteer movement in Kazakhstan is focal.
This implies that if at the level of the cities of Almaty, Nur-Sultan and some other regions,
volunteerism is more active, in other regions there is an increase, in some regions the volunteer
movement is rather weak.
In this regard, it is recommended to consider the possibility of introducing additional
benefits and incentives in order to stimulate the growth of the number of potential volunteers.
In addition, it is necessary to develop measures to strengthen the interaction of
organizations and volunteer movements on a regular basis.

MAIN INTERNATIONAL TREATIES IN THE FIELD OF NON-PROLIFERATION OF
NUCLEAR WEAPONS

This article examines the main international treaties in the field of non-proliferation of nuclear weapons. The
architects of the NPT were the nuclear powers, the United States and the former Soviet Union to control the
proliferation of nuclear weapons. This Treaty has been the subject of serious criticism because it distinguishes
between nuclear-weapon states and non-nuclear-weapon states, so the former can produce atomic devices while
the latter are prohibited. Even nuclear powers such as France and China did not join immediately, considering it
highly discriminatory. Non-nuclear-weapon states also sharply criticized the NPT and did not join immediately,
including three Latin American countries, Argentina, Brazil and Chile. The first two signed the NPT only when
they achieved full nuclear power and autonomy. Chile's immediate non-alignment was due to the decision of
Argentina and Brazil.

В статье исследуются основные международные договоры в области нераспространения ядерного
оружия. Архитекторами ДНЯО были ядерные державы, Соединенные Штаты и бывший Советский
Союз, чтобы контролировать распространение ядерного оружия. Этот Договор подвергался серьезной
критике, поскольку в нем проводится различие между государствами, обладающими ядерным оружием,
и государствами, не обладающими ядерным оружием, поэтому первые могут производить атомные
устройства, а вторые запрещены. Даже ядерные державы, такие как Франция и Китай, присоединились
не сразу, считая это крайне дискриминационным. Страны, не обладающие ядерным оружием, также

The basis of nuclear weapons, dating back to the 1940s, has become a dangerous disease
of human society, and the direction of "nuclear production" is becoming an urgent problem
today. In the first quarter of the twentieth century, there was an arms race between the great
powers of the world. The first five countries to develop and test the first nuclear weapons: the
US in 1945, the Soviet Union in 1949, the UK in 1952, France in 1960, and the People's
Republic of China in 1964. Since the advent of nuclear weapons, the non-nuclear states of the
world have become increasingly politically dominant. It was clear that such actions by nuclear
powers would create instability between states. These countries signed the Treaty on the Non-
Proliferation of Nuclear Weapons (NPT) on June 1, 1967 in Vienna, under the supervision of
the International Atomic Energy Agency (IAEA). The Treaty stated that, in accordance with
Article IV of the next paragraph of the Treaty on the Non-Proliferation of Nuclear Weapons,
non-nuclear-weapon states have the right to “produce, use and study nuclear energy for peaceful
purposes”. Several states that disagree with some sections of the CSTO noted that the treaty

contains discrimination at the national level. India, Pakistan, Israel, South Africa and Brazil
have begun developing their own nuclear weapons. 20th century In the 1980s, South Africa and
Brazil destroyed their nuclear arsenals. The first five nuclear giants could not prevent
subsequent states from developing nuclear weapons. They conducted their nuclear research on
the basis of the NPT. It was clear that the scientific breakthrough of the Soviet Union, the
founding of the world's first nuclear power plant among the nuclear powers, would be of
military, political and peacekeeping interest for the development of nuclear technology. After
seventy years of Soviet rule, the Soviet Union restored its sovereignty and began to interact
with foreign powers in a new way.
The International Treaty on the Non-Proliferation of Nuclear Weapons (NPT) is based on
the Treaty on the Non-Proliferation of Nuclear Weapons, but in recent years we have witnessed
an increase in non-compliance with its principles. The Nuclear Nonproliferation Treaty was
signed in 1968 and entered into force in 1970. Five countries: the United States, Great Britain,
Russia, the People's Republic of China and France are recognized as nuclear powers. India,
Pakistan and Israel were excluded from the 188-nation treaty, while North Korea announced its
withdrawal in 2003. On March 21, 2009, under the auspices of the United Nations, Antarctica,
Latin America, the Caribbean, the Pacific Ocean in 1986, and Southeast Asia in 1995 were
declared nuclear-weapon-free zones. Today there are 115 countries in the region. Although the
group adopted a resolution 17 years ago declaring the Middle East a nuclear-weapon-free zone,
the proposal has yet to be implemented. In 1996, he proposed an end to nuclear weapons testing,
which was supported by 181 countries and ratified by 150 states. For the agreement to enter
into force, it must be signed by the United States, China, Israel, Iran, Pakistan and North Korea.
Despite the entry into force in February 2011 of the Treaty on the Further Reduction and
Limitation of Strategic Offensive Arms between the Russian Federation and the United States,
the accession of other countries, both formal and unrecognized, to the bilateral process of
reducing the Russian-American nuclear arsenal. The question is still open. Obviously, it is
inappropriate to talk about real nuclear disarmament until this process becomes multilateral. It
should be noted that India and Pakistan still do not intend to join the Treaty on the Non-
Proliferation of Nuclear Weapons. There is no progress in restoring North Korea's participation
in the treaty. However, the international community has the right to demand that these countries
ensure the safe storage of nuclear materials and technologies, effectively combat their illicit
trafficking and strengthen the de facto regime of protection of their nuclear facilities. The
difficult situation with Iran's nuclear program. Of the 44 countries with nuclear technology,
some have yet to sign a treaty and some have not. In addition, in order to effectively advance

the process of nuclear disarmament, it is necessary to reduce the role of nuclear weapons in the
military doctrines of nuclear states, resolve the issue of their mandatory security guarantees for
non-nuclear weapons states, and reach a consensus on missile defense. It is also important to
start negotiations to ban the placement of nuclear or any other type of weapon in outer space.
In April 2010, the world's attention turned to Washington. The Global Nuclear Security Summit
was held here. The leaders of the world's leading states discussed the issue of ensuring nuclear
safety. Nuclear safety is a global priority today. The Global Summit on Nuclear Security in
Washington was attended by the leaders of 47 countries and the leaders of a number of
important international organizations.
The Global Nuclear Security Summit in Washington DC has always shocked the public.
At this large-scale meeting, the issue of non-proliferation and elimination of nuclear weapons,
which worries all mankind, was discussed in detail, and thus united forces in this direction and
took a concrete step towards building a world without nuclear weapons. At the meeting, which
was attended by the leaders of 47 countries, Nursultan Nazarbayev, for the first time in the
world, came up with an initiative to expand the nuclear-weapon-free zone in Central Asia and
to re-adopt the requirements of the International Treaty on the Non-Proliferation of Nuclear
Weapons. The last time that many leaders came to Washington was in the first half of the last
century, in 1946. The meeting of the leaders of the leading countries was held on March 26 and
27, 2012 in Seoul, South Korea. The Seoul Nuclear Security Summit has become a major global
political event that has given impetus to the international nuclear non-proliferation regime,
which is currently going through a difficult period. Despite some progress in achieving a world
free of nuclear weapons, the international community has not been able to make significant
progress in recent years in the field of nuclear disarmament and preventing the proliferation of
these weapons of mass destruction. While the first summit in Washington in April 2010 was
devoted to the security of nuclear materials, mainly to prevent nuclear terrorism, the Seoul
summit assessed the results achieved in the field of nuclear security and identified future steps.
The Seoul summit agenda was significantly influenced by the accident at the Fukushima nuclear
power plant in Japan, so the forum actively discussed measures to ensure the safe and reliable
use of nuclear energy for peaceful purposes. At the end of the Seoul summit, a final
communique was adopted. It was noted that the next nuclear security summit will be held in
2014 in the Netherlands. The leaders of more than 50 countries attending the Seoul summit
reaffirmed their common goal of non-proliferation of nuclear weapons and the peaceful use of
nuclear energy. They expressed confidence that “measures to enhance nuclear security will not
impede a State's right to promote the peaceful uses of nuclear energy.”

The new coronavirus (COVID-19) pandemic has already caused great damage to a
number of countries and the world, not only killing many tens of thousands of people, but also
leading to economic, financial and social crises. It also forced the international community to
cancel or postpone a number of important meetings, including major international conferences.
Unfortunately, one such victim - the Tenth Conference of the Treaty on the Non-Proliferation
of Nuclear Weapons (NPT) - is the central pillar of the current nuclear control and disarmament
architecture.
The tenth NAP Review Conference was scheduled for April 27 - May 22, 2020. However,
Gustavo Zlavinen, president-elect of the conference, said that the review conference would be
postponed until April 2021 due to the pandemic. This, of course, was an adequate and necessary
response to the COVID-19 crisis.
Interestingly, the postponement will help deal with the growing pressures under the NPT
regime. Threats to the Conference and ultimately to the Agreement are growing. There is a long
list of important concerns and problems: the resumption of the nuclear arms race; the crisis in
the architecture of the Nuclear Weapons Control Treaty; the crisis in relations between the states
possessing nuclear weapons; New setbacks in the nuclear deal with Iran and the
nonproliferation crisis in Northeast Asia; growing tensions between nuclear-weapon states and
non-nuclear-weapon states. Therefore, it is important that the CSTO parties use the time
between the current and the beginning of the Review Conference to find ways to make
significant progress. If nothing is done, the situation can worsen.
At a time when the arms control system collapses or disappears, the nuclear-weapon states
are actively improving their nuclear capabilities, including the introduction of advanced
technologies. Examples include new hypersonic missiles and next-generation cruise missiles.
In general, nuclear-weapon States and States using nuclear weapons on their territory continue
to believe that nuclear weapons are an important and legitimate means of protecting them.
The next year will continue with regional tensions and serious nuclear threats. The
escalation of tensions between the two nuclear powers in South Asia, India and Pakistan, is of
great concern. Another problem is the lack of significant progress in combating the nuclear
threat in Northeast Asia. At the same time, the decision of the United States to withdraw from
Iran's nuclear program (JCPOA) and the second US sanctions against institutions and
companies that do not comply with the renewed US sanctions against Iran have created a tense
situation in which the threat of conflict seems very real. In the midst of this conflicting reality,

a humanitarian disaster is taking place as sanctions against Iran exacerbate the situation in a
country that has also dealt a serious blow to COVID-19.
Another obstacle to containing and reducing the nuclear threat is the international tensions
and conflicts that could arise from a pandemic. It is important to understand the medium and
long-term impact of the pandemic, but this crisis can provoke or exacerbate conflicts, especially
in the context of current global and regional tensions. If that happens, the pandemic will help
create an environment conducive to nuclear disarmament, progress in the NPT regime, and the
hope of reducing the nuclear threat. In the midst of this dire crisis, there are positive signs.
Initiatives of cooperation between peoples in the struggle against the common enemy of
humanity - disease - were inevitable. Countries share equipment, knowledge and medical
personnel in a variety of ways to combat the disease. Such collaboration is especially important
to help poor countries that struggle to obtain the necessary equipment (eg personal protective
equipment, respirators, etc.) and do not have the necessary medical infrastructure to deal with
the pandemic. In response to COVID-19, the UN Secretary General has called for a global
ceasefire given the critical state of humanity during the time of the virus. For example, Yemen,
as well as Syria, Libya, Sudan and Ukraine, had an official ceasefire during the war (although
the call for a ceasefire was not supported in some countries). Global cooperation was imperfect,
but this international solidarity movement promotes peace and cooperation around the world.
Even if the picture is not completely blurred, a pandemic can have several negative
consequences, making it difficult to move to the next stage. Human losses from coronavirus are
primarily associated with the death of many people. At the same time, severe restrictions on the
movement of people across international borders, as well as within countries, have undermined
the political and human relations of most people. It is clear that the pandemic will have profound
and undoubtedly serious economic consequences. The complete closure of all types of activity
in many countries has almost universally led to an economic crisis, the consequences of which
have not yet been fully disclosed, but will inevitably be negative. The economic crisis will be
global, even if we have significant differences between different countries and different regions.
Countries and regions in a difficult economic situation are trying to restore economic activity
and, of course, tend to think about their narrow, real, nationalist interests. Unfortunately, there
is a temptation to give up the need for collaboration and collaborate with others. In fact, the
general principle of “blaming others” is evident in many places; Indeed, the United States and
China blame each other for the pandemic. As we have seen in Europe, in the current and tense
situation, it will be difficult to forge cooperation, where it was difficult to come to an agreement
on how to find common instruments that will contribute to an overall economic recovery. In

short, economic disasters affect international politics. Cooperation is necessary and may be
required, but it will be difficult to achieve. It is to be expected that economic difficulties will
lead to the emergence or exacerbation of many antagonistic views. These antagonistic views
are of particular concern in countries that were previously hostile or hostile to other countries
and / or where religious, ethnic or political antagonists are strong. New wars may also break
out.

ATTITUDES OF RELIGIOUS GROUPS IN BULAGIA TOWARD THE EUROPEAN
REFIGEE CRISIS – FIELD STUDY

Abstract: The following report is a summary of my thesis, which aims to answer is
whether the religious views of the citizens of Bulgaria influence their views on the migrants
that came to the country during the European migrant crisis. For the purposes of answering this
question a field study, consisting of interviewing members of the main religious groups in
Bulgaria, was conducted. The interviews aimed to discover the extent to which the religious
views of the respondents influence their daily lives, as well as their views on the migrants.

Religiosity is one of the most important sociological aspects of populations.

