Letter from the President

It is my great pleasure to address the IPLOCA

membership as its new President. I am looking

forward to serving IPLOCA along with my colleagues

on the Board of Directors.

The Board met during the Venice Convention and you

will find highlights from the meetings on pages 5-6

of this Newsletter. In early December we will hold our

next meeting in Rio de Janeiro.

Those of you who were fortunate enough to be with us in Venice, will, I’m sure,

agree with me that it was an outstanding success. I’m sure you will enjoy the photo

spread on the centre pages of this Newsletter. A full set of photos will subsequently

be available on the website and the link emailed to all attendees.

With more than 670 delegates in attendance, we were treated to a truly memorable

week. We were fortunate to secure some excellent speakers for the Open General

Meetings, and we thank them very much for making themselves available and for

their support of IPLOCA. We were pleased to see the meeting rooms filled, despite

the need to travel to the Fondazione Cini by boat during a busy week with a tight

schedule.

We also take this opportunity to congratulate all our award winners, and all those

companies who submitted entries for the IPLOCA Health & Safety Award, sponsored

by Chevron and the IPLOCA Environmental Award, sponsored by Shell.

My goals this year are to continue to enhance communications, engage the

membership worldwide via more regional meetings and technical committee

work and to maintain the highest quality of our annual convention. In particular,

as Chairman of the Training Committee, I will be focusing on a number of training

initiatives, including communication, site visits, discussions on increased

productivity and analysis of pipeliner training.

I look forward to working with each of our members over the next year, and

encourage you to get in touch with me with your ideas or questions for the

association.

News from Geneva Training and Novel Construction meetings

The Geneva office team were pleased recently to be

able to play host to some of our members who visited

our new offices while they were in Geneva to attend

the Training and Novel Construction meetings. The

meetings were held nearby, at the Crowne Plaza Hotel

(soon to become the Starling Conference Center).

Meetings of the 2009-2010 and 2010-2011 Boards of

Directors were held in Venice during convention week.

Following are some highlights from the meetings.

Final Meeting of the 2009-2010 Board of Directors - Treasurer Phil Bond noted that the finances are strong,

with a surplus expected this year.

- It was noted that the level of sponsorship for the Venice

Convention was outstanding, at almost 100%. The only

exception was part of the cost of extra shuttle boats

which was covered by IPLOCA.

- The President noted that costs from the new training

initiatives and possible research participation would be

covered by the association’s surplus without the need to

touch the association’s reserves.

- The Board formally thanked and applauded Phil Bond

for his tremendous service and commitment to IPLOCA

over the past few years as Treasurer.

- The proposed new By-Laws, to be put to vote by the

membership later in the week at the Annual General

Meeting, were reviewed and discussed.

- Michael Podt, from MCI Beijing, a ground agent which

also has an office in Geneva, provided a brief presentation

to the Board on Beijing and some possible locations for

events. Michael was invited to participate in the Venice

Convention to allow him to see first-hand the type of

arrangements necessary for an IPLOCA Convention.

- Caroline Green provided a review of the current

membership status. She noted that 19 new members

had joined IPLOCA under the leadership of the 2009-

2010 Board of Directors.

today CORRTECH is a leading

of cross country pipelines on EPC basis for oil, gas and

PSI Pipeline Services International

GmbH & Co. KG was founded in 2006 with the

objective of offering special services within

the field of pipeline and plant engineering: hydrostatic

testing, cleaning of pipelines & geometric survey (the fleet

of multi-channel inspection tools has just been completed

from 8” to 60”).

Furthermore PSI provides drying of pipelines with air,

nitrogen and vacuum, intelligent pigging, leak detection,

construction and sale of pigs and technical advice for

all above-mentioned services. PSI grew quickly from six

individuals to a staff of 43 people, working in Europe and

also worldwide on pipeline projects sized between 4” and 56”.

