Letter from the President

Time has passed quickly since last October in Athens when

we were singing

If you’re going to San Francisco

Be sure to come to IPLOCA’s great fair

If you’re going to San Francisco

You’re gonna meet good pipeline people there…

Now it’s time to register online to ensure you will be able to attend the Convention.

Two hundred and fifty people out of a possible 600 have already registered, so don’t

delay in finalising your own arrangements.

We are immensely grateful to our loyal sponsors who continue to support the

Convention in these challenging times. We are proud to note that at press time there

were only seven sponsorship opportunities remaining and we hope, like last year, to fill

all of these with your help. Please contact [email protected] for

more information.

On other topics, significant progress has been made in preparing the Onshore Pipelines

Road to Success document, which will be the end-product of Phase 1 of our Novel

Construction Initiative.

During March IPLOCA organised a very well attended Spring Plenary Session of Novel

Construction in Geneva, followed by a number of smaller group meetings. There is still

a lot of work ahead but the full Novel Construction Initiative team is committed to

delivering our IPLOCA document at the San Francisco Convention.

Two more IPLOCA Regional Meetings have also taken place recently. The first was for the

area covering Germany, Austria and neighbouring countries, organised by our 2nd VP Karl

Trauner, of HABAU. The second, for China, was organised by IPLOCA director Liu Weimin

and held just prior to our Board of Directors Meeting in Beijing.

A lot of action is taking place to strengthen IPLOCA and I look forward to seeing you all

in San Francisco as you show your support for these initiatives.

I wish all of you an excellent summer before we meet again in San Francisco.

met and later reported to the full board. More information

about the committees is on page 5.

Finances

Phil Bond, IPLOCA Treasurer, reported on the year 2008.

Increase in membership fees and excellent sponsorship

results from the convention resulted in increased revenue

in 2008, however our investments suffered because of

the economic crisis and there were additional valuation

reductions outside of the Lombard Odier Darier Hentsch

portfolio because of currency fluctuations. The board

approved the 2009 budget. Subsequent audit of the 2008

accounts was completed successfully by mid-March.

Membership

Name change requests were approved as presented:

- NOVA JSC to Nova Limited Liability Company

- Ardee Offshore & Shipping Service Pvt Limited to Ardee

Resources Pvt Limited, India

Resignations were noted from the following companies:

TRAINING COMMITTEE MEETING Versailles, February 2009The IPLOCA Training Committee is relatively new and has

come a long way with its initial work.

Training committee members continue to be active and

there was consensus that the committee needs to focus

and prioritise on selected objectives.

Discussions were held regarding a questionnaire to be

sent to the IPLOCA membership and the state of readiness,

timing and issue of such a document. It was felt that

we were not in a position to move forward with such a

document until re-evaluation of the objectives.

Given the success achieved with Novel Construction and

the appointment of qualified consultants, it was agreed

that IPLOCA approach Hans Ringers (who had expressed

interest in an involvement with IPLOCA’s Training initiative)

with a view to taking the objectives to the next stage and

preparing a programme of deliverables to be discussed

with the Training Committee.

NEW TECHNOLOGIES Still Time to Submit an Entry - But HurryWe have been approached by some

companies for a little extra time in

preparing their entries for the New

Technologies Award.

Sponsored by BP, the award is presented every alternate

year during the annual Convention to an IPLOCA

Member or Associate Member who, in the opinion of

the adjudication committee, has made a significant

contribution to innovation in cross-country pipeline

construction.

Award CriteriaThe award is given in recognition of a significant

contribution to innovation in the engineering of, the

provision of equipment for, and the construction of cross-

country pipelines by virtue of:

- A technological or engineering breakthrough

- A new piece of equipment, tool or construction supply

- A new or revised construction practice

- A new type of permanent material.

Supporting documentation is required describing the entry

and showing proof that it has been successfully used on a

major project, in the field or is of such significant merit in

its development stage to warrant an award.

JudgingThe Adjudication Committee includes members of the

IPLOCA Board of Directors and the Chairman of the New

Technologies Committee whose task will be to screen the

applications and determine the winner using a neutral

voting process. The Committee will review each entry

submitted on the following basis:

- Does it meet the basic criteria set forth in establishing

the award?

- Does it provide the onshore pipeline construction

industry with something it did not have before?

- Does it constitute an identifiable step forward in

technology/ construction process?

- Does it improve safety and/or environmental

protection?

- Does it overcome a current problem area in pipeline

construction?

- Does it provide a reason for the industry to change

the manner in which onshore cross-country pipelines

are laid?