The European migrant crisis is an event that saw an unprecedented wave of migration –
almost 1.9 million migrants – from countries in Africa, the Middle East and Asia towards
Europe4. This wave caused immense stress not only to European institutions and to the
migration systems of the countries, but also to the citizens of the European Union, who were
faced with the challenge of accepting these migrants into their communities. Among the EU
citizens the attitudes were mixed, and a fair few expressed concerns stemming from fears of
crime, terrorism, and even of the simple fact of accepting into European societies people with
vastly different cultures, values and religious views5.
The migrant crisis didn’t affect Bulgaria as much as it did other European counties for
several reasons. Many migrants were choosing more direct routes, which circumvented
Bulgaria, on their way towards Western Europe. This led to a fairly small migrant population

in Bulgaria. Nevertheless, Bulgarians tend to express very similar anxieties towards the
migrants as those of the citizens of the most affected European countries6.
A field study aiming to uncover one possible side of these anxieties was conducted
between 01.12.2019 and 10.05.2020, which consisted of interviewing members of the main
religions in Bulgaria – Orthodox Christians, Muslims, Protestants (Evangelical Christians),
Catholics and Jews. The main focus of these interviews was to look for a link between the
religious views of the respondents, their devotion to their respective beliefs, and their attitudes
towards the migrants in the context of the European migrant crisis.
The interviews were conducted as a directed conversation, rather than as a strict
questionnaire, which aimed at giving the respondents free reign of interpretations of the subject,
terms and views on which the study was centered. Of course, should the respondents go outside
the framework of the study they were directed back to the subject at hand. The resulting 14
interviews were incredibly versatile and multifaceted, resulting in a particularly rich empirical
material.
Analyzing the interviews was made by summarizing the interviews, after which a
subjective grade was given for three different categories – how much the respondents’ religious
beliefs affect their everyday lives; the attitudes of the respondents toward people “different”
from them; the attitudes of the migrants towards the migrants. At the end of “grading” each
interview a “final grade” was given, indicating the presumed influence that the religious beliefs
of the respondents have on their attitudes towards the migrants. The summary of all the “grades”
is presented in Table 1.

If we examine the limited set of data of all respondents, who received a grade different
than N.A. (indicating I was not able to give a grade from the material at hand) for the presumed
influence that the religious beliefs of the respondents have on their attitudes towards the
migrants, a definite link can be found between the respondents’ “devotion” and their views of
the migrants. The more devoted the respondents were, the higher the effect religion had on their
attitudes towards the migrants, and the more positive those attitudes were.
That being the case, I would have to conclude that the conducted field study did not
provide enough data for a concrete answer to the question of the link between people’s religious
beliefs and their views towards the migrants.
On one hand the number of respondents was incredibly limited due to budgetary and
logistical constraints, and that limited number had to be narrowed down almost in half for the
aforementioned link to be found. On the other, extracting data from freeform interviews is fully

dependent on both the methods of the interviewer and the subsequent researcher summarizing
the key points of the interviews. In this case both roles were taken by me, and I have limited
experiences with both interviewing, and summarizing and extracting data.
Nevertheless, I would state that the conducted study implies that there is a link between
the “religiosity” of the respondents and their attitudes towards “the other”, whoever they might
be – a person of a different faith, ethnicity, of even just a person seeking a better life for
themselves in a foreign country. I would also state that the conducted study shows the need for
more research into the influence that religion has on its followers’ attitudes, daily lives, decision
making processes, etc. Religion must not be underestimated – it is still a big factor in modeling
peoples’ attitudes, both in Europe and worldwide. It is also very susceptible to differing
interpretations, which was seen in the conducted study – some respondents understood their
religions in one way, while implementing them in their everyday life in a different way. These
interpretations, their influence, religion itself have become just another tick box to be recorder
in sociological questionaires, rather than an empirical value, which needs studied in depth by
all social science fields, and not just sociology and theology.
In conclusion, the most important inference from this study is that asking “what
religious people think” is far from enough. We need to look into “why religious people think
this way”, and “how do religions influence these ways of thinking”. The search for answers to
these questions would not only enrich a number of academic fields, but could also be the driving
force behind the understanding of the evolutionary processes within religions views, as well as
the impact these processed have on a multitude of social, economic and political processes,
including in this case the European migrant crisis. I think this study could pave the way for
larger scale studies that can include more factors and empirical values, which could help with
the interpretations of the answers to the questions “how” and “why” in the context of religion
as an important social aspect of populations.

ON THE INSIDE OF THE CYBERSECURITY SYSTEM IN BULGARIA

Abstract: Within the last years, the progress of technologies and the necessity of them
created new kind of global risks and threats. In particularly – the cyberspace. The term is
significantly new, but extremely important. In 2016 the cyberspace is equated with land,
water, air and space. Even NATO included it in their operational fields for leading military
actions. Since then dangers, related to cyberspace are legitimize officially. Cyberspace leads
to problems of unknown scale and potential impact, which in turn requires an increase in
society's cyberculture, the introduction of serious measures in the cybersecurity sector by all
countries and the achievement of cyber resilience in each area.

1. Cybersecurity
Cybersecurity is relatively new and modern word, which turns into an occasion for world-class
discussions. There are different definitions for the term of cybersecurity, which concerns his
structure and functionality. Due to the lack of single definition about cybersecurity, an
unlimited number of issues and problems arise in the security sector.
Cybersecurity can be defined as a condition, which is determined and measured by the level of
confidentiality, integrity, accessibility, authenticity and resilience of information resources,
systems and services. It is a set of policies, tools, concepts, guides, instructions and good
practices. The very purpose of cybersecurity is related to the preservation of the availability and
integrity of networks and infrastructure, the confidentiality of the information contained in
them, which paradoxically leads to the protection of national security.
2. Bulgaria’s cybersecurity system
2.1 National Cyber Security Strategy “Cyber Resilient Bulgaria 2020”
The 2016 National Cyber Security Strategy, entitled "Cyber Resilient Bulgaria 2020", is the
first official document through which the Bulgarian authorities outline the framework for a
national security system. The strategy addresses the mechanisms for coordination between the

various political institutions, the principles for creating an effective platform for cybersecurity
and describes the main goals of Bulgaria in this area.
2.2 Model of the national cybersecurity system in Bulgaria
As we have said, the model of the cybersecurity system in Bulgaria has been developed in the
National Cyber Security Strategy „Cyber Resilient Bulgaria 2020“. It is based on the principles
set out in the Act on the Management and Functioning of the National Security Protection
System, as well as the international commitments made to the European Union, NATO and
other partner organizations.
2.3 According to the terminology used in the National Strategy "Cyber Resilient Bulgaria
2020", cybersecurity covers three pillars - network and information security (MIS), law
enforcement and cyber defense. We will look briefly at all three pillars:
I. The first one is the foundation of cybersecurity and the achievement of such a level of
network and information security that can prevent technological and information risks is of
paramount importance for the national security of the Republic of Bulgaria. The State E-
Government Agency /SEGA/ has a leading role in these activities.
II. The Ministry of Interior is responsible for law enforcement, and the Ministry of Defense
is responsible for cyber defense, and the Stationary Communication and Information System is
responsible for the cyber defense of the command and control system.
Conclusion: From the above it can be seen that the responsibility is diluted between the three
institutions, which is why the strategy envisages the establishment of a Cyber Resilience
Council at the Council of Ministers, as a part-time permanent advisory member with strategic
functions, and at operational and technical level the structures create different sectoral centers.
The national policy is guided by the National Cyber Security Coordinator, and the main unit
for response to crisis situations is the National Information Security Incident Action Center.
3.4 The Cybersecurity Act of Bulgaria
On October 31, 2018, Bulgaria adopted the Cyber Security Act, which introduces the
requirements of the European Union and in particular of Directive 2016/1148. With Bulgaria's
membership in the EU, our country undertakes to follow the measures taken by the Union,
which are aimed at increasing the level of security of network and information systems. Until
the adoption of the Cyber Security Act, Bulgaria does not have a law that specifically regulates
issues in the cybersecurity sector. Cybersecurity is mentioned in the 2016 Act on the
Management and Functioning of the National Security Protection System. It defines
cybersecurity as a key element of Bulgaria's national security, and also the cyberspace as "a

specific virtual territory without physical borders, in which the democratic functioning of
institutions and the fundamental rights and freedoms of citizens are guaranteed."

3. Conclusion
The model for building and functioning of the national cybersecurity system is outlined in the
National Strategy "Cyber Resilient Bulgaria 2020". It follows the principles set out in the Act
on the Management and Functioning of the National Security Protection System, as well as the
international commitments made to the European Union, NATO and other partner
organizations. With the adoption of the Cyber Security Strategy in Bulgaria, its lag in NATO
and the EU on a documentary level is being overcome. Organizationally, our country is lagging
behind due to the lack of qualified people in the cybersecurity sector. At the moment in Bulgaria
there are no unified educational programs on cybersecurity, which in my opinion is an obvious
omission and speaks of the lack of teachers who have gained experience in this field. Another
major omission is the lack of exchange of information between both government and the private
sector. The effective functioning of the cybersecurity sector requires the state and the private
sector to maintain communication in order to reach a common vision of the various threats,
which is needed in order to assess the trends and techniques in cyber attacks. Achieving
improvements in the cybersecurity sector will contribute to a higher level of national security.

(2019-2020)

В связи со серьезностью темы необходимо начать с уточнения основных
понятий, а именно радикализации и терроризма.
Согласно общему определению, радикализация является процессом, с помощью
которого человек или группа принимает насильственные формы действий в результате
крайней политической, социальной или религиозной идеологии, подвергая сомнению
существующий социальный, культурный и политический порядок. Важно сказать, что
радикализация – это не только религиозный экстремизм, который затрагивается в
сегодняшней теме, но и охватывает другие явления: неонацистские движения,
экотерроризм и другие. 8

В самом начале мы сталкиваемся с серьезной проблемой, а именно с определением
терроризма. Об этом же говорил и сам британский посол в ООН еще в 2001 году, когда
в своей речи 11 сентября он заявил: «Все чаще возникают вопросы по поводу проблемы
определения террориста. Давайте будем мудры и сосредоточены на этом: терроризм это
терроризм ... То, что выглядит, пахнет и убивает, как терроризм, это терроризм. "9
Многие исследователи дали свои собственные определения терроризму и
многократно его рассматривали, чтобы прийти к сущности вопроса, но даже
различные правительственные учреждения США не достигли общего определения.
Определения четырех правительственных учреждений США10
1. Палаты представителей США (2002 г.): "Терроризм является незаконным,
преднамеренным насилием или угрозой насилия со стороны субнациональных групп
против имущественных прав с намерением заставить правительство, вселять страх в
население ".11
2. Государственный департамент (1984 год): "Терроризм означает преднамеренное,
политически мотивированное насилие, совершенное в отношении несочетаемых целей
субнациональными группами или незаконными агентами, обычно предназначенными
для воздействия деятельности".12
3. ФБР (1999): "Терроризм определяется как незаконное применение или угроза
применения силы или насилия группой лиц или отдельным лицом , участвующих в
запугивании или принуждении правительства, гражданского населения или любого его
сегмента, в погоне за политическими или социальными целями".13
4. Министерство по борьбе с терроризмом (2000 год): "Терроризм представляет собой
расчетное применение насилия или угрозы насилия для того, чтобы вселить страх; с
целью принуждения или запугивания правительств или обществ к достижению целей,
которые обычно являются политическими, религиозными или идеологическими».14

После внимательного взгляда на многочисленные попытки определить терроризм, я
склонна согласиться с тем, что Уоттс писал, а именно что терроризм является понятием
", которое понимается только в определенном контексте", но может быть определен
только в том случае, если "теория является производным , независимо от события" и
построен "не в свете конкретного события".15
С 2001 года исследователи все чаще говорят о существовании нового глобального
терроризма, структурированного горизонтально и сетево, без командной иерархии, с
боевиками, действующими не столько по порядку, сколько по вдохновению и
идентификации с определенными ценностями, воплощенными международными
террористическими сетями, такими как «Аль-Каида» а сегодня «Исламское
государство».
Но ясно одно религиозный терроризм, завоевывает мир и угрожает безопасности более
развитым западноевропейским странам. Об этом свидетельствует количество
террористических атак, осуществленных во Франции и Австрии за короткий период
времени с 2019 до конца 2020 год.
Начнем с Франции, где за этот период произошли четыре религиозных
нападения.
● Первый был проведен 3 октября 2019 года в Париже. Михаэлем Храпоном, который
работает в полиции специалистом по компьютерам, вернулся с обеда с ножом, которым
ему удалось убить трех офицеров и гражданского работника.16
Дело в том, что само нападение было совершено человеком, работающим в милиции- в
отделе, связанном с выявлением и преследованием исламистских радикалов. Вопрос в
том как его коллеги не заметили и не приняли необходимых мер, и как именно эти люди
будут защищать граждан, когда они не в состоянии защитить себя и распознать
радикализацию на их глазах?
Единственным ответом на эти вопросы является крайняя небрежность коллег Храпона,
так как после инцидента они сами говорят, что заметили странность в его поведении

● Сентябрь 2020: Нападение возле бывшей редакции Charlie Hebdo в Париже. Двое были
ранены.
Во время курения горожан, работающих в соседнем доме, на них напал мужчина с
мачете.18
Человек, который был арестован за нападение первоначально скрыл свою самоличность,
утверждая, что его зовут Хасан Али и родился он в Пакистане в 2002 году и прибыл во
Францию в 2018 году.19
Позднее на пресс-конференции национальный прокурор по борьбе с терроризмом,
заявил, что они раскрыли истинную личность этого человека, Захира Хасана Махмуда
25 лет. Он также признался в содеянном и заявил, что он сделал это, потому что ему не
понравились публикации карикатур пророка Мухаммеда.20
● 18-летний студент убил учителя истории и географии в пригороде Парижа из-за
карикатуры Мухаммеда, показанных в классе 16 октября 2020 года.
Молодой человек чеченского происхождения, обезглавивший ножом учителя истории -
был застрелен полицией. Делом занимается контртеррористическая прокуратура.21
Считается, что причиной убийства стало то, что несколько дней назад учитель показал
своим ученикам карикатуру Мухаммеда в курсе по свободе слова.
Эта ситуация затронула нескольких родителей учащихся. На видео, выложенном на
YouTube, отец выражает свое отвращение и называет учителя «бандитом», но
употребляя обидные термины - он же не призывает к насилию.22

