PROPOSED MINUTES

The meeting of the Board of Education of the Jackson County Intermediate School District

was held on Tuesday, September 21, 2021, at the Gerald B. Kratz Education Center, 6700

Browns Lake Road, Jackson, Michigan. President Salsbury called the meeting to order at 5:00

p.m. Board members present were: David Salsbury, Douglas Schedeler, Erin Slater, Georgia

Fojtasek, and Blaine Goodrich. Board members absent: none.

Meeting with the Board were Superintendent Kevin Oxley, Catherine Brechtelsbauer, Human

Resource Director, and Phyllis Stressman, Administrative Assistant.

Motion to approve the consent agenda, to include a revised personnel report, was given by the

SPECIAL REPORT

CELEBRATION OF EXCELLENCE-Jackson County Fair Hosts Lyle Torrant Center –

Volume 42, Report No. 20

This year, Jackson County fair organizers arranged “A Day at the Fair to Celebrate our Friends

Challenged by Disabilities” on August 12th.The event hosted a select number of participants

from Lyle Torrant and a few other community agencies. During the event the fair was closed

to the public and individuals with disabilities had free reign of the grounds and facilities for 2

½ hours, including a special viewing of barnyard animals, free rides, and discounts on select

food items for lunch. It was a huge success and fair organizers are hoping to increase

participation next year to other Jackson residents who meet the criteria.

REPORTS FOR ACTION

BOARD GOALS FOR THE 2021-22 SCHOOL YEAR – Volume 42, Report No. 21

Mrs. Slater made the motion to adopt the goals as presented by the administration, with Mr.

Goodrich supporting. The motion carried by an all yea vote.

Goals for 2021-22

1. All students will show academic and developmental growth in programs run by the

JCISD.

(a) Specific student data targets will be set for JACC students and results will be

reported. (see 98b Goals)

(b) Specific student data targets will be set for JCISD special education students

and results will be reported. (see 98b Goals)

(c) Special Education State Determination Scores will be reported

2. JCISD will provide high quality, desired services to its constituent schools and the

community.

(a) Results of customer impact surveys will be shared and analyzed.

analyzed.

(c) New partnerships will be developed and explained.

(d) Tech operational data will be shared and analyzed.

(e) PD offerings will be developed and usage will be shared and analyzed.

3. JCISD will create and maintain a highly efficient and desirable workplace

environment.

(a) Results of an employee satisfaction survey will be shared and analyzed.

(b) Results of constituent satisfaction surveys will be shared and analyzed.

(c) Retention and hiring data will be shared and analyzed.

(d) A compensation study for non-unionized employees will be conducted.

(e) Equity strategies will be implemented and explained.

(f) Central Campus will be developed and regular updates on the project will be

provided to the Board.

(g) Strategies to improve transportation services will be implemented and

analyzed.

(h) An alternative path to teacher certification will be developed in partnership

with MSU.

4. JCISD will develop strategies to continue to “tell our story” of quality service to

constituents (community partners, LEAs, parents) and our staff.

INTRODUCTION OF OTHER MATTERS

Roger Auwers provided an update on the North Campus pool renovation project and the

Central Campus property closing.

Superintendent Oxley asked for Board input on a recruiting stipend, “finders fee,” to help

address the staff shortages.

CLOSED SESSION/Collective Bargaining

Mr. Schedeler made the motion to enter into closed session for the purpose of discussion

concerning collective bargaining with the CCEA labor unit. Mr. Goodrich support:

A closed session of the Board of Education of the Jackson County Intermediate School District

was held on Tuesday, September 21, 2021 In the Professional Development Room at the Kratz

Education Center, 6700 Browns Lake Road, Jackson, Michigan.

The closed session began at 7:14 p.m. Board members present were: David Salsbury,

President; Douglas Schedeler, Vice President; Erin Slater, Secretary, Georgia Fojtasek,

Treasurer; and Blaine Goodrich, Trustee. Board members absent: None

Meeting with the Board were Kevin Oxley, Superintendent; Catherine Brechtelsbauer, Human

Resource Director; Maureen Keene, Assistant Superintendent/Special Education; and, Roger

Auwers, Finance Director, and Mark Pogliano, JACC Principal.

CCEA labor group collective bargaining was discussed.

Approval of Board Member Conference Travel Expenses

Two Board members have indicated they plan to attend the MASB Annual Leadership

Conference in November 2021. Per State requirements, the full Board must pre-approve travel

expenses for any Board member. The estimated travel expenses for this conference are as

The administration recommends the Board approve the travel expenses for two Board members

to attend the MASB Annual Leadership Conference in November. As detailed above, the estimated

total cost for the two Board members to attend this conference is approximately $3,130.