ERCIYAS Finalises One of the Biggest Pipeline Deliveries (1.258 km)ERCIYAS Steel Pipe Co. has finalised one of the biggest

water transmission pipelines (in total 1.258 km diameters

changing in between 711mm (28”) and 1422mm (56”) ) in

Algeria. The project started in 2008 for the transmission of

water from In’salah (where the underground water is) to

Tamanrasset, both of which are very important cities in

the Grand Sahara of Algeria. ERCIYAS is celebrating its

20th year in production as one of the biggest spiral

welded steel pipe producers in Europe, with plans to install

a new production line and increase its annual capacity to

450.000 M tons in early 2011.

Fluor’s Alan Boeckmann to Serve as Non-Executive ChairmanFluor Corporation (NYSE: FLR) announced today that Chief

Operating Officer (COO) David T. Seaton will succeed Alan

L. Boeckmann as Chief Executive Officer (CEO) and also

become a member of the company’s board of directors.

The company also said that Boeckmann will retire from

Fluor but serve on its board as non-executive chairman.

Both moves will occur at the company’s board of directors

meeting on February 3, 2011.

Leighton Offshore Awarded US$733 Million Iraq Crude Oil Export Facility Project Leighton Offshore has announced the signing of an EPC

contract with Iraq’s South Oil Company to install three

single point moorings (SPMs) and 120 kilometres of 48-inch

pipelines in the Arabian Gulf, offshore Iraq. The project will

provide enhanced export facilities from the Fao Terminal

near Al Basrah, and forms a major part of the South Oil

Company’s strategic redevelopment program for Iraq.

Leighton Offshore will use its vessels, Eclipse, Stealth and

Mynx on the project. Eclipse, Stealth and Mynx are ideally

suited for working on SPM projects, and provided Leighton

a key edge in securing this work. Leighton operates a very

young fleet of state of the art vessels, all of which are fully

compliant to latest Class and safety standards including

International Special Purpose Shipping code. Some of

Leighton’s recent SPM projects include crude oil export

SPM’s on India’s west coast for Bharat Petroleum and

Bharat Oman Refineries, as well as the prestigious three

SPM Terminal project for Reliance at Jamnagar. Leighton

has also installed SPM’s on India’s east coast, in Sri Lanka,

in Malaysia and in Brunei and in addition to the Tanzania

SPM, is currently working on one of the worlds most

challenging SPM’s for Cairn Energy which forms part of the

world’s longest continuously heated oil pipeline.

McDermott Appoints Dan Houser to Senior Vice President, OperationsMcDermott International, Inc. announced

today that Dan Houser has been

appointed to Senior Vice President,

Operations. In this role, Houser is

responsible for leading the Atlantic

region and Global Marine organization at McDermott, which

includes setting the strategic direction, as well as business

acquisition and execution for these groups. In addition, he will

be responsible for expanding the company’s activities for the

region into Brazil, West Africa and the North Sea. McDermott’s

Atlantic region includes fabrication facilities and marine

bases in Morgan City, Louisiana, and Altamira, Mexico, and

engineering and business offices in Houston, Texas, and New

Orleans, Louisiana.

U.S. Pipeline Contractors Association and Unions Pledge their Support for Keystone XL ProjectTransCanada Corporation (TransCanada) (TSX, NYSE: TRP)

has announced a Project Labor Agreement for a significant

portion of U.S. construction of the proposed US$7 billion

Keystone Gulf Coast Expansion Pipeline Project (Keystone

XL). The agreement will provide TransCanada with a

capable, well-trained and ready workforce in the U.S. to

construct Keystone XL. During construction, the project

is expected to create over seven million hours of labor

and over 13,000 new jobs for American workers. The U.S.

Pipeline Contractors Association (PLCA) headed by its

President Brian L. Ganske and its Managing Director Pat

Tielborg spearheaded the negotiations between the unions

and TransCanada which concluded in the signing of a

project labor agreement.

