Mayor’s DeskAs a council we will continue to work hard to represent the community to ensure Isaac remains a great place to live, not only for us today, but more importantly, into the future.
It’s exciting to be starting a new term with a strong team. Our focus for this term is on delivery and we’re hitting the ground running. As you can see in this edition, our key priorities are the reconstruction of roads following the widespread flooding in February, improving our road network and better management of our assets. We are also continuing our focus on safety for our employees and working together to improve the safety of our communities.
On a community level, there is nothing like a celebration to bring us all together. From uniting rural and regional women to an eco-festival exploring one of the most significant wetlands on the Queensland coast, there are always great opportunities to discover and connect in our communities. Mark your calendars for May 23-25 for the Clermont Show – the Isaac Region’s Show, it’s a fantastic day out for the family and one of my personal favourites.
You may notice an unusual vehicle travelling on our roads over the next few weeks. This is the first time our Council has conducted a large-scale network survey using this specialist technology. It will bring enormous value to the development of our long term asset plan and will benefit every user of Isaac roads.
Your Councillors are your local voice in Chambers, so please get to know them in this edition. Talk to your Councillor about key issues in your community, your ideas and concerns. As your elected representatives, we welcome the opportunity to discuss the issues that matter to you and to help make Isaac an even better place to live.

In our neighbourhood“It was great to see the new signage installed at Lake Elphinstone in the past month. The signs give clear direction to tourists and help promote our region. I would also like to congratulate Council on the installation of the Glenden Town Square lights. This project gave a much needed revamp to the light in the town centre and came in under budget. As I begin my next term at Council I would like to thank the community for their confidence in re-electing me. I look forward to advocating for the community with a renewed emphasis on the agricultural industry.”

The Isaac region’s newly elected Council was sworn in at a special ceremony in Moranbah on April 4.Mayor Anne Baker and eight Councillors were sworn in representing the region’s eight divisions for a term of four years. Mayor Anne Baker, Division 3 Councillor Gina Lacey and Division 7 Councillor Jane Pickels were re-elected unopposed.One newly elected member took her place on Council; Cr Lynette Jones representing Clermont in Division 6.Councillor Geoff Bethel was unanimously appointed Deputy Mayor, bringing a wealth of local government experience to the role.Mayor Baker said it was a significant show of confidence from the community to be re-elected as Mayor along with a largely unchanged Council.“It’s humbling and pleasing to see the community’s faith in Council’s current leadership,” she said.“We are excited to start work straight away in building a stronger region and delivering positive outcomes for our people.”Deputy Mayor Bethel said he felt privileged to have been nominated to the role.
“It’s an honour to continue representing the Isaac, and I look forward to the challenges and progress of the next four years,” he said. Mayor Anne Baker acknowledged the contribution of outgoing Division 6 Councillor Barbara Stranks, and all the candidates who nominated in the local government elections.

Isaac Regional Council State Emergency Service vehicles are now equipped with red and blue lights, as part of a safety measure being rolled out across Queensland.Local SES Controller Alex McPhee said the lights meant SES members would be more visible on the roadside.“The old amber lights made it hard for the public to distinguish the difference between an emergency vehicle and a council or mine vehicle,” he said.
“They posed a safety risk to crews when attending events such as road incidents, traffic management and storm damage clean up. The change also brings Queensland SES in line with the rest of the country keeping all emergency services vehicles consistent.”Isaac SES relies on volunteers from across the region with depots in Moranbah, Nebo, Clermont, Dysart, Middlemount,St Lawrence, Carmila and Greenhill.

In our neighbourhood“Dysart swimmers can soon enjoy the new amenities at the pool with upgrades underway. The routine winter closure will give contractors the opportunity to complete the project, with the new amenities ready for swimmers when the pool reopens. The past month has also seen the upgrade of picnic tables and shelters around Dysart. This is part of a wider plan to revamp our parks.I would like to say thank you to the community for your belief and supporting my re-election to Council. Events UniteREGIONAL AND RURALWOMENMoranbah, Middlemount, Clermont and Nebo women marked International Women’s Day and Queensland Women’s Week.CEO Rod Ferguson said the Isaac Regional Council hosted or supported events celebrated rural and regional women.“They showcased the outstanding contributions women make to our communities, workplaces and lives. Local women shared their inspiring successes and challenges they’ve overcome in business and life.”Mr Ferguson said enabling and supporting women is good for everyone.“Treat every day as International Women’s Day until, together, we close the gender gap.”International Women’s Day, March 8 is the highlight of Queensland Women’s Week, March 7-13.