А через несколько минут после ужасного преступления, тревожное сообщение было
размещено на Twitter пользователь с псевдонимом "Tchétchène_270" написал: "От
Абдуллы, слуга Аллаха, Макрону, лидеру неверных, «я казнил одного из ваших адских
гончих, осмелился унизить Мухаммеда, успокоить своих друзей, прежде чем они
наложат суровое наказание на вас ... (sic) ". Твит сопровождался душераздирающей
фотографией отрубленной головы с подписью: Это учитель П.23
● Три человека погибли и шестеро получили ранения в базилике Нотр-Дам в Ницце, через
13 дней после убийства учителя истории в Париже.
21-летний Брахим Исауи приехал в Ниццу из Туниса на 27 октября, а через два дня
совершил кровавое нападение в базилике Нотр-Дам.24
На месте происшествия следователи обнаружили орудие убийства, нож с лезвием 17 см,
сообщает Jean-Francois Ricard. Кроме того, были найдены сумка с личными вещами,
Коран и два телефона, а также два неиспользованных ножа. Эти два телефона работают.
"Его глубокие мотивы, возможная зрелость его проекта до сих пор неизвестны".25
Краткое изложение фактов:
4 взрыва в продолжении на 2 года. Только за последние три месяца - 3. Что это
говорит нам? - Серьезные проблемы борьбы с терроризмом и пробелы в системе.
Другим интересным фактором является то, что в 2 из 4 нападений, карикатуры
пророка Мухаммеда непосредственно участвуют, и это может заставить нас
задаться вопросом, должна ли свобода слова по-прежнему иметь моральные и
этические границы.
В Австрии, за тот же период времени был совершен лишь один террористический
акт.
Стрельба началась в 20:00 2 ноября, когда вооруженный мужчина открыл огонь по
людям в популярном районе ночной жизни Вены.- Четыре человека были убиты и 23
ранены.26

Преступник был вооружен автоматом, пистолетом и мачете. Специальные службы
быстро приехали на место происшествия, и нападавший был застрелен возле церкви
Святого Патрика. Рудихт".27
Позднее было установлено, что нападавшим является 20-летним исламистский
террорист, который был освобожден из тюрьмы в начале декабря 2019г. Джихадистская
группировка "Исламское государство" (ИГ) заявила в своем пропагандистском
новостном агентстве Amaq, что стоит за этим нападением.28
Министр внутренних дел Карл Ундемер заявил, что он был заключен в тюрьму на 22
месяца после попытки добраться до Сирии, чтобы присоединиться к джихадистам
Исламского государства (ИГ). Он отправился в Турцию в сентябре 2018 года и был
задержан там до возвращения в Австрию и арестован как «иностранный боец» в январе
2019 года.29
В конце концов он был идентифицирован как Куйтим Файзулье, который имел
австрийское и македонское гражданство.30
Резюме фактов из Австрии. Несмотря на огромную ошибку - взрыв в Вене
контртеррористические службы более Эффективны и подготовлены, чем во Франции.
Команды действуют быстрее и организованнее. Однако мы не можем упустить тот факт,
что досрочное освобождение из тюрьмы является результатом не столь обдуманного
решения, которое привело к серьезным последствиям и жертвам.
Уроки, извлеченные из террористические атаки.
● Необходимо более тесное сотрудничество между следственными органами стран
Европы, Азии и Африки. Нападение в Вене свидетельствует о том, что, как и в ряде
случаев в прошлом, национальные учреждения не действовали сообща. Есть сообщения,
что в течение лета Файзула пытался купить боеприпасы в Словакии.Словацкие
следственные органы поделились этой информацией со своими австрийскими коллегами
., но те не проявили бдительность.
● Миграционный контроль является серьезной проблемой.
Последнее нападение во Франции. Службы выяснили, что Брахим Исауи, незаконно
проживает в стране. Итальянские власти издали приказ депортировать его обратно в

Тунис за несколько дней до нападения. Не ясно как он добрался до Франции и почему
никто не следил за ним.
● Органы по борьбе с радикализацией часто неадекватны в своих суждениях.
Это мы видим в первом случае во Франции. Мысль о том, что люди, работающие в
отделе борьбы с исламистскими радикалами, не в состоянии обнаружить радикализацию
на их глазах, является крайне непрофессиональны и свидетельствует об огромной
слабости их системы безопасности.
● Европейские политики должны будут уделять больше внимания радикализации общин
и ранней радикализации молодежи.
Все пять взрывов были совершены молодыми людьми. Это свидетельствует о том, что
они были радикализированы либо недавно, либо с раннего детства. Поэтому необходимо
провести точное изучение того, каким образом эта религия преподается молодому
мусульманскому населению. Соответственно,ислам в Европе должен быть передан
преподавателям и имамам, которые пропагандируют мирные формы ислама и
привержены к основным принципам, таким как свобода слова.
Из всего этого мы можем прийти к выводу, что и Франция, и Австрия имеют серьезные
проблемы с системами безопасности, и если они не будут устранены, мы можем стать
свидетелями еще многих террористических атак.

Резюме: Данная работа посвящена рассмотрению проблемы национальной безопасности сквозь
призму различных моделей идентичности. Исследование проводилось на примере Республики
Казахстан. Если заглянуть в историю, то мы можем наблюдать как в разные периоды времени модели
идентичности играли свои роли. Прослеживается тенденция конструктивной или деструктивной роли. В
определенных ситуациях - идентичность носит амбивалентный характер.
Ключевые слова: международные отношения, национальная безопасность, национальная
идентичность, гражданско-государственная идентичность, многонациональное государство, культурное
наследие.
ROLE OF NATIONAL AND ETHNIC IDENTITY IN THE DEVELOPMENT OF
INTERNATIONAL RELATIONS

Abstract: This work is devoted to the consideration of the problem of national security through the
prism of various models of identity. The research was carried out on the example of the Republic of Kazakhstan.
If we look into history, we can observe how identity models played their roles in different periods of time. There
is a tendency for a constructive or destructive role. In certain situations, identity is ambivalent.
Key words: international relations, national security, national identity, civil-state identity,
multinational state, cultural heritage.
В условиях разнообразных внешних и внутренних вызовов времени, большое
значение приобретает проблема национальной безопасности каждой страны, в том
числе и Казахстана. Как известно, национальная безопасность имеет отношение к
обеспечению жизненно важных аспектов существования государства и общества.
С каждым годом по всему миру растет количество террористических атак и
человеческих жертв. Буквально каждый день поступают сообщения о гибели людей от
рук радикалистов в какой-либо из стран. Проблемы терроризма и религиозного
экстремизма актуализируются на всех уровнях власти и общества центрально-азиатских
республик. Необходимостью изучения проблем с точки зрения философии - и
обусловлена цель и актуальность нашей темы.
Задачи нашего исследования: проведение анализа восприятия угрозы радикализма на
национальную безопасность властями стран Центральной Азии; уровень принимаемых
мер; выявление проблем развития радикализации - с философской и политической точек
зрения.

Объект исследование: национальная идентичность; религиозный экстремизм - как
угроза национальной безопасности.
Предмет исследования: национальная идентичность, факторы, влияющие на
формирование религиозного экстремизма, национальной безопасности и
межнациональных отношений.
Гипотеза: Радикальный экстремизм - является одной из главных угроз национальной
безопасности. Критерии определения национальной безопасности - необходимо
рассматривать с различных научных точек зрения, в том числе и сточки зрения
философских доктрин религии. Совместная просветительская работа системы
образования и религиозных традиционных конфессий - могут в значительной степени
изменить ситуацию в лучшую сторону.
Методы исследования: - исторический; - социологический; - сравнительный; -
контент-анализ; - системный.
Данная работа - является одной из глав большого исследования по научному
изучению проблем национальной идентичности, радикализации ислама, влияния этих
составляющих на национальную безопасность и роли философии, как науки, в
формировании современной модели национальной безопасности и международных
отношений.
Нельзя не признавать тот факт, что последние годы - стали временем масштабной
трансформации. На место идеологии, которая играла одну из главных ролей прошлого
века, пришли: идентичность, культура и религия. На этом фоне объективное изучение
идентичности - особенно важно для понимания процессов современного экономического
и политического регионализма.
Республика Казахстан является многонациональным государством. Соответственно,
мы можем говорить о том, что Казахстан - это государство-нации или национальное
государство. В науке имеется два варианта происхождения понятия «нация». Первое:
нация - это искусственное политическое образование, конструируемое государством и
его политической элитой с целью придания обществу определенного единства,
несмотря на имеющие место различия. Второе: нация - это до определенной степени
надэтническая, естественно формирующаяся общность, возникающая в результате
взаимных этнических адаптаций и перевода этнических идентичностей в единую
социокультурную и языковую плоскость [2].
Необходимо помнить и о том, что нация - это прежде всего политическое
сообщество. И у этого сообщества - есть свои цели, свои задачи, как внешние, так и
внутри страны. Население страны по сути становится полиэтничническим. Такая же
ситуация происходит и на уровне культур разных народов, проживающих на
территории государства. Образовывается поликультурное и поликонфессиональное
население. Политическая гражданско-государственная идентичность зиждется на двух
столпах: национально-государственной и геополитической. Национально-
государственная идентичность - эта та модель, которую создает само государство. В
основу этой модели заложено осознание народом, народностями, этническими
группами своей топографической, исторической, социокультурной общности. З. Жаде
указывает, что: «геополитическая идентичность представляет собой ключевой элемент

конструирования социально-политического пространства, вбирает в себя множество
различных идентичностей. Её основой выступают представления граждан о
геополитическом образе страны, эмоциональное к ней отношение, особая
геополитическая культура» [1].
Исследование национальной идентичности происходят на стыке нескольких наук:
философии, психологии, политологии, социологии, антропологии, культурологии и
этнографии. В философии проблема идентичности связана с главными философскими
проблемами самопознания и сущности человека. Проблема идентичности постоянно
появляется в трудах философов самых разных школ и направлений. Фома Аквинский
считал, что конструктивное развитие общества может быть достигнуто на основе
выработки норм толерантного поведения и навыков межкультурного взаимодействия,
где толерантность - это средство сохранения мира и согласия в обществе. Д. Вико
полагал, что на развитие форм общественной жизни оказывают влияние традиции.
Теория И. Канта гласит, что народ - это результат объединения в одной местности
множества людей, составляющих единое целое.
Первый Президент Казахстана Нурсултан Назарбаев говорит: «…нам удалось найти
действенные рычаги обеспечения сплоченности и единения народов. Мы всегда
проводили политику, основанную на принципах равноправия и свободного развития
всех. Невзирая на национальную, расовую принадлежность и вероисповедание. Все это
закреплено в нашей Конституции» [5].
Президент Казахстана Касым-Жомарт Токаев также четко определяет
национальный вопрос в стране: «На наш взгляд, межэтническое согласие - это
важнейший фактор внутриполитической стабильности, без которого невозможно
устойчивое развитие страны. Казахстан - многонациональное государство. Считаю, что
это большой стратегический плюс, мы исходим из принципа «единство в
многообразии». В Казахстане нет понятия «национальное меньшинство»»[4].
Но выступления ряда общественных деятелей и политологов - не всегда совпадают
с официальной позицией правительства. Политолог Айдос Сарым в интервью изданию
«The Qazaq Times» заявил, что Казахстан по Конституции никогда не был
многонациональным государством. «Мы ни по Конституции, ни по другим документам
не многонациональная страна. У нас есть только одна нация - казахи» - сказал он [3].
В феврале 2019 года Молодежная информационная служба Казахстана проводила в
г. Алматы исследование среди 251 казахстанца. Опрос показал, что социальные
противоречия в среде молодежи присутствуют. Это подталкивает большую часть
студентов искать страну проживания в других регионах мира. Четверть респондентов
(25%) ответили, что лично сталкивались со случаями дискриминации по
национальному признаку. Важная проблема, на которую стоит обратить внимание - это
желание молодежи (58%) уехать из страны на ПМЖ [6].
При проведении анонимного опроса для нашего исследования, мы столкнулись с
рядом проблем. Возраст респондентов от 18 до 65 лет и старше. Однако, большинство
людей отказались принять участие в анкетировании, ссылаясь на то, что потом у них
будут «проблемы».

Как показал анализ нашего исследования: национальность респондентов - играет
роль в вопросах занятости населения и отношении к «чужим». В этой проблеме
наблюдается явное разделение казахстанцев по принципу - «свой» и «чужой».
Причины негативного отношения к людям, которые приехали в страну - различны. 55%
респондентов указали, что основная причина - в существующих предрассудках к
мигрантам. 14% отметили, что реальных причин негативного отношения - нет. Ряд
респондентов указали, что мигранты занимают рабочие места граждан Казахстана,
ухудшают криминогенную обстановку или плохо относятся к жителям страны. Только
33% опрошенных указали, что не сталкивались с конфликтами на национальной почве.
Анализ показал, что люди не казахской национальности сталкиваются в Казахстане с
проблемами: незнание государственного языка, притеснением за незнание госязыка,
проблемами по трудоустройству.
На наш взгляд, негативное восприятие «чужих» в собственном «бытие» обусловлено
экономической ситуацией в стране и в мире. Большинство респондентов указали, что
могут позволить себе приобрести только необходимые вещи. При этом, у 22%
респондентов средств не хватает на самые необходимые вещи для жизни.
Существует и проблема «дешёвой миграционной рабочей силы», сокращение
рабочих мест, закрытие предприятий из-за кризиса, банкротства, пандемии
коронавируса. Всё это не может не сказаться на изменении формирования
национальной идентичности. И в этой связи происходит формирование негативного
восприятия и отторжение «чужого» в поле собственной идентичности.
Не может не привлекать к себе внимание и тот факт, что у большинства
респондентов потерян интерес к получению качественного образования. Отвечая на
вопрос «что нужно казахстанцу для успеха?»: большинство респондентов указали -
«связи, положение в обществе, знакомство с нужными людьми и помощь родителей».
Только 8% респондентов указали: для успеха необходимы личные способности и
хорошие знания. Соответственно, у опрошенных граждан наблюдается снижение
интереса к получению и повышению уровня образования. 12% - вообще не
задумывались о достижении успеха. Свободное время большинство респондентов
проводит у телевизора или компьютера. Творческая деятельность, кино, театры,
бассейны, ледовые катки - очень мало интересуют опрошенных. При определении
собственной национальной идентичности на первом месте находится, конечно, родной
язык. На втором и третьем месте: культурные традиции, обычаи, обряды и история
народа. В начале своей работы мы приводили утверждение политолога Казахстана
Айдоса Сарыма о том, что: «У нас есть только одна нация - казахи». В нашем
исследовании 96% респондентов категорически против высказывания политолога.
Вопрос о том, в каком масштабе и в каких формах современное демократическое
сообщество в состоянии аккумулировать культурное и этническое многообразие -
остается открытым для каждой страны. В том числе и для Казахстана. Правильное
управление разнообразием - необходимо для успешного развития национальных
политических сообществ. Критерий «успешности» - качество жизни граждан, а также
социальный климат, который поддерживает межличностное доверие и доверие к
общественным институтам.