Laurini Officine Meccaniche’s New Muletrax 3000 Floating Tractor

Laurini Officine Meccaniche’s new Muletrax 3000 Floating

Tractor is an amphibious multipurpose tractor, with the

ability to travel on marsh terrain and to float where the

water is deep. It can be equipped with a crane and with

a removable platform for carrying equipment such as

welding, bevelling, service and maintenance equipment,

or a fuel tank. The upper structure is the main part of the

“Muletrax 3000” tractor and can be removed and installed

on a standard undercarriage.

Gordie Tieberg New PLM Sales Manager PipeLine Machinery International (PLM) Senior Vice

President Tony Fernandez is pleased to announce that

Gordie Tieberg has taken on the new position of Sales

Manager – North America. He joins the management team

at PLM and will hold responsibility for the sales team and

machine business in the US and Canada. Tieberg has been

working closely with PLM as the Cat Financial International

Account Manager in charge of pipeline business globally

since PLM was established in 2005.

IPIECA Guidelines AvailableRSK Group plc has been working with the IPIECA

organization to publish guidelines regarding alien and

invasive species and the oil and gas industry and to look

at the potential measures which can be implemented to

prevent the spread of alien and invasive species in oil and

gas development.

IPIECA is a network of 30 of the largest oil and gas

companies whose aim is to help the industry improve its

social and environmental performance. The guidelines can

be downloaded from the IPIECA website at www.ipieca.org/

publication/alien-invasive-species-and-oil-and-gas-industry

SLECC Wins Yongtaiwen Gas Pipeline Project SLECC (Shengli Engineering & Consulting Co. Ltd.) has

won the Routing Survey & Engineering/Design Consultation

Service Contract for the YongTaiWen Gas Pipeline Project

and has received a Letter of Award from the client,

ZheJiang Natural Gas Development Co. Ltd, at a contract

value of approximately USD 12.6 million. The YongTaiWen

Gas Pipeline starts from the ChunXiao Initial Station at

YinZhou District of NingBo City and terminates at the

ChangNan Terminal located at LuPu town of ChangNan

County, WenZhou City of ZheJiang province. The pipeline

runs a total length of 505km, consisting of a 457 km trunk

line and a 48 km branch line, at diameter of 813 mm and

355.6 mm respectively. The pipeline system is designed at

6.3MPa pressure and 9.5 bcm delivery capacity per annum.

The pipeline routing is designed with 17 gas transmission

stations, 20 RTU valve rooms, 7 cathodic protection stations

and 19 optical fibre communication stations.The contract

has a 10-month schedule, with work scope including

routing investigation, survey and geology survey, FEED,

detailed engineering/design, and the technical assistance

for procurement and site construction. The pipeline project

is scheduled for completion by the end of 2012.

SNC-Lavalin Awarded Contract in Alberta’s Oil SandsSNC-Lavalin has announced that it has been awarded an

engineering and procurement (EP) contract by Grizzly Oil

Sands ULC for its new Algar Lake Steam Assisted Gravity

Drainage (SAGD) facility located near Fort McMurray in north-

eastern Alberta.The project consists of an initial 5,000 barrel

per day SAGD central processing facility with associated well

pads, flow lines, tank farm and 8 MW cogeneration facility.

Work has begun out of SNC-Lavalin’s Calgary office and the

detailed design of the project is expected to be completed

in April 2011. This is a unique project in the fact that the

execution plan is based on engineering and constructing a

completely modularized processing facility capable of being

trucked to site. Field construction requirements will be limited

to placing and interconnecting the modules followed by

commissioning of the facility.

Technip Wins Subsea Contract for Papa-Terra Field in BrazilTechnip has been awarded by Papa Terra BV(1) a contract

for the supply of Integrated Production Bundles (IPB(2))

for the Papa-Terra field. This field is located at a water

depth of 1,200 m in the Campos Basin, approximately

110 km offshore from sBrazil. The contract includes the

engineering, procurement, manufacturing and supply of

27 km of IPB risers(3) and flowlines(4), and an electrical

and monitoring module that will be installed on the P-63

floating production, storage and offloading unit (FPSO).

