Question: Will the Department consider a more economical Portland Cement Concrete Pavement typical section? Answer: The pavement design will not be revised.

Question: The quantity box for Approach Gutters and Slabs includes quantities for Ramp 1 (McKisic Creek), but I believe that those items were completed under the previous contract. Question: Is it the intention of the MOT plans that Northbound I-49 traffic cannot travel west on 549 during construction? Answer: In order to maintain two lanes in each direction along Highway 549 for the duration of the project, the Maintenance of Traffic plans for the project show the Highway 549 northbound to Highway 71B/Walton Boulevard southbound loop ramp being closed during and after

stage 2A; however, the intersection access to and from Highway 549 from Highway 71B/Walton Boulevard will not be closed at any time during construction.

Question: Once traffic on 71B/Walton is shifted in Stage 4B, how will the single lane of Northbound Walton to Westbound 549 traffic be protected crossing the three southbound lanes? Is a temporary signal needed? Will Northbound 71 traffic back up excessively behind this turning traffic? Answer: The plans are being revised to show a temporary signal being utilized at the intersection of Highway 71B/ Walton Boulevard to protect the northbound traffic that will be entering Highway 549 by crossing the opposing southbound traffic. An addendum will be issued.

Question: An equipment/crane crossing will be needed at Peach Orchard Road: what measures will be required to have openings in the barrier walls? Answer: Per the Maintenance of Traffic Special Provision, it is ultimately the responsibility of the Contractor to regulate access of work vehicles and equipment to the work area while insuring safety to the traveling public. As stated in the Maintenance of Traffic Special Provision, any alterations to the traffic patterns shown in the Maintenance of Traffic details for this project, including revisions to provide openings in the precast concrete barrier walls, shall require prior approval by the Engineer. Also, the ingress/egress for the construction vehicles should allow for adequate acceleration and deceleration to take place off of the through lanes so as not to create an unsafe situation for the traveling public. In addition, all locations of ingress/egress into and from the work zone shall be signed and striped in accordance with the MUTCD and ARDOT Standard Specifications, and must be approved by the Traffic Control Supervisor.

Question: Will the Department allow precast for the six barrel RCBC (12’ x 11’)? If precast is allowed, will the Department require membrane waterproofing to all joints on the sidewalls of the interior barrels prior to filling with lean grout or flowable fill? Sheet 36, General Details of R.C. Box Culvert states that membrane waterproofing shall be as directed by the Engineer applied to all construction joints in the top slab and sidewalls, and Sheet 481, Precast

Concrete Box Culvert standard drawing states that membrane waterproofing shall be applied to all box culvert joints. Answer: A precast structure would be allowed at no additional cost to the Department, as long as the dimensions of the precast structure are consistent with the dimensions detailed within the original plans, and the design and construction of the structures adhere to all ArDOT Standard Drawings and Standard Specifications, specifically Standard Drawing PBC-1 and Section 607 of the Standard Specifications. The Department will require waterproofing the exterior units vertical wall joints and the top slab joints, but not the joints in between two runs of barrels. The chamfers at the floor are not to be exposed in the shallower barrel used for pedestrians. Question: On Plan Sheet 84 in the Summary of Quantities for Removal and Disposal of Items there are two buildings listed to be removed. The stationing given is 1116+00 and 1116+40, both left of C.L. However, this stationing would put the buildings in or very near McKissic Creek and I do not see any buildings on shown on the plans sheets at this location. Please confirm there are two buildings to be removed and if so, where they are located. Answer: An addendum will be issued to remove these items from the Removal and Disposal list. Question: Is there a special detail for the Concrete Barrier Wall (Median Type A) with a footing for the asphalt roadway section? A footing is shown on the Typical Sections and Cross Sections. Is there a special detail for the Concrete Barrier Wall (Side Type A) with a footing for the asphalt roadway section? A footing is shown on the Typical Sections, but not the Cross Sections. Answer: The intent is that the concrete footings that are currently shown in the details for the Median and Side Type B Walls should be used for all median barrier walls within the ACHM pavement section of this project. An addendum will be issued that will include revised clarification to the special details for the median and side barrier walls to convey this intent. Question: On sheet 89 of the plans, on the cold milling asphalt pavement quantities, there is a note that says AVERAGE MILLING DEPTH 1”. Should the note read 2”?