В процессе анализа установлено, что каркасом национальной идентичности любого
государства является: язык, культура и факторы, влияющие на формирование
личности. Поэтому следует уделять внимание системе мер и мероприятий по
институциональному регулированию влияния глобализационных процессов и
выработке защитных механизмов для сохранения наиболее уязвимых мест в
формировании национальной идентичности, которая является одним из важных
звеньев национальной безопасности страны.

В статье анализируется деятельность Шанхайской Организации Сотрудничества
(ШОС). Организация является постоянно действующей межправительственной
региональной международной организацией в ее состав входит 6 государств:
Казахстан, Китай, Кыргызстан, Россия, Таджикистан и Узбекистан. Исследуются
основополагающие документы: «Декларация о создании ШОС» и «Хартия¬¬¬
Шанхайской Организации Сотрудничества». Рассматриваются основные цели
деятельности организации: укрепление взаимного доверия и добрососедства между
странами-участницами; содействие стран их эффективному сотрудничеству в
политической, торгово-экономической, научно-технической и культурной областях, а
также в сфере образования, энергетики, транспорта, туризма, защиты окружающей
среды и других; совместное обеспечение и поддержание мира, безопасности и
стабильности в регионе; продвижение к созданию демократического, справедливого и
рационального нового международного политического и экономического порядка.

THE ROLE AND INFLUENCE OF SHANGHAI COOPERATION ORGANIZATION ON SECURITY
TRENDS IN THE REGION

The article analyzes the activities of the Shanghai Cooperation Organization (SCO). The
organization is a permanent intergovernmental regional international organization
consisting of 6 States: Kazakhstan, China, Kyrgyzstan, Russia, Tajikistan and Uzbekistan. The
article examines the fundamental documents: "Declaration on the establishment of the SCO"

and "Charter of the Shanghai Cooperation Organization". The main goals of the organization
are considered: strengthening mutual trust and good-neighbourliness between the
participating countries; assistance to countries in their effective cooperation in the political,
trade, economic, scientific, technical and cultural fields, as well as in education, energy,
transport, tourism, environmental protection and others; joint maintenance and
maintenance of peace, security and stability in the region; promotion of a democratic, just
and rational new international political and economic order.

Of course, it is too pathetic to say that the countries of Central Asia are gaining special
importance in the system of international relations, but it is impossible to deny the increased
attention of global actors to them, mainly due to the geostrategic and economic potential of the
region. The complexity of the situation is caused primarily by the abrupt development of certain
processes in certain countries of the region, the origins of which go back to political and
economic problems, as well as to the excesses of the transformations observed since the
independence of the Central Asian States. At the same time, there are several trends that are
particularly evident, including the growing influence of threats and security challenges, which
can lead to a sharp desecuritization of the region and its transformation into the "Asian
Balkans".
The main reasons for this are the military and political situation in Afghanistan, aggravated
political processes and socio-economic tensions in a number of Central Asian republics.
Among the threats that have already become traditional, we note international terrorism, drug
trafficking, destabilization, the spread of military operations to neighboring territories, illegal
migration, the problem of refugees, the spread of religious extremism, and the possibility of
establishing military-dictatorial Pro-Islamist regimes in the Central Asian States [1].
In response to all these threats, the growing integration processes in Central Asia, with an
emphasis on military — political cooperation and security, have become more active. After all,
given the transnational nature of these threats and the low level of independence of each Central
Asian Republic, it is impossible to solve the complex problems of the region alone. Of course,
thanks to the multilateral initiatives of recent years, a system of regional security is beginning
to take shape, which to some extent makes it possible to overcome some problems, but it is
extremely difficult to talk about the effectiveness of these processes.

Against this background, it is necessary to highlight the importance of the Shanghai cooperation
organization, which demonstrates extraordinary approaches to solving the problems of Central
Asian countries, including in the field of regional security. According to the SCO member
States, the current threats in this area come from the" five evils": extremism, terrorism,
separatism, drug trafficking and illegal migration of the population. The SCO's integration
efforts are primarily aimed at jointly combating these threats. But at the same time, the
economic cooperation of integration is gradually developing within the Organization.
In General, the evolution of the SCO is characterized by a relatively high rate of formation, as
well as a high level of mutual understanding and solidarity between the participants. Given the
fact that until recently China had an isolationist foreign policy, and all the Central Asian
republics, including the member countries of the Organization, were closed from the outside
world by the "iron curtain", their ability to reach the established level of trust in each other is
impressive. This is evidenced, in particular, by the joint military exercises held with the
participation of the PRC for the first time in history, which (along with other factors) makes it
possible to consider the SCO an extraordinary entity [2].
The Republic of Kazakhstan was interested in creating such a structure with the participation
of Russia and China, as this meets its interests in building a multi-vector foreign policy and
maintaining the balance of power in the region. In its foreign policy strategy, Kazakhstan seeks
to position itself as a" Central Asian integrator", and a significant number of initiatives of our
Republic, as practice shows, are perceived positively by the SCO partners.
It seems to us that at this stage, the Central Asian countries are already quite capable of solving
security problems in the region on their own. To do this, they already have the necessary
potential, but the main thing is a clear understanding and conscious desire. The ill-considered,
and more often uncoordinated entry of external forces into their territory causes a natural
reaction of these States to protect their interests. In this regard, in our opinion, the SCO is now
seeing trends towards strengthening the military component, that is, the Organization is
becoming an informal military bloc, as evidenced by the frequent joint military exercises of the
member countries.
In General, the current stage of the SCO's functioning demonstrates that its founders are trying
to move away from the traditional schemes of international relations that are characteristic of
the era of "hard" geopolitical (military-political) positioning. But world practice shows that
without military support, any strategy is ineffective.
According to experts, an important part of the Organization's activities is the fight against non-
traditional challenges and threats, the use of "soft" methods of corporate security, demonstrative

refusal to build blocks, consultations and negotiations as a means of resolving mutual issues.
However, it is likely that the SCO will be forced to develop and strengthen its military and
political potential, possibly as a geopolitical tool in competition with external players.
In many ways, The organization's prospects depend on the foreign policy of the PRC and the
Russian Federation, which is not necessarily related to the countries of Central Asia. Due to the
fact that at this stage Russia does not have sufficient economic resources to maintain its
geopolitical influence in Central Asia, Moscow shares part of the responsibility for regional
stability with Beijing. At the same time, it is undesirable for the SCO to be transformed into
another military tool for realizing the geopolitical ambitions of individual countries — after all,
it was not created for this purpose.
Another historic event of the meeting in Astana is the joining of three major Asian States: India,
Iran and Pakistan — to the common efforts of the SCO countries in the fight against terrorism,
to ensure stability and economic development.
Their entry into the Organization will hypothetically make it the largest integration structure in
the world, which will change the political, economic, military and cultural architectonics on the
European-Asian continent. In other words, a kind of Union of States-Nations and civilizations
is being created, which is the main difference between the Shanghai cooperation organization
and other regional entities. However, it is still premature to talk about its actual expansion, since
the SCO regulatory framework has not been finalized and the process of consolidation of the
current member countries has not been completed. There are a number of contradictory
questions that, unfortunately, are very difficult to answer today.
First, Iran, India, and Pakistan are increasingly interested in economic cooperation with the
Central Asian republics, especially in trade, transport, energy, and energy resources. From this
point of view, the mentioned States can fit into the structure of the SCO, which to some extent
would lead to changes in certain parameters of economic contacts. But this creates the ground
for conflicting competition, on the one hand, between the three countries listed above, and on
the other — between Russia and China, which are no less interested in the region's market,
which can lead to discord in the Organization's mechanisms [3].
Second, South Asia, which includes Iran, India, and Pakistan, is a region with quite acute and
complex differences, complicated and protracted conflicts, and a region even more
contradictory than Central Asia. Therefore, it is likely that as a result of the accession of these
States to the SCO, other accents of the Organization's activities will shift — with a possible
distraction to the problems of South Asia. In this case, the SCO will not be able to purposefully

use its already rather limited resources. This, in turn, can lead to new conflicts involving the
Central Asian republics.
Third, India and Pakistan have nuclear weapons and Iran is seeking them, so their entry into
the Organization could upset the balance of its internal structure. In this context, their
integration into the SCO is very problematic. In addition, India has not joined the Treaty on the
non-proliferation of nuclear weapons (NPT), and the SCO countries declared that compliance
with the non-proliferation regime is one of the most important principles for ensuring peace. It
turns out that the SCO will have a reputation as a structure that has gathered nuclear States
under its roof: on the one hand, Russia and China, on the other — India and Pakistan. And all
this will happen against the background of Iran's attempts to create its own nuclear weapons. If
such a scenario is implemented, the SCO itself is more likely to become a source of threats to
international security than a tool to combat them.
Fourthly, Iran follows its own domestic and foreign policy course, which is quite difficult to
reconcile with the positions of the Organization's members. In addition, the SCO may be
involved in a geopolitical confrontation with the United States. After all, relations between
Tehran and Washington are very tense, and in the light of the statements of the Astana summit,
the Organization will be positioned as an anti-American bloc. In other words, Iran's accession
to the SCO may also be complicated by a whole range of problems.
Finally, and fifthly, a very serious problem is the rather tense relations between India
and Pakistan, Iran and Pakistan. In addition, all these countries are interested in geopolitical
dominance in Central Asia, which will also worsen their relations with the countries of the
region, as well as with the Russian Federation and China. Objectively considering the
aspirations of Islamabad and new Delhi to join the SCO, one can see an element of rivalry even
in this aspect: neither state wants to give way to the other in the political, economic and military
spheres. Until there are fundamental positive changes in relations between these countries, the
SCO may become a hostage to their many contradictions and conflicts. At the same time, the
Central Asian republics, Russia and China will also have to fight against the Islamist forces of
Iran and Pakistan in the SCO format, as these countries are largely associated with
manifestations of religious extremism in the region.
Thus, given the huge impact that the accession of Iran, India and Pakistan will have on the SCO,
the question arises: is it able to withstand such an expansion within its current framework? The
organization will not be able to actually work in such a structure. After all, today with great
efforts, relations have been normalized and the barrier of distrust between the PRC, Russia and
the Central Asian republics has been overcome.

ANALYSIS OF THE IMPACT OF PUBLIC OPINION ON THE ENERGY POLICY OF THE REPUBLIC OF
BULGARIA AND THE REPUBLIC OF KAZAKHSTAN

ABSTRACT: In the current development of economic aspects and international relations, the
problem of energy security is becoming particularly relevant, which is due, on the one hand, to the
depletion of proven reserves of natural energy carriers, and on the other– to the constant increase in
fuel consumption and various types of energy. The principles of equality and consideration of mutual
interests use various tools for constructive dialogue. The article deals with the energy security of
socially oriented enterprises of the oil and gas sector. The forms of public participation and their impact
on energy security and the oil and gas sector are considered. In our work, we tried to define a model of
constructive dialogue on overcoming energy security problems on the part of all participants in this
process. In an innovative time in the industrial sector, oil and gas companies have the opportunity to
use corporate social responsibility for dialogue in the form of answers to relevant and significant
questions for the population. The company, for its part, in order to achieve and receive the benefits of
the industry, must properly and competitively protect and receive the benefits of the development of the
industry. Various forms of public opinion expression are used for this purpose. Ideally, they have an
opinion on Citizens ' Advisory Councils. With CSR, you can track transparency and the introduction of
new innovative opportunities by oil and gas companies. In society, business leaders have different
attitudes to social responsibility. Arguments in favor: favorable long-term prospects for the enterprise;
changing needs and expectations of the public; availability of resources to support social problems;
normal desire to behave in a socially responsible manner. Arguments "against": violation of the
principle of profit maximization; spending on social responsibility; insufficient level (and desire).) Lack
of public accountability; lack of capacity to address social issues. Opponents of CSR argue that this
chain is misleading businesses and consumers. This changes the role of business and the main goals of
economic growth, profit, as well as the desire to change the fundamental economic theory.