Technip’s IPB technological solution will be used in the

heavy oil Papa-Terra field to increase the temperature of

the produced fluid after long shut-downs in order to reduce

its viscosity, thus enabling well production restart. A new

and innovative monitoring system, using the distributed

temperature sensor (DTS(5)) technology, has been specially

developed for this application and will be incorporated in

the IPB for the first time.

Technip Wins Pipeline Transportion AwardTechnip has been awarded the 2010 Global Pipeline

Award in the field of Pipeline Transportation during the

International Pipeline Conference in Calgary, Canada,

for its Subsea Cryogenic Pipe-in-Pipe Pipeline Transfer

System (C-PiP). The American Society of Mechanical

Engineers International (ASME) Global Pipeline Award

was presented to Technip by members of the Pipeline

Systems Division, a division of the International

Petroleum Technology Institute (IPTI). This prestigious

award acknowledges outstanding innovations and

major technological advances in the field of pipeline

transportation. Technip began development of the C-PiP

Pipeline Technology in 2004, earned proof-of-concept

certification by ABS and BV in 2006, and fitness-for-

service certification from DNV in 2008. Technip is currently

designing or has assessed the potential for C-PiP Pipeline

applications in several projects.

The breakthrough on October 15, 2010 in the Eastern

tube of the Gotthard Base tunnel marks the most

significant milestone on the way to completing the

longest railway tunnel in the world.

The 2 x 57 kilometer long epoch-making project is connecting

northern and southern Europe by rail through the Alps. Four

Herrenknecht Gripper Tunnel boring machines have been

excavating more than 85km of the two main tubes.

Thanks to all the Venice Convention attendees who

submitted their post-convention questionnaires so

promptly.

Of those who responded to the questionnaire, 21.9%

had never previously attended a convention, 46.7% were

Associate Members, and 29.5% were Regular Members.

- Tours: 85% of respondents ranked the tours as good,

excellent or outstanding

- Programme: 92% ranked the programme as good,

excellent or outstanding

- Speakers: 82% ranked the speakers overall as good,

excellent or outstanding

We were pleased to see that the general consensus was

extremely positive. While we received a few less-than-

positive comments regarding the hotel services, no-one,

it seems, was unhappy to be in Venice!

In fact, the Hilton was the only centrally-located hotel which

had enough rooms to accommodate all of our attendees,

even though the ballroom facilities were slightly smaller

than we would have wished. Still, seventy-one percent of

respondents regarded the hotel services as good, excellent

or outstanding. You may rest assured that IPLOCA always

seeks out the best options and alternatives, taking into

careful consideration many different parameters.

Golf TournamentThinking about playing golf in Venice conjures up some

strange images in one’s mind...in the same way that a

brass plaque with “Autoscuola” (Driving School) on a

building gives one pause for thought. But this year’s PIH

Golf Tournament was yet another outstanding success.

The tournament was played at the Circolo Golf Venezia

course, and what started out as a cold, damp day

(including a brief skirmish with swarms of mosquitoes)

ended with bright sunshine.

The winning team was captained by the host sponsor Phil

Bond, who also picked up the trophy for men’s nearest the

pin! We heard a rumour that Rod Hardy had a slight tousle

with a duck but luckily for Rod there is no photographic

evidence! Beijing next year sounds very exciting and we

look forward to seeing you all there.

John Truhe of Chevron addressed the members of the

audience about “Radical Changes to Improve Safety” and

Adam Wynne Hughes, IPLOCA HSE Committee Chairman,

IPLOCA companies. John then presented the awards.

The Adjudication Committee had selected

October Novel Construction Meeting in Geneva Thirty-three people from 29 companies attended the

Novel Construction Plenary Session held in Geneva

on 27 and 28 October with the purpose of developing

the Second Edition of “Onshore Pipelines: The Road

to Success”.

General comments and specific feedback were discussed,

as well as the need to more actively engage clients.

Participants also highlighted the importance of the

presence of Shell, represented by Fred Williams from

the Netherlands who has just joined the ECPS Group.

Between this meeting and the next Plenary Session,

to take place in Geneva on 9-10 March 2011, a series of

conference calls and other meetings will be held with

the work groups that make up the Initiative.