2021FY Audit

The audit team from Rehmann has essentially completed the audit of the District's 2021 fiscal

year. A closing conference was held with representatives from the District's financial team.

Members of the District's financial team have also reviewed a draft of the final financial

statements and the auditor's repo1i. At this time it does not appear that there will be any

findings or comments, and no adjustments will be required to finalize the District's 2021FY

financial statements. A more thorough review of the audit and the District's 2021 financial

statements will be scheduled for the November 2021 Board meeting, to be provided by a

member of the Rehmann audit team.

2022FY Year-to-Date Results

Attached are the year-to-date financial results for each of the District's major operating funds

covering the first three months of the fiscal year through September 30, 2021. It is too early in

the year to be able to clearly identify trends, but some key points of interest that we are watching

include:

• Local revenue from summer property tax collections has been strong which is a good

sign that so far there is not a wave of pandemic related foreclosures.

o Over the course of the full year property tax revenues are expected to be in

line with budget projections

• The first state aid payment for 2020-21 will be received on October 20th. District

Financial staff will then be able to better analyze state revenue and compare

projections for the full fiscal year to budgeted state revenue in all Funds.

• Salary & benefit expenses in the 2022 fiscal year so far appear to be in line with

budget expectations and close to last year's run rate

o Salaries & wages are a little unfavorable to last year's run rate in Special

Ed primarily because the summer program was scaled back last year

o Remember, regular salary & benefit expenses for instructional staff during July

and August (except for any additional summer program compensation) were

accrued into last fiscal year so spending for these lines in the Special Ed and

CTE Funds is not consistent with a straight line run rate.

• The YTD run rate for some of the purchased services, supplies and capital outlay lines

may look high or low compared to a straight 3/12ths run rate or in comparison to last

year, but these all appear to be explainable as timing related

o The Capital Outlay run rate in Special Ed looks high compared to a straight

line run rate because 5 new buses have already arrived this year

o In general, it appears that the spending for "regular" supplies and equipment

is running much closer to normal this year, and more in line with normal

spending trends and in line with budget

Ms. Karyn Head is being hired as an Early Childhood Specialist for the Learning Services

Department, effective November 1, 2021. This is a new FTE for the 2021-2022 school

year. Ms. Head will be placed within the administrative/coordinator salary schedule,

consistent with her experience.

b. Bridget Griffith 11/01/2021

Early Childhood Coordinator

Learning Services

Ms. Bridget Griffith is being hired as an Early Childhood Coordinator for the Learning

Services Department, effective November 1, 2021. This vacancy resulted from the

resignation of Ms. Christina Blackwell. Ms. Griffith will be placed within the

administrative/coordinator salary schedule, consistent with her experience.

2. Certified Staff

a. Hadleigh Houghton 11/15/2021

Special Education

Ms. Hadleigh Houghton is being hired as a Teacher for the Special Education

Department, effective November 15, 2021. This is a new FTE for the 2021-2022 school

year. Ms. Houghton will be placed within the special education certified salary schedule,

consistent with her experience.

Department, effective October 12, 2021. This is a new FTE for the 2021-2022 school

year. Ms. Baldwin will be placed within the ESPA salary schedule, consistent with her

experience.

b. Bethany Heiler 10/25/2021

Bus Driver

Transportation

Ms. Bethany Heiler is being hired as a Bus Driver for the Transportation Department,

effective October 25, 2021. This is a new FTE for the 2021-2022 school year. Ms. Heiler

will be placed within the bus driver salary schedule, consistent with her experience.

B. SEPARATION OF EMPLOYMENT – FOR INFORMATION

a. Jennifer Beebe 10/19/2021

Special Education

Speech & Language Pathologist

Ms. Jennifer Beebe provided notice of her resignation from her Speech & Language

Pathologist position for the Special Education Department, effective October 19, 2021,

which was accepted by the Superintendent on behalf of the Board on October 6, 2021.

Ms. Beebe started employment with us on August 27, 2018. The administration has not

yet posted this vacancy.

2. Non-Certified Staff

a. Cathy Burke 10/19/2021

Special Education

Teacher Assistant

Ms. Cathy Burke provided notice of her resignation from her Teacher Assistant position

for the Special Education Department, effective October 19, 2021, which was accepted

by the Superintendent on behalf of the Board on October 12, 2021. Ms. Burke started

employment with us on August 24, 1998. The administration has posted this vacancy.

CONSENT

Subject: JACC Curriculum/Textbook Purchase-CyberSecurity

Jackson Area Career Center has a new instructor in the CyberSecurity Program who has reviewed the

curriculum and is requesting the purchase of a new textbook, (IFT+) Student Guide (Exam FC0-U61).

This textbook will prepare students for their first industrial standard exam in information technology

and compliments curriculum already in place in this program. The textbook should be relevant for

the life of this exam (3-5 years).