Введение
В современных геополитических, социальными и экономическими вызовах роль
человека в экономических процессах является факторам, виляющим на развития всей цепочки
взаимозависящих систем.
Одним из основных показателей благополучия экономики является экономическая
безопасность. При помощи нее можно охарактеризовать такое состояние экономики, при
котором обеспечивается гарантированная защита интересов личности, общества, государства,
социальная направленность политики даже при неблагоприятных условиях развития внутренних
и внешних процессов.
В современном развитие аспектов экономики и международных отношений проблема
энергетической безопасности приобретает особую актуальность, что обусловлено, с одной

стороны, истощением разведанных запасов природных энергоносителей, а другой– постоянным
увеличением потребления топлива и различных видов энергии. Принципы равноправия и учета
взаимных интересов используют различные инструменты для конструктивного диалога.
Рассматривать энергетическую безопасность будет правильно наряду с экологической,
экономической, общественной и информационной, составным элементом общей национальной
безопасности.
Словосочетание «энергетическая безопасность» получило распространение среди
западных научных школ после нефтяного кризиса в 1973-1974гг. В данной сфере на текущий
момент не существует единой глобальной методологии. Национальное видение проблематики
зависит от совокупности внутренних (минерально-сырьевая база, режим торговли, устройство
органов управления и уровень развития институциональной среды) и внешних факторов
(изменение инновационной парадигмы, финансовые кризисы, политические риски, проблемы
антимонопольной деятельности и либерализации торговли). Взгляд на концепцию варьируется
через призму экономических школ: неолиберальной, неореалистической, немарксистской,
международной политэкономии, а также в рамках геополитического подхода и теории
конструктивизма [1].
Огромное значение для обеспечения экономической энергобезопасности имеет
устойчивое развитие и стабильность государств-производителей в сфере энергетики. [2].
Цель настоящей разработки на базе литературного исследования изъяснить роль
общественного мнения в контексте развития политики энергетической безопасности в
Республике Казахстан и Республике Болгария.
Дефинированная цель конкретизирается в следующих задачах:
1. конкретизация понятия «энергетическая безопасность» в контексте современных проблем
социально-экономического развития с учетом глобальных энергетических проблем;
2. рассмотреть формы участия общественности в энергетической безопасности
3. проанализировать анализ развития КСО
I Энергетическая безопасность как фактор социальной стабильности
По данной проблеме научный интерес представляет мнение ученых [3, 4, 5, 6], которые
считают, что современные тенденции экономического развития региональных общественных
систем обусловлены неравномерностью размещения запасов топливно-энергетических ресурсов,
зависимостью потребителей от межрегиональных транспортных коммуникаций, низким
уровнем надежности энергетических связей, высокой степенью морального и физического
износа объектов инфраструктуры.
При этом законодательство Республики Казахстан и Республики Болгарии регламентирует
энергетическую безопасность как неотъемлемую составляющую экономической и национальной
безопасности и необходимое условие развития государства.
Проблемы энергетической безопасности рассматриваются в научных трудах ученых Ю.В.
Косова, А.В. Торопыгина [7], которые акцентируют внимание на необходимости обеспечения
системы глобальной энергетической безопасности, учитывая тенденции развития мирового
энергетического рынка, а также интересы стран-импортеров и стран-экспортеров энергетических
ресурсов.
Академик РАН А. Н. Дмитриевский [8] определяет глобальную энергетическую безопасность
как условие обесп ечения жизнедеятельности мирового сообщества посредством создания
действенных инструментов, регулирующих развитие энергетического рынка с учетом
национальных интересов. Научный интерес также представляет подход ученого Д.В. Зеркалова
[9], который полагает, что обеспечение глобальной энергетической безопасности должно

основываться на общеэкономических принципах, при условии минимального ущерба для
окружающей среды. Жизнин С.З. [10] полагает, что глобальная энергетическая безопасность —
это сочетание различных видов энергии, способное обеспечить долгосрочное и устойчивое
развитие мирохозяйственных связей, учитывая высокий динамизм мировой экономики и
необходимость диверсификации энергоресурсов. По мнению Е.В. Надеждина энергетическая
безопасность отражает «состояние общества, которое позволяет при наличии угроз внешнего и
внутреннего характера и влияния дестабилизирующих факторов экономического, социально-
политического, природного и техногенного происхождения поддерживать необходимый уровень
национальной энергетической безопасности, устраняя и компенсируя негативное влияние этих
факторов [11]». Развитие энергоемкого производства в странах Западной Европы и Северной
Америки обусловило формирование подхода, в соответствии с которым ученые В. Вильсон и Д.
Хопкинс [12] обосновали, что энергетическая безопасность является важным условием,
обеспечивающим возможность экономического роста государства.
При этом следует учитывать, что международные отношения в сфере экологической и
энергетической безопасности регламентируются Рамочной конвенцией ООН об изменении
климата и принятым к ней в 1997 г. Киотским протоколом. Согласно Киотскому протоколу,
необходимым условием, обеспечивающим устойчивое развитие макрорегионов, является
стабилизация объемов выбросов парниковых газов, основными источниками формирования
которых, являются стационарные и передвижные объекты. Решение данных проблем требует
формирования новой концепции обеспечения энергетической безопасности,
предусматривающей учет региональных особенностей организации экономической
деятельности, определение уровня потребления энергоресурсов, а также оценку энергетического
потенциала региона, что в свою очередь, предполагает разрешение терминологических проблем
в трактовке понятия энергетическая безопасность.

Проблемам обеспечения энергетической безопасности посвящены труды таких ученых как В.
Баранник, В. Вербинский, Н. Воропай, В. Геец, И. Дияк, И. Недин, Ю. Косов, А. Торопыгин и др.
Коллективом российских ученых ИСЭМ СО РАН [13] разработан подход, согласно которого
энергетическая безопасность трактуется как состояние защищенности граждан, общества,
государства, экономики от угроз дефицита в обеспечении их потребностей в энергии
экономически доступными энергетическими ресурсами приемлемого качества. Данный научный
подход разделяет В.В. Шлычков [14], уточняя при этом, что основными задачами энергетической
безопасности является защита энергетических рынков, повышение качества инфраструктуры и
сохранение межрегиональных энергетических связей.
Ученый В.В. Морозов[15] под понятием «энергетическая безопасность» предлагает понимать
надежное и бесперебойное снабжение потребителей электрической и тепловой энергией,
учитывая особенности процесса доставки энергоресурсов к потребителям.
В работах исследователей, относящихся к школе международной политэкономии,
рассматривается соотношение между влиянием государственного и частного секторов через
раскрытие структуры национальных ведомств, которые регулируют общественные и
индустриальные институты [16]. Энергетика в этом случае рассматривается как вторичный
инфраструктурный аспект. Первоочередным детерминантом в рамках данной школы является
конкурентная борьба национальных экономик.
Похожее определение даёт Ю.А. Ершов: «глобальная энергетическая безопасность – это
обеспечение устойчивого и бесперебойного снабжения энергетическими ресурсами всех стран
мира по ценам, приемлемым как потребителям, так и производителям этих ресурсов, с
минимальным ущербом для окружающей среды в целях обеспечения устойчивого социально-
экономического развития мирового сообщества»[17]. В другой своей статье этот исследователь
пишет, что основной проблемой обеспечения ГЭБ является проблема поиска путей создания такого
устойчивого и бесперебойного снабжения [18]. Р. Никколов отмечает, что «конструкция глобальной
энергетической безопасности должна основываться на долгосрочных, надёжных и экологически
безопасных поставках энергоресурсов по ценам, приемлемым как для стран экспортёров, так и для
потребителей» [19].
Международное энергетическое агентство, созданное в 1974г., рассматривает
энергетическую безопасность в контексте обеспечения доступа к бесперебойным, экологически
нейтральным и адекватным в ценовом выражении поставкам [20]. Также в рамках международных
организаций разрабатывается методика оценки экономической кооперации как на макро уровнях,
так и на микро уровнях.
Основные составляющие энергетической безопасности ЕС были предложены в Зеленой книге
от 2000 г., где подчеркивалась необходимость обеспечения общественного благополучия и
устойчивого экономического роста через бесперебойное снабжение рынка энергетическими
ресурсами по доступным ценам при соблюдении экологических требований. Ключевые стратегии
ЕС (Лиссабонская стратегия и Стратегия «Европа-2020») оказали непосредственное влияние на
формирование комплексного плана, сочетающего разносторонние целевые ориентиры [21].
Система предписаний по энергобезопасности имеет два контура: во внутриполитических аспектах
через повышение энергоэффективности, поддержание запасов и увеличение доли ВИЭ в ТЭБ
регулируется спрос и предложение, во внешнем контуре с помощью перманентной гарантии

доступа к энергоресурсам по адекватным ценам регулируются вопросы снабжения из третьих
стран. В методике определения возможных рисков выделяются две категории: физические – угроза
долгосрочного сбоя в снабжении из-за исчерпания месторождений, прерывание поставок в
краткосрочном периоде из-за возникновения аварий, политических и стихийных факторов;
экономические – недостаточные вложения в воспроизводство, расширение и модернизацию
основных фондов в инфраструктурных областях и резкие ценовые колебания[22].
Различные источники определяют энергетическую безопасность по-разному:• как
энергетическую независимость государства; • как характеристику теплоэнергетического комплекса
страны; • как состояние защищённости граждан, общества и государства от угрозы дефицита
энергии и топливно-энергетических ресурсов; • как состояние общества и экономики, которое
позволяет поддерживать необходимый уровень энергопотребления; • как совокупность условий,
при которых отсутствует дефицит энергии; • как средство экономического и политического
воздействия и т.п. Однако ни одна из рассмотренных формулировок энергетической безопасности
не может быть принята в качестве базового понятия, поскольку не только не отражает сущности
энергетической безопасности, но и не содержит таких базовых основ, как энергетические интересы,
энергетические угрозы и энергетическая защита [23].
Формы участия общественности в энергетической безопасности выражаются в нескольких
аспектах.Конфликты интересов с одной стороны выражаются в взаимоотношении общественности
к экологическим вопросам, а с другой стороны ответственностью нефтегазового сектора[24].
Отношения государств по вопросам обеспечения их национальной энергетической
безопасности, в рамках которого будут созданы условия по предотвращению серьёзных
международных кризисов и конфликтов, связанных с добычей, торговлей, транспортировкой и
потреблением энергоресурсов, а также по снижению остроты существующих противоречий,
возникающих в условиях обострения международной конкуренции за энергоносители. В русле
этого подхода было предложено несколько определений ГЭБ. В частности О. Киндыбалюк
определила ГЭБ как «гарантию не угрожаемого состояния мировой энергетической системы,
связанной с производством, транспортировкой и потреблением энергоносителей,
преимущественно нефти и газа»[25]. С похожим определением выступает и К.В. Турсунов, который,
указывая на общие черты энергетической безопасности всех уровней, он руководствуется тем, что
«энергетическая безопасность – это состояние устойчивости экономических систем различного
уровня в условиях воздействия внутренних и внешних шоков» [26]. Однако важность вопросов
обеспечения энергетической безопасности и их потенциал для провоцирования серьёзных
мировых кризисов, на который мы указали ранее, дают основание расширить эти определения,
включив в них не только мировую энергетическую или экономическую системы, но и
международные отношения в целом.
А.И. Шумилина, «глобальная энергобезопасность может поддерживаться посредством
поиска компромиссов, направленных на сглаживание противоречий глобальных производителей-
экспортёров и потребителей углеводородов» [27].
Если всеобщее удовлетворение энергетических потребностей невозможно, то государства
мира хотя бы могут стремиться к сокращению числа острых международных кризисов, помимо
прочего затрудняющих и решение вопросов обеспечения их национальной энергетической
безопасности.

Если глобальная энергетическая безопасность будет эффективно обеспечена, то ее благами
сможет пользоваться неограниченное количество жителей планеты без создания дополнительной
нагрузки на ГЭБ. Напротив, если одно из государств современного мира (в наибольшей степени это
касается крупных и влиятельных государств) по собственному желанию откажется участвовать в
этой системе или будет иметь место попытка участников системы исключить одно или несколько
государств из этой системы, это будет иметь негативные последствия, как для всей системы
обеспечения глобальной энергетической безопасности, так и для национальной энергетической
безопасности отдельных государств, будь то государства, не участвующие в системе, или
полноценные участники системы. В силу этого можно говорить, что ГЭБ обладает основными
характеристиками глобального общественного блага (ГОБ), а именно, свойствами не
конгруэнтности в потреблении и не исключаемой в предоставлении [28] с точки зрения участников
мировой политико-экономической системы. ГЭБ является глобальным общественным благом,
«выгода от создания и существования которого распространяется поверх государственных границ».
Лауреат Нобелевской премии Пол Самуэльсон, определил общественные блага как «блага,
которыми могут пользоваться все в том смысле, что потребление каждого индивида не вызывает
уменьшения объёма блага.
Глобальные общественные блага принято подразделять на две большие группы. К первой
относятся так называемые конечные общественные блага, непосредственно удовлетворяющие те
или иные потребности глобального сообщества (например, сохранение мира, защита окружающей
среды и культурного наследия человечества). Ко второй – промежуточные глобальные
общественные блага, являющиеся наборами правил осуществления и регулирования тех или иных
видов деятельности на международной арене [29].
Энергетические интересы государства и его граждан, – безусловно, жизненно важные и
долгосрочные. Суть этих интересов сводится к рациональному использованию имеющихся
энергоресурсов и получаемых за их счёт всех видов энергии, а также к производству, сохранению и
накоплению энергетического потенциала и энергоресурсов высокого качества, в том числе и за счёт
альтернативных источников энергии. Особая роль в системе энергетических интересов отводится
научно-техническому прогрессу, поскольку именно он определяет уровень развития энергетики,
промышленности и транспортной системы страны и, в итоге, благосостояние граждан, подлинную
независимость, международный авторитет и экономическую мощь любого государства [30].
Энергетические угрозы. Угрозы энергетической безопасности государства и его гражданам бывают
реальные и потенциальные, они могут исходить как изнутри страны, так и извне. Внутри страны –
от отдельных физических и юридических лиц (и государства в целом), деятельность которых
значительно снижает, а в отдельных случаях и исключает производство, накопление и
рациональное использование топливно-энергетических ресурсов, внедрение результатов научно-
технического прогресса, тормозит поступательное развитие энергетики, промышленности и
транспортного комплекса, например, за счёт необоснованного завышения стоимости сырья,
энергоносителей и всех видов энергии. Под энергетической защитой понимаются различные
мероприятия по обеспечению энергетической безопасности страны, а также меры, направленные
на выявление, оценку и устранение реальных и потенциальных энергетических угроз.
Как известно, аксиомой является положение о том, что без участия государства невозможно
достичь желаемого уровня обеспечения энергетической безопасности (ЭнБ) предприятий сферы
энергетики.

Это могут быть потребители энергоресурсов, органы власти различного уровня, рынки
энергоресурсов и фонды, привлекающие инвесторов в сферу энергетики, системы органов надзора
и контроля различного уровня за деятельностью энергоснабжающих и энергопотребляющих
предприятий и другие структуры [31]. Они могут быть структурированы по ответственности перед
обществом и государством по десяти секторам обеспечения ЭнБ в энергетической сфере:
Сектор I – органы власти различных уровней (органы государственной власти; органы
местного самоуправления);
Сектор II – общество и общественные организации (общественные организации
производителей и потребителей энер-гетических ресурсов и услуг; торгово-промышленная палата;
профсоюзы; про-фессиональные союзы, ассоциации и объ-единения родственных и
поддерживающих отраслей, и организаций, и домашних хо-зяйств);
Сектор III – энерго снабжающая система (генерирующие компании; энерго сбытовые
компании; диспетчерская служба; сервисные службы; транспортирующие организации,
федеральная (ФСК) и межрегиональные сервисные службы (МРСК); ремонтные службы; добыча,
транспортировка и реализация природного газа; добыча и обогащение руды, фабрикация топлива,
генерация электроэнергии, обращение с отходами производства);
Сектор IV – отраслевая структура энергетики (электроэнергетика; гидроэнергетика; газовая
отрасль; нефтедобывающая отрасль; атомная энергетика; угольная отрасль; нетрадиционные
источники энергии);
Сектор V – энергопотребляющая система (жилищно-коммунальные организации;
промышленные предприятия; соцкультбыт бытовые организации; инфраструктура городов и
поселков);
Сектор VI – органы надзора и контроля (налоговые органы; учреждения юстиций; бюро
технической инвентаризации; правовые институты (налоговый и бюджетный кодексы и др.);
службы производственного ведомственного контроля; органы государственного контроля, надзора
и регулирования);
Сектор VII – рынки и фонды (рынок капитала; банки; фонды, привлекающие средства
инвесторов; гарантийные фонды, страховые организации; регулируемый рынок энергоресурсов;
балансирующий рынок энергоресурсов);

энергетический совет (МИРЭС); страны ОПЭК; Европейская энергетическая хартия (ЕЭХ);
Инициатива по транспортировке нефти и газа в Европе (ИНОГЕНТ)) [32].