Congratulations to the winners, and thanks to all the

IPLOCA member companies who submitted entries for the

IPLOCA Environmental Award sponsored by Shell.

The Award was presented during the annual Convention

held in Venice in recognition of a significant achievement in

reducing the impact on the environment in the construction

of pipeline projects.

Loek Vreenegoor of Shell was on hand to make the

presentation and to address the members of the audience

about Pipelines, HSE and Innovation.

The Environmental Award Adjudication Committee

selected Caterpillar as the winner for their Eco Operator

Training program.

Informational Meeting on Training for Sideboom and Machine Operators On Tuesday, 26 October, at the Crowne Plaza Hotel in

Geneva, IPLOCA offered an informational meeting with

presentations from IPLOCA Associate Members willing

to provide customised operator training to the IPLOCA

membership.

Ruud Kronenburg from Caterpillar University, Johannes Mayr

from Maats and Liebherr and Lars Inge Larsson from Volvo

Construction Equipment each presented the opportunities for

customised operator training on their company’s equipment.

Companies attending the meeting included Bonatti, Habau,

Nacap, PPS, Spiecapag, Technip and Tekfen.

Training Communication Skills in an Intercultural Technical Environment Our second custom-designed training seminar for pipeline

project managers, in cooperation with SNR Schouten

International B.V. was held at the Sheraton Hotel at

Schiphol Airport on 4-5 November.

The meeting was attended by 17 pipeline managers from

A. Hak International, C.C.C., Dhatec, HABAU, PPS Pipeline

Systems, Rosen Europe BV, Techint, Sicim S.p.A., Max

Streicher GmbH and Visser & Smit Hanab BV. Pipeline

managers from the Netherlands, UAE, Belgium, Austria,

Germany, Peru, Italy and the United Kingdom spent two

days together and experienced some surprises as they

worked through various training exercises. Following are

some of the comments received following the two days:

“The topics were very useful, dealing with concepts

and tools not commonly taught in our industry.”

“I was surprised by the intensity of the course.”

“All the participants were so open!”

“You think at first you don’t need training – that any

miscommunication is coming from the others, but at the

end of two days you see that it is entirely in your control

and WaterAid!More than EUR 17,000 was raised in Venice for Adam

Wynne Hughes’ chosen charity, WaterAid. Thanks to

Welspun CEO Lauri Malkki who provided the car, and

to you, our generous attendees, who purchased lottery

tickets, we were able to make this significant donation

to WaterAid.

Adam and Lauri received a letter of thanks from WaterAid

Chief Executive, Barbara Frost, in which she explained the

organisation’s ambitious new Global strategy that aims to

reach 25 million people directly with access to water and

sanitation and 100 million through their influencing and

advocacy work.

WaterAid enables the world’s poorest people to gain access

to safe water and sanitation. Together with improved

hygiene, these basic human rights underpin health,

education and livelihoods, forming the first essential step

in overcoming poverty. Just EUR 17 is enough to enable

one person to gain access to a lasting supply of safe water

and sanitation, meaning that the support of IPLOCA will

have a huge impact on WaterAid’s lifesaving work. Life

without these basic amenities is hard to imagine, but there

are currently 884 million (roughly 1 in 8) people worldwide

living without access to a supply of safe clean water to

drink and more than 2.5 billion living without a safe place to

go to the toilet. Without these basic services 4,000 children

die needlessly from diarrhoea every day and communities

remain trapped in a cycle of poverty and disease.

As well as improvements in health, access to water and

sanitation close to home means that children can attend

school, no longer prevented by illness or because of time

spent collecting water, and communities have more time

for income generating activities, such as growing crops

and vegetables to eat or sell. Over the past year WaterAid

have worked with 400 partners across Africa and Asia to

improve the lives of almost 1 million people with access to

safe water and 1.2 million people with access to sanitation

and we have ambitious plans to reach millions more in the

years to come.