ON THE ROAD TO SUCCESS New Technologies and the Novel Construction Initiative

Daniel Gasquet, Novel Construction Initiative consultant,

was introduced by Bruno de La Roussière as a guest at the

February Board Meeting in Versailles.

Daniel provided the Executive Summary of a document

entitled Onshore Pipelines Road to Success. This is an

IPLOCA document being prepared by the Novel Construction

groups towards better identifying the key drivers in a

pipeline project from development to commissioning.

This better knowledge should in turn:

- improve the preparation process of pipeline projects for

mitigation of risks towards a more certain delivery date

and budget

- improve the relationship between investors/owners and

construction contractors for the success of the projects

- improve the competitiveness of the pipeline industry

through sound engineering and construction practices

and innovative solutions.

Daniel explained that this will be an evolving document,

with issues still to be discussed and that the emphasis

will be on a joint approach by operators, contractors,

manufacturers and suppliers together. It was noted that

the operators were interested in a document like this and

they are keen to contribute and use such a document.

Further, it was felt that it would be a highly effective

tool for internal use within member companies and as a

reference document for education of people coming to the

Pipeline Industry. On 4 May, a writing and editing group

was defined. The group will meet with the leaders of the six

working groups on 11 June in Geneva to ensure that the

final draft is ready by 30 June 2009.

Ed Merrow, president of Independent Project Analysis

Inc. made a presentation during the Novel Construction

Initiative Spring Sessions in Geneva entitled In Search

of Excellence in Pipeline Projects. Most of the topics

covered in his presentation are being addressed in the

Road to Success document. A similar presentation will

be made at the San Francisco Convention in preparation

for the Novel Construction Initiative session where the

Road to Success document will be presented. The draft

document is currently available on the password protected

part of the IPLOCA website to those who have signed the

Memorandum of Understanding.

The Spring Plenary Session of Novel Construction took place in

Geneva in March.

Juan Arzuaga, IPLOCA Executive Secretary, and Karl Trauner,

IPLOCA 2nd Vice President, enjoyed a productive Regional Meeting

in Hannover sponsored by Habau, PPS Pipeline Systems GmbH

and Kuhn.

17Th Biennial Joint Technical Meeting on Pipeline ResearchJuan Arzuaga, Executive Secretary, attended a

technical meeting in Milan organised by EPRG, PRCI

and APIA which included three days of independent

and simultaneous workshops on the following topics:

Advanced design methods, Corrosion prevention and

management, Pipe materials and properties, Welding

and construction, Mechanical damage, Stress corrosion

cracking. The progremme finished with a full day visit to

Tenaris Dalmine in Bergamo on Friday, 15 May 2009.

IPLOCA and these other associations are working to seek

possible areas of collaboration similar to those covered

by the Novel Construction Initiative.

8 THE IPLOCA NEWSLETTER

By Paul Conway, QHSE Manager

The C.A.T. Group

As a member of the IPLOCA HSE Committee I would like to

enlighten readers on some ideas currently being discussed

and implemented by the committee.

The primary objectives of the HSE Committee are to

provide members a forum for communication and

exchange of information on HSE issues, compile accurate

industry HSE data in order that members may have

a reference to which they are able to compare their

performance and to gather data on incidents, sharing

such data with all IPLOCA members in order to prevent

reoccurrence of similar incidents industry-wide.

The HSE committee currently has 10 members

representing Owners, Operators or various IPLOCA

member companies worldwide.

Some current initiatives for improvement include:

- Revision of Safety Statistic Submission Form (introduced

in 2009 for submission of 2008 statistics)

- Revision of IPLOCA Health and Safety Policy

- Formulation and publication of Guidelines for Health

and Safety Structure

- Continual improvement and updating of the HSE Section

of the IPLOCA website (www.iploca.com) in order that

pertinent and useful information is communicated to

members

- Initiation of Safety Alerts to further improve

communication of industry related risks, hazards and

incidents.

My knowledge of IPLOCA upon joining C.A.T. more than

10 years ago was very limited. Of course I was aware of

IPLOCA, but I did not have a great deal of insight into what

were its functions. I later became involved in gathering

and compiling the Safety Statistics for submission on an

annual basis, however even then I was not aware of what

was being done with them.

In 2007 I was invited to become a member of the IPLOCA

HSE Committee and attended my first meeting in Istanbul

at the offices of Tekfen whereupon my eyes were opened

to the dedication, commitment and hard work that is

prevalent throughout the organization in the overall quest

to assist members in improving methods, performance

and efficiency throughout the industry.

The pipeline industry, like many others, is very competitive.

