The Environmental Protection Agencyhas ruled that 2001 model year and
newer light trucks and cars can safelyuse a 15 percent ethanol mix (E15), amove that increases the fuel standardfrom 10 percent and will help todramatically increase usage of thedomestically-grown alternative fuel.
Until recently, automakers andpetroleum producers had warned thathigher grade blends (above thecurrent 10 percent ethanol standard)

could harm an engines seals, pumpsand other components. However, the
EPA ruling documents extensive testingshowing the fear is unwarranted.
While the EPA decision doesnt meanthat consumers will see an immediatechange at the pump from theconventional blends, the move is beingwidely heralded as major milestone forwider usage and distribution ofethanol, both through the 15 percentmix as well as more E85 awareness.

Question of the Quarter:Which federal tax incentives were extended as a resultof the recently enacted Tax Relief, UnemploymentInsurance Reauthorization, and Job Creation Act of2010?
Answer:On Dec. 17, President Obama signed H.R. 4853, the TaxRelief, Unemployment Insurance Reauthorization, andJob Creation Act of 2010. This Act extends and reinstatesseveral alternative fuel tax credits through Dec. 31, 2011.

Qualified Alternative Fuel Infrastructure TaxCredit
Volumetric Ethanol Excise Tax Credit (VEETC) Small Ethanol Producer Tax Credit Small Agri-Biodiesel Producer Tax Credit
The Act also reinstates several tax credits that expiredafter December 31, 2009:

DOE Readies $30 Million Biofuels Grant
The DOE is offering $30 millionin grants funding projectsthat support thedevelopment of advancedbiofuels to replace gasolineor diesel without requiring
upgrades or changes to thevehicle or available fuelinginfrastructure.
Developing the nextgeneration of Americanbiofuels will enhance ournational energy security,expand the domesticbiofuels industry, andproduce new clean energy
jobs, said Energy Secretary
Steven Chu.
The funding provides up to$30 million over the next threeto four years to support asmany as five projects. The
projects will focus onoptimizing and integratingprocess steps that convertbiomass into biofuels andbioproducts that willeventually be used to supporthydrocarbon fuels andchemicals. These processimprovements could includepretreatment methods thatalter the biomass to improveyields.

About the Southern Colorado Clean Cities CoalitionSouthern Colorado Clean Cities Coalition (SC4) is a coalition of individuals, businesses andorganizations, both public and private. SC4 was first designated as a coalition on July 13th1994.
For the first 13 years, this coalition was solely focused on the Colorado Springs area. In2008, the coalition sought to expand its boundaries in order to support many morecommunities who need assistance. Though based in Colorado Springs, SCCCC spans theentire Southern region of Colorado.
Southern Colorado Clean Cities Coalition develops public/private partnerships in SouthernColorado to promote alternative fuels and advanced vehicles, fuel blends, fueeconomy, hybrid vehicles, idle reduction, and alternative modes of transportation.

NBF Seeks Companies Interested in
Biodiesel Infrastructure
The National BiodieselFoundation (NBF) isseeking companiesinterested in partici-pating in a joint grant
submission to the USDepartment of Energy for the development of biodieseinfrastructure.
This is in preparation of the 2011 DOE Clean Cities GrantSolicitation due out in February 2011. It is our goal to havepartners pre-approved through this process so the grant canbe written and submitted in a timely fashion. Projectinformation (see below for specifics) is due to Tom VerryExecutive Director no later than midnight, Friday, February 42011. The objective of the infrastructure project is to displaceon-highway petroleum-based fuel with biodiesel.
The NBF will likely choose five to six partners/locations to
