1. Open a picture file Perak flag.

2. Use the Rectagular Marquee Tool use (M) and set feather 30, make a rectangular cover 80% of the flag like the image.

3. Click Filter > Distort > Wave. Set up like the picture below or to suit image and according to fluttered flags appreared.

4. Then click ok.

5. Make up creativity so that you appear more attractive flag.

6. Done