The book has not been reviewed with advisory members, but will be shared at the upcoming October

meeting. The curriculum being requested matches the already approved state testing for students,

which advisory members are aware of, so there should not be any concerns among advisory members.

Purchase cost is $19.00/ each for 30 books. The request also includes the purchase of 38 copies of the

IT Fundamentals + Voucher access to the course test at a cost of $54.00/each. There is a one-time set

up fee cost of $500.00

Administration is recommending the purchase of this textbook, vouchers, and set up fee. Total cost

for the 2021-22 school year is $3,122.00. Money has been allocated in the 2021/22 school year

budget.

SPECIAL REPORT

Subject: Celebration of Excellence-JROTC Commissioning

Each year the JROTC program celebrates officer commissioning at a fall board meeting. As we

continue to attempt to reduce the size of gatherings, again this year the commissioning ceremony took

place in class during the regular school day. A video of the event will be shown and Sgt. Nichols will

be present to explain the significance of the commissioning ceremony.

FOR ACTION

Subject: Wage Rates for Substitute Staff

During June, 2021, the administration recommended and the Board approved some increases in the

rates paid to substitute teachers, teaching assistants, custodians, bus drivers, bus attendants, bus

mechanics and clerical staff, as well as in the hourly rate paid to the part-time adult enrichment

instructors.

The district has experienced an extreme shortage in most substitute staff areas this school year, as have

other school districts in our area. Most of the local districts have or are considering increasing the

hourly rates for these services. The superintendent has authorized the employment of two additional

special education teachers to work as floaters and two additional special education teaching assistants

to float between assignments rather than immediately calling for substitute staffing. These additional

positions will be reflected in the next budget amendment. Over time, if the substitute situation

improves, these employees can be considered for regular assignments.

In order to remain competitive with other area districts for substitute staff, the administration

recommends the board approve mid-year increases in the compensation rates for select substitute

positions, effective November 1, 2021, as follows.

FOR ACTION

Subject: Proposed Ratification of Labor Agreement with the Career Center Education Association

Tentative agreement on a successor labor agreement, to be effective January 1, 2022, was reached

between the Board’s bargaining team and the team representing the Career Center Education

Association (CCEA) on October 13, 2021.

The CCEA bargaining team is coordinating a ratification meeting and vote at the time this report is

being written, and the administration will provide the Board with an update on the CCEA’s

arrangements during the October 19 meeting.

A confidential summary of the terms of the tentative agreement will be provided in a confidential email

to Board members no later than Friday, October 15, and the administration is prepared to meet with

the Board in closed session to review the terms of the tentative agreement, should the Board wish to

do so. Appropriate notification of the closed session for consideration of collective bargaining-related

topic is listed elsewhere on the agenda for the October 19 Board of Education meeting agenda.

The administration recommends the Board ratify the tentative agreement with CCEA at the October

19 meeting.

The Board’s representatives for negotiations with the CCEA were Mark Pogliano, Principal of the

Career Center; Dan Draper, Assistant Principal of the Career Center; Lynne Thompson, Assistant

Subject: Technology Service Strategies

The JCISD Board of Education adopted the following goal for the 21-22 school year: “JCISD will

provide high quality, desired services to its constituent schools and the community.” Strategies listed

under this goal included the development and sharing of resource offerings to our constituents,

analyzing technology operational data to influence our services, and implementing initiatives that

provide appropriate cyber security.

At this evening’s board meeting, technology department personnel will be present to share and explain

resources being provided to constituents to positively impact their user experience in the increased

virtual environment students are navigating. They will also explain the balance between making

technology available and user friendly, while also providing necessary security.

Subject: Emergency Fiber Purchase

The Jackson County ISD Technology Department was notified that pole configuration changes and

signal work will require us to replace fiber through the intersections of Prospect/4th, Griswold/4th,

Morrell/4th, and Morrell/West. This work is scheduled to happen June 30, 2022, at which point we

need to vacate the existing pole placements. Our backbone cable requires a 144-count of fiber for these

locations. Due to current supply chain issues, this fiber is currently being sourced at a 40-50 week lead

time. We would not be able to guarantee the ability to procure the necessary fiber prior to the project

schedule start time. Failure to procure this fiber would put the entire consortium's fiber network at risk.

We located 144-count and 288-count fiber options that were available for immediate sale. We were

not able to place a hold on these fiber segments and needed to order immediately to guarantee

procurement to meet the June 30, 2022 deadline.

Kevin Oxley approved an emergency purchase of these two fiber options to ensure we meet the project

timeline. The cost of the 144-count fiber is $7,590. The cost of the 288-count fiber is $20,160. The

superintendents of Jackson County making up the STC governing board were notified and approved

of this emergency purchase. Funding will come from the School's Technology Consortium budget.
