Above List, Rate shall be used for design, develop, test & maintain business applications on e-Pragati Core Platform for various stakeholders of e-Pragati including government departments/ other governmental entities at the rates mentioned in the rate card submitted by the Master SI. These rates are for each man month efforts of individual resources. For the purposes of the above table, “Man Month” shall mean One person's working time for a month or the equivalent and are exclusive of Taxes. Note: It is hereby clarified that the above rates shall be valid for a period of one year from the date of Commissioning of Project and thereafter these rates shall be automatically increased, on a yearly basis, to adjust for the increase/ decrease in the average Consumer Price Index (for goods and services) published by the Ministry of Labour, Government of India. These

rates will be revised every year on 27th November based on CPI calculations from above formula. The formula for calculation of annual increment for various components from the RFP: For the calculation of annual increment for the cost of manpower services provided by the Service provider will be aligned with the CPI Inflation Rates declared by Government of India. The Service Provider bidder will receive the annual increment during project contract period. The CPI Inflation Current Base 2012 (Combined) – 100 points. Formula for calculation for annual increment: Total Increase in the cost of service = {(100 + CPI Average for 12 months)/100} * Cost of Previous year Note: CPI for the last 12 months will be considered for deriving the rate of increase and calculating the increment in the quote for the subsequent year. Illustration: Average of last 12 months with the final status of CPI will be considered for the calculation.

1.3 Opportunity for the members of Empanelled SI

3.3. Empanelment Requirements The Empanelment Evaluation Committee will evaluate all submitted Proposals to determine if they are responsive and meeting all the empanelment requirements of the EP. The Empanelment Evaluation Committee will prepare a list of firms based on the compliance to the qualification criteria. The Proposals that do not conform to the criteria/ conditions in this EP will be rejected. All eligible Proposals will be considered for Empanelment. The decision of Empanelment cum Evaluation Committee will be final in this regard. Following is the criteria.

Legal Entity: Proposer 1 The Proposer should be a Company registered under

the Indian Companies Act and shall be primarily in the business of providing IT Software Development or System Integration or IT Solution Implementation services. OR The Bidder should be a Company registered under the Indian Companies Act / LLP registered under Limited Liability Partnership (LLP) act 2008 and shall be primarily in the business of providing Information Technology Software Development or System Integration or IT Solution Implementation services. The Company should have been in business for at least the last one financial years as on 5th March 2018.

2 The Proposer must be a Pega Partner: Proposers, mandatorily must be either Pega Strategic Consulting/Pega System Integrators/Pega Registered Group shall be considered. Refer: https://www.pega.com/services/partnerships

Blacklisting: Proposer 3 Proposer should not have been declared blacklisted/

ineligible/ debarred by any State/ Central Govt. or PSU or has been found to have been engaged in activities or practices which are corrupt, fraudulent, unsatisfactory work performed or any other unethical business practices, as on date of Proposal submission, shall not be eligible.

Self-Declaration from the Proposer as per the Form P4 from authorized signatory of the firm. The Proposer should also submit any Pending litigations as per Form P5

Financial Criterion: Proposer

4 The Annual sales overall turnover of the Proposer from Pega Services design, supply, configuration implementation, application maintenance, support, helpdesk maintenance services in the immediately preceding 1 (One) financial year, should be Rs.5.00 Cr. - (only Rupees Five Crores)

The Proposer should submit audited financial statements for FY 16-17the last 1 (One) year as per Form P6 a certificate from Auditor

Company Quality Certifications: Proposer 5 Proposer should have valid ISO 9001:2015 or CMMI

Technical Human Resources: Proposer 6 Proposer should be able to deploy at Vijayawada

resource pool of minimum 31 number of Pega platform practice certified people, with the minimum combination of 10+ System Architects, 10+ Sr. System Architects, 3+ Lead System Architects and 1+ Pega Lead Business Architect complying with the Pega Systems Standards, 1 Project Manager, 1 Delivery Manager and 2 Quality Experts, 1 Data Migration Expert, 1 UI Developer and 1 UX Designer to support the project monitoring and execution. (Refer Annexure 8.2).

Self-declaration Form P7 and Proposer must submit profiles of Pega Compliant resource pool available with resumes of each profiles following the format mentioned in Form P8 with valid Pega Certificates.

7 Proposer must have minimum of 50 Pega certified resources working with the company. These resources should be available in India, as on proposal submission date.

Conflict of Interest: Proposer 8 The Proposer shall not possess any conflict of interest

with the Project that would adversely impact the ability of the Proposer to complete the requirements as given in the EP.

TABLE 2: QUALIFICATIONS REQUIREMENTS 4.6 Right to Exit or Termination Clause of Agreement In case of the Proposer wants to exit from the SI Panel on mutually agreed terms of disengagement from Empanelment Process, EBG will be returned to SI, post completion of minimum binding period of One year from the date of empanelment. If the e-Pragati Authority finds the Proposer falling short on performance parameters or indulging in unprofessional activities, the Proposer will be terminated with immediate effect and the Proposer should submit all the necessary documents not limited to parameters mentioned below:

a) Comprehensiveness & completeness of the Plan for takeover b) Comprehensiveness & completeness of the Plan for exit management

8.2.2 Form C2: Empanelment Bank Guarantee (EBG) Format

2. Any such written demand made by the e-Pragati Authority stating that the Bidder is in default of the due and faithful fulfilment and compliance with the terms and conditions contained in the Bidding Documents shall be final, conclusive and binding on the Bank.