Answer: The note is being revised to state the milling depth is 2”. An addendum will be issued. Question: The plans and cross sections for CA0903 show a significant amount of rock removal adjoining the existing I-49 pavements (and also Walton Blvd) that is included in Unclassified Excavation. Since presplit is also specified, please confirm that it can it be blasted, and there is not a requirement for mechanical removal? If blasting is allowed above existing I-49 (or Walton Blvd) on CA0903, what specific blasting measures will be required? Will a blast plan and pre-work meeting be required? Will a lane drop be allowed, and will it be excluded and not be penalized for lane use? What measures will be needed to protect the Public using the City Trail? What advance warning/ concrete barrier/ traffic control signs will be required? What roads must be closed during the blasts? What entities must be notified prior to each blast? Will the contractor be required to solicit law enforcement help to control traffic during blasting on CA0903? Will there be any penalty for excessive closures of I-49 on CA0903 due to blasting or excavation? Will a provision be made to repair/overlay I-49 on CA0903 after blasting is complete and the ramps are tied in? The lane restrictions and work hour restrictions seem to suggest or imply night work for all operations, but the City of Bentonville has an ordinance to prevent night work. Will night work be allowed? Answer: There is not a requirement for mechanical removal of the rock. The presplitting in this project will be implemented per the methods stated in the Standard Specifications. The plans will be revised to reduce some of the locations of pre-splitting currently called for in the plans, which will subsequently reduce the locations of tall slopes adjacent to the through traffic. That being said, it is the responsibility of the Contractor to adhere to all Federal, State, and local laws that govern the safety of the Contractor’s employees in the workplace.

It will be the responsibility of the Contractor to determine the method for the presplit operations and to make all necessary precautions to protect the traveling public, per Section 210.08 of the Standard Specifications. This section of the Standard Specifications also states that it is the Contractor’s responsibility to follow all Federal, State, and local laws and regulations, with the Engineer having authority at all times to halt operations for the sake of the safety and convenience of the traveling public. Any and all lane closures that will be allowed for this project must adhere to the guidelines set forth within the Maintenance of Traffic Special Provision, including the restrictions given on times for lane closures and the penalties that will be accessed for failing to comply with these restrictions. Coordination should be made with the CAPM for the purpose of notifying the public prior to the blasting operations. Also, the City Trail will be closured for the duration of this project per previous agreements reached between the City and the Department. Question: Reference is made to the cubic yardage for the channel change as listed in quantities (Sheet 84). Are there any cross sections or other details available for the grading work required in this area? Answer: The plans will be revised to show the correct earthwork quantity for the channel in question. Question: There is a very significant amount of Unclassified Excavation required to remove the existing box culverts that does not appear to be reflected in the Proposal quantities for channel excavation. How will this be measured and paid? Also the Compacted Embankment to replace it and also fill in the existing channel? Answer: The earthwork quantities in the plans will be revised to reflect the correct quantities for channel excavation.

Question: It appears that the embankment for 71B to Walton will partially fill the existing channel between station 135 and 141 (and also cover the City trail): will temporary widening to the west be required to shift traffic until the new box culvert is built and the channel can be closed? Answer: If the embankment for Highway 71B is constructed as shown Stage 3A of the MOT Details, temporary widening will not be needed to maintain the access along McKissic Creek Road. There will be no pedestrian traffic utilizing the trail during construction, as this portion of the trail will be closed for the duration of this construction project. Question: There are a number of removals that do not appear to be addressed, including: the Roundabout lighting removals, Concrete Rip Rap slope protection in two locations, the retaining wall and pavement for the City trail in the channel, and electrical removals for the lighting in the existing boxes at the trail; how will these be addressed? Answer: The plans will be revised to account for these additional removal and disposal items. Question: There are areas of the asphalt pavements at the Roundabout that are three to four foot thick; how will this asphalt removal be addressed? Answer: The removal of the asphalt pavements in question are included Unclassified Excavation quantities that are provided in the job, as stated in General Note number 9. Question: We have not seen the location of the City utility tunnel as/where it is located under the 71B to Walton pavement: can this information be provided? Will access to the City manholes have to be extended through the pavements? Answer: Please see the plan sheets below. Also, per the City of Bentonville, the current elevations should match elevations as required by the full SPUI.

