At this conjuncture, despite all lip-service to Turkey being the leader of a ‘Single economic region from Albania to Kuwait and from Bahrain to Morocco’, and despite the country’s relative economic success vis-à-vis the European crisis, it seems that Turkey’s foreign policy actors will have to settle for a pivotal state position rather than achieving the much more desired role of a strategic medium power.

Today, Turkey is struggling to be many things at once, from regional hegemon, order setter and middle power to trading state and model democracy, in the Middle East and North Africa, in Southeast Europe, in the Caucasus, in Central Asia and beyond. It does so with varying success, as its ties with the European Union are becoming increasingly tenuous and Turkey’s international role is reshaped by creeping re-Atlanticisation as well as growing unilateralism. The policies of empire, the debate on Turkey’s orientation, as well as its convincingness as a model of democracy –while it experiences a rather familiar authoritarian relapse domestically– remain at the heart of the paradox of Turkey’s foreign policy and its role in the world. From now on, Bearded Celal’s ship will enter uncharted waters, which might or might not carry Turkey further away from its known partners and allies, and bring her to new shores.

This volume explores the forms, nature, and function of popular protest and political participation in the Ottoman Empire. Taking as a starting point the seminal work of the leading historian Suraiya Faroqhi, to whom the volume is dedicated, the contributions inves-tigate major aspects of popular and elite involvement in Ottoman political life from the early seventeenth century to World War I.

The studies deal with a wide range of topics, such as the political and judicial functions of petitions, contentious protest and revolt, factionalism, violence and crime, provincial political households, elections to city councils, commercial propaganda, and resistance to state imperatives. The contributors challenge received wisdom and show the importance of the Ottoman subjects’ participation in decision making and political processes – despite the restraints imposed by the imperial ideological order. Understanding how popular protest worked and how common people participated in political life enables a better grasp of the social dynamics of the Ottoman Empire and opens up new perspectives which transcend established dichotomies.

BülentSomaytakes‘Utopia’asatheme(aswellasaspecificgenre)occurringthroughouthistory under a variety of literary forms and different contents. According to him, Utopia can not be limited to literature. Utopian fiction is not merely philosophical speculation, nor is it actual history. It carries the intentions of the former in most cases, but it goes deeper thanthat:utopianfictionliesatthemidpointofatrianglewhosecornersarephilosophy,politics, and literature. Every utopia is a political proposition, philosophical speculation, and literary creation at the same time. In utopian fiction it is not only the persons or the plot that is fictive, it is a whole universe. The reality, as we know it, disappears to make room for an alternative possible universe which stands for the actual negation of the existing order of things.BülentSomayoffersajourneywithoutanend,thatis,ajourneythroughdystopiatowards

anopen-endedutopia.Hediscussesnotonlywell-knownexamplesofthegenrebutalsonewutopiansciencefiction.Inthatjourney,utopiaislocatedintheendlessprocessofself-deconstruction,orwhatTrotskywouldhavecalleda‘permanentrevolution’.Permanenceinrevolutionistheonlyguaranteeagainstthelureoftheever-unreachableobjectofdesire,the primordinal lack. Since this lack is structural, the desire for wholeness or completion will neverbesatisfied.Theproblemis,weneverhadcompletion:thereneverwasa‘GoldenAge’,except in our imaginations.

“State” and “market” have come to symbolise not only alternative strategies of capitalist development, but also rival premises upon which dominant classes in different capitalist countries have attempted to build hegemonic strategies so as to maintain various forms ofthestateand/orregimes.Thereisalsoagreatdealofconfusionaboutthenatureofstate-marketrelations,stemmingfromthefactthattheyareusuallyconceivedasseparatelyexisting, if not always antagonistic, entities. Hence, there are diametrically opposite modes of explanations which purport to account for the same historically specific phenomena.

While the term policy does not carry exactly the same meaning as the word politics used in the political arena, they are somehow related.Culturalpolicyandtheresearchanddiscussionscarriedoutinthisfieldhaveafairly

recent history in Turkey, although it has been on the European agenda for quite some time. Almost a decade ago, the artistic and cultural scene in Turkey was the first to open a discussion on cultural policy. Subsequently the issue found its place in academic discussion as well on the agenda of official institutions and the respective ministry.

This study entitled Introduction to Cultural Policy in Turkey consists of the writings of academicsandexperts.Theaimofthebookistwofold:firstly,toprovideanintroductionto the status quo of the production of cultural policies in Turkey and their implementation, and, secondly, to define and analyze the components of the field in order to engage in a discussion from a critical point of view.

... Far from being a volume to be browsed and quickly consumed, this Atlas offers an ongoing interactive process of learning. Turning each page, the reader is likely to discover a new relation with a new spatial pattern. When I perused the Atlas for the first time, I saw that while in early elections, the few existing political parties were closely positioned in the biplot/correspondence maps, their positions got differentiated in later elections, as the number of parties increased. This was an exciting observation: it reminded me of the extent to which Hotelling’s theory applies to the way parties chose to position themselves politically in Turkey.

This book takes up the literary genres, themes, and motifs that are commonly found in literature’s engagement with national issues, such as the relationship between essentialist thinking and national myths, adoption of national languages, foundational narratives, national romances, forged epic cycles, formation of national canons, ideological historiography, and nationalist reconceptions of geography.