3. Bidder to keep its Proposal open during the Proposal Validity Period as set forth in the said Bidding Documents for any reason whatsoever. Any such demand made on the Bank shall be conclusive as regards amount due and payable by the Bank under this Guarantee. However, our liability under this Guarantee shall be restricted to an amount not exceeding Rs<….>/- (Rupees …only).

4. This Guarantee shall be irrevocable and remain in full force for a period of 90 (Ninety) days beyond expiry date of the Empanelment or for such extended period as may be mutually agreed between the e-Pragati Authority and the Bidder, and agreed to by the Bank, and shall continue to be enforceable till all amounts under this Guarantee have been paid.

5. We, the Bank, further agree that the e-Pragati Authority shall be the sole judge to decide as to whether the Bidder is in default of due and faithful fulfilment and compliance with the terms and conditions contained in the Bidding Documents including, inter-alia (Form3), the failure of the Bidder to keep its Proposal open during the Proposal Validity Period set forth in the said Bidding Documents, and the decision of the e-Pragati Authority that the Bidder is in default as aforesaid shall be final and binding on us, notwithstanding any differences between the e-Pragati Authority and the Bidder or any dispute pending before any Court, Tribunal, Arbitrator or any other authority.

6. The Guarantee shall not be affected by any change in the constitution or winding up of the Bidder or the Bank or any absorption, merger or amalgamation of the Bidder or the Bank with any other person.

7. In order to give full effect to this Guarantee, the e-Pragati Authority shall be entitled to treat the Bank as the principal debtor. The e-Pragati Authority shall have the fullest liberty without affecting in any way the liability of the Bank under this Guarantee from time to time to vary any of the terms and conditions contained in the said Bidding Documents or to extend time for submission of the Bids or the Proposal Validity Period or the period for conveying acceptance of Letter of Award by the Bidder or the period for fulfilment and compliance with all or any of the terms and conditions contained in the said Bidding Documents by the said Bidder or to postpone for any time and from time to time any of the powers exercisable by it against the said Bidder and either to enforce or forbear from enforcing any of the terms and conditions contained in the said Bidding Documents or the securities available to the e-Pragati Authority, and the Bank shall not be released from its liability under these presents by any exercise by the e-Pragati Authority of the liberty with reference to the matters aforesaid or by reason of time being given to the said Bidder or any other forbearance, act or omission on the part of the e-Pragati Authority or any indulgence by the e-Pragati Authority to the said Bidder or by any change in the constitution of the e-Pragati Authority or its successor entity or any other matter or thing whatsoever which under the law relating to sureties would but for this provision have the effect of releasing the Bank from its such liability.

8. Any notice by way of request, demand or otherwise hereunder shall be sufficiently given or made if addressed to the Bank and sent by courier or by registered mail to the Bank at the address set forth herein.

9. We undertake to make the payment on receipt of your notice of claim on us addressed to [name of Bank along with branch address] and delivered at our above branch which shall be deemed to have been duly authorized to receive the said notice of claim.

10. It shall not be necessary for the e-Pragati Authority to proceed against the said Bidder before proceeding against the Bank and the Guarantee herein contained shall be enforceable against the Bank, notwithstanding any other security which the e-Pragati Authority may have obtained from the said Bidder or any other person and which shall, at the time when proceedings are taken against the Bank hereunder, be outstanding or unrealized.

11. We, the Bank, further undertake not to revoke this Guarantee during its currency except with the previous express consent of the e-Pragati Authority in writing.

12. The Bank declares that it has power to issue this Guarantee and discharge the obligations contemplated herein, the undersigned is duly authorized and has full power to execute this Guarantee for and on behalf of the Bank.

13. For the avoidance of doubt, the Bank’s liability under this Guarantee shall be restricted to Rs. <……>/-(…. Lakh only). 8.3 Job Descriptions for Pega Systems Certified Resources

8.3.1 Pega System Architect The System Architect contributes to the continuous improvement of IT applications and architecture and builds business processes and supporting functions based upon identified business requirements and use cases. The System Architect works as part of a dynamic team environment, engaging with other technical and business professionals focused on building, maintaining and supporting solution frameworks for the target industry.

a) In this role, resource will: i. Work collaboratively with team members to design, develop, test and

document features ii. Partner with business team to develop high quality iii. Leverage Java/J2EE and PRPC skills in new and innovative ways to build new

applications and help improve performance b) The Resource:

Candidates must have a strong technical and computer science background and come prepared and ready to learn and explore Pega Systems technology. Software Engineers are expected to think independently, but also must value teamwork as they design and develop first-rate software in a collaborative setting.

c) Qualifications will include: i. B.E./B.Tech/MCA degree in Computer Science or similar degree

ii. Pega SA Certification iii. Minimum 2 years of the Pega Experience iv. Solid understanding of & practical experience with Software Development Life

Cycle. v. Strong object-oriented design and development skills

vi. Experience working with different JEE technologies vii. Knowledge of and/or willingness to work within Agile-Scrum Methodology

viii. Ability to work collaboratively in a team to brainstorm, plan and develop new features

8.3.2 Pega Senior System Architect This person is responsible for designing and building components of application and providing consultative guidance on all project assignments. Sometimes asked to lead aspects of design, development and mentoring of resources, he or she will work as part of a project team to ensure that the business and technical architecture of the delivered solution matches customer requirements.

a) In this role, resource will: i. Assist with the planning and execution of unit, integration and user acceptance

testing ii. Actively participate in the requirements, design, and build phases of an

application through collaboration with the business contacts and Pega team iii. Support existing applications and production issues

b) The Person:
