    4. The Prime Minister's rivalry with the leader of the UMP and Minister for InteriorNicolas Sarkozy has dominated French politics for the last 12 months. In 2004Mr. Sarkozy was forced to resign from the Finance ministry which he held in theRaffarm government, as President Chirac insisted that Mr. Sarkozy could notsimultaneously lead the party and continue in Government. It therefore came assomething of a surprise when he was named in Mr. de Villepin's cabinet. Mr.Sarkozy has made no secret of his ambitions for the forthcoming Presidentialelections. As leader of the UMP he has a strong party base and is also popularamong supporters of other right-wing parties. His position has been strengthenedas the Prime M inister has lost support, Mr. Sarkozy has also introduced new ruleson immigration which are well supported in France. He enjoys 31% support inpolls, far higher than either the President or the Prime M inister, and is the m ostlikely candidate of the right in the elections next year.5. The resurface in the press recently of the "Clearstream affair" has alsostrengthened M r. Sarko zy's position on the right. This is an old controversyinvolving investigations into possible corruption in Government. Initially, the

In June 2004 at theSecurity Council France supported Security Council Resolution 1546 which setout the timetable for the return of sovereignty and elections in Iraq. Res olution1546 also includes a reference to the holding of an international conference tofacilitate the re-integration of Iraq into the region, as originally proposed byFrance and Russia. Close cooperation w as once again in evidence in the lead-upto the UN Security Council Resolution calling on Syria to withdraw its troopsfrom Lebanon.

    8. Relations with the UK were strained at the end of last year during the EU futurefinancing perspective negotiations The Iraq war was a catalyst for the renewal ofAnglo-F rench friction; how ever President Chirac instigated this new hostility byquestioning the continued justification for the UK 's rebate under the EU 'sbudgetary arrangements. Although France has long been trying to get the UK toshoulder a greater burden of the costs of enlargement, M r Chirac's aggressiveattack on the UK rebate was calculated to meet two further ob jectives: to deflectattention from France's rejection of the EU constitution and to marginalise the EUcountry that stands to gain most politically from it. The French rejection by referendum of the EU Con stitutional Trea ty in M ay2005 has reverberated throughout Europe, providing the backdrop to the JuneEuropean Council.     Mr Edouard de Rothschild is the Chairman of the Board of France Gallop, supported by two vicchairmen - Mr Robert Foumier-Sarloveze for flat racing and Mr Nicolas Landon for jump racinand twelve Board directors. Th e operational aspects of France G alop are headed up by a DirectoGeneral, Mr Louis Romanet.At Longch amp racecourse, which spe cialises in flat racing, the Arc de Triomp he wee kend isprem ier event in its annual calendar, traditionally held in the first weeken d of October and attenby 30,000 spectators.     In July 2004, Indecon International E conomic Consultants on behalf of Horse Racing Ireland (HRthe Irish Thoroughbred Breeders' Association (ITBA) and the Irish European Breeders Fund (rEBcompleted the Report "An Assessment of the Econo mic Contribution of the Bloodstock and HoRacing Industry in Ireland".

    The Report confirms that horse racing and thoroughbred breeding are significant contributors to the Irish economy and that the stallion tax exemption has supported development of a thriving thoroughbred breeding industry in Ireland.