II.Энергетическая безопасность в контексте социального развития Республики Казахстан и
Республики Болгария
Энергетический сектор Казахстана является одним из ведущих звеньев социально-
экономической жизни страны. В данном секторе производится значительная часть промышленной
продукции, и страна в значительной степени развивается за счет экспорта энергоносителей. В связи
с этим очень важно определить основную стратегию устойчивого развития энергетики на
длительный срок. В настоящее время существует более 60 определений устойчивого развития,
затрагивающих его отдельные аспекты [33, с. 59].
Сегодня нефтегазовая отрасль как никогда переживает турбулентные времена.
Риски нефтяного богатства для Азербайджана и Казахстана высоки потому, что приток
нефтяных доходов совпал во времени с периодом государственного строительства. Регулирующие
и налоговые системы, которые служат для изъятия средств у населения и регулирования
коммерческой деятельности, находятся на стадии формирования.
Слабое управление значительно уменьшает шансы стран превратить свои социальные
затраты в улучшение социальных показателей. В то же время, изобилие нефтяных доходов снимает
потребность в улучшении управления. Слабые законодательные органы, судебная система и
политические партии не являются достаточно серьезным препятствием для влиятельных групп в их
стремлении прибрать к рукам управление государством.
В Казахстане прозрачность чрезвычайно важна для успеха работы фондов доходов от
природных ресурсов, но она также должна распространяться и на все другие доходы, полученные
от разработки нефтяных и газовых месторождений.
Модели общественного контроля над промышленностью:
Гражданское участие также означает, что коммерческая целесообразность не является
единственным критерием при принятии решений о том или ином нефтяном проекте. Одной из
моделей организованного гражданского контроля являются Региональные Консультативные
Советы Граждан (РКСГ), созданные на Аляске на волне общественного негодования из-за разлива
нефти в порту Вальдез.
Признавая угрозу изменения климата, в 1992 году страны присоединились к Рамочной
конвенции ООН об изменении климата (РКИКООН) в качестве средства международного
сотрудничества для борьбы с изменением климата путем ограничения повышения глобальной
температуры и устранения неизбежных последствий. Позднее был принят Киотский протокол, в
котором изложены обязательные для развитых стран целевые показатели сокращения выбросов.
Первый период действия обязательств по протоколу начался в 2008 и завершился в 2012 году.
Второй период действия обязательств начался 1 января 2013 года и завершится в 2020 году. 12
декабря 2015 года было принято Парижское соглашение; это соглашение ознаменовало последний
этап в оценке режима противодействия изменению климата ООН и было основано на работе,
осуществленной в рамках Конвенции. В этом соглашении представлен новый курс в глобальных
усилиях по борьбе с изменением климата. В Парижском соглашении признаются и приветствуются
усилия, предпринимаемые местными и региональными органами управления в области
разработки планов действия по борьбе с изменением климата, а также содержится призыв

активизировать их участие в Лимско-Парижской программе действий (ЛППД). Повышение
энергоэффективности является одним из основных способов решения будущих вызовов как для
стран ЕС, так и для стран Восточного партнерства. В рамках многостороннего подхода оно имеет
отношение как к действиям в связи с изменением климата, так и к обеспечению энергетической
без-опасности: наличие источников энергии, их доступность, развитие инфраструктуры,
экологические и социальные последствия, регулирование и управление [34].
Подтвердив роль энергоэффективности, ЕС признал ее в качестве одной из пяти своих
основных целей. В 2010 году в своей "Энергетической стратегии на период до 2020 года"
Европейская комиссия констатировала, что "энергетическая эффективность является наиболее
экономически эффективным способом снижения выбросов, повышения энергетической
безопасности и конкурентоспособности, обеспечения большей доступности энергии для
потребителей, а также создания рабочих мест, в том числе в экспортных отраслях
промышленности"[35].
В настоящее время Европейский союз работает над пересмотром своего законодательства об
энергоэффективности, с тем чтобы привести его в соответствие с обязательствами, взятыми на себя
в рамках Парижского соглашения. Европейский комитет регионов (CoR) принял постановление по
законодательным предложениям7 и готовит постановление на тему «Финансирование климата:
важный инструмент для осуществления Парижского соглашения », который также станет основой
участия де-легации CoR на РКИК ООН КС 23 в Бонне в ноябре 2017 года.
Информирование общественности обо всех операциях, связанных с ресурсами, имеет
решающее значение для обеспечения прозрачности в бюджетно-налоговой сфере. Невыполнение
этого требования было постоянным источником озабоченности и вызвало к жизни ряд
международных инициатив, направленных на повышение доступности этих данных для
общественности. ИОПДО является новой масштабной инициативой для содействия добровольной
публикации данных о платежах компаний государству, а также о поступивших государству доходах
от природных ресурсов. Вместе с тем важно, чтобы помимо сведений о текущих доходных
операциях органы государственного управления надлежащим образом отчитывались о
расходовании таких поступлений, о любых долговых или условных обязательствах, принятых под
залог природных ресурсов, о принадлежащих им запасах природных ресурсов и о КФД,
осуществляемой в связи с разработкой природных ресурсов [36].
Демократическое управление сильно зависит от компетентного общественного участия, но
даже в демократически зрелых странах такое участие зачастую не гарантировано. Много дискуссий
в гражданском обществе было посвящено понятию прозрачности, но мало внимания уделялось
концепции общественного участия.
Между этими двумя понятиями есть большая разница. Прозрачность означает просто то, что
общественность имеет неограниченный доступ к информации о правительстве и промышленности
и ясное понимание (или дословно «ясное видение») того, что делают правительство и
промышленность. Однако, прозрачность не означает, что общественность имеет действенный
голос в делах правительства и промышленности.
Даже в устоявшихся демократиях в отношениях между правительством, промышленностью и
общественностью существуют проблемы, которые не позволяют им служить общим интересам. И

хотя правительства и законодательные органы обязаны по закону работать в интересах
общественности, многие регулирующие агентства слишком тесно связаны с промышленностью,
которую они регулируют, и не обеспечивают эффективный контроль. В таких условиях
регулирующие и законодательные органы могут быть благосклонны к промышленности в ущерб
социальной, экологической и экономической справедливости. Одной из причин такого
предпочтения в пользу промышленности является то, что усилия по защите общественных и
потребительских интересов в основном плохо организованы, недостаточно финансируются и не
являются продолжительными, в то время как группы, представляющие корпоративные интересы,
хорошо организованы, финансируются и всегда представлены в правительственных кругах. Обычно
общественное мнение активизируется, когда имеет место очевидная и серьезная неполадка в
системе, например, разлив нефти, авиакатастрофа, финансовый кризис или предвыборная
кампания, но оно снова затихает, как только кризис или выборы проходят. Так что наш идеал
компетентной и активной общественности, восприимчивого к общественным нуждам
правительства и сотрудничающего промышленного сектора, которые все вместе работали бы на
защиту общественных интересов, на самом деле далек от действительной демократической
практики.
В нашей работе мы постарались выделить модель конструктивного диалога для преодоления
проблем энергетической безопасности со стороны всех участников процесса
В инновационное время в индустриальном секторе нефтегазовые компании для диалога
имеют возможность использовать Корпоративную социальную ответственность под формой ответа
на текущие и значимые вопросы для населения.
Общественность со своей стороны для достижения и получения благ от индустрии должно
правильно и конкурентоспособно защищать и получать блага от развития индустрии. Для этого
используется различные формы выражения общественного мнения. В идеале они имеют вид на
Консультативные Советы Граждан.
При помощи КСО можно проследить прозрачность и введения новых инновационных
возможностей со стороны нефтегазовых компаний.
В обществе руководители предприятий развивают различные отношения к социальной
ответственности. Аргументы «за»: благоприятные долгосрочные перспективы предприятия;
изменение потребностей и ожиданий широкой общественности; наличие ресурсов для поддержки
социальных проблем; нормальное обязательство вести себя социально ответственными.
Аргументы «против»: нарушения принципа максимизации прибыли; расходы на социальную
ответственность; недостаточный уровень (и желание) отчетности для общественности; отсутствие
способности решать социальные проблемы [37].
Противники КСО утверждают, что эта цепочка вводит в заблуждение бизнес и потребителей.
Так меняется роль бизнеса и основные цели экономического роста, при-были и желаний поменять
фундаментальную экономическую теорию.
Траектория развития практики КСО в странах Европейского Союза прошла путь от
одноразовых благотворительных акций к пониманию экономической значимости социальных

программ в долгосрочной перспективе, в конечном счете, к фундаментальному осознанию КСО как
неотъемлемой части современной деловой деятельности [38].
В странах Европы КСО уже давно является неотъемлемой частью как наднациональной, так и
национальной политики. Однако с 90-х годов прошлого века подходы и само понимание КСО
значительно изменились. До тех пор в большинстве европейских стран государство
руководствовалось принципами концепции "государства всеобщего благосостояния", власти
поддерживали нормы защиты прав работников, охраны труда и окружающей среды, социального
обеспечения и т.д. [39, С.49]
Как и во многих процессах в ЕС, современная КСО-система является результатом совместных
усилий предприятий и высших интеграционных институтов. На наднациональном уровне начало
европейской системы КСО было сформировано в 2001 году. Именно тогда Европейская комиссия
опубликовала «Зеленую книгу ЕС», с этого этапа создается «Европейская система КСО» [40]. Еще в
2004 году был опубликован первый доклад по разработке КСО на основе этого документа.
С 2002 года в ЕС проводятся международные форумы по КСО, и каждый год интерес к этой
теме растет. Помимо европейского права на наднациональные корпорации, способствующие
развитию системы КСО в Европе, должны быть включены такие инициативы международных
организаций, как Глобальный договор ООН, рекомендации ОЭСР для многонациональных
корпораций, программа для развития ответственного бизнеса Всемирного банка и т.д.
Параллельно европейский бизнес активно занимается идеями и практиками КСО. В 1995 году
была создана социальная платформа-организация, объединяющая 40 европейских НКО [41].
Основной целью является развитие социального измерения Европейского союза и построение все
более широко развитого общества. А в 1996. европейский бизнес-создать сеть CSR Europe,
объединяющей около 60 мультинациональных компаний. В 2006 году была создана организация -
Европейский альянс КСО, объединяющая 32 предприятия и 26 бизнес-ассоциаций. Европейский
союз поддерживает существующие программы КСО и инициирует новые [42, c.73].
Подход к типологии в модели КСО, основанный на роли государства в регулировании и
поддержке программ КСО. Эта типология была впервые предложена Европейской ассоциацией
бизнеса: [43]
* партнерская модель (Дания, Финляндия, Нидерланды, Швеция): стратегиями партнерства
во всех областях, в том числе вопросы занятости;
* бизнес-модели в обществе (Ирландия, Великобритания)
* устойчивость и гражданство (Германия, Австрия, Бельгия, Франция, Люксембург):
социальный контракт, с акцентом на устойчивое развитие.
Исследования показывают, что европейская модель КСО не является открытой линией
поведения компании и отличается от американских моделей наличием государственного
регулирования социальной ответственности. Эти действия американских компаний, которые
традиционно относятся к КСО, в европейских моделях, регулируются государством в виде
подходящих законов, стандартов и норм [44].

Ряд экономистов называют европейскую версию КСО "корпоративной способ-юностью к
социальному реагированию"[45]. А. Крейн. и д. Матен отличает европейскую модель КСО от
американской[46]:
— в дополнение к прибыльности бизнеса и его ответственности по отношению к акционерам,
экономической составляющей пирамиды КСО включает в себя ответ-сдвоенность перед
собственным персоналом и местным сообществом на территории присутствия;
- юридическая ответственность является основой для любой формы социальной
ответственности в странах Европейского союза. В этом случае бизнес рассматривает государство
как учреждение, которое выполняет принятые правила поведения;
- этическая ответственность европейских компаний включает в себя множество проблем
социального, недоверия и их решению в частном секторе;
- участие в благотворительных акциях осуществляется компаниями Европейского союза
посредством юридически закрепленных механизмов [47].
В этом контексте мы рассмотрим Развитие КСО в Болгарии
После присоединения Болгарии к Европейскому союзу компании проявили большой интерес
к корпоративной социальной ответственности. Болгарские корпорации начали применять
принципы и политику социального реагирования в своем управлении, хотя на данный момент их
все еще мало.
Глобальный договор Организации Объединенных Наций в Болгарии в январе 2003 года. под
эгидой президента Първанова. С самого начала в Болгарии глобальный договор объединяет- более
120 компаний в неформальной сети. Болгарская сеть Глобального договора является
неофициальной Ассоциацией компаний, неправительственных организаций и академических
институтов, которые разделяют принципы Глобального договора и применяют социально
ответственную практику; они стремятся обменяться опытом, инициировать диалог или партнерские
отношения с другими лицами, такими как правительство, местные органы власти, организациями
трудящихся, организации гражданского общества и академические институты. Для укрепления и
улучшения роли сети Глобального договора в Болгарии в 2006 году. введена структура управления,
состоящая из консультативного совета и секретариата. В период 2009-2010г. члены нарушили
институциональную основу для будущего организационного развития. В результате этого
Ассоциация "Болгарская сеть Гло-бального Договора ООН" была зарегистрирована 10 сентября
2010.
Еще одна международная инициатива, в которой участвует Республика Болгария,-это
разработка международного стандарта ISO 26000-"руководящие принципы социальной
ответственности", который дает рекомендации по основополагающим принципам и вопросам КСО,
а также способам ее внедрения в одну организацию. По сути, стандарт применим ко всем видам
организаций, включая государственные, неправительственные и бизнес-организации. Цель состоит
в том, чтобы помочь организациям достичь взаимного доверия с заинтересованными сторонами
путем улучшения результатов их деятельности, связанной с социальной ответственностью.