Methods that improve efficiency reduce re-work and

result in cost savings are in many cases closely guarded.

But where Health, Safety and Environmental issues are

concerned this is not and should never be the case.

We are all responsible in ensuring that where possible,

the protection of personnel, property and the environment

is placed in a position of paramount importance.

Open communication and the sharing of information on

these issues will surely result in a decreased number of

incidents and improvements throughout our industry.

We all I am sure place a very high level of importance

on Health, Safety and Environmental issues and should

encourage all of our employees to visit the IPLOCA

website and where possible participate in submitting

ideas, feedback and highlights in an effort towards overall

improvement.

My involvement on the HSE Committee has added

considerably to my knowledge and insight into new

ideas within the wide subject of Health, Safety and

Environmental issues pertaining to our industry. Sharing

ideas and knowledge is a two-way street where everyone

comes out a winner.

Once again I encourage you all to be involved, to

communicate and innovate in an effort to improve HSE

performance industry-wide, protect our employees,

other persons and property.

NUMBER 39 JUNE 2009 9

IPLOCA HEALTH & SAFETY AWARD Sponsored by Chevron

Recognizing exemplary success in improving safety

regulation and decreasing the number of accidents IPLOCA

is pleased to announce that the annual IPLOCA Health

and Safety Award sponsored by Chevron will be presented

at the 2009 Convention in San Francisco from 14th to 18th

September 2009.

All Members and Associate Members are encouraged to

apply for the award. Submissions from Associate Members

should be limited to the pipeline industry and related work.

In order to qualify for the nomination, all participants must

have previously submitted their 2008 Health and Safety

Statistics.

The award is not based solely on safety statistics.

These are gathered as a constant monitoring and

improvement tool. IPLOCA encourages all Members to

take a pro-active role in the prevention of accidents.

The award is given in recognition of your 2008

achievements, aimed at improving the health and safety

of the pipeline industry such as:

- A unique innovation or initiative to avoid incidents.

- A new and well-defined system, procedure or practice

enhancing safety.

- Implementation of lessons learned.

The winning company will be recognised during the

Open General Meetings in San Francisco, and will receive

a trophy presented by award sponsor, Chevron.

Paolo Ghirelli, President, Oliviero Corvi, B.U. Pipelines Director,

and Roberto Castelli, Commerical Director, Bonatti S.p.A., receive

the 2007 Health & Safety Award from John Truhe of Chevron and

Max Hofmann, Chairman of the 2008 Health & Safety Committee.

Safety Statistics are (over)-due! As a condition of membership, companies are required

to submit their annual safety statistics to IPLOCA,

such that aggregate statistics for the industry can

be monitored.

To date only 73% of statistics for 2008 have been

received and members are reminded that it is incumbent

upon them to do so in order to be eligible for continued

membership.

If you have questions about the submission, or any

difficulties in submitting the return, please contact us

immediately. The submission form and instructions are

available on the IPLOCA website.

10 THE IPLOCA NEWSLETTER

“CALIFORNIA, HO!”Some 15,000 years ago the Ohlone Indians were the early

settlers of the area that is now San Francisco. Sir Francis

Drake arrived in the Golden Hind in 1579, and then in the

late 18th century the area was colonised by the Spanish.

It was the Gold Rush of 1849 that caused the huge influx

of people, many of whom settled there after the rush

was over. Mercantile establishments, small industries,

and shipping to the Orient brought prosperity to the

newcomers. San Francisco grew and attracted a colourful

array of characters. Famous writers such as Jack London,

Ambrose Bierce, and Mark Twain congregated here.

And John Muir began the Sierra Club here in 1892.

By 1870, when the railroads were opening up accessibility

to the west, San Francisco had become the tenth largest

city in the United States. A large Chinese population of

labourers recruited in the 1840s and 1850s remained there.

Irish, French, Italian, German, Russian, Australian, Jewish

and many other nationalities contributed to the city’s

international flair.

The devastating 1906 Earthquake and subsequent fire led

to a rebuilding in which the city became even grander than

before. The Golden Gate Bridge was built by 10 different

prime contractors and their subcontractors and completed

after more than four years of construction at a cost of

USD 35 million. It opened to pedestrians on 27 May 1937

and to vehicular traffic at noon on May 28. President

Franklin D. Roosevelt pressed a telegraph key in the

White House to announce the event to the world.

The towers that support the Golden Gate Bridge’s

suspension cables are smaller at the top than at the

base, emphasising the tower height of 500 feet above the

roadway. Irving Morrow—an architect hired by Strauss to

design an architectural treatment for the bridge—chose the

‘international orange’ paint colour to blend with the setting

while still being very visible to ships.