The essays in this collection address the question of nationalism in its manifest and latent forms in the Balkan literatures. The shared theme of the essays may be summed up as the investigation of the cultural production as well as reproduction of the ideology ofnationhoodintermsoftheroleliteratureplaysinanation’sself-fashioning.Thecontributors from the various Balkan countries as well as experts on Balkan history and culture interrogate the ways in which the national consciousness of the specific country under discussion infiltrates its literary production. As the writers focus on one or another aspect of the literary incorporation of national myths, legends, symbols, icons, rituals, on the construction of communal pasts and utopian futures, and on national identity as it is embedded in essentialist thinking, they hope to contribute to the debate on the broader issue of literature and ideology through a comparatist perspective.

Turkey, especially in Western Europe, has long been considered a country of emigration. Indeed many in Turkey have thought along these lines too. Yet, since the very days when the Turkish Republicwasestablishedin1923,Turkeyhasactuallybeenasmuchacountryofimmigrationasithasbeenacountryofemigration.Wellintothe1960semigrationwasmostlytheout-movementofnon-Muslims.Immigrationconstitutedofpeopleof“Turkishdescentorculture”comingbyandlargefrom the neighboring Balkan countries. Both emigration as well as immigration were very much part andparcelofthenation-buildingprocessinTurkeyandneighboringcountries.Itisemigrationintheformoffirst“guestworkers”inthe1960sand1970s,followedbytheirrespectivefamiliesaswellasasylum seekers and illegal migrants in the subsequent decades that earned Turkey its reputation as an emigration country. Today emigration from Turkey to EU countries has fallen significantly. Instead Turkish nationals are emigrating as contract workers, entrepreneurs, circular migrants, professionals, studentsandso-on,tothecountriesoftheformerSovietUnion,theMiddleEastandCentralAsiaandinlessernumberstoAustralia,NorthAmericaandevenChinaaswellasIndia.Simultaneously,thenature of immigration into Turkey has been dramatically transformed especially since the collapse of theSovietUnion.Asylumseekers,refugees,irregularandtransitmigrants,suit-casetraders,students,professionals, retirees from Western European countries and migrant workers constitute this new form of immigration. In short, since the early twentieth century Turkey has become a land of diverse flows of ever changing forms immigration and emigration.

This collection reveals the diversity of Turkey’s migration experiences. It brings together the findings of empirical research projects on topics as diverse as the role of festivals in the formation of Turkish identity in Berlin, and the experiences of African migrants and asylum seekers in Istanbul. The book makes an important original contribution, and should help to dispel stereotypes on Turkey as just a source country for migrant workers for Western Europe.

Reciprocityisauniversalconceptininternationallawandininternationalrelationsthatencourages the parties to adhere to conractual agreements. It is also binding, as it allows the possibility of sanctions under the international law. However, within the framework of reciprocal treatment of the minorities in Greece and Turkey, the concept was misconsrued and, eventually, misused by the respective governments. In both of these states, reciprocity had been interpreted as a legitimate basis for retaliation against its own citizens for policies ofanothersovereignstate.Clearly,reciprocity,whenappliedtothesituationofminoritiesinGreece and Turkey, connot be treated by both governments as means of reprisal, but instead should be a source of responsibility towards the respective minority that resides in each of the states and constitutes part of the society.

The idea of this book was born out of the AFEMAM (French Association for Studies on MuslimandArabWorld)Congress,heldinStrasbourgin2005.Thisbook,acollaborativeeffortofeightscholarsspecializinginGreek-Turkishrelations,offersaninsightontheissueof reciprocity in the case of Greek and Turkish minorities in Turkey and Greece from legal, historical, sociological, and political science perspectives. The objective of this collective endeavour is to introduce a spectrum of views on the issue and invite the international community, academia and policy makers, as well as general public, to advance and contribute to the discussion and dialogue opened in this volume.

Much of the serious and scholarly contributions to the study of Turkish politics have tended to focus more on domestic pressures and actors as the fundamental driving forces in Turkish politics. There is much to learn from these studies concerning Turkish politics anditsunderlyingdynamics.Yet,atthesametime,thereisaneedtore-thinkTurkishpolitics at a time when global and regional influences assume increasing importance, making it progressively more difficult to separate domestic politics from international politics and internal from external actors. At a time when “outside” becomes “inside”, a major effort needs to be made to analyze Turkish politics both theoretically and historically by paying attention to the interplay of global dynamics and domestic transformations. This way of approaching Turkish politics also enables us to go beyond binary oppositions and providing an understanding of Turkish politics that explicitly takes into account the interactions of the global, regional, national and local forces and processes. This book by Andrew Davison offers an exposition of the official American ideology ofwarinthePersian/ArabianGulf:anideologywhoseprincipalaimshavebeenthemanipulationandmilitarizationofUSpublic-politicalcultureandtheimperialreassertionofAmerican global power.

The book shows how the official war ideology was put in place by successive American presidentsinordertojustifythewarsinKuwait,Afghanistan,Iraq,andagainsttheAlQaedaIslamist movement more generally.

It also compellingly displays how these wars, fought primarily over petroleum and political power in the Gulf, were characterized, since 1990, in terms of biblical and civilizational significance that mobilized the militarized support of the American public but distorted the contexts and stakes of the conflict in which the US remains violently involved.

STATE AND ECONOMY: Essays on Ottoman Economıc Hıstory

MEHMET GENÇ

This book surveys the relation between the state and economy in the Ottoman Empire, and the basic principles of the Ottoman economic system. It also examines different economic practices that are peculiar to the Ottoman economic structure such as mukataa and iltizam systems and traces the line of development of various productive and commercial sectors.

Mehmet Genç is teaching history and economic history of the Ottoman Empire at Marmara University and he is guest lecturer at İstanbul Bilgi University. He also delivers two seminars at İstanbul University on history and social sciences and Ottoman economic history.