WaterAid works with local partners, who understand local

issues, and provides them with the skills and support

to help communities set up and manage practical and

sustainable projects that meet their real needs. We

strive to ensure sustainability in every area by involving

communities at each stage of the process, right through

from the initial planning to the ongoing maintenance

of facilities, as well as by using technologies that are

appropriate to local needs. In Mozambique, for example,

where there are currently 12 million people living without

a supply of safe water, and sanitation coverage is just 32%,

WaterAid have been promoting use of the rope pump – a

simple technology that can be made and maintained using

easy to find materials such as rope and bicycle wheels.

In many communities in Mozambique, people regularly

have to travel great distances to collect safe water or use

contaminated sources nearby, leaving them vulnerable to

disease and, in many cases, death. Hand pumps are often

the preferred method of collecting water in Mozambique

but in remote communities, when a hand pump breaks,

people are often too far away from the nearest town and

find it difficult to find, or afford, spare parts. This can result

in days or weeks without safe water.

To help solve this problem, WaterAid uses funding

from supporters like IPLOCA to develop and pilot easily

maintained technologies such as the rope pump to supply

clean water to communities in need around the world.

The most common problem with a rope pump is a broken

rope and even in the remotest areas this is affordable and

easy to find. Because the rope pump is quick and easy to

fix, communities don’t need to revert to collecting water

from unhygienic sources such as unprotected wells,

swamps or rivers. WaterAid’s partners train and support

local people to maintain the pumps and in some cases

even manufacture them.

The rope pump can be operated by the whole family and

is also used by communities for small scale agriculture

and watering cattle. Awa Saide from Lione village in

Mozambique tells us how commuity life has changed

since installing their rope pump: “We had a traditional

well on the edge of the swamp before we got this well,

but the water was very bad. This water has changed our

lives dramatically. We can drink clean water. We have fewer

problems with sickness. When we are stronger we can

work harder. It is easier to cut the grass for my roof and cut

more to sell.” The women each have a spanner and their

village water committee keeps spares like washers, nuts

and bolts etc for simple repairs which they do themselves

in their villages. Then a big toolkit is kept at the partner

office to use on large repairs, when they go to villages

together and work in teams to take the pump apart.

Vivaldi, the Chiquitos and the Old Pipeliner Submitted by Jean-Guy Rames

This is the story of a strange encounter between

- The ‘Chiquitos’ (“little ones” in Spanish), inhabitants

of Chiquitania, a remote province at the border of the

Amazonian forest in Bolivia

- The Jesuit missionaries, who in the 17th and the 18th

centuries wanted to convert these sparse populations

to Christianity, protect them from slavery and prove

that they were as good and sophisticated as any other

people in Europe, and for this purpose built settlements

known as ‘Reducciones de Indios’ or ‘Missions’ where the

Amerindians were regrouped

- A retired pipeliner still looking to be useful after having been

well served during his professional life on the pipeline trails.

Many of you will recall the movie “Mission” which related

the thrilling adventures of these Jesuits, coming from

Germany, Switzerland and northern Italy with the highest In

background in arts and technology, teaching the indigenous

San Ignacio de Velasco, the main city of the province (about 10,000 in-

habitants) there are sculptures of violins and violinists in the squares.

population the arts of painting, sculpture, European

music and the practice of self-government. All this ended

tragically when these promoters of the “Republics of God”,

were expelled in 1767 by the Kings of Spain and Portugal,

who had become concerned by their political influence.

Then, nearly all the Missions were destroyed, or at best,

abandoned and left to fall into ruins.

Bolivia is the only country where these Missions were

more or less safeguarded, although largely forgotten by

everybody but the native population. However, the Jesuit

teaching remained alive within these small communities

and when, in the 1970s, the rehabilitation of these splendid

churches and villages began under the patronage of

UNESCO, it was also discovered that the baroque music

taught 300 years ago was still practiced by local people

who were preserving the manuscripts composed by

their ancestors.

So where does the old pipeliner fit into this story?