Council enlisted the help of the ARRB Group to bring the Hawkeye 2000 Series dedicated Network Survey Vehicle to the Isaac region.The specialist vehicle is equipped with cameras and lasers to assess the condition of roads.It will conduct a large-scale network survey of 3000km’s of Isaac roads over six to eight weeks. The equipment can detect everything from pavement defects like cracks and potholes, to line marking and road surface roughness.The survey data will help Council better distribute roads funding and project where funding will be needed into the future. This information can also help assess damage caused by future flooding events.The survey demonstrates our commitment to effective and sustainable infrastructure that supports our communities and its economic sectors.The road survey is the first phase of a long term Asset Management Plan for the Isaac region.The plan will include an extensive audit of roads, water and sewerage network, parks and gardens as well as Council buildings, vehicles and machinery.

Isaac roads flood damage bill is rising, as Isaac Regional Council moves forward with reconstruction works.CEO Rod Ferguson said significant damage was caused by the February flood event.“Road crews are currently working on $1.5 million in emergency works, with four major projects completed or nearing completion,” he said.Mr Ferguson said broader scoping of the entire Isaac region’s flood damage is nearing completion.The recent damage to roads has joined a long list of projects under Council’s NDRRA Flood Restoration Program.The program was implemented as a result of several severe weather events from 2010-2014, which caused widespread damage to the region’s roads and drainage infrastructure.
It is the largest flood restoration program in the region’s history and is funded under NDRRA.The Natural Disaster Relief and Recovery Arrangements are jointly funded by the Commonwealth and State Governments.

Isaac Regional Council and CQR Health, a division of RACQ CQ Rescue, have joined forces in a partnership to benefit both staff and the Central Queensland community.In a workplace first initiative for Council, a random drug and alcohol testing program was recently introduced, conducted by independent contractors CQR Health.
CEO Rod Ferguson said he is pleased to see Council deliver the important safety measure in collaboration with such a valuable not-for-profit organisation.CQR Health Manager Jennifer Townley applauded Council’s decision to create a safer working environment by introducing random drug and alcohol testing.Based at Paget in Mackay, CQR Health, is a division of RACQ CQ Rescue and is a leading provider of preventative health services offering a diverse range of specialised precautionary health programs including drug and alcohol testing and prevention Xpress health screening.

The Hail Creek Mine Nebo Community Benefits Scheme has been established to assist, develop, and enhance the Nebo community by providing support to community groups and non-profit organisations who are the lifeblood of the town.
In 2016, Hail Creek Mine will continue funding for projects that will provide long-term benefits to the Nebo community. We received a great response with 271 applications submitted for the fourteen available positions, funded through the Queensland Government. The interview process has now wrapped up and we will be welcoming our new recruits to Council around mid-May. In addition, Council will be funding another four positions as part of our commitment to supporting genuine career pathways and employment opportunities. Congratulations to all our new trainees and apprentices.”

Dysart youth teamed up with an award winning Australian artist to bring their local skate park to life during recently held Graffiti Art Workshops. Around 30 students joined artist Mark Paddick at the Dysart Skate Park to learn how to create amazing graffiti art. “I am really impressed with how keen the kids were to get involved in the workshops and their work was outstanding,” said Mr Paddick. The free youth workshops were made possible after Dysart Lions Club secured Regional Arts Development Funding (RADF) and in-kind support from CIVEO and Isaac Regional Council. The RADF provides funding for local arts and cultural development and heritage projects. RADF is a partnership between the Queensland Government and Isaac Regional Council to support local arts and culture in regional Queensland.

