Regional Water Independence Program

• Current Program – Water Independence Now (WIN)• Goals

• Implement multiple projects to make WRD 100% independent of imported water

LADWP Elements of Hyperion Reuse

Pilot Study of NdN MBR at Hyperion

• Project Partners - LADWP, LASAN, WBMWD

• Purpose - Design, construction, and operation of a pilot facility and the utilization of the findings from the pilot study to determine the design, technology selection, operation criteria, and feasibility of a potential 70 MGD NdN MBR facility at HWRP.

• Goal - Provide data to demonstrate the effectiveness of NdNMBR and develop appropriate design criteria for a system at HWRP. Provide pathogen removal results to DDW for regulatory approval of pathogen log removal credits (LRC) for NdN MBR.

• Pilot Completion – 2021/22

Master Plan Goals

1. Maximize use of water leaving the Hyperion Water Reclamation Plant;

2. Identify and maximize all groundwater replenishment locations in the West Coast and Central Basins;

3. Identify additional sources of replenishment water and additional infrastructure and potential associated stakeholders;

4. Develop conceptual projects and associated strategic implementation schedules;

5. REAL projects with REAL implementable steps through a series of Technical Memos

Master Plan Scope of Work Review

• Task 1 – Potential Opportunity List Development• Review existing planning documents and provided “project list”• Identify all replenishment sources, replenishment locations, extraction locations• Workshop #1

• Task 2 – Detail Development• Coordinate replenishment sources with injection and extraction locations to develop

Master Plan Proposal Requirements

• 30 Pages (front and back can be used) bound

• Proposal shall be wet signed

• Five hard copies and one flash drive electronic copy

• Desired qualifications• Understanding of WRD and LADWP goals and missions• Experience with additional agencies in the LA Basin• Team member experience with large scale complex master planning efforts and strategic

implementation plans• Project manager to have direct experience leading large scale, multi agency efforts• Key team members to be available to this project

• Fee proposal should have staff, hours and budgets for Tasks 1,2,5,6• Task 3 is just a line item budget of $750,000 in the fee proposal• Task 4 is just a line item budget for $200,000 in the fee proposal• Consultant should include who is anticipated to be working on these tasks in the approach

section of the proposal, but not in the fee proposal• Task 3 & 4 to be defined, negotiated and formalized with a scope amendment to reflect the

work to be done after Task 2 is complete. All within the maximum budget amounts set in the RFP

Master Plan Interview Overview

• WRD to provide an email to invited interview attendees with specific details after the short list has been identified

• Two hour interviews• First hour – Consultant presentation

• Second hour – Q&A and dialogue

• Key team members must be in attendance• Project manager

• Additional staff as deemed important by Consultant