Two years ago, I was travelling in these remote areas on

bad roads and rough tracks and discovered the tremendous

passion that these people have for classical music. These

humble families proudly send their children to the local

schools of music. As an example, in the small hamlet of

Santa Ana, where 74 families are living, the school has

47 pupils and some of them are quite exceptional. I know

one excellent young violinist who had to walk several

kilometers each day in order to attend his music class!

These schools have very limited resources –lack of good

instruments, lack of strings and sheet music, and

a particularly serious lack of high level teaching for the

best musicians.

I managed to convince some French musicians from the

classical quartet Quatuor Tournières (part of the Orchestra

of Normandy (and also professors in their discipline) to

teach their art to these passionate but remotely located

musicians. With the financial support of some friends I was

able to organize classes for six schools and some 80 young

musicians from five different villages. The classes were

held on an individual basis for the most advanced students

and the other students were taught in groups. While the

organization of the logistics and the musical programme

was challenging, I received very enthusiastic support

from local teachers as well as from the local authorities

including the bishop.

Our purpose was not only to upgrade the technical level

of the pupils but also to open them up to other types of

classical music. As a testimony to the hard work undertaken

during this fortnight, we held a splendid concert with 65

musicians playing Vivaldi, Rameau, Corelli and Satie in the

packed Cathedral of San Ignacio de Velasco.

The energy of these young musicians, the spectacular

progress they had made over such a short period of time

and the pride of their parents were incredibly rewarding. I

had also brought with me a considerable amount of sheet

music, strings, and small tools for the maintenance of their

instruments. We have now established a library of sheet

music available to every school. Obviously this cannot be

just a one short exercise. Continuity is now an expectation

from everyone over here. I am working on it.

I will return to Chiquitania before the end of the year to

see how we can make further progress, but for this, I will

need some help from a budget standpoint. I am hoping to

offer scholarships for the best students to train in Europe

or the Americas. Any help would be deeply appreciated

by the students and their families. Social development for

the benefit of local populations is rightfully considered an

essential in combination with our onsite activities.

I would like also to invite you to visit these places. They

are unique and so charming. There are good hotels and

friendly people in San Ignacio and Concepción. The cost of

living is low, compared to European standards with a good

meal available for EUR 3.00! The roads are a bit rough but

nothing that would surprise a pipeliner.

Juanito, the welcome will be even better and you will be

treated to a special serenade!

In the HeadlinesPipeline Proposal Picks Up Opponents In CO, UTOpponents of a $3 billion plan to pipe water from

southwest Wyoming to Colorado now have lined up

opponents in three states. It appears that opposition is

mounting to the proposal to tap water from the Green

River, and the Flaming Gorge Reservoir it feeds, to help

supply Colorado’s populous Front Range. The Rock Springs

Rocket-Miner reports that local officials in Utah, and

environmental groups in Colorado, have joined opposition

in southwest Wyoming. Concerns include fears that taking

water from the river or Flaming Gorge Reservoir would

hurt tourism and recreation. The Army Corps of Engineers

says a study of the pipeline plan won’t be ready until 2016.

Turkey to pump water to north Cyprus annuallyTurkey plans to pump 75 million cubic metres of drinking

and irrigation water to the Turkish Republic of Northern

Cyprus. Turkey’s Environment and Forestry Minister Veysel

Eroglu announced that the Turkish government pressed

the button for a massive project to supply drinking and

irrigation water to Northern Cyprus. The project foresees

the transportation of water to be collected in a dam at

the Mediterranean region to TRNC through a suspension

pipeline --1.5m in diameter-- 250 metres under the water.

Eroglu told reporters that the project was developed in

2.5 years and was planned to be completed in 4 years.

He said the construction of the Alakopru Dam around

Anamur has already started. He said after the completion

of the dam, the land pipeline that would carry the water to

the Mediterranean would be constructed.