Question: Given the length of the box culverts for this project, would it be possible to use the EFCO Box Culvert Traveler forming system? Would the Contractor be able to strip the forming system quickly to make this option cost effective? Answer: This forming system would be allowed. However, the time and strength requirements specified in the Proposal Documents and Standard Specifications must be abided by.

Question: The typical sections do not show longitudinal joints in the PCCP. Is it possible to construct the pavement with joints and not full width? Answer: The PCCP will include longitudinal construction joints at the lane lines between the through lanes in both directions and between the inside lane and the inside shoulder in both directions. For locations where PCCP will also include Concrete Barrier Wall (Side Type A) as shown on sheet 8 of the plans, there will also be longitudinal construction joints between the outside shoulder and the outside edge of pavement in each direction (2 feet outside of the outer lane edge). There will also be longitudinal construction joints 2 feet from either side of the centerline between the footing for the median barrier wall and the inside shoulder paving in each direction.

Question: Is there a transition detail for the Concrete Barrier Wall (Side Type A) transition to the Bridge Parapet on the approach slab for the locations were the Concrete Barrier Wall (Side Type A) terminates at the approach slab? Answer: The transition from the side concrete barrier wall to the bridge rail will take place similarly to what can be seen in the detail below. A detail similar to this will be added to the project by change order once it is awarded.

Question: Is working nights possible due to the Bentonville noise ordinance? Answer: Per section 107 of the Standard Specifications, it is the Contractor’s responsibility to have knowledge of and adhere to all Federal, State, and local laws, ordinances, and regulations,

which include noise ordinances. Nothing within the contract for this project excludes a Contractor from local laws.

Question: Closure of the City trail greatly improves safety for all. Does that extend to the Mountain Bike trails on City property (plan right of the I-49 blasting)? It would be difficult to secure those trails during blasting operations. Answer: The previous agreement pertaining to closure of this trail was limited to those portions of the trail that fall within ARDOT ROW.

Question: In the Site Use (A+C Method) Special Provision it requires that all Punch List work must be complete to meet the Early Completion incentive: is this also required for the Substantial Completion disincentive? Answer: By definition, the punch list is the list of items and/or areas of the project requiring correction, replacement, repair, or general cleanup which is furnished by the Engineer following the declaration of the project as Substantially Complete. As Section 7 of the Site Use Special Provision states, the assessment of the disincentive is based on failure to Substantially Complete the project within the time bid for the project.

Question: Will this project be administered by the District 9 Resident Engineer office under E Builder? Answer: This job will be inspected by a District 4 Resident Engineer’s office with District 9 oversight. Document submission will be handled via eBuilder per the Electronic Document Management – Connecting Arkansas Program Special Provision.

Question: Are the existing bridge plans for the bridges and box culverts that are to be removed or modified available?

Answer: Bridge Nos. 07277 (Peach Orchard Rd.) and 07278 (McKisic Creek) are to be modified in this contract. They were constructed under Job CA0904 and plans can be seen at the following link:

The sextuple 12x9 RC Box Culvert at Station 132+00 under Highway 71B is being removed, as stated in the R&D quantities in the roadway plans. This RC Box was first constructed within project R90071. It was recently extended within project CA0904. Sheet 3 of the above link also lists the Standard Drawings that would have been used to extend this box culvert and would most likely have been used for its original construction. Question: The response to the question regarding a footing for the Side Type A barrier wall does not make sense. There is no Side Type B barrier bid item. Addendum 2 did not provide a detail showing the footing dimensions and rebar detail. The response to the question about the Side Type A barrier transition to the Bridge Parapet did provide a detail for the Side Type A barrier wall from AHTD BB0107. Is this the detail that should be used for the Side Type A barrier wall bid item? Answer: The intent is that the footing for the Side Type A walls in this project be dimensionally consistent to the example detail that was provided from project BB0107.


Recommended