Начало исследования роботы КСО в Казахстане описано в роботах А. Артемиева, Н.Касенова,
И. Линдберг [48].
Авторы аналитического обзора рекомендуют изменять процессы принятия решений, чтобы
государство отказалось выполнять основную роль, а компании и местные сообщества активно
участвуют в этих процессах. Кроме того, подчеркивается, что КСО должен обязательно связываться
с основной деятельностью компании, а проекты КСО должны рассматриваться с одинаковой
строгостью в отношении производительности, проверок и отчетности. Аналитический отчет о КСО в
Казахстане с 2012 года это подтверждает, что одним из препятствий для создания хорошей
политики КСО является требование для внебиржевых социальных инвестиций.
Процесс осуществления этих инвестиций, по мнению некоторых наблюдателей, недостаточно
прозрачен, и это увеличивает риск взяточничества и коррупции [49].
Исследование центра научных исследований «САНДЖ» 2013 года – одно из крупнейших в
Казахстане и включает в себя различных областях бизнеса и размеров предприятия. Среди
наиболее важных наблюдений этого исследования-низкая осведомленность сотрудников о
содержание понятия КСО и ее идентификации, как благотворительность, незначительный рост
осведомленности о практике КСО среди представителей бизнеса (в течение 5 лет-3%), внедрение
КСО на предприятия по причине получения руководящих принципов от правительства, а также
нежелание внедрения практики КСО из-за отсутствия стимулов со стороны государства [50].
Следуя мировой практике, Казахстан не имеет отдельных законов, регулирующих КСО. В этом
случае каждая из областей КСО фрагментировано подпадает под определяемые нами
нормативные акты. Основные права человека, включая права на свободный и безопасный труд,
отдых и трудовые споры, закрепились во Всеобщей декларации прав человека.
Что касается законодательных документов, которые конкретно касаются социальной
ответственности бизнеса, Закон РК "О частном предпринимательстве" дает определение
социальной ответственности бизнеса.
В Казахстане существует ряд государственных стандартов, которые не являются
обязательными, но их применение считается хорошей практикой среди компаний. Такие
национальные стандарты включают в себя социальную ответственность. Требования (CT РК 1352-
2012), принятые с 1 января 2014 года, в основе которых Международный стандарт SA 8000:2008 и
цель которого заключается в обеспечении-щита, уважения в отношениях и безопасности
работников, а также, за исключением случаев нарушения прав человека в процессе трудовых
отношений [51, стр. 19].
Казахстанские фирмы участвуют в глобальном договоре (Глобальный договор) и
подготавливают нефинансовые отчеты, совместно с Глобальной инициативой отчетности.
Организация экономического сотрудничества и развития (ОЭСР) предоставляет руководящие
принципы развития КСО в Казахстане.
Энергетическая безопасность Болгарии, но и всего европейского континента,
в значительной степени определяется сложными отношениями в треугольнике Европа-
Россия-США.

Наряду с этими тремя мощными центрами силы, однако, в „великой энергетической игре»
немаловажную роль играет и ряд других "актеров": Китай (к которому Москва пытается
диверсифицировать свой экспорт природного газа); центрально азиатские государства
Казахстан, Узбекистан и Туркмении-стан; Азербайджан (страна, на которой Болгария
возлагает большие надежды на свою энергетическую диверсификацию); Иран; Турция.
Политическая обстановка в Ираке на данный момент слишком нестабильна, чтобы быть
рассматривается как потенциальный источник альтернативных источников энергии для Болгарии.
Также важна проблема делимитации Каспийского моря между Россией, Ираном, Азербайджаном,
Казахстан и Туркменистан в качестве основного мотива для споров является борьба за
энергетические ресурсы.
Почти все перспективы для Болгарии в области энергетической безопасности и
энергетическая дипломатия требует совершенствования навыков политиков и переговорщиков по
энергетическим вопросам для получения максимальных преимуществ от взаимодействие
энергетической "шахматной доски“. Для этого необходимо Болгарии развивать профессиональный
национальный аналитический потенциальный между центрами силами и между другими
странами.
14 ноября 2006 года, Указом Главы государства Республики Казахстан была одобрена
Концепция перехода Казахстана к устойчивому развитию на 2007-2024 годы. Новая программа
развития страны разработана в соответствии с международными обязательствами страны,
подписавшей Программу действий по пере-ходу мирового сообщества к устойчивому развитию -
Повестку дня на XXI век. В документе в качестве единого целого рассматриваются три вектора
развития Казахстана - экономический, социальный и экологический. Одними из основных
принципов перехода к устойчивому развитию являются экономический прогресс в результате
активного внедрения высоких технологий в экономику страны и повышение эффективности
использования ресурсов. Приоритетным для перехода к устойчивому развитию принято считать
внедрение устойчивых моделей производства и потребления; использование новых и
экологически безопасных технологий; развитие устойчивых транспортных систем; энерго
эффективность и энергосбережение [52].
Необходимость решения задачи обеспечения энергетической безопасности государства в
настоящее время приобретает чрезвычайную актуальность в связи с напряженностью топливно-
энергетического баланса в большинстве своем энерго дефицитных ресурсов, старением и
нарастанием физического и морального износа оборудования, ограничением объемов
реконструкции и развития основных фондов ТЭК. Все это в результате может привести к энерго
кризису, который в свою очередь ограничит экспорт нефти и газа для «для энерго безопасности
мирового сообщества» и связано с дефицитом мощностей, дефицитом энергоресурсов, высокой
энер-гоемкостью экономики и дефицитом финансовых ресурсов.
Согласно Алдиярову Б., энергетическая независимость конкретной страны традиционно
оценивается доступностью требуемого вида энергии в требуемом количестве их востребования за
счет собственных ресурсов страны по этому виду энергии в рассматриваемом периоде в широком
диапазоне изменения внутренних и внешних условий. При такой формулировке основными
показателями энергетической независимости будут:

• достаточность и доступность первичной энергии для потребностей экономики страны;
• достаточность производительности оборудования по преобразованию первичной энергии
в другие виды энергии по каждому из них;
• достаточность производительности транспортной инфраструктуры для каждого вида
энергии (первичной и/или преобразованной);
• экологическая приемлемость добычи, преобразования и потребления энергии различных
видов и форм.
Энергетическая независимость является мощнейшим механизмом обеспечения
энергетической безопасности страны и гарантией энергетической устойчивости развития по
отношению к внешним факторам [53, с. 36].
Факторы энергетической независимости, которые обеспечивают доступность требуемого
вида энергии в требуемых объемах в любом регионе, являются основными показателями
энергетической безопасности по отношению к внутреннему воздействию. Эти же факторы
характеризуют устойчивость энергетики страны к внешним условиям. Энергетическая безопасность
наряду с факторами, влияющими на энергетическую независимость, определяется также и ценовой
доступностью каждого из видов энергии. Эти формулировки показывают, что эти определения -
независимость, безопасность, эффективность и устойчивость в энергетике, придостаточной разнице
тесно переплетены и оказывают-ют взаимное влияние. Общие принципы устойчивого развития
включают требования обеспечения интересов будущих поколений и сохранения окружающей
среды. Основными параметрами, определяющими устойчивое развитие энергетики по этому
принципу, считаются:
• мировой уровень экономической и технической эффективности во всем цикле
энергетического комплекса страны;
• уровень воздействия энергетики на окружающую среду, обеспечивающий
самовосстановление;
• внутренняя политика, направленная на обеспечение доступности количества всех
требуемых видов энергии всем социальным группам населения не ниже определенного
социального минимума;
• допустимый уровень неравномерность потребления по регионам;
• оптимальная институциональная структура энергетического комплекса;
• участие в международных энергетических рынках.
При рассмотрении устойчивого развития энергетики традиционно анализируется состояние
страны по источникам первичной энергии, по возможности их преобразования в другие виды
энергии, по возможностям транспортирования различных видов энергии во все регионы страны, по
объемам и эффективности потребления каждого из видов энергии.

В заключении можно сформулировать следующие основные выводы: 1.Изъеснена сущность
энергетической безопасности в контексте социального развития государства.2.Описаны механизмы
участия общественности в развитии нефтегазового сектора Республики Болгарии и Республики
Казахстан.3. Охарактеризованы механизмы восприятия Корпоративной социальной
ответственности для создания положительного имиджа нефтегазового сектора, что в свою очередь
влияет на спокойствие энергетической политики государств.

The power dynamics of Russia’s, Iran’s and Turkey’s relations- The teeter-totter of
a constant disbalance

The Syrian civil war that broke out in 2011 gave the opportunity for a redefinition of the
role of the regional and global players in the Middle East and North Africa. While the United
States, in the face of the Barack Obama administration were reluctant to act directly, because of
the electoral cost they had to pay, Russia, Iran, Turkey, and a number of non-state actors took
part in the conflict in an attempt to make immediate profits in the zero-sum game.
Using the peace talks held in Astana, Kazakhstan, Russia, Iran and Turkey made an
effort to introduce a new image of themselves to the world- on one hand to present each one
of them as a significant player on the international stage, and on the other as a political trio,
which can impose and projects power together with serious claims to construct the post-
military peace in Syria. The civil war "became" a kind of a “teeter-totter” that balances the short-
term harmonized interest of this ad hoc coalition. With the emergence of the serious internal
problems in the countries, the deepening of the conflict in Libya, The Nagorno Karabakh conflict,
as well as the fundamental disagreement between the three as to what Bashar Assad's fate should
be, the "teeter totter" seems to be fragile. Can it last and what does it mean?
Methodology, hypothesis, and prerequisites
The following work is built on the paradigm of realism and zero-sum game analysis. The
author reasons in the dimension of the concept of the multipolar world. The scientific subject is
the power dynamics, amongst the above-mentioned countries – Russian Federation, the Islamic
Republic of Iran, and the Republic of Turkey. The scientific questions, that the essay rises and will
examine thoroughly are:
Can we think of Russia, Iran, and Turkey as a coalition in the period, marked by the
emergence of the Syrian civil war and the subsequent events?
What are the consequences of that for the rest of the world?
Is the coalition sustainable, based on clash/conflicts of interest in different parts of the
worlds amongst the three?

The methodology would rely on qualitative analysis of the on-going conflicts in the
international relation as well as a brief analysis of the political (in terms of current politics, but
also long-lasting cleavages) and economic situation in the different countries.
A few words for the multipolar world and the importance of it to the topic
It is now a common concept in the academic world, that the international system is headed
towards multipolarity. For example, Kissinger claims, that the world would slip from unipolar US
hegemony to one with 6 power centers- US, Japan, Russia, EU, India, and China, with its emerging
economic might and growing political power and military capabilities, alongside with different
regional powers. What Kissinger considers as a plausible problem, is the lack of experience of the
different participators of the world order in the balance of power system. (Kissinger 1994)
Brzezinski discusses “the changing distribution of global power from West to the East”
with China in charge, which has become significantly more apparent after the global financial
crisis from of 2008.
Kagan presents the idea, that the XXI century would have a “new configuration of power
is reshaping…one superpower and many great powers” and an ideological battle between
democracy and autocratic regimes in which China’s successful model would attract and
consolidate junior autocratic regimes, which would eventually challenge the western concept and
would bring conflicts. (Kagan 2008)
Such analyses are built on the perception that international relations are dependent on the
balance of power. When the latter is threatened new conflicts arise, because of the ambitions of
different powers to get to a better place in the system. The author of the current work believes that
such theoretical framework has the capacity to explain the current more aggressive behavior in
recent times.
Iran - the regional player with great ambitions and great challenges
The Islamic Republic of Iran is objectively in the most difficult position of the "trio". On
one hand, because of their difficult economic situation. In 2018, the United States withdrew from
The Iran nuclear deal framework. What followed was a series of unilateral
US economic sanctions[1] , the last of which became a fact in September 2020[2] The
sanctions had a serious effect on the Iranian oil trade. According to the CEIC data, the volume of
its sales dropped from nearly 1,900 barrels per day to 650 immediately after the sanctions took

place. [4] . In addition, oil entered a period of a record low price[5] since the end of 2014. Iran is
the fifth-largest producer of "black gold" in the world[6], and according to data from the World
Bank as of 2017, oil sales account for as much as 15.6 percent of their GDP.[7] Another
aggravating factor for the economic situation of Teheran is the damage that Iran took, both in
economic and in health plan the by pandemic COVID-19. [8] Something that the political elite has
been heavily criticized for. Amid the bad economic situation, the country faces internal
pressure. Since November 2019 up to now, there have been a number of protests, leading to more
than 1,500 victims.[9] In an attempt to overcome the economic crisis, Hassan Rouhani, the Iranian
president, is embarking on a deal between Beijing and Tehran, in which the Chinese government
has committed to more than 280 billion in investments in return of the construction of a Chinese
military base on Iranian soil and 25 years of guaranteed oil supplies. [10][11][12] There is also
evidence of an exchange of oil for gold between Venezuela and Iran [13] . These
two actions show that the only way out of isolation for the time being for the Islamic Republic
is to seek a connection with other authoritarian regimes.
In terms of internal affairs, Iran is at the beginning of a process of changing its
supreme leader Ayatollah Khamenei (the strongest figure in the Iranian model, the supreme leader
is a formal head of state, supreme commander and has direct powers in the executive and
legislature). The latter is of an old age. The respected scientific journal for geopolitical
analysis Strategic survey [14] notes that an informal procedure has now been launched to find his
successor. In practice, this leaves the country with three alternative scenarios:
1) The next supreme leader of Iran will be a tougher hardliner, i.e., further escalation of the country's
behavior abroad and staggering towards stricter adherence to religious dogmas
2) Preservation of the status quo
3) The election of a more liberal successor, who will soften the approach towards the West and the
regional contenders
The first and second scenario, however, are much more likely to take place. The choice of
an unsuitable candidate will lead to significant deterioration of the situation of the country, both
externally and internally.
Israel's behavior is another important marker of Iran's situation abroad. One of the first
countries to stand behind the Syrian president was Iran. This happened in the context of the
regional struggle for supremacy with Saudi Arabia and Israel, as an attempt of the Islamic Republic