Braeside road upgrades are almost complete thanks to funding provided under the Australian Government’s Roads toRecovery Program.
Federal Minister for Infrastructure and Transport Darren Chester said the Roads to Recovery Programme was an example of how the Australian Government was working in partnership with local governments to build better roads in regional areas.
Member for Capricornia Michelle Landry MP said the Federal Government was contributing $1.5 million towards the cost of making Braeside Road better and safer.
“The Roads to Recovery model gives council the freedom to decide where funding should be spent locally.
Isaac Regional Council CEO Rod Ferguson said the project, to improve road conditions and safety, is on schedule.
“Braeside road is an important connection to Nebo and caters for a high volume of local and industry traffic. Council recognises that the road network is a priority for our residents and we are working hard to stay on schedule.”
The project is expected to be completed May 2016, weather permitting.

Mackay Hospital and Hospital Service has held a community meeting to discuss a proposal for Monash Lodge residentsto move into new purpose-build accommodation at theClermont MPHS.Hospital and Health Board Chair Colin Meng said the time had come for a decision to be made on the most suitable accommodation for residents. Mr Meng said Monash Lodge was an ageing facility owned by Isaac Regional Council that would require significant investment to upgrade and improve.“The Board has considered various options and believes constructing a purpose-built area at Clermont Hospital is the best way to enhance their living environment,” he said.About $5 million will be invested in the project. The number of aged care beds in Clermont will remain the same at 22.Mr Meng said it was proposed to build 12 new rooms at Clermont Hospital and to renovate four existing rooms.“The residents will also benefit from closer access to services at Clermont Hospital, such as allied health, and I’m sure visitors and staff will appreciate the new surrounds.”Clermont MPHS Director of Nursing Elizabeth Livingstone is available on 4983 4000.

Four lucky Isaac kids rode home winners after celebrating National Ride2School Day, on March 4. Glenden and Nebo primary students participated in National Ride2School Day by entering one of two Isaac Regional Council bike safety competitions. The delighted winners were kitted out with new bikes and helmets, donated by Council and Pacific National. CEO Rod Ferguson congratulated the winners and said it was very difficult for judges to pick the best entries.“Well done to Davey-Joe Hartfiel, Jack Prufke, Natacha McKay and Trinity Ninness who are all very deserving winners,” he said. “Thank you and great effort to all the students who entered this year’s competitions, the entries were outstanding.”“Once again Pacific National was a generous sponsor of the event and we thank them for their ongoing support of our small communities,” Mayor Baker said.March 4 marked the tenth National Ride2School Day with more than 350,000 students across Australia riding, walking, scooting and skating to school.

Glenden’s Town Square lights have gone green with energy saving LED globes installed as part of Isaac Regional Council’s Glenden Lights Refurbishment project.CEO Rod Ferguson said the new lighting is not only energy efficient, but delivers an attractive and well-lit, night-time ambience and improved safety for residents.“The revamp, provides environmentally friendly lighting along footpaths through-out the Town Centre,” he said.“Council is proud to see that the $50,000 project came in approximately one third under budget by utilising the existing posts and painting to match the new sphere light fixtures.”“This reflects Council’s ongoing commitment to its SHARP Program (Strengthening Healthy and Attractive Regional Places).”

Playground Upgrades
Emerging eco-festival, St Lawrence Wetlands Weekend, burst to life recently with markets, family movie, eco-tours, arts workshops and scrumptious local seafood.Mayor Anne Baker said the festival highlight was theBushman’s Dinner.Local chefs Leesa Hammond and Tony Mill prepared an Aussie feast with a smorgasbord of delicious roast meats and trimmings. More than 80 hungry festival goers enjoyed the three course meal while being entertained by band Mango Junction.Mayor Baker said the bird watching and eco tours during the day were a hit.“This eco-festival is all about enjoying and preserving what is one of the most significant wetlands on the Queensland Coast.“Thank you to John McCabe and Gary Knight from BirdLife Capricornia along with Jeff Krause from Capricornia Catchments and our Isaac Regional Council Environmental Team, hosting the tours.
Isaac Regional Council’s Community Grants Program will be changing from July 1*. The changes to categories and criteria are designed to deliver clearer guidelines for applicants and greater transparency and accountability. To help individuals, community groups and organisations better understand the changes and how to lodge and application, Council will be conducting Grant Information Roadshows around the region between May 26 - June 8.To register your interest in attending your local roadshow, contact Council on 1300 ISAACS (472 227) to speak with your local Place Officer.*Changes will take effect from July 1, 2016.
