Travis Says,

SURFSIDE DEPUTY REPORT

DEPUTY T. OSTGAARD

JANUARY 7th – JANUARY 13th, 2016

On 01/07 I was dispatched to the 1200 block of 300th Pl. for a suspicious vehicle at a residence. The reporting party stated a dark colored truck with a ladder in the back pulled up to an abandoned residence and two males went inside. The males removed 4-5 plastic totes and then left. The residence was checked and I know it has been abandoned for some time. There were multiple other totes inside. I was unable to locate a phone number for the owner.

On 01/08 I was dispatched to the 2300 block of 301st for a suspicious circumstances call. I contacted the reporting party and she stated someone had knocked on her house at about 4 a.m. and was yelling and screaming.

On 01/10 I was dispatched to the 30500 block of Stackpole Rd. for a found animal. I contacted the reporting party and he had found a dog on his property. The dog was ex-tremely skinny and had issues walking. I called the Humane Society and had the manager meet me there to evaluate the dog. The dog was going to be taken to the veterinary clinic on 01/11 to be checked out.

On 1/11 I was dispatched to the 2200 block of 304th for a burglary call. The victim stated someone had broken in to his house and stolen $300 cash, a speaker, a machete and a BB gun. The reporting party gave me the name of a possible suspect.

Thanks to member Mark Smith, Surfside now has year-round

flags flying at Veterans Park! He’s offered to donate flags for

the park when it’s time to replace. In the past we’ve removed

the flags in the winter months to protect them from the harsh

weather!

SURFSIDE EMERGENCY CACHE SURVEY

The Pacific County Emergency Management Agency advises that within 30 minutes of an earthquake, a wave

as high as 30 feet could reach Ocean Park. The Emergency Management Committee has worked to get a Surf-

side Pedestrian Evacuation Map printed and available for residents and guests. While you may think you can

just pack your car and drive away – this won’t be possible or practical in the event of a localized event. It is

imperative that you familiarize yourself with guidance on the Surfside Pedestrian Evacuation Map and the Pa-

cific County Tsunami Evacuation Map for Ocean Park and vicinity. Top priority is getting to high ground (50

feet or higher) quickly and safely.

In the event of a tsunami it could take 3-7 days before supplies and assistance reach Surfside.

When disaster strikes there may be no time to gather the things you need — you need to be able to “grab

and go” or “duck, cover and hold” at a moment’s notice.

Each household should prepare kits appropriate for your family members and your business now — it can

save lives and ensure your relative comfort until help arrives.

Other tsunami vulnerable communities in nearby Oregon, residents have taken the extra steps to be better

prepared by establishing emergency supply caches in designated safe high ground areas.

After studying emergency caching efforts in other communities, the Emergency Management Committee has

come to the conclusion that Surfside residents and visitors could benefit from a similar program.

It is believed that more people would benefit from a 3-5 day emergency kit if they had a safe place to store it.

This way, in the case of a real disaster – your supplies could be accessed and you wouldn’t have to worry about

carrying them from your home to high ground.

If there is sufficient interest in an Emergency Cache Container for Surfside, the Emergency Management Com-

mittee will pursue options available to us. Please indicate if you are interested in such a program for our com-

munity by answering the following questions so we can determine the level of interest and potential costs.

Any additional questions, comments or suggestions you might have are welcomed.

I would be interested in storing my emergency kit in a secured container situated in a high elevation site

within Surfside.

YES ○ NO ○

I would be willing to pay a small fee to support the acquisition of a storage container.

YES ○ NO ○

I would be willing to purchase approved 30 gallon plastic barrel to store my emergency supplies in.

More Great Winterizing Tips from Member Alison Irwin

The tip to use RV antifreeze should come with some warnings. Being an RV owner, I can tell you that not all RV antifreeze is the same:

1. Ethanol based RV antifreeze has alcohol in it and can be flammable near pilot flames & cigarettes. However it is generally considered non-toxic in small amounts.

2. Some RV antifreezes may contain ethylene glycol that is extremely toxic and can kill pets. Probably not a good idea to dump down your toilet if you have a large dog that could head into the house and try to drink from the toilet. Even a teaspoon can kill.

3. Many RV antifreezes contain rust & corrosion inhibitors. If it says that on the label, you have no idea what those ingredients are & they could be toxic to pets. If you have pets that might drink out of the toilet you might want to look for labels that say Pet Friendly.

4. Propylene Glycol is generally considered non-toxic in small quantities and is probably the safest type to use.

5. The amount of RV antifreeze you put in your sink pipes is probably not much, but the amount in a toilet would be a larger amount. Some studies show that antifreeze in a septic can kill off bacteria. If you use it in a toilet it would be wise to not flush it down when you return home. Instead ladle it out with a paper cup, put back in bottle & take to recycling station or save it to reuse next winter.

6. Read the labels, many RV antifreezes are mixtures/blends of different types of chemicals. If you have pets or concerns about putting antifreeze in your septic do your research and choose carefully.

I am by no means an antifreeze expert, but I do own an RV and know that you have to be very careful about what to use. I would hate to see someone's pet die or their septic messed up from some of these RV antifreezes.

The Emergency Management Committee will be hav-

ing a special showing of “Unprepared” on January

26th 2016 at 1 p.m. at the business office in the board

room.

OPB's 'Unprepared' looks at whether Oregon's ready for a

'megaquake' (we're not)

As if Portlanders and Oregon Coastal residents weren't already freaked out by the pro-

spect of "the really big one," Thursday's "Oregon Field Guide" adds fuel to our freak-out

fire.

In "Unprepared," a one-hour documentary produced by Oregon Public Broadcasting's

Ed Jahn, experts discuss the likelihood of an earthquake happening in Western Oregon,

and how what we need to do to be ready.

And just in case we're tempted to procrastinate, "Unprepared" reminds us that the Cas-

cadia subduction zone is, according to scientists who study it, overdue for a major

earthquake, and the tsunami that would likely follow.

Earthquakes have been at the forefront of many Oregonians' and Washingtonian minds

in the wake of the July New Yorker article titled "The Really Big One," with its anxiety-

inducing thesis: "An earthquake will destroy a sizable portion of the coastal Northwest.

The question is when?"

"Unprepared" features interviews with some of Oregon's earthquake experts, including

Oregon State University professor, Chris Goldfinger. We also see Goldfinger and others

on a research trip to Japan, gathering information about that country's preparation for,

and recovery from, massive earthquakes and tsunamis.

Jahn also examines weak links in Oregon's preparations, including schools that haven't

been upgraded, fuel tanks situated on soil that could turn to "pudding" in a quake, and

the necessity of locating hospitals in Oregon coastal cities on ground high enough not

to be in tsunami danger zones.