Online registration for the Convention opened on

29 April at www.iploca.com. At press time 250 people

had already registered.

If you did not receive a printed brochure or would

like to send information about the convention to a

colleague, please refer to the link to the downloadable

NUMBER 39 JUNE 2009 11

The Mighty Task is DoneBy Joseph P. Strauss, Chief Engineer Golden Gate Bridge

and Highway District. Written upon completion of the

building of the Golden Gate Bridge in May 1937

At last the mighty task is done;

Resplendent in the western sun

The Bridge looms mountain high;

Its titan piers grip ocean floor,

Its great steel arms link shore with shore,

Its towers pierce the sky.

On its broad decks in rightful pride,

The world in swift parade shall ride,

Throughout all time to be;

Beneath, fleet ships from every port,

Vast landlocked bay, historic fort,

And dwarfing all--the sea.

To north, the Redwood Empire’s gates;

‘To south, a happy playground waits,

in Rapturous appeal;

Here nature, free since time began,

Yields to the restless moods of man,

Accepts his bonds of steel.

Launched midst a thousand hopes and fears,

Damned by a thousand hostile sneers,

Yet ne’er its course was stayed,

But ask of those who met the foe

Who stood alone when faith was low,

Ask them the price they paid.

Ask of the steel, each strut and wire,

Ask of the searching, purging fire,

That marked their natal hour;

Ask of the mind, the hand, the heart,

Ask of each single, stalwart part,

What gave it force and power.

An Honored cause and nobly fought

And that which they so bravely wrought,

Now glorifies their deed,

No selfish urge shall stain its life,

Nor envy, greed, intrigue, nor strife,

Nor false, ignoble creed.

High overhead its lights shall gleam,

Far, far below life’s restless stream,

Unceasingly shall flow;

For this was spun its lithe fine form,

To fear not war, nor time, nor storm,

For Fate had meant it so.

Travelling to the US? New Requirements for Visa Waiver Program Countries

Beginning January 12, 2009, all nationals and citizens

of Visa Waiver Program (VWP) countries will be

required by law to obtain a travel authorization prior to

initiating travel to the United States under the VWP.

This authorization is similar to the programme

established by the Australian government. Visas may

We are very fortunate that the majority of our regular

sponsors have again stepped forward to support this year’s

convention and we are happy to say that the list of other

sponsorship opportunities has diminished considerably

since the registration brochure was mailed out. A current

list is shown and is also kept up to date on the website

at: www.iploca.com/sponsorship. Caroline Green,

Ritchie Bros. Auctioneers, the world’s largest industrial

auctioneer, attracted more than 4,400 bidders to the

record-breaking USD 66 million Grand Opening auction at

its new permanent auction site in Houston, Texas from

25 to 27 March 2009.

The unreserved public auction broke every Houston

auction record for Ritchie Bros., including total sales, online

sales, number of lots sold, number of bidders and number

of online bidders, as well as being the largest three-day

auction in company history. Ritchie Bros. conducted seven

other auctions around the world last week, including a

USD 28 million auction in Atlanta, Georgia that set site

records for on-site and online bidder registrations.

Caterpillar dealer Pipeline Machinery International has sold

equipment in Ritchie Bros. auctions in Fort Worth, Houston,

Edmonton and Dubai as part of their plan to keep their

equipment current and up-to-date. They had millions of

dollars worth of crawler tractors, hydraulic excavators and

pipe layers in the Houston auction.

“Traditionally we haven’t sold too much equipment in the

Ritchie Bros. Houston location, but now with a state-of-the-

art new auction facility we see Houston as being a great

place to do business,” said Tony Fernandez, vice president

of Pipeline Machinery. “With the ports of Galveston and

Houston located so close to the yard and the easy access

from the airports, it’s obvious that the new site is helping to

attract more buyers and consignors. A great crowd was at

the auction and our equipment prices were very good.”

“LOOKIN’ FOR A SCREAMIN’ DEAL”

More than 4,400 on-site and online bidders from 49 countries, including 48 U.S. states took part in the huge auction at the new site and

buyers from outside Texas purchased USD 34 million of equipment (52 percent of the total), including USD 17 million purchased by

customers from outside the U.S. (25 percent).

Partnering with Disadvantaged Communities

Engineers Without Borders - International (EWB-I)

facilitates links and collaboration among its member

groups toward improving the quality of life of

disadvantaged communities worldwide through education

and implementation of sustainable engineering projects,

while promoting new dimensions of experience for

engineers, engineering students and similarly motivated

non-engineers.