to deploy troops and pro-Iranian paramilitary militias as well as equipment, outside its border. In
response, Iranian bases and targets have been hit hard over the past few years. In this regard, some
analysts note the increased intensity of Israeli attacks, as well as their bolder implementation. In
other words, the attacks on Iranian targets in broad daylight are unprecedented.[15] Another no
less significant, albeit cumbersome, process is underway - the warming of relations between the
Arab states of the Middle East and Israel. For example, Bahrain and the United Arab Emirates
have signed peace agreements with the state of Israel, presumably in an attempt to warm relations
with the Western world, and the United States in particular. [16] In practice, this meant
increasingly abandoning the mythologem of the Arab world against the Jewish state and making
it a more acceptable ally. A number of other countries in the Middle East and North Africa are
sending signals to warm relations, including Saudi Arabia, Morocco, Sudan, Egypt
and others.[17] . This process must also be seen as a profound consolidation against the Persians,
where the latter increasingly displaced the antagonistic image of the Jews among the Arabs. Israel's
growing readiness to annex parts of the West Bank and the US President Donald Trump's need for
victory before the election also had a direct bearing on the process, in the sense that Israeli policy
is becoming bolder.[18] [19] Due to its weaker international position and domestic problems,
Iran is the weakest position on the negotiating table amongst the three countries.
Russia, Turkey, and Iran in Syria. The points of confrontation.
Abroad, the prospects for the Islamic Republic are also not promising. On the one
hand, it seems that their interests diverge drastically from those of the Russian Federation. While
the latter has expressed a growing desire to end the conflict in Syria and even reduce the role of
incumbent President Bashar al-Assad, Iran needs the conflict to continue so that it can continue to
deploy its militias, in order for them to gain experience on the ground, and also to keep Assad
dependent. Russia's calculation, however, is different. At the moment, they do not have the
capacity to rebuild Syria, and in this regard, a significant desire to do so. An estimation of the cost
for rebuilding and reconciliation of Syria is estimated by The Atlantic to be no less than 250
billion US dollars[20]. From the Russian perspective, Moscow partially achieved its goals - to
show itself as a global power challenging the US hegemony, to build and expand its military
capabilities in Syria (Military base in Tatrus, Air Force Base in Hmeymim etc.)[21] and
reached an agreement for the exclusive production of Syrian oil by Russian
companies. [22][23][24] Therefore, as the Guardian newspaper noted, Russia's efforts are focused

mostly on establishing and maintaining a leading role in the construction of the new Constitution
of Syria, rather than actively engaging into the actual reconstruction of Syria [25]. Furthermore,
Reuters quoted Vladimir Putin, speaking [26] on "the need for a faster resolution of the conflict"
and that "they support the armed opposition in the fight against ISIL". For Moscow, the time to
focus on other strategic goals, regardless of the willingness of its partners and the price they
have to pay for achieving this role has come. This strategic line can also be seen from the
decelerated positive attitude towards the Kurdish minority and the stands of Russian officials that
the Kurds must be protected by the new constitution, which comes into direct conflict with the
interests of Assad[27]. The Kurdish question could be an "apple of discord" between Ankara
and Moscow, as well. Although the latter's behavior is ambivalent, with the declared support often
being just formal and Russian troops "turning a blind eye" to Ankara's attacks on Kurdish
forces. [28] [29], it is nevertheless an important part of the Russian Federation's goals, since
the Kurds remain one of the few US allies in Syria and attracting them would be a major blow to
Washington. Ankara, on the other hand, fears the creation of a body similar to Iraqi Kurdistan on
its border. The Kurds are the largest minority in Turkey, being estimated to be up to 20 percent of
the population, simultaneously being extremely compact, located mainly in Anatolia. A region that
has been economically neglected compared to other regions of Turkey since the time of Kemal
Ataturk. Their struggle for political representation is long and large-scale, and the demands for an
autonomous region of some of their representatives are a serious challenge for the central
government of Turkey.
Under the pretext of defeating extremist groups such as ISIL, in 2018. Operation Olive
Branch was launched in eastern Syria. However, there are strong arguments that the operation is
rather a de facto mission for taking control of Kurdish occupied territories by counterbalancing the
possibility of a new Kurdistan. In addition, the occupied territories are also likely to be used
for exchange in subsequent negotiations on Syria's future, so preserving them is of
paramount importance to Turkey. A new agreement for a ceasefire in the northeastern region
of Syria Idlib was signed between Russia and Turkey, on March the 5th, this year. The latter states
that 12 miles of protected area will be created, in order to reduce the flow of Syrian refugees at the
border with Turkey, as well as parts of the recaptured territories by the Syrian government will be
recognized by Ankara. [30] [31] The agreement, however, will have to balance those interests of
Turkey and the desire of Assad to fully master the territory of Syria.

Libya - the arena of geopolitical interests
2000 km. away from Syria, the Russian Federation and the Republic of Turkey were
involved on both sides of a heated conflict. Russia, France, the UAE, Saudi Arabia, and until
recently, Egypt have sided with Gen. Haftar - a high-ranking general in the Libyan army during
the regime of Muammar Gaddafi, and on the other hand the so-called Government of National
Consent in Tripoli[32] [33], which enjoys the support of Turkey, Qatar, Italy, the UN, and
others. Huge oil and natural gas reserves are at the heart of international involvement in the
conflict. Libya is ranking the 9th country by the volume of its discovered oil reserves and the 22nd
in the world in terms of natural gas reserves. [34] [35] France and Italy defend the interests of their
mining companies, while Turkey fights (and achieved some success) to get direct access to the
resources of Libya[36] [37] [38] [39] [40]. Ankara is currently in advanced stages of negotiations
with Tripoli for the long-term use of two military bases.[41] One of which is the one in Misrata, a
strategic point in the Mediterranean, which in turn could act as a leverage Turkey in the conflict
over Cyprus' economic zones and shelves .[42] The deal between Turkey and the UN-backed
Libyan government is effectively challenging Greece's and Cyprus ' claims for their economic
space, allowing Ankara to acquire deposits to satisfy itself. [43]. A prospect that worries Moscow ,
because Turkey up until recently was a big "customer" of Russian gas, but this changes with a
rapidly decreasing pace - about 52% of Ankara's total consumption was imported from Russia[44],
and for 2019 that number shrunk to 44%. That has economic but importantly political
consequences since it makes Turkey more independent and therefore more autonomous part of
the "trio" - Tehran, Ankara, Moscow. Furthermore, informal sources claim that the agreement
between Tripoli and Ankara allows direct intervention in Libya if Turkey decides that its interests
are harmed. [45]
With the fall of several key military sites [46] Haftar's chances are diminishing, and
the General is clearly aware of this, as in September he announced the lifting of the blockade of
oil and gas refineries, which have been blocked since January 2020. [47] [48], and declared
readiness for peace negotiations with the mediation of Egypt.[49] A cease-fire was agreed on in
late October, and negotiations for an interim setup before presidential and parliamentary elections
on Dec. 24, 2021 are continuing.3132

Turkey's future and its power to impose interests in the ad hoc coalition are improved
by the recent positive (for them) outcomes in Libya and Nagorno Karabakh. Libya's
internationally recognized government voiced its support for U.N.-led talks promoting peace and
dialogue but underlined that putschist Gen. Khalifa Haftar should not have an equal role in the
country's future33
Turkey - On its way to autocracy
Turkey's development trajectory is reminiscent of Iran’s. Similarly, in an effort to take
regional leadership, it entered in a spiral of sanctions. In 2019, the United States imposed such,
due to a deal between Ankara and Moscow for the purchase of S-400, a Russian anti-aircraft
complex with long and medium range[50]. Because of its dispute with Greece over the exact size
of its economic zones and shelves[51], The European Union is also discussing the imposition of
sanctions on Turkey[52]. As a result, the Turkish lira collapsed systematically, reaching record
lows. According to the World Bank, Turkey's gross domestic product shrank from 950 billion in
2013. to 754 billion in 2019, which marks a significant decline[53]. The data for this year will
probably be more unpleasant for Ankara because of the outcome of the Covid-19 pandemic. The
Neo-ottoman ambitions of Recep Tayyip Erdogan are causing quite the expense. The electoral
support for him is shrinking and thus in the local elections in 2019, his party lost almost all major
cities in the local elections [54]. Two remarks should be made here:
1) Regardless of the statement above, Erdogan still holds important mechanisms to control the
vote, such as full control of the content of state television, election fraud [55] [56] and widespread
support from the recently urbanized clique, which(the latter) thanks to its urbanization has raised
its standard of living and thus is loyal to the Justice and Development Party, and the religiously
conservative Turks. The share of the latter's part of the population is not to be underestimated.
According to a systematic study conducted by Konda Interactive [57] More than 34 percent of the
population identify as believers and 10 as deeply religious , some of whom remain a constant
electoral reserve for Erdogan.

2) The more Erdogan is exploiting these mechanisms, the more severe the opposition will be in the
big cities and the highly educated part of the Turkish population. In this manner, in the first local
election for Istanbul, carried in the 2019, Ekrem Imamoglu , the main contender for mayor from
the Republican People's Party, won with only 13 729 votes advantage[58]. With the cancellation
of the elections and their re-run, his victory was with over 775,000 votes advantage. [59] In other
words, anti-government sentiment and fears of deepening autocratic processes were exacerbated
by the Turkish people. Recep Tayyip Erdogan is aware of this and responds in the only possible
way, namely, to consolidate his power. This is evident in the refusal of the central government
to partner with municipalities run by the opposition[60], and the unsuccessful attempt to politicize
trial in Turkey by introducing a plurality of Bar in cities [61], and even in the referendum to turn
Turkey into a presidential republic.
The deepening autocratic processes, as well as the suffocation of the Turkish economy can
also be traced in the process of warming relations with the People's Republic of China. As the
authoritative publication Foreign policy notes, in the last 4 years Beijing has invested over 3
billion in the Turkish economy. Perhaps in exchange for political drawbacks. For example, while
in the first term, Erdogan protected refugees ygurs[62] and sharply criticized the notorious labor
camps in northwestern China, there was “a change of heart” since in 2019 he has expelled ygurs
back to China.[63]
The process of autocratization of the Republic of Turkey equals its political isolation
by the Euro-Atlantic countries, as well as with a number of Gulf countries. Deepening this
process will make it impossible to choose an alternative other than Russia, Iran, Turkey and
/ or China.
Russia and the cost of projecting force
Currently, the areas of interest to the Russian Federation are multiplying with high
paces. As Ukraine 's rapprochement with Europe and protests against "Europe's last dictator" in
Belarus continue, Russia is fighting on the currency front to consolidate an alternative currency to
the dollar, engaging in an arms race with the United States and China, and intervening in hotspots
in the Middle East and Africa. In addition, Russia has been involved in a number of scandals in
connection with the poisoning of Julia and Sergei Scripal, and in September of 2020 the poisoning

of the dissident Alexei Navalny with Novichok34. While there cannot be a clear answer who is
responsible, it can be speculated that Russia projects power through this type of attacks against
citizens of sovereign states and domestic adversaries through the so-called “active events” abroad.
In any case, there are clear indications that Moscow is looking for a new place "under the sun" at
all costs. This in turn implies alliances with other countries with similar interests. The
question, that remains whether such political expansion (in the sense of projecting power, not
territorial gains) is sustainable. The figures show that support for President Vladimir Putin and the
government are at the lowest levels since the annexation of the Crimea, while positive attitudes for
the European Union and the United States are growing[64]. At the same time, the economic
condition of the country has been deteriorating since 2013. The figures from then show, that the
GDP was $ 2.3 trillion. The current levels are about 1,7 trillion USD. At the same time in
2018 [65] protests arise, related to the increments of the retirement age. There is also a process of
increasing the tax burden, which also has long-lasting negative effects. Nevertheless, the result
of this year's referendum shows that there is no direct link between the economy and politics in
the Russian political process. Hence the goal of the plebiscite was to legitimize the change of
constitutional texts with which to remove the limit of two consecutive terms. Or with other words
to make the possibility of lifelong rule of Vladimir Putin de jure. The spectacular 78 percent of the
voters answered affirmative to the questions[66], although such result should be perceived with a
dose of healthy skepticism, with all of the allegations for election frauds35. At the same time, the
chance for a partnership between the West and Russia is becoming less and less likely, at the
moment.
Conclusions
In the article, the relations of the Russian Federation, the Republic of Turkey and the
Islamic Republic of Iran are examined and are declared as a coalition on an ad hoc principle that
can act in synchrony on some issues. This is possible due to their active participation on the Middle
East stage and their coinciding interest in creating de-escalation zones. At the same time, the clash
of the various interests can be derived along the lines of (but not limited to):

1) The future of the Syrian President Assad
2) The Kurdish question
3) The outcome of the civil war in Libya
On the other hand, the text clarified the process of deepening isolation between Iran, Russia and
Turkey, and the rest of the world, as well as their serious economic problems. The conclusion that
can be drawn is that it is most likely, that this political "trio" to continue to act together, though the
role of Iran becomes more secondary, on the account of Turkey’s role. In this sense, the "teether-
toter" is likely to continue to operate in the short to medium term, albeit will be often shaken by
momentary disbalances. However, in this newly formed blocks system, China engages into
political cooperation, with each member of the "trio", as for example the deal with Moscow for
signing a contract for a trade of oil worth 55 billion each year [67], which means that in there is a
second possible scenario - the withdraw from the trio of one (or more members) of the countries at
the expense of an alliance with the PRC. In either case the author of this essay believes that the
presented sort of a “case study” proves the cited above academics in the matter of the multipolar
world and (sadly) the reluctance of leaving power of balance strategies. Furthermore, looks like
Kagan hypothesis for the appeal of Chinese political model is confirming itself.