Bulgaria’s Cabinet approves joint venture for South StreamThree days before the official visit by Russian Prime

Minister Vladimir Putin to Sofia, Bulgaria’s Cabinet

approved the setting up of a joint venture to build and

operate the Bulgarian section of the South Stream natural

gas pipeline. The new business will be registered in

Bulgaria and will be controlled on an equal-equity basis by

state-held Bulgarian Energy Holding (BEH) and Russian gas

major Gazprom. The joint venture’s capital will be sufficient

to cover the respective stage of the project’s development,

Energy Minister Traicho Traikov said without saying

whether BEH will provide part of the funds.

Ecopetrol picks 7 partners for Colombia pipelineEcopetrol has chosen seven partners led by Canadian oil

companies, Pacific Rubiales (PRE.TO) and Petrominerales

(PMG.TO) to work on a $4.2 billion project to build an oil

pipeline, Colombia’s state oil company said on Thursday.

Ecopetrol will hold 55 percent of the shares in the project

which will also involve Hocol, Rancho Hermoso - Canacol

Energy (CNE.V), Grupo C&C Energia and Vetra Exploracion

y Produccion each with less than 1 percent share. The

pipeline will run from Llanos Orientales, where a major

part of Colombia’s oil is extracted, to the Caribbean port of

Covenas and will be completed in three phases by 2012.

Latin America’s No. 4 oil producer, Colombia has

seen petroleum investment soar since 2002 when the

government began a U.S.-backed drive against FARC

guerrillas. Violence has eased allowing access to oil areas

once off limits due to security.

Minsk to pay for test pumping of Venezuelan oil through UkraineBelarus will pay costs related to a test pumping of

Venezuelan oil for its needs through the Odesa-Brody oil

pipeline scheduled for November 17, First Vice Premier

Andriy Kliuyev has reported. “The scheduled date of test

pumping is November 17. The issue has been solved - the

customer will pay,” he told reporters in Kyiv. Earlier, First

Vice Premier of Belarus Vladimir Semashko said that the

trial pumping of 80,000 tonnes of oil through the Odesa-

Brody pipeline in the direct regime from Ukraine to Belarus

will be performed on November 17. According to him,

this is the oil bought in Venezuela and supplied to Belarus

under swap terms. “Other oil, not Venezuelan oil, will be

pumped through the pipeline,” said Semashko. Belarusian

and Ukrainian officials signed a contract in Minsk on

October 25 to organize test oil pumping through the

Odesa-Brody pipeline in the direct mode. It is planned that

the oil will be pumped into the pipeline at Ukraine’s Yuzhny

port and then transported through the Odesa-Brody and

the southern section of the Druzhba pipeline to Mozyr

oil refinery.

and gas pipelines has issued an advisory bulletin reminding

pipeline operators that they need to make their emergency

response plans available to local emergency response

said, because many pipelines go through public areas.

Paradip would pass through four districts of Chhattisgarh,

a state government statement said Saturday. The

Petroleum and Natural Gas Regulatory Board (PNGRB)

plans to begin the construction work soon with a target to

complete the Rs.6,000 crore-project by 2014, the statement

said, quoting details of a presentation made by PNGRB

chairman L. Mansingh to Chief Minister Raman Singh

here recently. Mansingh said 150 km of the total 1,500-km

pipeline project will pass through Rajnandgaon, Durg,

Raipur and Mahasamund districts.

In MemoriamBilly Lebold “Bill” Harbert

Bill Harbert, well known to many

IPLOCA members, and 1st Vice

President of IPLOCA from 2000-

2001, passed away peacefully on

Sunday, June 27, 2010.

Mr. Harbert was born on July 21, 1923 in Indianola,

Mississippi. He participated in the formation of Harbert

Construction Corporation in 1949, eventually serving as

Executive Vice President until 1979.

He then became President and Chief Operating Officer

of Harbert International Incorporated from 1979 until

July 1990. During this time he was instrumental

in starting the international operations of Harbert

Construction Company, which the company became

famous for, eventually performing projects in South

America, Africa, the Middle East and Asia.

In 1993 he formed his own company and continued in

projects all over the world, as well as some of the most

recognized buildings in Birmingham.

Mr. Harbert served as President of the Pipe Line

Contractors Association (PLCA) in 1979.