The organisation helps its member groups develop their

capacity to assist poor communities in their respective

countries and around the world from a main office in

the USA and regional offices in Mexico, India, Belgium

and Egypt. Creating links between like-minded

organizations and cutting across national borders, it

works in collaboration with various partner organisations

affiliated with its member organisations.

Projects conducted by individual EWB/ISF member groups

are grassroots and small and are not usually addressed by

in-country consulting firms. In fact, it is a matter of policy

that prior to taking on projects, EWB-I member groups

make sure that they are not competing with private

engineering firms.

Contributing to the UN Millennium Development Goals

(MDGs) through capacity building in their projects,

the member groups function autonomously and have

endorsed the Earth Charter and the Universal Declaration

of Human Rights. Membership requires that all members

“Poverty relates primarily to the limited access of poor

people to the knowledge and resources with which

to address their basic human needs and promote

sustainable development in such areas as water supply

and sanitation, food production and processing,

housing and construction, energy, transportation and

communication, income generation, and employment

creation.”

UNESCO, 2003

Values of Engineers Without Borders

- Change that can contribute positively to communities;

change that started now will provide new solutions

over time; and change that can interrupt the cycle of

poverty.

- People in host communities who define the

development projects and contribute to ensuring

ownership, appropriateness, and long-term

effectiveness; people who can solve their own

problems.

- Partnerships with a broad cadre of institutional,

academic, development and engineering

organisations that are willing to assist in building

toward a more equitable and sustainable world.

- Sustainable projects that are symbiotic with the

environment, society and culture and build capacity

for people to solve their own problems.

- Education that develops a new generation of

engineers, who will benefit from seeing the many

facets of engineering solutions to problems in

developing communities, beyond the technical skills

obtained in their basic education and in the education

of host-community partners.

- Ethics that require the highest level of integrity;

ethics that promote honesty, communication and

forthright disclosure; ethics that promote human

dignity, value and respect of diversity; ethics that

promote social responsibility and appropriate action;

ethics that promote fairness and equitable distribution

of time, effort and resources; ethics that promote

responsibility to share skills and resources; and ethics

that recognize that people should not be exploited in

any form whatsoever.

adhere to high professional and ethical standards as stated

in the EWB-I By-Laws. EWB-I provides a unique platform

for the different organizations to:

- Contribute to meeting the MDGs through capacity

building in local projects

- Collaborate on projects and studies worldwide

- Share ideas, experiences, technical knowledge and

documentation

- Develop partnerships on community projects

- Address more global issues and projects

- Coordinate student exchanges, internships and

professional volunteers

- Advertise meetings and events

- Train and connect engineering professionals and

students around the world

- Create synergy between their members.

EWB-I is host of the Humanitarian Engineers’ Registry

and EWB-I Database. This register of skills links those in

needs with those who can provide services, technologies

and solutions to eradicate poverty in communities around

the world.

Executive Director of Engineers without Borders

EU seeks to enroll Caucasus neighbors, Egypt and Iraq into energy deal bypassing RussiaThe European Union will press eight southern neighbors

on Friday to join a long-term partnership that would give

them a sustained income from their natural gas in the

years ahead and provide Western Europe with stable gas

deliveries that bypass Russia. At a meeting in Prague

with leaders of Azerbaijan, Georgia, Turkey, Turkmenistan,

Uzbekistan, Kazakhstan, Egypt and Iraq, the EU will push for

a broad commitment on the expansion of a web of half a

dozen east-west gas pipelines spanning thousands of miles

(kilometers). The United States, Russia and Ukraine will

attend the event as observers.

Breakthrough in Nabucco pipeline The Nabucco pipeline project has been boosted thanks

to a new deal struck between the European Union and

Turkey, reports the British daily Guardian. According to

one EU official, the deal is a breakthrough because the

Turkish government has accepted all the terms. The

agreement is expected to be signed in Ankara on June 25.

Indian Steel Forges in USWith U.S. steel mills operating at their lowest levels since

the Depression, India’s Welspun-Gujarat Stahl Rohren Ltd.

last week opened a USD 150 million plant here to make

steel pipe. The Welspun Pipes Inc. plant was conceived

during a steel boom, when energy companies were

struggling to get enough conduit to deliver oil and gas. But

with the plant nearing completion at the end of last year,

buyers vanished. “I was biting my nails,” recalls Rajesh

Chokhani, head of business development at the plant. Then

an encouraging email arrived from his boss in Mumbai.

B.K. Goenka, chairman and managing director of Welspun-

Gujarat, told Mr. Chokhani that layoffs elsewhere made it a

good time to find talented workers.
