Approval of ITU-T Recommendations

A. By TSB Circular 18 of 14 December 2000 it was announced that the following new ITU-T Recommendations were approved, in accordance with the procedures outlined in Resolution 1, Section 8, of the WTSC (Geneva, 1996):

– ITU-T Recommendation K.46: Protection of telecommunication lines using metallic symmetric conductors against lightning induced surges

– ITU-T Recommendation K.47: Protection of telecommunication lines using metallic conductors against direct lightning discharges

The conditions governing the approval of ITU-T Recommendations were met and 17 Member States participating in the last meeting of Study Group 5 approved the text of these Recommendations during the Plenary session held on 8 December 2000.

Allocation of ITU-T defined codes for non-standard facilities

Note from TSB:At the request of Administration of Czech Republic and in the light of the

Memorandum of Understanding signed by the telecommunication authorities of the Czech Republic and Slovak Republic, the Director of TSB has assigned the following ITU-T defined codes to these two countries respectively, in accordance with Recommendation ITU-T T.35:

TSB Circular 21 of 1.II.2001:1. The World Telecommunication Standardization Assembly (WTSA – 2000, Montreal) has recently approved ITU-T Recommendation E.169.3, entitled:

“Application of Recommendation E.164 numbering plan for Universal International Shared Cost Number (s) for the international shared cost service”.

2. The International Shared Cost Service (ISCS) enables an ISCS customer in one country to be assigned one or more special telephone numbers in other countries which allow ISCS callers in those countries to call the ISCS customer at a rate equivalent to a national call charge in the country of origin. All other service and call-related charges are paid by the ISCS customer.

ITU-T Recommendation E.154 provides the service description for the International Shared Cost Service (ISCS), along with information on the service ordering process and other service operational aspects.3. The Universal International Shared Cost Number (UISCN) is a unique number assigned to an Applicant for its ISCS customer that is the same throughout the world. A UISCN is composed of a three-digit country code (808) for a global service application and an eight-digit global subscriber number.4. ITU-TSB has been requested to perform the task of Registrar for UISCNs, responsible for processing registration requests and assignment of the global subscriber number (GSN) portion of the UISCN in accordance with Recommendation E.169.3 and Recommendation E.154 “International Shared Cost Service”.

At its July 2000 session, the ITU Council approved the role of TSB as UISCN Registrar and furthermore decided to establish the registration fee at 200 Swiss francs per number issued.5. At the Working Party 1/2 meeting in October 2000 in Berlin, Germany, it was decided on the timetable for the start-up phase for the receipt and validation of UISCN applications as follows: 1 February 2001: notification of availability

90 days prior to the commencement of acceptance of applications, the Registrar will announce UISCN availability.

2 May 2001: receipt of applications30 days prior to the reservation of UISCNs by the Registrar, applications will be received and validated. All valid requests received during that period will be deemed to have been received at the same time in order to ensure equal treatment for all applicants.

2 June 2001: amendment of all invalid applicationsThe Registrar will have three days in which to amend all invalid applications in consultation with applicants.

7 June 2001 onwards: settlement of conflicts and assigning of UISCNsThe Registrar will assign UISCNs and resolve any conflicts having arisen during the start-up period.

2 June 2001 onwards: “first come first served” basisApplications received after 2 June 2001, will be treated on a “first come first served” basis. However, no numbers will be reserved until all conflicts have been settled.

6. You are please urged to observe carefully the conditions and principles concerning UISCN assignment, as specified in Recommendation E.169.3. Additionally, the service description, the service ordering process and other service operational aspects for the ISCS are provided in Recommendation E.154.

Cessation of international telegram service in Switzerland

Swisscom Ltd, Berne, announces that with effect from 1 May 2001, it will no longer provide the international telegram service to and from Switzerland.

To meet the communication needs of its customers abroad, Swisscom Ltd will use instead more cost-effective and faster services such as telephone, mobile telephony, facsimile or e-mail.

Please note that for the telegram traffic to Sweden* (telex number: 54 901) and Norway* (telex number: 56 42250), Swisscom Ltd will still provide telex and gentex circuits. No cessation of gentex circuits is planned and no transit rate will be required (for technical matters regarding the telegram circuits, please contact: Swisscom Ltd, Telex Management, Tel: +41 91 807 92 35, Fax: +41 91 807 98 34, Telex: 45 804 000 cct ch, E-mail: [email protected]).

Introduction With effect from 1 March 2002, the E.164 numbering plan of the Republic of

Singapore will become a uniform national eight-digit plan. The international public telecommunication number structure of Singapore will have ten (10) digits in all (including the country code +65).

CC + N(S)N Where: CC is the country code consisting of two (2) digits N(S)N is the national (significant) number consisting of eight (8) digits In Singapore’s context, the N(S)N is the same as subscriber number (SN).

Why change the numbering plan at this time?The rapid growth of the telecommunication market due to the recent full

liberalisation of the industry has led to a substantial increase in the use of number resources, making it necessary to expand the capacity of the numbering plan.Timetable for implementation of the new plan

General features of the new planDigit ‘6’ will be added in front of the existing seven-digit N(S)N for PSTN to

form the new eight-digit N(S)N for PSTN.Between now and 28 February 2002, existing PSTN customers and new

customers will be allocated seven-digit N(S)Ns. As from 1 March 2002, a digit ‘6’ will be added in front of existing seven-digit N(S)N to become eight-digit N(S)N, while new customers will be allocated eight-digit N(S)N.

The existing eight-digit N(S)N format for PLMN will be retained. Specific examples

To facilitate overseas calls to Singapore during the initial period of the change in the numbering plan, a one year parallel access will be in place, from 1 March 2002 until 28 February 2003.

From 1 March 2002 until 28 February 2003, overseas calls to Singapore accessing both seven-digit N(S)N (e.g. +65 234 5678) and eight-digit N(S)N (e.g. +65 6234 5678) will be completed.

After 28 February 2003, overseas calls to Singapore accessing seven-digit N(S)N (e.g. +65 234 5678) will be routed to a recorded announcement and the call will be discontinued. Only calls to Singapore using the eight-digit N(S)N (e.g. +65 6234 5678) will be completed.

VenezuelaCommunication of 15.I.2001:

The Comisión Nacional de Telecomunicaciones (CONATEL), Caracas, announces that a new national numbering plan will come into force between 20 January 2001 and 15 September 2001 in Venezuela.

The general features of this new numbering plan include an increase to ten digits for national long-distance calls and twelve digits for international long-distance calls, including the country code (+58). The digit (0) will be maintained as the access prefix for the long-distance service and mobile services.

The following changes are also planned:In the fixed network, the digit (2) will be added to the beginning of area codes,

with the exception of the Distrito capital (Caracas, Vargas and Miranda), whose area code will change to (212).

In the mobile network, the digit (4) will be added to the beginning of the existing mobile operator codes.
